PLANT MATERIALS • 1 . SCOPE The work shall consist of furnishing and installing all trees , shrubs , and ground cover of the kinds and sizes specified , at • the locations shown on the drawings and staked in the field . 2. SITE PREPARATION Protection of Existing Vegetation : These plantings are to be • installed in areas that have had time to establish themselves vegetatively . In the vicinity of the Floodwater detention pond and the P-1 channel from Grady Way to station 706+55, wildlife habitat has been previously planted and grass growth established . In the segment of channel between Monster Rd . and the Green River the vegetation along the channel banks • consists of naturally growing plants such as Blackberry bushes and Cottonwood trees . The Contractor shall take care to preserve and protect all existing vegetation such as trees, shrubs and sod . The contractor shall be responsible for all unauthorized cutting or damage to the existing vegetation, including damage due to careless operation of equipment or • stockpiling of materials . Such damaged materials shall be restored or replaced by the contractor, as directed by the contracting officer, at no expense to the government. Bed Preparation : If no new topsoil or prepared soil is required , the contractor shall thoroughly loosen soil and • remove all vegetation in an 2 ' X 2 ' area to a depth of 3-4 inches with approved power or hand equipment. Remove duff, grass , weeds , rocks , debris , clods , or other harmful substances and maintain grading and drainage patterns. Plantings , except along the low flow channel , are made in clumps , and therefore all competing grass and weeds shall be • removed from the clump area. Clump area boundaries shall be no closer to plant crowns than one—half the spacing between plants in a clump . Where new topsoil is required , place topsoil of prepared soil on previously scarified subsoil to a minimum depth of four (4) • inches . Spread evenly and incorporate to the full depth of the soil by rototilling , or approved method . The area shall be smoothed prior to excavation for planting pits . 3. MATERIALS OTHER THAN PLANTS • Soil : Soil for backfilling planting pits shall be contractor— furnished top soil , silt loam to fine sandy loam, mixed with peat moss and manure suitable for plant growth , clean of debris and rocks larger than two (2) inches in diameter, source to be approved by the government representative . • 400-1 Mulch: Well rotted fir/hemlock sawdust. Stakes: Tree stakes shall be 2 inches by 2 inches by 8 feet in length . Ties : Tree ties shall be any of the following to be approved by the Government Representative . --2—ply corded tire strips attached to stakes by flat head nails or wire . • --nylon reinforced plastic tree tying tape . --two 12—gauge galvanized wires , looped around tree trunk through 12— inch lengths of 2—ply reinforced garden hose . 4. PLANT MATERIALS Each tree and ten percent of the shrubs and ground cover in each type of group will be properly identified by botanical name on legible weather—proof labels securely attached to the plants . Plant Material shall be nursery grown , unless • otherwise specified . Native plants may be collected but must be held in the nursery for at least one year. All plant materials shall be approved by the government representative prior to delivery to the project. Approval of plant material shall be by one of the following methods . a. Contractor shall submit representative samples of each type of plant to the government representative for approval . The approved samples shall be stored within the boundaries of the project or at a location that the government representative may direct , and all plants furnished by the contractor shall conform to these approved samples. b . Contractor shall assemble all plant material at a single source in the greater Seattle area for inspection by the government representative . Inspection of plant material at the source shall not eliminate required inspection of all plant materials at the site and possible rejection of plants , if in the opinion of the government representative , plants are not equal or better than those approved . • Plants shall conform to measurements and be of uniform heights by species or variety . All plants shall be typical for their species or variety , shall have a normal habit of growth , and be healthy, and vigorous . All plants shall have a sound, well —set root system, free from disease and insects . Plants found to be root or pot bound will not be accepted . • Plants , cuttings and rhizomes shall meet all requirements of the American Standard for Nursery Stock . • 400-2 • Plant names shall agree with the nomenclature of Standardized Plant Names, Second Edition. No