The shopping center consists of a central mall with several out buildings. The proposed project involves the demolition of the central mall and the construction of a new complex containing a Fred Meyer store (167,000 SF), a large store (90,000 SF) of unspecified nature, and ancillary shops totaling 9,600 SF. This i conceptual drainage report, as well as the Preliminary Utility, Grading and Drainage Plan, has been prepared in support of the site plan application submittal to the City of Renton. Information and data presented herein is conceptual in nature and is intended to demonstrate feasibility. A ' complete Technical Information Report will be prepared in conjunction with final design of the project. ' EXISTING CONDITIONS ' The site is located in the SW quarter of Section 18, T 23 N, R 5 E, of the W.M., King County, Washington, and within the Renton City limits. The site is bordered on the east by Rainier ' Avenue, on the north by Sunset Boulevard, on the west by Hardie Avenue, and on the south by the Burlington Northern Railroad. There is a small outlot of approximately 0.96 acres located across Hardie Avenue to the northwest that will not be developed. Total area of the site is 24.92 i acres, excluding the outlot. The central mall complex consists of six buildings including Sears and J.C. Penneys stores. There are 5 additional outbuildings, including restaurants and a bank. The construction date of the initial center is not known exactly, but anecdotal sources indicate a i construction time frame sometime in the early 1960's. The various outbuildings would have been constructed at later dates, with Building E completed in 1992. i The main portion of the site, the 24.92 acres containing the shopping center, is very flat, with typical slopes in the range of 0.5% to 3%. The main portion of the site is essentially impervious asphalt paving or building. The outlot across Hardie contains one small, partially demolished building. The portion of the outlot fronting on Hardie is relatively flat, with asphalt and gravel surfacing. The northern portion of the outlot contains steep slopes, retaining walls and nearly vertical faces to perhaps 35 feet in height. Maple Avenue SW is located on top of the bluff and ithe street may intrude on the tract. Landscaping is absolutely minimal and overall the existing shopping center is 97.3% impervious. iThe site pre-dates the May 1979 King County Storm Drainage Control Requirements and there is no on-site detention facility. The main portion of the site has an extensive collection system, with i lines ranging from 6 inches to 24 inches in diameter. Pipe material is predominately RCP, with some PVC and DIP. The collection system discharges to the 36" by 60" CMPA trunk line in Hardie Avenue at six locations. The condition of the on-site collection system appears to be igenerally good, although a pre-design survey will need to be made to determine specific problems. i i _ 1 _ PROPOSED CONDITIONS The proposed reconstruction will replace the central mall complex entirely with three buildings. The prime building is a Fred Meyer store of 167,000 SF,joined on the south by 9,600 SF of small shops and approximately 90,000 SF of major tenant. No changes are proposed for the various outbuildings although parking lot and driveway configuration will be modified. In general earthwork is minimal and can be described as that necessary for building foundation work only. The existing asphalt concrete pavement is in fair shape. Pending input from a geotechnical engineer, it is intended that the existing pavement will remain in place, with the exception of patching and sealing, and that the entire parking lot will be resurfaced. In general the existing grades and slopes in the parking lot will be maintained, with minor changes as necessary around the buildings and medians/islands. Much of the regrading is minimal and could be accomplished by the pavement overlay. The sole exception is the truck surface dock where approximately 2 feet of excavation will be required. ' Since the parking lot grades will not be changed, the existing collection system will be utilized for the proposed project to the extent possible. Some modification will be necessary due to the new building layout. All storm drain lines, as well as water and sewer lines, that run under the ' proposed buildings will abandoned in place or removed as necessary. There will need to be a new storm drain installed under the small shops (Tenant B) to convey runoff from the main parking lot westerly to Hardie Avenue. This line has been estimated at 30" diameter and will be suitably ' encased under the building. Depth of bury from finished floor to the top of the storm drain is around 7.5 feet. New or replacement catch basins are proposed at various locations as shown on the preliminary drainage plan in order to correspond to the new site plan. The preliminary drainage plan assumes that the existing catch basins and storm drains that do not conflict with the new site plan will ' remain. The known information on the existing collection system has been collated from various topographic and ALTA surveys performed by DOWL and is as complete as possible for a surface survey of underground improvements. Considering the age of the collection system, it would be prudent to pothole much of the system to confirm location, diameter, material and condition. This exploration could occur during the demolition of the existing structures and need not be inconvenient to the public or disrupt service. Pending this investigation, it can be assumed that some of the existing catch basins or drain lines will need to be replaced or up-sized. The proposed site plan will result in increased landscaped area. Overall the pervious area on the site will increase to 8% from 2.7%. The decrease in impervious surface is 1.63 acres. The new site plan will result in 100-year, 24-hour duration peak flows less than existing conditions. The project is exempt from core requirement #3 and no peak rate control is proposed. Further, since there is not an increase in impervious area, no biofiltration is proposed. Inclusion of a biofiltration swale in the southwest corner was considered, however, due to the flat nature of the site, the swale would need to be 7 to 8 feet below existing ground level and would be subject to flooding whenever there is appreciable depth of flow in the downstream trunk line. - 2 The six discharge points to the trunk line will be maintained with the exception of h x' " g P p the existing 24 drain connecting to manhole # 137-10. The basin draining to this manhole is larger than under texisting conditions and a 30" diameter storm drain has been assumed. A new manhole is proposed approximately 85 feet downstream in order to avoid the existing acute entry angle. HYDROLOGIC