The Surface Water Utility is requesting that you issue a SEPA exemption determination for the project. The project is exempt from SEPA for the following reasons: • The project will repair an existing 24-inch CMP storm line and type 2 catch basin, which has failed structurally. The storm system will be repaired to the condition prior to its failure (same size of pipe and catch basin). This is a routine maintenance activity, no new storm system is being constructed by the project. A contractor will be hired to perform the work, since the project is larger than our City Maintenance Crews ability to perform. • The project is categorically exempt from SEPA requirements per WAC 197-11-800 (3). Although the State Environmental Policy Act does speci certain categorical exemptions, these can, in some cases, be modified by local agencies if there is a likelihood of probate significant adverse impacts from an otherwise categorically exempt project. Although the SEPA rules do not generally requi environmental documentation when a project is categorically exempt, many smaller projects are, in fact, a part of a larg r whole which is not exempt. Also, under recent guidelines issued by the Washington State Department of Ecology, it recommended that agencies reviewing projects show that SEPA was considered. This would be consistent with a 1980 Sta Court of Appeals decision which held that agencies should consider likely environmental effectsbefore applying the SEP categorical exemptions. Project Name or description: South 7th Street/ Moses Lane Storm System Repair Project: The project consists of replacing a failed existing type 2 catch basin and approximately 40 linear feet of existing 24-inch CMP storm pipe. The existing catch basin and storm line has collapsed due to structural failure of the catch basin and/or pipe material, or due to the migration of soil backfill material into the storm system which supported the structures. 4. Is this proposed action related to an existing structure or activity on or in the immediate vicinity of the subject site? X Yes No. If yes, please describe in the project narrative. The project consists of repairing an existing 24-inch CMP storm line and type 2 catch basin that have failed structurally. If the storm system is not repaired, flooding of the street and private property could occur. This could pose a public safety hazard or result in property damage. The existing storm system serves a large portion of the Renton Downtown and is the primary storm interceptor for the area. 7. If the storm system is not repaired, flooding of the street and private property could occur. Street flooding could pose a public safety hazard or result in property damage. The existing storm system serves a large portion of the Renton Downtown and is the primary storm interceptor for the area. The existing use is a street right of way with an existing 24 inch CMP City storm system in the right of way. The purpose of the project is to repair the existing storm system so that it can function as it did prior to the structural failure of the catch basin and storm pipe. Approximately 137 cubic yards of soil material will be excavated from the right of way for the replacement of the failed catch basin and storm pipe. The material will be used to backfill the trench following installation of the storm system, or imported back fill will be used if the existing soil is unsuitable. All soil not used for trench backfill will be disposed of at an approved disposal site. No on-site contamination is known. The total work area will cover approximately 1,000 square feet. 10. What is the current use of the site and adjacent properties? The project site is public street right of way (South 7th Street). The zoning of the adjacent properties is RM-U (Residential Multi-Family Urban Center) and CA (Commercial Arterial) 14. What were the previous uses of the site? Could any of these have resulted in contamination of any type on the site? _X No Yes. If so, generally describe. B. ENVIRONMENTAL ELEMENTS 1. Are there any surface indications or history of unstable soils in the immediate vicinity and/or could erosion occur as a result of clearing, construction, or the proposed use? The City of Renton has mapped the Green River Valley area as a seismic hazard, due to the liquefaction potential of the unconsolidated sands present in the valley soil profile. However, the proposed activities associated with repairing the failed existing storm system as discussed above (#9) is not affected by seismic hazards. The activities pose minimal risk of soil erosion because work will be done in the street right of way. Measures will be taken during construction to protect existing storm system inlets with filter fabric to prevent the washing of excavated material into the storm system. The street will be kept clean of excavated material as best as possible. 2. Will this proposal result in the emission of any hazardous substances (such as paint or petroleum products fumes), smoke, or odors into the atmosphere during construction or when the project is completed?—2L No Yes. if yes, please explain and discuss proposed measures to reduce or control emissions or other impacts to air, if any. Not applicable. 3. Will the project require any work over, in or adjacent to (within 200 feet) of any surface water body, such as a stream, pond, lake, or wetland? X No Yes. No spill of these products is anticipated. The repair work will likely be conducted a contractor and monitored by a City Public Works Construction Inspector trained in the procedures to follow in the event of a hazardous material spill (Call 911). 7. The noise emitted from the equipment used during the project activities is expected to be brief and minimal. Noise should not exceed the existing noise level of rush hour traffic in the street. Construction in the right of way will be performed between the hours of 7:00 AM and 6:00 PM and may be restricted to 8:00 AM to 3:30 PM as part of the Traffic Control Plan approval to minimize traffic impacts.