substitutions shall be made without the written approval of • the contracting officer. Requests for substitutions must be accompanied by written proof from at least five sources that any plant species is not obtainable . All plant materials shall be protected from weather and packed to provide protection against climate and breakage during transit . When shipment is made by open truck , plant materials shall be • covered to prevent whipping and drying . The contractor shall notify the government representative a minimum of one week (7 days) in advance when plant material will be delivered to the site . Balled and burlapped plants shall be dug with firm, natural balls of earth of sufficient • diameter and depth to encompass the fibrous and feeding root system necessary for full recovery of the plant. Balls shall be firmly wrapped with burlap or similar material and bound with twine or wire mesh . Root balls that are cracked or broken during the planting process will not be accepted . • Balled and burlapped plants which cannot be planted immediately on delivery shall be covered with moist soil or mulch , and watered as necessary until planted. Cuttings and rhizomes shall be maintained in healthy condition prior to planting, using cold storage as necessary . Hardwood • cutting tips (tops only) shall be dipped in white latex paint to prevent moisture loss and indicate direction of planting . Cuttings shall have a minimum length of 42 inches and a minimum diameter of 5/8 inch . All plant material shall be ordered immediately following award of contract. Contractor is responsible for assuring that plants of specified sizes and quantities will in fact be as specified at the time of planting . 5. CERTIFICATION OF INSPECTION • The Contractor shall furnish Certificates of Inspection as required by federal , state or other authorities . A Certificate of Inspection shall accompany each truckload of plant materials shipped or otherwise delivered . 6. UNDERGROUND OBSTRUCTIONS • If underground utilities , large roots and rocks , or other debris are encountered in excavation of pits , other locations for the planting may be selected by the government representative . • • 400-3 Wildlife Habitat Planting — P-1 Channel 7/89 The existence and locations of underground utilities are not guaranteed and shall be investigated and verified in the field by the contractor before starting work . Excavation in the vicinity of existing structures and utilities shall be • carefully done . The contractor shall be held responsible for any damage to , and for maintenance and protection of , existing utilities and structures . 7. WORK AREA • Contractor shall confine work , the storage of materials and equipment, the parking of vehicles , and all other operations in connection with this contract to areas approved by the government representative , within the construction limits shown on the drawings . • 8. PLANT MATERIAL LOCATIONS Plant material locations will be staked on—site by the government representative . 9. PLANTING PROCEDURE FOR TREES • Tree pits shall be excavated to the minimum diameter and depths as shown on the drawings . Tree pits shall be circular in outline with scarified vertical sides and a flat bottom. Tree pits shall be two (2) feet wider and six (6) inches • deeper than the root ball . Balled material shall be set in the tree pit which is then back filled with top soil . Backfill sides of tree pit halfway with soil and tamp firmly . • All twine must be cut and removed from the trunk and the burlap opened and folded downward and outward . No burlap shall be pulled from underneath the balls of root. Adjust the tree so that top of root ball will be one (1) inch higher than depth at which planted in the nursery . The pit is • filled to grade and flooded . A saucer should be formed to hold additional irrigation . If the ball and pit are large, water must be added throughout the planting procedure to ensure complete saturation and settling of the backfill . Stake trees immediately after planting . Arrange stakes as • shown in the drawings . Point end of stakes for ease of driving into ground . Drive stakes vertically to required depth . The tops of double stakes shall be level . Mulch the top of the root ball from the trunk to the outer edge of tree pit with five (5) inch depth of sawdust mulch. • Thoroughly soak mulch . • 400-4 • Prune out any dead or broken branches only as directed by the government representative . Pruning shall be done in such manner as not to change the natural habit or shape of the plant. • 10. PROCEDURE FOR CONTAINERIZED PLANTING SHRUBS AND GROUND COVER Plant pits shall be excavated to minimum diameter and depth as shown on drawings . Plant pits shall have vertical scarified sides