MEETING- SR 169 (MAPLE VALLEY Hwy.) PROJECT The meeting for the Maple Valley Highway widening project was held April 18 at District 1 Headquarters. I attended the meeting with Larry Springer, Sam Chastain, John Webley, and Rick Stoddard (Police Dept.). The attached agenda by the Highway Dept. shows the anticipated time schedule of this project. There is approximately $17 million allocated for this project, which will be about 5 miles in length. The reason for this project by W.S.D.O.T is to straighten and widen the road. Proposed drainage along this stretch is a combination of open ditch and closed system. The main drainage concerns are; 1) The flooding from Maplewood Creek, due to the existing 42" diameter pipe restricting flow under SR 169, and 2) Possible contamination of the Aquifer within Aquifer Protection Zone I. The road will be aligned to the south in the vicinity of the golf course. A concern of the Parks Dept. is on the access approach and that the new stretch of SR 169 be relocated so that the traffic lights line up with the entrance to the golf course. The concerns of Traffic Engineering were given to W.S.D.O.T. by Clint Morgan in the form of a memo, dated Feb. 22, 1990 from John Ralston to Lynn about the D.O.T. project/SR 169 relocation. There is also a bicycle trail that is of interest to the City and County that will be routed alongside of SR 169. W.S.D.O.T. mentioned that they planned to work closely with the City in this project. The underlying message is that they will do so within a certain time window, and that coordination within the City is essential to ensure successful input. They would like all coordination issues to occur through Cliff Kurtwieg's office (phone 562-4059). Their main consultant is Dan Patsula of INCA Engineering (phone 822-6888). W.S.D.O.T. and the consultant will provide a time schedule of manpower commitments to the City that will show the time window for input from Parks, Planning and Public Works. Another area of drainage concerns on this project is the Trailer Park at Madsen Creek, which has been subject to periodic flooding. One of the landowners has triggered a drainage improvement for this area, to be coordinated by King County. A 9' X 17' box culvert will be installed under the highway during the time of construction. The trailer park is located downstream from Fairwood and in the Upper Soos Creek proposed annexation. I mentioned the proposed enlargement of the culvert for Maplewood Creek where it is conveyed under the highway. A preliminary study by Parametrix of the Maplewood Comprehensive Basin Plan proposed that a 108" diameter pipe be installed, which would carry the 100-year design storm. However, the Parks Dept. would like this culvert installed due south of the present channel, instead of upstream about 300' (as proposed by Parametrix). There is also a concern from Fisheries and D.O.E. here regarding Hydraulic and Shoreline Permits respectively. An open channel near the mouth of Maplewood Creek is preferred. Larry Springer emphasized that the SEPA checklist be sent to the City for the appropriate input. There was also some concern about the bridge over the Cedar River across 152nd and the realignment near 148th. More study will be needed on this by the State. The meeting was then adjourned. The following additional concerns were voiced by John Webley, who would like to call a meeting on this in the near future; 1) The excess curve R.O.W. in the area of the Golf Course could be traded off for R.O.W. needed on the I-405 S-curves project. 2) There is sensitivity of drainage wherever the Aquifer Protection Zone I lies in this project. 3) Parks Dept. is concerned about Traffic Engineering participating in coordinating with the rest of the City. 4) There needs to be coordination among all departments of concern in the City, with all conflicts resolved with all utilities. The immediate concerns of Stormwater Utility on this project appear to be the following; 1) To check further on the easements downstream (on the south side of SR 169, across from Maplewood Golf Course). This has been done partially by Ron Straka. 2) To field check upstream from the Golf Course, and in particular, the new Detention facility installed by King County in the last year. John Hobson was unable to locate this area last year when he was as-builting and field verifying this area. Downstream should also be re-analyzed, as well as onsite, where a 24" concrete culvert appears to be a major cause of flooding near the Clubhouse (Parks Dept. probably has photos of the Jan. 9th flood). 3) The proposed location by Parks Dept. of the enlarged culvert to route Maplewood Creek across SR 169 should be surveyed, so as to be able to properly size a pipe that will carry the 100-year design storm.
