On behalf of the Environmental Review Committee (ERC), I would like to inform you that they have
completed their review of your project. The Committee, on October 14, 1997, decided that the project
will be issued a Determination of Non-Significance (DNS).
The City of Renton ERC has determined that it does not have a probable significant adverse impact on
the environment. An Environmental Impact Statement (EIS) is not required under RCW
43.21C.030(2)(c). This decision was made by the ERC under the authority of Section 4-6-6, Renton
Municipal Code, after review of a completed environmental checklist and other information, on file with
the lead agency. This information is available to the public on request.
Comments regarding the environmental determination must be filed in writing on or before 5:00
PM November 3, 1997. Any aggrieved person feeling that the environmental determination of the
Environmental Review Committee is based on erroneous procedure, errors of law or fact, error in
judgment, or the discovery of new evidence which could not be reasonably available at the time of the
determination may submit written comments. After review of the comments, if Environmental Review
Committee finds there is not sufficient evidence to amend its original determination, then there will be no
further extension of the appeal period. Any person wishing to take further action would need to file a
formal appeal within the original 15-day timeframe. Written comments must be filed with: Jana Huerter,
Land Use Review Supervisor, City of Renton Development Services Division, 200 Mill Avenue South,
Renton, WA 98055. If an appeal of the environmental determination is also filed with the Hearing
Examiner during the same 15-day comment period, then the Environmental Review Committee will first
take action on the request for reconsideration and the appellant will be notified that the appeal is on hold
pending the Committee's decision on the reconsideration request. The City will notify the
appellant/person requesting reconsideration and parties of record and the Hearing Examiner of the
Environmental Review Committee's final determination. The appeal process will then be continued
unless the appellant notifies the Hearing Examiner in writing that he wishes to withdraw the appeal.
Appeals of the environmental determination must be filed in writing on or before 5:00 PM
November 3, 1997. Appeals must be filed in writing together with the required $75.00 application fee
with: Hearing Examiner, City of Renton, 200 Mill Avenue South, Renton, WA 98055. Appeals to the
Examiner are governed by City of Renton Municipal Code Section 4-8-11 B. Additional information

Project Description
The project involves replacing existing 15-and 18-inch diameter stormwater pipes with
new 18- to 30-inch pipes capable of conveying the design stormwater flow.
Construction may occur in NE 5th Place, Edmonds Ave. NE, Camas Ave. NE, NE 6th
Place, Aberdeen Ave. NE, and NE 7th Street. The entire 3,200 linear feet of existing
stormwater pipes may be replaced. The exact pipe sizes and sections of the drainage
system that will be replaced will be determine in the final design. New manholes and
catch basins will be placed at various locations.
Construction will primarily be in City right-of-way, asphalt covered streets, or
easements. In some areas the existing stormwater pipes are located in front yards
and may need to be removed and replaced. If private property is disturbed it will be
restored, and any vegetation replaced, when the project is completed.
Project Location
The east end of the project is located at the intersection of NE 5th Place and
Harrington Ave NE. The project runs from the Harrington Ave NE intersection west in
NE 5th Place to Edmonds Ave NE, continues north on Edmonds Ave. NE to Camas
Ave NE, continues northwest on Camas Ave NE to NE 6th Place, continues west on
NE 6th Place to Aberdeen Ave. NE, continues north on Aberdeen Ave NE to the
intersection of NE 7th Street and Aberdeen Ave NE for a total distance of about 3,200
feet. Construction may occur in some or all of these streets, depending on the results
of the final analysis and design.

B. RECOMMENDATION
Based on analysis of probable impacts from the proposal, staff recommend that the Responsible Officials make
the following Environmental Determination:

Impacts: The project includes excavating soil from trenches, disposing of unsuitable soil, and importing backfill soil. If
all the soil in the 3,200 foot length was unsuitable approximately 7,000 tons of soil could be removed and imported.
Unsuitable soil will be disposed of by the contractor at a licensed disposal or fill site. Backfill will be imported from an
established quarry.
Mitigation Measures: No further mitigation measures are recommended beyond those proposed by the applicant.
Nexus: N/A
2. Air
Impacts: Temporary dust and exhaust from construction activities. The City will require that the contractor maintain
proper functioning exhaust systems on construction equipment. The contractor will be required to water soil stockpiles
if blowing dust becomes a problem.
Mitigation Measures: No further mitigation measures are recommended beyond those proposed by the applicant.

