The site is served by SW 27th and 28th Streets . The general location of the project is ' shown on vicinity map, figure 1 . The existing and proposed building expansion is shown on storm drainage plan, figure 2 . ' OFFSITE DRAINAGE No offsite drainage flows onto the project site . EXISTING ONSITE DRAINAGE The existing building roof is tight-lined to the existing ' storm. The existing footing drains and the truck dock ramps are drained into catch basins ex. 5 and ex. 8 which are pumped to control manholes 2 and 1 respectively. The rest of the existing system is a gravity storm drain. ' The Area on the north side of the existing building drains to the north drainage system ( existing control ' manhole 1 ) and the roof drains and south parking lot drains to the south drainagesystem ( existing control manhole 2 ) . ' The proposed project is adjacent and on the east side of the existing building and existing parking . The existing catch basin rim on the east side of the building is set at 17 . 5 and is to high to drain the adjacent area . The existing drainage from the proposed project area drains ' to the center of the project area and then discharges through a ditch/swale to a ditch/ swale that runs south along the west side of the railroad spur which is adjacent to the east property line . The existing project area varies ' from 20 to 14 feet in elevation. The existing runoff from the site flows south along a 3 to ' 5 foot wide ditch along the west side of the railroad spur. It usually occurs in the headwater of streams. With sheet flow, the friction value (n,) (a modified Manning's effective roughness coefficient that includes the effect of raindrop impact; drag over the plane surface; obstacles such as litter, crop ridges, and rocks; and erosion and transportation of sediment) is used. These n, values are for very shallow flow depths of about 0.1 foot and are only used for travel lengths up to 300 feet. Table 3.5.2.0 gives Manning's n, values for sheet flow for various surface conditions. The existing drainage flows from the SE corner of the ' property south 400 feet down the existing 6 foot wide ditch /swale which runs along the west side of the railroad spur. Then flows east across and under the tracks ( the RR ballast is washed out ) to a drainage/wetland area between ' the railroad spur and East Valley Road. The drainage then flows 250 feet easterly to a 10 foot long 12 inch concrete culvert that discharges into City of Renton manhole number ' 26F3-3 and then flows northerly along East Valley Road in a 36" RCP storm drain which has a capacity of 9 . 6 CFS . ' The proposed onsite drainage discharges offsite into City of Renton storm drainage manhole number 26E4-6 which has a outlet invert of 9 . 4 feet and then discharges into a 30 inch RCP storm drainage system with a capacity of 14 . 8 CFS , that ' flows west to Lind Avenue and then north along Lind Avenue .
