Task 1 —Project Administration/Management
The City completed tasks related to project management, including scheduling and project
administration. City staff prepared and submitted to DOE progress report No 9. for the July 1, 2014—
September 30, 2014 reporting period.
Task 2—Design Plans and Specifications
Nothing to report this period.
Task 3—Construction Management
Pay Estimate#2, #3, #4 and#5 was processed for payment to the Contractor in the amount of
$221,313.50. City engineering and inspection staff and the engineering design consultant provided
ongoing construction management to address construction issues in the field.

Task 4—(Construction)
As of December 31, 2014, the contractor has installed 1680 LF of 12" and 354 LF 18" storm pipe, 10
Type 1 catch basins, 11 Type 2 48" catch basins, 9 bioretention swales including installation of swale
underdrain and drain basin, poured 1389 LF of curb and gutter, 11 concrete curb ramps, 270 SF of
concrete sidewalk and 495 SF of driveway entrances.
Tasks/Milestones not achieved and why:
None noted
Potential Future Challenges to Performance (time delays, staff changes, etc.)
Project construction has been delayed by approximately one month due to weather and change conditions in the
field.
General Comments:
Estimated completion of project construction is early February 2015.

Project construction began on August 12, 2014. As of September 30, 2014, the contractor has installed
1,178 LF of 12" and 354 LF of 18" storm pipe, 5 Type 1 catch basins, 5 Type 2 48" catch basins and
rough graded 6 bioretention swales including installation of swale underdrain and drain basin.

Happy Friday! Thank you Hebe for inviting me to your walk and talk about the Harrington project! It was great meeting
everyone face-to-face and I found the meeting very informative. To follow-up on Ron's question about submitting
reimbursements after the agreement expiration date....yes, I was accurate in what I told you on Wednesday. The
project construction must be completed by the agreement expiration date (in this case,June 30, 2015). Ecology will not
be able to reimburse you for any work that is completed after the agreement expiration date. However, you may send
in your expense forms for reimbursement after June 30,2015 for any work that was completed prior to the agreement
expiration date. Typically, Ecology likes to have all the reimbursements within about 3 to 6 months after the expiration
date, so we can close out the project, but that timeframe is not necessarily set in stone. I hope this helps....Please feel

Unless the City of Renton has already adopted the 2012 SWMMWW,the 2005 edition is appropriate. If
the City has adopted a different manual (say,the King County manual) then you should design to that
manual.

My understanding is that you are okay to move forward as long as you comply with the 4 items I listed below. And, we
just need confirmation from Bobb that the 2005 standards are still adequate (my guess is they are, but it doesn't hurt to

To answer your question, I think the concern on the facility design was more related to whether RHA would want to

to keep in mind is that the regional stormwater facility will be located in the future sunset park. The land

SVR is the consultant engineering firm working with RHA for the engineering design and required
mitigation improvements for buildings 13,15,16 and 17 as described in the email below. We've been having
discussions with SVR and RHA to related to the information that will be needed from them in order to move
forward with 30-percent design at their own expense. We should be receiving all that information by next
week, and after that we can move forward with 30-percent design.
We understand that we will need to have additional discussions with Ecology related to billing, invoices and
cost sharing of the regional facility. I will be contacting you later on in the process (as soon as I have more
information) for clarification on this matter.
The facilities (bioretention facilities and porous concrete) will be designed and constructed per the City
adopter 2009 KCSWDM with City Amendments. This manual is equivalent to the Ecology 2005 manual. Is your
request that this facilities are designed to be in compliance with the 2012 Ecology manual?
An updated pre-design report will be provided to Bob for review and approval. Report will be completed and

of helping increase the LID facilities to be constructed in the Sunset Park. More specifically, increase the size of
the regional stormwater facility to accommodate for the impacts of buildings 13,15,16 and 17. Buildings 13
and 15 will be moved to the PIHA site to free-up the entire land inside of Sunset Lane for the new Sunset Park.