and flat bottoms . • Shrubs and ground cover shall be planted individually within the vegetation—free clump area. Shrub pit shall be excavated to the minimum diameter and depth as shown on the drawings . Plants shall be removed from the containers just prior to planting in such a manner that the ball of earth surrounding the roots is not broken . Cans shall be out on at least two sides . Plants shall be set straight in the center of the pit. • Backfill sides of the pit halfway up with soil and tamp as pit is being filled . Finish backfi [ ling the sides of the pit and tamp . Adjust plant so that it is one (1) inch above finish grade. • Water thoroughly . Mulch top of plant pit with four (4) inch depth of sawdust mulch . Thoroughly soak mulch . Mulch must not cover any shrub leaves . • Prune out any dead or broken branches only as directed by the government representative . Pruning shall be done in such a manner as not to change the natural habit or shape of the plant. 11 . PROCEDURE FOR PLANTING CUTTINGS AND RHIZOMES • Hardwood cuttings shall be planted by making a hole with a planting bar or t le spade and sticking the cutting at least 12 inches deep into moist soil . Tamping shall be employed to remove air—pockets around the planted cutting . Cuttings shall be planted in the proper direction , buds (white tips) pointed up and perpendicular to the bank surface . Rhizomes shall be planted in clumps of three (3) by making a hole large enough to permit insertion and covering so that the rhizomes are buried flush with the soil surface . One shoot made for each rhizome should be aligned at the soil surface , • with the bottom of the rhizome covered by at least four (4) inches of soil . The planting area must be very moist to wet. • 400-5 Wildlife Habitat Planting — P-1 Channel 7/89 • 12. TIME OF PLANTING All planting of trees , shrubs , cuttings and rhizomes between • the Green River and the P-1 pumping plant and between the Oaksdale Ave . bridge and Grady Way shall be planted during the 31 day planting periods of March 1 to March 31 and October 1 to October 31 . All trees , shrubs , cuttings and rhizomes between the P-1 pumping plant and the Oaksdale Ave. bridge shall be planted during the October 1 to October 31 . • 13. GUARANTEE At the time of completion of the entire project, a final inspection will be made for conditional final acceptance . One year from the date of the conditional final acceptance an inspection will be made and any plants that are unhealthy and do not show vigorous growth shall be replaced by the contractor, without cost to the government, within thirty (30) days after receipt of the contracting officer ' s written approval . Two years from the conditional final acceptance, any plants that are unhealthy and do not show vigorous growth • shall be replaced by the contractor, without cost to the government, within thirty (30) days after receipt of the contracting officer ' s written approval . Final acceptance will be at the end of the two year guarantee period after all required replacements have been made . Contractor shall not be responsible for replacing plants destroyed , damaged or removed by vandalism or accidents caused by vehicles other than the contractor ' s . Should replacement fall due during non-planting season , the contractor may request permission from the government • representative to defer planting until proper season. However, the contractor will be required to immediately remove and dispose of dead plants, including all roots . Holes shall be backfilled properly until proper planting season occurs . Plants used for replacement shall be of the same kind , and size originally planted and they shall be planted and mulched • as originally specified . 14. MAINTENANCE The contractor will be responsible for the watering and weed control of all trees and shrubs installed under this contract. The plants will be watered as needed in an amount and at a frequency necessary to maintain healthy growth throughout the two year guarantee period until final acceptance of the project. • 400-6 Wildlife Habitat Planting - P-1 Channel 7/89 • • 15. MEASUREMENT AND PAYMENT (Bid Items 1 through 11) An amount equal to 10% of the sum of all bid item amounts will • be withheld from the contract payment until such time as the plantings have been finally accepted by the contracting officer . This shall include the two year guarantee period . For items of work for which specific unit prices are established in the contract, payment for the installation of • each plant material unit will be made at the contract unit price. Such payment will constitute full compensation for all labor, equipment, tools , and all other items necessary and incidental to the completion of the work .