3. Water
Impacts: Construction involves removing existing stormwater pipes and replacing them with larger stormwater pipes to
reduce flooding frequency in NE 5th Place Court, Edmonds Avenue NE, and other City streets. Some of the existing
stormwater pipes may be left in place and continue to be operational. The project does not change the area being
collected by the stormwater system or the amount of stormwater runoff.
Mitigation Measures: No further mitigation measures are recommended beyond those proposed by the applicant.
Nexus: N/A
4. Transportation
Impacts: The contractor will probably use NE Sunset Blvd., NE 7th Street, Edmonds Ave. NE, NE 3rd Street, and NE
4th Street to reach the construction site. For the entire site and potential soil volume approximately 250 truck trips may
be needed to haul soils. Few trips will be needed if the existing soils are suitable for backfill, and if the entire 3,200 feet
is not replaced. Access to local driveways will be maintained, except when construction needs to cross a driveway.
Excavations will be covered with steel plates and access will be restored at the end of the work day. The Contractor
will be required to maintain emergency access at all times. The contractor will be required to file a Traffic Control Plan
with the City.
Mitigation Measures: No further mitigation measures are recommended beyond those proposed by the applicant.

CONSTRUCTION MITIGATION DESCRIPTION

STORM SYSTEM REPLACEMENT PROJECT
Proposed Construction Dates:
The project will be constructed in the spring and summer of 1998, if bids for the project
are within the project budget. Otherwise the project will be constructed in phases during
the spring/summer of 1998 and 1999. All work should be completed by October 1999,
or earlier.
Hours of Operation: Monday through Friday between 7:00 AM and 5:00 PM
Proposed Hauling/Transportation Routes:
The contractor will probably use Sunset Blvd. NE, NE 7th Street, Edmonds Ave NE, NE
3rd Street, and NE 4th Street to reach the construction site. Truck hauling on arterial
streets (Sunset Blvd. NE, NE 3rd Street, NE 4th Street ) will be limited to the hours of
8:30 AM to 3:00 PM, Monday through Friday. Work on weekends will only occur with
approval from the City.
During construction some streets may be restricted to "Local Access Only" while work is
occurring in them. After construction all streets will be restored to existing access.
Access to local driveways will be maintained, except when construction needs to cross a
driveway. The City will attempt to limit driveway blockages to one day or less.
The contractor will be required to file a Traffic Control Plan with the City to identify
hauling routes and traffic control measures for the construction area.
Erosion control measures such as storm drain inlet protection per the King County
Surface Water Manual will be used. Any soil stockpiles not in use will be covered with
plastic sheets during rainy periods. All construction equipment will be required to have
muffler and exhaust systems in good working order.

PURPOSE OF CHECKLIST:
The State Environmental Policy Act (SEPA), Chapter 43.21 C RCW, requires all
governmental agencies to consider the environmental impacts of a proposal before
making decisions. An Environmental Impact Statement (EIS) must be prepared for all
proposals with probable significant adverse impacts on the quality of the environment.
The purpose of this checklist is to provide information to help you and the agency
identify impacts from your proposal (and to reduce or avoid impacts from the proposal,
if it can be done) and to help the agency decide whether an EIS is required.
INSTRUCTIONS FOR APPLICANTS:
This environmental checklist asks you to describe some basic information about your
proposal. Governmental agencies use this checklist to determine whether the
environmental impacts of your proposal are significant, requiring preparation of an EIS.
Answer the questions briefly, with the most precise information known, or give the
best description you can.
You must answer each question accurately and carefully, to the best of your
knowledge. In most cases, you should be able to answer the questions from your own
observations or project plans without the need to hire experts. If you really do not
know the answer, or if a question does not apply to your proposal, write "do not
know" or "does not apply". Complete answers to the questions now may avoid
unnecessary delays later.
Some questions ask about governmental regulations, such as zoning, shoreline, and
landmark designations. Answer these questions if you can. If you have problems, the
governmental agencies can assist you.
The checklist questions apply to all parts of your proposal, even if you plan to do them
over a period of time or on different parcels of land. Attach any additional information
that will help describe your proposal or its environmental effects. The agency to which
you submit this checklist may ask you to explain your answers or provide additional
information reasonably related to determining if there may be significant adverse
impact.