great win-win solution. All costs associated with integrating the RHA proposal into the City regional
stormwater facility project would be funded by the RHA. This will include design and construction of the
regional stormwater facility.

required project stormwater improvements an agreement between the City and RHA is signed. The agreement
will require RHA to construct bioretention facilities and porous concrete sidewalk along NE 10th St. to mitigate
for required ROW improvements and increase the LID facilities to be constructed in the Sunset Area; and that
costs associated with integrating the RHA proposal into the City regional stormwater facility project would be
funded by the RHA.
I'm looking for guidance on whether or not the arrangement to increase the size of the facility to mitigate for
HRA's project will jeopardize or conflict with the City's grant funding agreement with the Department of

of helping increase the LID facilities to be constructed in the Sunset Park. More specifically, increase the size of

"I am also concerned with their ability to construct this facility before the grant deadline—June 30, 2015. Most big
projects should have their design approved this winter and go to bid in the spring, with major construction next summer
—2014. It is difficult to construct pond projects in the winter and spring and get them complete by June—thus most
grant projects should be doing their major construction next summer."
They also brought up the following points for your consideration:
1) You will need to break out eligible and ineligible costs prior to billing.-
2) Ecology would request that you follow its standards for the porous and bioretention facility installs.

Thank you for submitting the Piha Site for consideration as an alternate location for the Sunset Terrace Townhomes. We
at the City appreciate your creative problem solving and your flexibility with your development plans, while pursuing our
collective goals. This proposal would free up additional space for park development, which is a real win for the whole
community.
As you stated in your email on June 4, 2013, in order for RHA to continue to advance this proposal, you asked for
assurances in three areas:
1) If the City agrees to this proposal in concept,then RHA will generate the necessary materials and schedule a pre-
application meeting;
2) The regional stormwater facility could be expanded (at RHA's expense) to handle the stormwater needs for
several RHA buildings that are proposed to be constructed adjacent to the park area;
3) RHA would be able to use bioswales to convey stormwater to the regional facility.
The City agrees to this proposal in concept, and thinks we are ready for the next step in the process, a pre-application
meeting as the best way to get this project moving. Use of bioswales for conveyance to the regional facility will pose
some design challenges. In particular, it will be important to carefully plan for the different utilities that will be needed
to serve the housing sites, making sure that each of their requirements can be met. This will especially pose a challenge
when working with existing utility infrastructure that may not be ideally designed and placed to accommodate
bioswales. However, the City believes we will be able to find a workable solution after careful consideration.
In addition, while the City agrees to this proposal in concept, it is subject to review of conceptual plans and final permit
and plan approval. The following is the information that needs to be provided by the RHA to facilitate the review and
approval of the proposal in addition to all other City required information needed for permit review and approval:
1 The RHA will need to determine if the site for buildings 14, 16, 17, and the portion of the new NE 10th Street right-
of-way can physically drain to the City's proposed regional storm water facility. The runoff from the new NE 10th
Street and buildings 14,16, and 17 can use the regional facility to meet flow control requirements, if needed, and
if it can physically drain to the regional storm water facility without requiring excessive excavation needed for the
construction of the regional storm water facility. The preliminary regional storm water infiltration facility invert
elevation is approximately 331 NAVD 88, but the RHA will need to complete preliminary design of the
conveyance system to the regional storm water facility to establish the invert elevation of the storm system
conveyance pipe at the location of the regional storm water facility. Attached is a copy of the pre-design report
completed by the City for the Harrington Ave NE Green Connections and the Regional Stormwater Facility for
their reference.
2 The RHA will need to prepare a preliminary drainage Technical Information Report(TIR), per the City adopted
2009 KCSWDM, and conceptual plans for the project that is composed of the following 3 components:
a. Buildings 14, 16, and 17 site
b. New NE 10th Street full right-af-way improvements from Glenwood Avenue NE/Sunset Lane NE
intersection to the intersection with Harrington Avenue NE
c. The Piha Site and any required or proposed street frontage improvements
3 The TIR will need to include a complete drainage analysis of the sites in accordance with City adopted surface
water design standards to determine applicability and preliminary requirements associated with flow control
BMPs, water quality treatment, and flow control for each project component. The RHA TIR will include the sizing
of an infiltration facility for each project component that would have to be added to the City's regional
storm water facility if it can physically drain to it and is needed to provide flow control for the project
components. The RHA shall use the design infiltration rate of 1.2 inches/hour for sizing the additional infiltration
facility area that would need to be added to the City's regional storm water facility, in addition to the pre-
developed and post-developed flow rates from each of the project components.
4 Once this work is completed, this information will need to be submitted to the City to review and confirm that the
RHA proposal is still acceptable and the RHA can proceed with the following work described below.

