The project will also replace the : existing 8- and 12-inch storm lines in Rainier Avenue that are in poor condition (see Figure 1). The damaged 18-inch storm line is partially located on two parcels of private property. The Surface Water Utility decided to abandon the damaged 18-inch storm line and locate a replacement storm line in City right-of-way. The purpose of this report is to analyze the drainage basin for storm water runoff, and design the replacement system to convey the existing peak flow and the potential future peak flow from the developed drainage basin. ' EXISTING STORM WATER CONVEYANCE SYSTEM The drainage basin for the project is 18 acres in size and was determined by defining the area ' upstream of the existing catch basin at the corner of Nelson Place NW and Rainier Avenue (see Figure 2). The land use adjacent to Rainier Avenue consists of commercial buildings and parking lots with a 2%to 4% slope. The study area slopes uphill to the west with slopes as steep as 15% - ' 20%. The land use to the west is primarily single family with few areas of multi-family . The single family is zoned for a maximum of eight dwelling units per acre. The densities of the single family units observed in the field were less than this maximum. ' A 12-inch and an 18-inch concrete storm water line enter the existing catch basin at the corner of ' Nelson Place NW and Rainier Avenue. The 12-inch concrete line runs 350 feet north along Rainier Avenue to its terminus. The 12-inch line was inspected with a crawler mounted television camera and found to be in poor condition. There were multiple offset joints and a some "bellys" ' or sags where standing water collects. The 18-inch concrete line leaves Rainier Ave N and crosses under Nelson Place NW onto private ' property at the corner of Rainier Ave and NW 3rd Place (Bruce Cass office building parking lot). This 18-inch line was also inspected by a City crew with a television camera and the line was found to be in poor condition with broken and partially collapsing sections of pipe. In the office building parking lot the storm system goes through an 18 -inch pipe and two 48-inch brick catch basins. A 12-inch concrete pipe comes into other northern catch basin from the northwest and carries flow from the majority of the upstream system. The 12-inch line on the south side of NW 3rd Place curves under the sidewalk and into the office building parking lot,but is mostly within the NW 3rd Place right-of-way. The 12-inch line carries ' flow from the upstream drainage system, which primarily consists of a 12-inch concrete trunk line with round 48-inch brick catch basins. Part of the upstream drainage system, especially in the single family zones, consists of open ditches that drain to the trunkline. The existing eight and 12-inch concrete line in Rainier Avenue North of NW 3rd Place will also be replaced with a new 12-inch line. All of the round brick manholes within the area of improvement will be replaced by new Type 2 catchbasins. HYDROLOGIC/HYDRAULIC MODELING ' Rational Method ' The rational method was used to model the projected flows from a full build out condition in the subbasin upstream from the proposed project. The rational method is outlined in the King County Surface Water Design Manual as the preferred method for analyzing and sizing conveyance elements for small drainage subbasins. The following is the Rational Method equation used: Q25 = CI25 A ' where: Q25 = peak flow (cfs) for a storm of peak rainfall intensity z� " of a 25-year return frequency storm. C = estimated runoff coefficient (ratio of rainfall that becomes runoff. ' I25 = peak rainfall intensity (inches/hour) for a 25-year return frequency storm. A drainage subbasin area (acres). ' The 25-year return frequency storm was used as required by the King County Surface Water Design Manual for conveyance systems. The other parameters were determined as follows: C - The runoff coefficient or "C-value" is a factor based on the type of land cover that ' can be related to the land use. The C-values were estimated for each subbasin based on the maximum land cover density allowed by zoning for the subbasin. The C-values for the individual subbasins are summarized in Table 1. The values used are conservative compared to the existing conditions. The design of ' the proposed storm drain will accommodate future increases in peak-rate runoff I25 - The peak rainfall intensity is determined using the following equation: 125 — P25125 where: P25 - is the total precipitation for the 24-hour design storm for a 25-year ' return frequency. i25 - a unit peak rainfall intensity factor based on the time of ' concentration (T,) in minutes. The time of concentration for a sub-basin is the time it takes runoff to travel overland from the most hydraulically distant location in the subbasin to the point of discharge. The time of concentration for each subbasln was estimated using 1" ' = 200' scale topographic maps. The path of travel is shown in Figure 2 and the flow segment characteristics are listed in each drainage area summary. ' The study area was determined as the area tributary to the proposed drainage system. The subbasins were delineated using topographic and existing storm drainage system information gathered from maps, field notes and photographs. The upstream system was modeled using a simplified version of the actual system. Only structures at major changes in alignment were considered. The drainage subbasins are shown in Figure 2. ' Backwater Analysis The 25-year design flows in the system were determined using the rational method with the ' Seattle/Renton Intensity - Duration - Frequency (IDF) rainfall curve using CIA software by Engenious Systems. CIA was then used to do a backwater analysis to determine the hydraulic gradeline computation for the flows in the system. ' CIA considers pipe material and the geometry of the system to determine the hydraulic g radeline under pressure flow. ' The locations of the structures were approximated using information from the it 's storm drainage inventory and field observation. The coordinates of the structures were determined using the approximate locations in Autocad. The inverts were taken from the following: the field survey by TCA, Inc., the City of Renton storm drainage inventory, or by an approximation based on ' topography and field observations. ' RESULTS AND RECOMMENDATIONS The results of the analysis showed that during the peak flow for the 25-year return frequency ' storm a number of existing structures will be surcharged. The model requires a 24-inch line in Rainier Avenue and 18-inch concrete pipes going up NW 3rd Place in order to avoid surcharging the proposed system. The proposed improvements are shown in Figure 4. The Surface Water Utility has not received any reports of flooding in the existing system. The peak flows predicted by the model are higher than the existing flows in the drainage system for the following reasons: 1) The conservative nature of the rational method tends to overestimate peak flows.. 2) The model is based on full developed conditions which would generated more storm Y P water runoff than the existing conditions. ' The system will be constructed proposed y ted to accommodate the potential future increase 1n flows. ' Given the expense and effort of this project, the additional cost due to an increase in pipe size is negligible. Based on the findings of this study the City will upgrade the existing 12-inch concrete line in NW 3rd Place to an 18-inch concrete pipe and relocating it completely into the street. This will allow the storm drain line to be entirely within,the public right of way. It will also eliminate the awkward alignment where the existing system leaves the public right of way and enters the Bruce Cass office ' building parking lot adjacent to NW 3rd Place.