DATA 1 Six separate basins were established, each draining to a storm drain manhole on the Hardie Avenue trunk sewer. Basin boundaries and time of concentration routes are shown on the basin mapping included with this report. Three events were analyzed for each basin under both existing and developed conditions using the King County HYD software (SBUH methodology). As the shopping center was built prior to May 1979, existing conditions were taken as the current land ' use shown on the basin mapping. Basin pervious/impervious area data, discharge points and peak flows for both existing and developed conditions are summarized below; calculations and print out are included in the appendix. The six basins have been summed at the downstream end of the ' project to determine the total discharge from the site. CORE & SPECIAL REQUIREMENT SUMMARY Core per u re irements the 1990 q p King County Surface Water Design Manual: 1. Discharge at the Natural Location. The proposed project maintains the existing discharge to the storm drain trunk line in Hardie Avenue. 2. Off-site Analysis. A Level 1 Downstream Analysis is included with this report. ' 3. Runoff Control. The proposed project is exempt from providing peak rate runoff control as there is no increase in impervious area and the 100-year, 24-hour peak flow discharged from the proposed project is less than currently discharged. The proposed project is exempt from providing on-site biofiltration since there is no increase in impervious area. 4. Conveyance System. The collection and conveyance system for the project will be sized ' for the 25-year design storm with surcharge and overflow for the 100-year event in accordance with 1990 KCSWDM criteria. ' 5. Erosion and Sediment Control Plan. An erosion and sediment control plan will be prepared and submitted with the construction drawing package to the City. ' 6. Maintenance and Operation. A maintenance and operation manual will be included within the Technical Information report submitted with the construction drawing package to ' the City. 7. Bonds and Liability. Necessary performance bonding will be supplied to the City. Special requirements per the 1990 King County Surface Water Design Manual: ' 1. Critical Drainage Areas. To our knowledge the project is not located within a Critical Drainage Area. ' 2. Compliance with an Existing Master Plan. Not applicable, there is no existing Master Drainage Plan pertaining to the project. 3. Conditions Requiring a Master Drainage Plan. Not applicable, as a commercial development the project will not eventually construct more than 50 acres of impervious surface. ' 4. Adopted Basin or Community Plans P ty . To our knowledge there is no adopted Basin or ' Community Plan effect. - 4 - 5. Special Water Quality Controls. Not applicable, no threshold discharge area of the ' project will increase impervious surface area. 6. Coalescing Plate OiVWater Separators. Not applicable, the project will not increase timpervious surface area. 7. Closed Depressions. Not applicable, the project does not propose discharge to a closed ' depression. ' 8. Uses of Lakes, Wetlands or Closed Depressions for Runoff Control. Not applicable, the project does not propose to use a lake, wetland or closed depression for peak rate runoff control. 9. Delineation of the 100-Year Floodplain. Not applicable, the project does not contain or abut a stream, lake or wetland, and is not located within the 100-year floodpiain as defined ' in the FEMA FIRM map. 10. Flood Protection Facilities for Type 1 and Type 2 Streams. Not applicable, the project ' does not contain or abut a Class 1 or 2 stream that has flood protection features. 11. Geotechnical Analysis and Report. Not applicable, the project does not propose to ' construct an infiltration system or modify existing flood protection facilities. A geotechnical report will be prepared as necessary for building foundation and pavement design. 12. Soils Analysis and Report. Not applicable, the underlying soil have been mapped and the classification is not in error and additional soils classification is not warranted. DOWNSTREAM ANALYSIS The manhole and outlet pipe summary was obtained from the City and the index mapping (sheets 15 & 16) is included with the calculations in this report to graphically illustrate the downstream flow path. The field inspection occurred on November 26, 1993. Weather was clear and dry. All manholes opened and inspected were uniformly clean of debris or noticeable sediment deposits, and both the trunk line and manhole were undamaged. The 36" by 60" CMP arch pipe in Hardie ' Avenue receives all runoff from the site. SD MH #D7-7 is the first manhole that receives an appreciable contribution from the site and was not found as the rim has apparently been paved over. SD MH #D7-10 was opened and inspected; the trunk line had approximately 4 inches of ' water. The slope of the arch pipe is not known, but is probably quite flat. Whether or not the water was flowing or standing was not possible to determine. The second manhole found was SD MH #E8-19, immediately south of the railroad tracks. The trunk line turns westerly at this point and the next manhole was not found. SD MH #D8-11 and D8-12 were both opened and inspected. From this manhole the line turns southerly to SD MH#D8-5 in SW 7th Street. ' - 5 - The trunk line proceeds westerly in SW 7th; no manholes were opened and inspected due to heavy traffic. From as-built records, the first reach of pipe in SW 7th is 54" diameter concrete pipe at 0.065%. Pipe size changes to 60" concrete at SD MH #C8-8 and then runs approximately 2,900 feet to the west at a slope of 0.033% to a manhole at the intersection of SW 7th Street and Naces Avenue. The trunk line turns north in Naces to SD MH #G8-1, which was opened and ' inspected. Another, un-numbered, manhole was found just north of#G8-1 and was opened and inspected. The last manhole on the trunk line is SD MH #G8-2, which was opened and inspected, and at which point the trunk lines turns west approximately 100 feet to an open channel. This last ireach of pipe was an CMP arch measuring 63" by 87". The discharge to the channel was inspected and found to be in good shape and free of debris or sediment. There was approximately one foot depth of flow exiting the pipe. The channel to the Black River has a rock bottom and sideslopes vegetated with alder and berry vines. Width of the bottom is approximately 7 feet; depth of the channel from the over-banks is approximately 6 to 7 feet. Total distance from the ' south end of the site to the end of the trunk drain line is approximately 4,900 feet. The open channel was not followed down to the Black River. No problems were found in the downstream conveyance with respect to damage, erosion, sediment deposits, or obvious lack of capacity.