5 The RHA will need to develop a base map of the whole project which includes the proposed alternative housing
sites (buildings 14, 15, 17, and Piha site)and the full right-of way of the proposed new NE 10th Street from the
intersection of Sunset Lane NE/Glenwood Avenue NE to Harrington Avenue NE and the existing NE 10`h Street
from Harrington Avenue NE to Sunset Lane NE on the east side of the Piho site. The base map needs to show the
horizontal and vertical alignment of the roads, existing utilities, street lights, trees, and existing features in the
new NE 10th Street and existing NE 10`h Street right-of-way(proposed and existing curb, sidewalk, planter strip).
It is highly recommended that the RHA prepare and submit a "conceptual composite utility plan"which shows
the proposed location of various public utilities (water, sewer, storm lines, and bioswales)and private utilities
(gas, power, phone, communication lines) within the proposed rights-of-way so that we can see if they can all fit
within the rights-of-way and/or within the utilities easements adjacent other rights-of-way. The conceptual
utility layout will allow us to verify if there are adequate vertical and horizontal separations between the utilities
to meet code requirements and design standards and also to allow for access for future repairs and maintenance
of the utilities without compromising the integrity of adjacent utilities.
6 The preliminary construction plans will need to show approximate size and location of all required flow control
BMPs, water quality treatment facilities (bioretention facilities), and storm system conveyance pipe system that
would connect to the regional storm water facility. The plans will need to show the location of existing utilities
and account for new City water and sewer systems that may be needed to serve the RHA building projects and
meet city Utility separation requirements.
7 The bioretention facilities must be designed and sized in accordance with City adopted standards. The placement
of the bioretention facilities in City right-of-way will be allowed if they are sized to provide water quality
treatment for the full right-of-way of new segment of NE 10th Street, in addition to any treatment needed to
serve the RHA building site for buildings 14, 16, and 17 or the Piha site. The conditions for allowing the RHA to
use City right-of-way for installing storm water facilities needed as mitigation as required by City stormwater
requirements for the RHA proposal are the same as the conditions defined for the RHA Kirkland Townhomes
project(attached)
8 The Final TIR and construction plans for the RHA project components would need to be provided, along with all
other City required information, as part of the review and approval of the proposal for permits from the City.
9 The City approval to allow the RHA project components to drain to the regional storm water facility is contingent
on the following:
a. RHA must provide enough design information to determine how much the regional storm waterfacility
would need to be increased in size to manage the additional runoff from the RHA projects. This will allow
the City to determine if the facility size can be accommodated without conflicting with the future park
uses.
b. The RHA proposal does not jeopardize or conflict with the City's grant funding agreement with the
Department of Ecology for the design and construction of the Sunset Terrace Regional Stormwater
Facility.
c. The RHA proposal does not result in any additional design, permitting, and construction cost to the
Surface Water Utility. Any and all costs associated with integrating the RHA proposal into the City
regional storm water facility project would be funded by the RHA. The funding would have to be provided
separately from any financial transactions associated with the sale of the RHA property to the City
of Sunset Park.
10 The RHA proposal is subject to the approval of an agreement with the City, by the City Council to reimburse the
City any additional cost(design, permitting, construction, long term 0& M) to the City to increase the size of the
regional storm water facility to accommodate the runoff from the RHA proposal. The RHA will be responsible for
developing the agreement for review, revision, and approval by the City.
On one final note, this proposal does not directly address the issue of the construction of the new segment of NE 10th
Street, which both affects, and is affected by, this proposal. Details about the construction of NE 10th Street will need to
be worked out in both the pre-application stage and with subsequent administrative review. Similar review will be
needed to discuss other topics pertinent to the redevelopment of the Sunset Terrace site, including potential land
transfers, subdivisions, right-of-way vacations, etc. While these discussions are essential to the success of the project as
a whole, they should not stand in the way of pursuing the Piha lot alternative.

