The proposed office and plant is to be constructed on a 4.83 acre site on the southeast corner of
the intersection of S.W. 34th St. and Oakesdale Avenue S.W. in the city of Renton.
The site is currently vacant and fill has been added. There are 1.59 acres of wetland on the
generally flat site, and the Army Corps of Engineers has approved filling .99 acres. There are no
existing structures and/or residential units which might have views obstructed as a result of this
project.
The project name is G&K Services. G&K Services intends to build an industrial laundry facility to
support its uniform and related textile products leasing operations. The building will be owned
and occupied by the uniform leasing company (G&K Services). We propose to build a 44,220
square foot (footprint) building, of which 5,256 square feet will be office space. There will be
36,290 square feet of warehouse/plant space where the leased uniforms and related textile
products (floor mats, dust mops and cloths, wiping towels and aprons) will be cleaned and
temporarily stored, and 920 square feet of mezzanine space which contains the steam tunnel
where dewrinkling of the clothes takes place. There also will be 2,674 square feet of covered
loading dock space which will be used to unload soiled goods and load the cleaned goods to be
delivered to G&K's customers by step vans. The remainder of the site will be utilized for parking
for employees and visitors, truck maneuvering, landscaping, .6 acre wetland, wetland buffer, and
water detention. The building will be approximately 23 feet high, and will cover 21% of the site.
Fifty Five (55) parking spaces will be provided on the north side of the building. Access to the
site will be from the north, off S.W. 34th.St. and from the east, off Oakesdale Ave. S.W.
We intend to apply for a Grade/Fill License to facilitate the preloading of till to the site prior to
applying for a building permit, and are seeking a "Special Grade/Fill Permit" concurrent with our
Site Plan Approval application.

DESCRIPTION OF PROPOSAL: The applicant is proposing to construct a 44,220 sq. ft., 22 foot high, building on
a 4.83 acre site. The site included a 1.59 acre Category III wetland. The applicant previously received permission-to fill
0.99 acres of the wetland. The remaining 0.6 acres of wetland will be retained and protected by a 25 foot wide. buffer
area.

The City of Renton Environmental Review Committee has determined that it does not have a probable significant
adverse impact on the environment. An environmental impact statement (EIS) is not required under RCW
43.21 C.030(2)(c). Conditions were imposed as mitigation measures by the Environmental Review Committee under their
authority of Section 4-6-6 Renton Municipal Code. These conditions are necessary to mitigate environmental impacts
identified during the environmental review process.
The 15 day comment period for this project will end at 5:00 p.m. on March 8, 1994. Following the end of the comment
period, the City will finalize its Determination unless comments received require a reevaluation. Following the
finalization of the Determination, there is a required 14 day appeal period which will end at 5:00 p.m. on March 23, 1994.
Appeal procedures and the mitigation measures imposed by the City of Renton's Environmental Review Committee are
available at the Development Services Division, Third Floor, Municipal Building, Renton, Washington 98055. Phone:
235-2550. You should be prepared to make specific factual objections.

Pursuant to Metro Council No.5719, all sewer customers who connect, reconnect, or establish a new service which uses
metropolitan sewage facilities between February 1 and December3l,1990 shall be subject to a capacity charge in an amount
not to exceed seven dollars ($7.00) per month per residential customer or residential customer equivalent for a period of
fifteen years. The exact amount of the charge shall be established by the Council prior to imposition and collection. The
capacity charge for customers connecting in future years will be determined annually.
The purpose of the charge is to recovercosts of providing sewage treatment capacity for new sewer customers.It is anticipated
that collection will begin in 1990 or 1991.The charge will be payable over 15 years;the outstanding balance may be paid at
any time during the 15-year period.

CORE REQUIREMENT#1 - Discharge at the natural location
Drainage from this site tends to flow towards Springbrook Creek. Drainage will be
collected onsite and discharged to an existing 18 inch stub located at the northeast
corner of the site. The 18 inch stub connects to a 30 inch storm drain in S.W. 34th
St. and flows easterly approximately 850 feet to discharge to Springbrook Creek.
CORE REQUIREMENTS #2 - Offsite analysis
A level one downstream analysis is included in this report.
CORE REQUIREMENT #3 - Runoff Control
Peak rate runoff will be controlled by means of a v-weir for the 2, 10 and 100 year
storm event. This site has more than 5,000 square feet of impervious area subject to
vehicular traffic, therefore, a bioswale has been incorporated into the design.
CORE REQUIREMENT #4 - Conveyance system
The underground pipe system for this site has been designed to convey the 25 year
storm event. A copy of the calculations are included in this report.

THE EXISTING SITE IS A 4 . 83 ACRE PARCEL LOCATED AT THE SOUTHEAST
CORNER OF OAKESDALE AVE. S.W. AND S.W. 34th STREET IN RENTON, WA.
A WETLAND MITIGATION AREA OF 0 . 94 ACRES IN THE NORTHEAST CORNER
OF THE PARCEL WILL NOT BE INCLUDED IN THE DRAINAGE CALCULATIONS
FOR A NET DEVELOPMENT AREA OF 3 . 89 ACRES .
THE EXISTING GROUND COVER CONSISTS MOSTLY OF TALL GRASS AND BARE
GROUND WHERE FILL HAS BEEN PLACED. THE EXISTING TOPOGRAPHY
SLOPES SLIGHTLY FROM THE SOUTHWEST CORNER AT APPROXIMATE
ELEVATION 17 TO THE NORTHEAST CORNER AT APPROXIMATE ELEVATION 16 .
