The proposal includes approximately 78,800 SF of retail space which will be developed in phases. Phase I will include a 62,500 SF Safeway grocery store and all site improvements. Phase II will include the adjacent 8,500 SF in-line retail shops. Phase III will include the 7,800 SF retail pad/fast food restaurant. The existing site is undeveloped with the exceptions of two structures which were abandoned years ago. The site is surrounded on the west by the existing Safeway store, gas station, and Taco Time restaurant; to the north and east is the Windsor Apartments; to the south, across the five-lane frontage road is undeveloped land and two-single family residences. The comprehensive plan shows this site designated as Community Center which allows for the proposed development. The underlying zoning is CB-Commercial as adopted in the Interim Zoning Code of June 7, 1993. The development of the site includes the removal of the abandoned residential improvements, and removal of overhead power and telephone lines currently bifurcating the site. Earthwork includes clearing and grubbing of the entire parcel and cutting, filling and importing as necessary to achieve workable grades for a retail ;development. Those grades to the northeastern corner of the site will be substantially lowered allowing the retail development to be recessed into the ground relative to the adjacent multi-family residential neighbors. Othersite improvements include underground sanitary,water, gas,telephone, electricity, storm water collection (including bio-filtration), paving, and landscaping. Additionally, surface improvements include a pedestrian connector from the frontage sidewalk connecting all retail facilities including a connection to the existing Safeway store on the adjacent westerly parcel. The proposed buildings are scaled to be appropriate for the commercial neighborhood and sited so as to not insult the multifamily neighbors. The exterior materials will be tilt-up concrete, block masonry and/or stucco-like finishes with metal and wood trims. Pedestrian walks along buildings will be covered by canopies and/or awnings constructed of fabric, metal and/or shingles. Colors will be light earth tones with bright accents. Signs will be displayed only on backgrounds designed for such purpose and will be consistent with governing ordinances of the City.
