SUBJECT: Lake Avenue South Flooding
Dear Mr. Hsue:
In response to your letter dated January 6, 2000, we investigated your concerns. In particular, we
researched our records of maintenance crew responses on the dates that you reported the flooding
occurred. Our records do not show that we had responded to any flooding in that area. Our records also
do not report any problems in the vicinity of your property since 1996. If you recall, the Surface Water
Utility installed new drainage improvements in both Lake Avenue South and South Tobin Street in 1996.
These storm system improvements were done to prevent street ponding by increasing the storm system
conveyance capacity along these streets. The improved storm system was designed to a standard that
would have adequately conveyed any surface water runoff generated by the recent rain events.
Street flooding could occur if debris (leaves) cover catch basin inlet grates, especially in the fall and
early winter. This could cause water to pond in the street to a level to overflow the sidewalk onto private
property. Our Maintenance Division crews conduct a citywide program in the fall to clean debris and
leaves off catch basin inlets. During extreme storm events, our Maintenance crews routinely patrol for
problem areas and respond to localized flooding. The Maintenance Division will add this street to their
list of streets that need increased inspection and catch basin grate cleaning. We will look at the types of
grates on the catch basins to see if a different type of grate could be used, which would help prevent
debris from plugging the inlets. You are encouraged to periodically inspect the catch basins along your
street frontage and remove any debris accumulated on the catch basin grate inlet. Also, please call our
Maintenance Division at(425)430-7400, if you observe street flooding.
The only other possible causes to the flooding of your basement would be high groundwater table, or if
your basement has a floor drain that is connected to the storm system. You may want to inspect your
basement to verify that you have no floor drains, or if you do, they should be connected to the sanitary
sewer system.

the basement of my property (140 Rainier Ave So.) next to street drain since my last
correspondence with the City in 1995 (please see the attached).
I have noticed that there was not as much floodwater as used to in the area e Cityas r
