• 1. Project Overview
• The site is located at 1707 Edmonds Avenue SE in Renton Washington.
• The proposed development calls for a 4000 square foot building addition to an
existing church complex. The proposed building is the third structure to be
• constructed on the 5.9 acre site.
• The project is located at or near the boundary of the Cedar River Basin and the
Soos Creek Basin. The existing developed site and the proposed development is
• located in a sub-basin tributary to the Cedar River Basin.
• Approximately 4.4 acres of the site is undeveloped forested land with moderate
underbrush. The northern third of the site is developed with church facilities and
• parking. The soils typically are Alderwood series, hydrologic group C. The
developed basin (basin A) slopes to the east from 1 to 5 percent. The
• undeveloped basin (basin B) slopes south and southwest from 1 to 7 percent.
The off-site tributary area to the developed basin is approximately 1 acre.
•
Basin A and its upstream tributary area is the focus of this analysis. Basin B is
• not affected by the proposed development and will not be considered in this
report.
•
The site hydrology was conducted using the Santa Barbara Urban Hydrograph
• method. Two, Ten and One Hundred year, 24 hour storm events were evaluated
for post and predeveloped conditions.
•
1 a. Predeveloped Conditions
•
The predeveloped conditions consist of a two buildings, lawn areas and gravel
• parking. Existing building A has 2,600 sf and existing building B has 860 sf. The
developed area is situated in a clearing that slopes gently eastward towards
Edmonds Avenue SE at about 1 to 2 percent. The existing roadway is fully
improved along the entire eastern boundary of the site, with curb, gutter and
• sidewalk.
There are no surface water conveyance systems other than surface water. A site
reconnaissance revealed no evidence of erosion or other drainage concerns. No
portion of the site is classified by the City of Renton as a sensitive area.

1 b. Post Developed Conditions.
•
The post developed condition includes a new 4000 sf building and parking
• realignment. The proposed structure is to be located within the existing parking
area, thus the increase in impervious area and surface water runoff is negligible.
•

• The existing condition is defined as "those that occur with the existing
drainage facilities constructed per approved permits and engineering
• plans" or "those that existed prior to May 1979". Since no drainage
facilities exist, and the buildings appear to be constructed prior to 1979,
• the existing system shall be defined as the current development, (as
opposed to the original forested condition).

3. Off-Site Analysis
3a. Upstream conditions. Refer to figure 2. The upstream boundary of Basin
A occurs approximately 200 feet west of the western properly line. The
offsite tributary area to Basin A is 1.01 acres of forested land with
moderate underbrush that slopes approximately 3 percent.
3b. Downstream conditions. Basin A flows eastward until it is intercepted by
an existing curb and gutter along the west side of Edmonds Avenue SE.
These flows then combine with surface runoff from the roadway and are
conveyed northward into catch basins and a 12 inch concrete pipe under
the concrete gutter. The 12 inch concrete pipe runs 665 feet northward to
a storm drain manhole (with grate) located at the intersection of Puget
Drive SE and Edmonds Avenue SE. Other storm systems are connected
to this manhole from the southeast. From here, a 12 inch concrete pipe
runs northwest for 92 feet to another catch basin. A 15" CP then conveys
run-off westward for 100 feet and discharges into a road side ditch along
the South side of Puget Drive SE.