11. Give brief, complete description of your proposal, including the proposed uses and
the size of the project and site.
The purpose of the project is to reduce flooding problems in NE 5th Place and
Edmonds Ave NE. Local flooding occurs during periods of intense rainfall,
most recently during the December 1996 flood event. The 1994 drainage
analysis performed for the NE 5th Place Storm System Replacement Project
showed that the downstream system was not capable of conveying
stormwater flows in accordance with current City design standards.
The project involves replacing existing 15- and 18-inch diameter stormwater
pipes with new 18- to 30-inch pipes capable of conveying the design
stormwater flow. The entire 3,200 linear feet of existing stormwater pipes may
be replaced. The exact pipe sizes and sections of the drainage system that
will be replaced will be determine in the final design. New manholes and catch
basins will be placed at various locations. Construction may occur in NE 5th
Place, Edmonds Ave. NE, Camas Ave. NE, NE 6th Place, Aberdeen Ave. NE,
and NE 7th Street.
Construction will primarily be in City right-of-way, asphalt covered streets, or
easements. In some areas the existing stormwater pipes are located in front
yards and may need to be removed and replaced. If private property is
disturbed it will be restored, and any vegetation replaced, when the project is
completed.
12. Location of the proposal. Give sufficient information for a person to understand the
precise location of your proposed project, including a street address, if any, and
section, township, and range if known. If a proposal would occur over a range of
area, provide the range or boundaries of the site(s). Provide a legal description, site
plan, vicinity map, and topographic map, if reasonably available. While you should
submit any plans required by the agency, you are not required to duplicate maps or
detailed plans submitted with any permit applications related to this checklist.
The east end of the project is located at the intersection of NE 5th Place and
Harrington Ave NE. The project run from the Harrington Ave NE intersection
west in NE 5th Place to Edmonds Ave NE, continues north on Edmonds Ave.
NE to Camas Ave NE, continues northwest on Camas Ave NE to NE 6th Place,
continues west on NE 6th Place to Aberdeen Ave. NE, continues north on
Aberdeen Ave NE to the intersection of NE 7th Street and Aberdeen Ave. NE.
Construction may occur in some or all of these streets, depending on the
results of the final analysis and design.

The project site is primarily in the SW 1/4 of Section 9, and the SE 1/4 of
Section 8; Township 23 N, Range 5 E,W.M.
B. ENVIRONMENTAL ELEMENTS
1. EARTH

The soil in the area is classified by the Soil Conservation Service, King
County Soil Survey, as Ragnar (RdC). The soil is typically very dark
grayish brown dark yellowish-brown, fine sandy loam.
d. Are there surface indications or history of unstable soils in the immediate
vicinity? If so, describe.
None known
e. Describe the purpose, type, and approximate quantities of any filling or
grading proposed. Indicate source of fill.
The only fill used will be Bedding Gravel for the new stormwater pipe
and Imported Backfill or Bank Run Gravel for backfill above the pipe, if
the existing soil is not suitable for backfill. All material will be obtained
from a local gravel pit. Approximately 3,500 cubic yards of backfill
material could be used. The ground surface will be restored to the
existing grade after construction is finished.
f. Could erosion occur as a result of clearing, construction, or use? If so,
generally describe.
The project will consist of trenching in an asphalt street or yard areas
so erosion is not likely to occur. Typical erosion control measures
identified in 1. h. (below) will be used to mitigate potential impacts.
g. About what percent of the site will be covered with impervious surfaces after
project construction (for example, asphalt or buildings)?
About 99 percent of the existing site area consists of the asphalt
street.
The trench will be restored with asphalt pavement in the street. Any
landscaped areas next to the right of way that are disturbed will be

planted and restored. Construction will not change the amount of
impervious surface.
h. Proposed measures to reduce or control erosion, or other impacts to the

Typical erosion control measures such as storm grate inlet protection
and covering any exposed soil stockpiles, as specified in the King
County Surface Water Design Manual,will be used.
2. AIR

during excavation, the contractor will dewater the excavation
as needed and will pump the water to the nearest sanitary

muddy. A temporary sediment trap, tank, or filter fabric barrier
will be used to filter muddy water.

septic tanks or other sources, if any (for example: Domestic

Stormwater runoff to the project comes from the residential
areas around the project site, and from the Renton Technical
College Campus at the upper end of the drainage basin. Storm
water runoff is collected by catch basins in the streets, and is
conveyed to the west and north by the existing 18-inch
stormwater pipes.

The drainage area consists of about 100 acres. The
approximate peak flows at the downstream end of the system,
the intersection of Aberdeen Ave NE and NE 7th Street, are as
follows:

25-Year, 24-Hour 41 cfs
Stormwater runoff flows to the west in City drainage systems
under 1405, then to the north to discharge into Lake
Washington. The project will not change the amount of
stormwater collected or the discharge location.

The use of typical erosion control measures during
construction should prevent soil and sediment from entering
the stormwater system.

The project will not change the amount of stormwater collected. The
project will increase the capacity of the stormwater drainage system,
and reduce the frequency of flooding in Edmonds Ave NE.

prior working in driveway areas and private accesses.