opened and publicly read in Conference Room 511 on the 5th floor, Renton City Hall, 1055 South Grady Way,
Renton WA 98057.
The work to be performed within 90 working days from the date of commencement under this contract shall
include, but not be limited to:
Roadway,sidewalk,storm drainage and water improvements to Harrington Ave NE between NE 16th Street and NE
10th Street.Construction surveying,staking,and as-builts,traffic control,installing and maintaining erosion control,
installing the new storm system including approximately 1,800 feet of 12-inch and 18-inch CPEP pipe and 8-inch
ductile iron pipe, 12 Type 2 catch basins and 12 Type 1 catch basins and 9 drain basin inlets, 9 water quality
treatment bioretention stormwater facilities, temporary stormwater control, excavating existing roadway,
removing and restoring asphalt pavement, removing and restoring concrete cub, gutter, sidewalk, and driveways,
landscape and property restoration, placing geotextile, permeable base, permeable crushed surfacing, pervious
concrete sidewalk, amended soils for rain gardens. Installation of approximately 895 linear feet of Class 52, 12-
Inch and 8-inch Diameter Cement Lined Ductile Iron Water Pipe with Poly-wrap including fittings,valves, and fire
hydrant assemblies, trench excavation, including removal of existing unsuitable material, stockpiling excavated
material, and maintenance of existing utilities, removal and replacement of asphalt concrete pavement, asphalt
overlay,concrete curbs,gutters, and driveways,testing, poly-pigging,disinfecting and flushing of water mains,and
connecting to existing water mains,installing and maintaining adequate TESC measures and restoring all disturbed
areas.
It is anticipated that this project will be funded in part by the Washington State Department of Ecology's FY2012
Stormwater Retrofit and LID Competitive Grant Program. Neither the State of Washington nor any of its
departments or employees are, or shall be, a party to any contract or any subcontract resulting from this
solicitation for bids.
The estimated project cost is$1,250,000 to$1,450,000.

As per my long-winded voice mail message, below is a list of tribal contacts that you may use to fill in the Inadvertent
Discovery Plan template. Also, as I indicated in my message, it would be easiest for you to sit down and make a list of
staff that would want to be involved in the event an inadvertent discovery was made at your construction site. This
would then help guide how you fill out the template. The template is really a tool (not a form) to help recipients to put a
plan in place when the unexpected discovery occurs, so contractors know what to do and who to contact. Please let me

