Renton, WA 98055 Subject: Raymond Avenue Center Project No. LUA-95-064,SA,SM,ECF,LLA Dear Ms. Henning: Thank you for the opportunity to review the documentation on the Raymond Avenue Center. We have reviewed both the Report and Decision and the Determination of 1 Non-Significance, each dated May 2, 1995. The Boeing Company currently owns the property bounding the western project property line and approximately half the northern project property line. This is the site of the former Longacres Racetrack. Boeing has recently completed construction of the Customer Services Training Center (CSTC), which is located to the northwest of the proposed project. Along with the building structures associated with the CSTC, there are extensive created wetland and marsh areas located at our southeastern boundary. We have reviewed the proposed project with both the CSTC and future development action on the remaining Longacres Office Park site in mind. Our comments are provided below. Natural Environment Issues: The document must acknowledge the CSTC wetlands and wildlife habitat areas when discussing setbacks. There must be setbacks established from these systems. The project does not include any reference to a wetland delineation. A wetland delineation must be completed for the site, currently using the 1989 wetland manual as j required by city code. It is unclear if there will be wetland impacts on site. The CSTC wetlands must also be protected from potential light and glare impacts. The light and glare study should be expanded to include potential impacts to these wetland and habitat systems. Page 2 Jennifer Henning 6-8A00-LLP-2180 The document states that the applicant may need to seek a variance for reduced wetland buffers, or "replace the wetland buffer elsewhere on the site at a ratio of 1.5:L" Renton ordinance number 3446 allows for buffer averaging, but does not allow for buffer relocation elsewhere on site. Buffers are required around wetlands to protect that particular resource. A reduction in one wetlands buffer even for replacement with a buffer at a higher ratio on another wetland is counter to the protection implied by the buffer requirement. Section 4-22-4I allows for buffer averaging, however subsection 5 states that the buffer must not be less than 25 feet in width, which is greater than the BOE/NG proposed 15 to 20 feet. The City has determined that a numbers of raptors use the area for hunting and foraging. The proposed landscape plan should include trees of the size and type required for raptor perching. This comment has been made on many occasions with respect to the adjacent Longacres site. There are currently two stormwater drainage paths from the former Longacres site which either border or cross the Raymond Avenue Center site. These drainage paths must be identified, protected and maintained both during and after construction of the project. According to the Flood Insurance Rate Map (FEMA map) for the area, dated September 29, 1989, approximately 50% of the site is in the 100 year flood plain. City code requires compensatory storage on a one for one basis for any filling within the flood plain. This must be required to protect surrounding and down stream property owners as well as the City of Renton. Technical requirements should be based on the King County Surface Water Design Manual. Built Environment Issues: Lot #1 is land locked without extension of S. 19th Street across Springbrook Creek or extension of an access road from the Longacres property. Access across Springbrook Creek will require extensive wetlands and other environmental permitting. This must be acknowledged in the project proposal. The public must be provided access to the proposed Springbrook Creek trail. The Boeing Springbrook Creek trail easement ( recording number 9405251431) contains many limits and restriction on use, one of which is the restriction to use by pedestrians only. If the two trail systems are to connect, these restrictions must be reviewed and compatible restrictions placed on the proposed Raymond Avenue Center project trail. The Boeing Springbrook Creek trail terminates approximately 100 feet from the property boundary. An easement and terms and conditions for connecting the two trails will have to be negotiated with Boeing prior to any construction. Page 3 Jennifer Henning 6-8A00-LLP-2180 The Fire Mitigation Fee used in the documentation is based on $0.52/square foot. The City has recently lowered this fee to $0.50 to account for using corrected current square footage and buildout square footage numbers. The traffic mitigation fee being assessed is based on Resolution #3100. This resolution establishes a trip fee of$75.00/vehicle trip. The transportation mitigation fee calculated for the proposal is based on square footage of construction which is inconsistent with Resolution #3100. Has a traffic study been conducted, and what is the impact and fee BOE/NG based on trips? Please note also that Resolution #3100 rescinded the previous Transportation Benefit Zone mitigation ordinance which may have provided the traffic fee based on the size and nature of the development. What is the proponents fair share contribution to Oakesdale Avenue extension? The document estimates 54.38 police calls for service will be generated by the project. This seems high for a warehouse type facility. Please provide us with the documentation that supports this figure. The majority of the comments offered here are for clarification or for information. However, those issues which are definitely related to or may have an impact -on the Boeing Longacres Office Park or Customer Services Training Center must be negotiated with Boeing prior to the expiration of the comment/appeal period. Failing this, we will be required to appeal the determination to protect our interests. We have reviewed this DNS promptly to provide you with our comments as soon as possible. We reserve, however, the right to supplement these comments with additions on or before close of the comment period.
