To the best or my knowledge the Information provided here is accurate. syoror• i Construction Description: This project proposes to demolish an existing vacant retail store and grocery store (approximately 101,000 square feet) and construct a new shopping center (approximately 133,300 square feet). The project also includes pads for future development of two other retail buildings (approximately 26,000 and 4,000 square feet). Much of the existing on-site infrastructure will be utilized for the new development. Portions of the existing water lines, sanitary sewer system, and pavement are among the items identified to remain. Additional pavement and storm drainage systems to the west of the proposed building will be constructed to accommodate the increased size of the retail development. Proposed construction includes construction of the following elements: • Storm drainage detention pipe • Earthwork to adjust grades on west portion of site • Water Quality Swale • Utilities for building (water, sanitary sewer, gas, power, telephone) • Stormwater conveyance system consisting of catch basins and buried pipe • Asphalt pavement including overlay of existing pavement to remain Existing On-site Drainage Features: The existing site is approximately 75% developed with pavement and buildings. These improvements drain to a series of catch basins and underground pipe discharging to a city storm drain system in 7th Street SW. The on-site drainage area is bounded to the east by Hardie Avenue, to the West by an exiting commercial development, to the South by the Renton Honda property line, and to the north by 7th Street SW. A fast food restaurant (Burger King) at the northeast corner of the site and a Tire & Gas station at the southeast corner of the site drain to a storm drainage system located in Hardie Avenue. Other areas within the confines described above contribute to the on-site storm drainage system. Proposed On-site Drainage Features: The development proposes to construct a new storm drainage system to collect surface water run-off and detain increased run-off associated with the increased impervious areas on-site. Run-off from the increase in impervious surface area subject to vehicular traffic will be treated through a biofiltration swale designed in accordance with King County Surface Water Design Manual. The run-off from the existing parking lot will also be routed through the biofiltration swale for water quality enhancement. The project proposes to utilize underground corrugated metal pipe for detention storage. Storm drain pipe will be smooth walled corrugated plastic pipe or reinforced concrete pipe with a Manning roughness coefficient of n-0.012. Buried pipe detention is utilized to achieve peak run-off control. Biofiltration is provided for water quality treatment of the 6- month storm event. 4- Conveyance system On-site storm system is designed to convey the 25-year storm event. 5-Temporary Erosion Control An erosion control plan and narrative will be provided to minimize the impacts of construction activities on storm water run-off. A brief narrative of some erosion control measures likely to be utilized are included in the attached narrative. Special Requirement Proposed Compliance 1-Critical Drainage Area City stated the final discharge point for the city storm drainage system is to the P-1 Forebay which is a natural area and subject to the City of Renton Critical Drainage requirements. Discharge to this location will meet requirements of the City requirements. Detention Calculation: On-site detention is provided in accordance with King County Surface Water Design Manual Core Requirement #3. This requires that the peak rate of run-off for the site match the existing peak run- off for the 2 and 10 year storm. Conveyance of the post developed 100 year storm event is also required. "Existing Condition" refers to the current site condition as the on-site development contains an approved existing on-site storm drainage system. The Santa Barbara Urban Hydrograph/ Soil Conservation Service (SBUH) hydrograph methodology is used to compute on-site detention. The SBUH software provided by King County is utilized to model rainfall events for the 2, 10 and 100 year 24 hour design storms for existing and proposed conditions. The attached appendix illustrates calculations for the inputs for the SBUH model. The swale is 200 feet long, as required by KCSWM, and has a slope of 1.5%. In accordance with 1990 KCSWM Core requirement #3, the design flow rate for biofiltration is equal to the 6-month, 24 hour peak discharge rate. This rate is estimated at 0.64 times the 2 year, 24 hour discharge rate. The peak rate of run-off associated with the area of the site to be treated is 1.5 cfs for the 6-month design storm as outlined by the 1990 KCSWM. Length Depth Slope Manning W Design Flow 200 feet 0.25 feet 0.02 ft/ft 0.35 1.5 cfs Based on this data, a width is established utilizing Manning's equation (see appendix notes for calculation). The swale width is 25.9 feet. Since roof drainage is not subject to vehicular traffic and is regarded to generally be clean, flows from the roof run-off will by-pass the biofiltration swale in order to provide more effective treatment to water subject to vehicular traffic. Conveyance Velocity Calculations: The main on-site storm system has a slope of approximately 0.5 %. Calculations based on Manning's equation indicates a velocity of approximately 4.0 fps for a flow rate of 2.44 cfs (see appendix calculations). Conveyance Capacity Calculations: Pipes have been sized to convey the 25 year design storm for their respective catchment areas. Refer to the Conveyance Calculations section of this report. Level l Downstream Analysis: On-site run-off discharges to a 36' public storm drain in 7th Street SW which increases to 54' diameter approximately 221 feet downstream along 7th. This trunk line increases to 60, diameter approximately 308 feet further to the west where it remains at this diameter to the discharge point at the P-1 Forebay. The P-1 Forebay collects run-off from drainage basins to the south and east of the bay, which includes the proposed development. One of the main collector trunk lines is located within 7th Street adjacent to the project site. The City of Renton indicated no problem areas downstream of the proposed development. There is a problem area near the site to the southeast of the project site, but in a different drainage basin. This project would have no contributing impact on the existing problem. A map of the City storm drainage system is attached.