PLAN AND PROCEDURES FOR THE UNANTICIPATED DISCOVERY OF
CULTURAL RESOURCES AND HUMAN SKELETAL REMAINS
HARRINGTON AVE NE STORMWATER GREEN CONNECTIONS PROJECT, KING
COUNTY WASHINGTON
1. INTRODUCTION
The City of Renton intends to construct the Harrington Ave NE Stormwater Green-
Connections Improvement Project. The purpose of this project is to install bioretention
stormwater facilities, porous concrete sidewalks, and an 18-inch trunk system along
Harrrington Ave NE from NE 16" St. to NE 10`h St. The project will also include the
replacement of a water main from Glenwood Ave NE to NE 101h St. The following
Inadvertent Discovery Plan (IDP) outlines procedures to follow, in accordance with state and
federal laws, if archaeological materials or human remains are discovered.
2. RECOGNIZING CULTURAL RESOURCES
A cultural resource discovery could be prehistoric or historic.Examples include:
• An accumulation of shell, burned rocks, or other food related materials,
• Bones or small pieces of bone,
• An area of charcoal or very dark stained soil with artifacts,
• Stone tools or waste flakes (i.e. an arrowhead, or stone chips),
• Clusters of tin cans or bottles, logging or agricultural equipment that appears to be
older than 50 years,
• Buried railroad tracks, decking, or other industrial materials.
When in doubt, assume the material is a cultural resource.
3. ON-SITE RESPONSIBILITIES
STEP 1: STOP WORK. If any employee, contractor or subcontractor believes that he or she
has uncovered a cultural resource at any point in the project, all work adjacent to the
discovery must stop. The discovery location should be secured at all times.
STEP 2: NOTIFY MONITOR. If there is an archaeological monitor for the project, notify
that person. If there is a monitoring plan in place, the monitor will follow its provisions.
STEP 3: NOTIFY CITY'S PROJECT MANAGEMENT:
Please edit the titles as necessary, and provide contact information for the
RECIPIENT'S direct staff or consultants responsible for these roles.

The Project Manager will make all other calls and notifications.
If human remains are encountered, treat them with dignity and respect at all times. Cover
the remains with a tarp or other materials (not soil or rocks) for temporary protection in place
and to shield them from being photographed. Do not call 911 or speak with the media.

4. FURTHER CONTACTS AND CONSULTATION
A. Recipient Project Manager's Responsibilities:
• Protect Find: The Project Manager is responsible for taking appropriate steps to
protect the discovery site. All work will stop in an area adequate to provide for the
total security, protection, and integrity of the resource. Vehicles, equipment, and
unauthorized personnel will not be permitted to traverse the discovery site. Work in
the immediate area will not resume until treatment of the discovery has been
completed following provisions for treating archaeological/cultural material as set
forth in this document.
Direct Construction Elsewhere On-site: The Project Manager may direct
construction away from cultural resources to work in other areas prior to contacting
the concerned parties.
• Project manager will contact DAHP.
B. Recipient CR/ENV/NR Program Manager's Responsibilities:
• Identify Find: The CR/ENV/NR Program Manager(or a CR Specialist if so
delegated), will ensure that a qualified professional archaeologist examines the find to
determine if it is archaeological.
o If it is determined not archaeological, work may proceed with no further
delay.
o If it is determined to be archaeological, the CR/ENV/NR Manager or CR
Specialist will continue with notification.
o If the find may be human remains or funerary objects, the CR/ENV/NR
Manager or CR Specialist will ensure that a qualified physical
anthropologist examines the find. If it is determined to be human
remains, the procedure described in Section 5 will be followed.
• Notify DAHP: The CR/ENV/NR Program Manager(or a CR Specialist if so
delegated) will contact the involved federal agencies (if any) and the Department of
Archaeology and Historic Preservation(DAHP).
• Notify Tribes: If the discovery may relate to Native American interests, the Manager
or Specialist will also contact the project's Tribal Liaison, or, if the project is not
assigned a Liaison, the Executive Tribal Liaison.

• Construction in the discovery area may resume as described in Section 7.
5. SPECIAL PROCEDURES FOR THE DISCOVERY OF HUMAN SKELETAL
MATERIAL
Any human skeletal remains, regardless of antiquity or ethnic origin, will at all times be
treated with dignity and respect.
If the project occurs on federal lands (e.g., national forest or park, military reservation) the
provisions of the Native American Graves Protection and Repatriation Act of 1990 apply,
and the responsible federal agency will follow its provisions. Note that state highways that
cross federal lands are on an easement and are not owned by the state.
If the project occurs on non-federal lands, the City will comply with applicable state and
federal laws, and the following procedure:
A. Notify Law Enforcement Agency or Coroner's Office:
In addition to the actions described in Sections 3 and 4, the Project Manager will
immediately notify the local law enforcement agency or coroner's office.
The coroner(with assistance of law enforcement personnel) will determine if the remains
are human, whether the discovery site constitutes a crime scene, and will notify DAHP.

B. Participate in Consultation:
Per RCW 27.44.055, RCW 68.50, and RCW 68.60, DAHP will have jurisdiction over
non-forensic human remains. City of Renton personnel will participate in consultation.

C. Further Activities:
• Documentation of human skeletal remains and funerary objects will be agreed
upon through the consultation process described in RCW 27.44.055, RCW 68.50,
and RCW 68.60.
• When consultation and documentation activities are complete, construction in the
discovery area may resume as described in Section 7.
6. DOCUMENTATION OF ARCHAEOLOGICAL MATERIALS
Archaeological deposits discovered during construction will be assumed eligible for
inclusion in the National Register of Historic Places under Criterion D until a formal
Determination of Eligibility is made.
City of Renton staff will ensure the proper documentation and assessment of any discovered
cultural resources in cooperation with the federal agencies (if any), DAHP, affected tribes,
and a contracted consultant (if any).
All prehistoric and historic cultural material discovered during project construction will be
recorded by a professional archaeologist on cultural resource site or isolate form using
standard techniques. Site overviews, features, and artifacts will be photographed;
stratigraphic profiles and soil/sediment descriptions will be prepared for subsurface
exposures. Discovery locations will be documented on scaled site plans and site location
maps.
Cultural features, horizons and artifacts detected in buried sediments may require further
evaluation using hand-dug test units. Units may be dug in controlled fashion to expose
features, collect samples from undisturbed contexts, or interpret complex stratigraphy. A test
excavation unit or small trench might also be used to determine if an intact occupation
surface is present. Test units will be used only when necessary to gather information on the
nature, extent, and integrity of subsurface cultural deposits to evaluate the site's significance.
Excavations will be conducted using state-of-the-art techniques for controlling provenience.
Spatial information, depth of excavation levels, natural and cultural stratigraphy,presence or
absence of cultural material, and depth to sterile soil, regolith, or bedrock will be recorded for
each probe on a standard form. Test excavation units will be recorded on unit-level forms,
which include plan maps for each excavated level, and material type, number, and vertical
provenience (depth below surface and stratum association where applicable) for all artifacts
recovered from the level. A stratigraphic profile will be drawn for at least one wall of each
test excavation unit.
Sediments excavated for purposes of cultural resources investigation will be screened
through 1/8-inch mesh, unless soil conditions warrant '/-inch mesh.

All prehistoric and historic artifacts collected from the surface and from probes and
excavation units will be analyzed, catalogued, and temporarily curated. Ultimate disposition
of cultural materials will be determined in consultation with-the federal agencies (if any),
DAHP, and the affected tribes.
Within 90 days of concluding fieldwork, a technical report describing any and all monitoring
and resultant archaeological excavations will be provided to the Project Manager, who will
forward the report to the [RECIPIENT] Cultural/Environmental/Natural Resources Program
for review and delivery to the federal agencies (if any), SHPO, and the affected tribe(s).
If assessment activity exposes human remains (burials, isolated teeth, or bones), the process
described in Section 5 above will be followed.
7. PROCEEDING WITH CONSTRUCTION
Project construction outside the discovery location may continue while documentation and
assessment of the cultural resources proceed. A professional archaeologist must determine
the boundaries of the discovery location. In consultation with DAHP and any affected tribes,
the Recipient Project Manager and CR/ENV/NR Program staff will determine the
appropriate level of documentation and treatment of the resource. If there is a federal nexus,
Section 106 consultation and associated federal laws will make the final determinations about
treatment and documentation.
Construction may continue at the discovery location only after the process outlined in this
plan is followed and the City of Renton, DAHP, any affected tribes, Ecology(and the federal
agencies, if any) determine that compliance with state and federal laws is complete.
8. RECIPIENT RESPONSIBILITY
The RECIPIENT is responsible for developing an IDP. The IDP must be immediately
available by request by any party.An IDP must be immediately available and be
implemented to address any discovery.
