Harrington Avenue NE Green Connections Stormwater Project

The Surface Water Utility invites you to attend a free neighborhood Walk-and-Talk tour to
discuss the Harrington Avenue NE Green Connections Stormwater Improvements project.
The project consists of constructing bioretention stormwater facilities (rain gardens),
conveyance systems, and porous concrete sidewalks along Harrington Avenue NE from
NE 16th Street to NE loth Street. The project will also include installation of a 12-inch
water main between Glenwood Avenue NE and NE loth Street. The project construction
is scheduled to begin in April 2014. (See enclosure for more project information.)
In this Walk-and-Talk tour, participants will walk the project limits (along Harrington
Avenue NE from NE 16th Street to NE loth Street) while the city's project manager
discusses the project and points out the proposed location of bioretention facilities,
porous concrete sidewalks, and addresses any comments and/or questions you may have
related to this project.
We will meet at 6:00 p.m. on Wednesday, September 25, at the intersection of
Harrington Avenue NE and NE 16th Street for a brief project overview. We will begin our
walk at 6:10 p.m. This easy walk will take us south along Harrington Avenue NE and end
at NE loth Street by 7:30 p.m.

SUBJECT: Meeting on Landscape Maintenance for Transportation
Capital Improvement Projects
On 6/12/2013 a meeting was held to discuss landscape maintenance for Transportation
capital improvement (TIP) projects. There have been several concerns regarding both
the design and maintenance of landscaping on these projects. The purpose of the
meeting was to discuss these problems from the perspectives of the Community
Services Dept., the Department of Community and Economic Development, and the
Public Works Dept., and to find consensus on an optimal approach to address these
issues.

ISSUES/PROPOSED RESOLUTIONS:
• Issue: Before the design of a major transportation project, a Community
Services (CS) representative is selected to be part of the design team.
Sometimes recommendations and review comments made by this
representative are not incorporated into the plan and the CS team member is
not informed either of the decision or why the recommendation was not
incorporated. Similarly, often changes are made to the project during
construction, and this information is not provided to the team member.
Therefore, CS ends up taking over maintenance of landscaping that can differ
from what was approved and shown in the project plans. It also leads to project
punch lists being prepared by CS staff, who were not aware of the changes.

Proposed Resolution: The Transportation project manager is expected to
provide to CS information regarding the landscaping design, changes to the
design and changes in the field, and decisions made about CS recommendations.
The Transportation project managers take this responsibility seriously and
attempt to do this, but will be reminded of the importance of adequate
communication with CS regarding project landscaping.
• Issue: Usually there is a landscaping establishment period in the contract of a 1
or 2 year duration after completion of construction. This provides that the
contractor or his subcontractor is responsible for maintenance and plant
replacement for this period. TIP project funding pays for this—it is generally a
line item in the project bid package. We generally use State (WSDOT) standard
specifications (based upon APWA) for this plant establishment period. There are
a couple of problems with this. First, the Standard WSDOT specifications
includes lower maintenance standards than CS uses for their projects. Second,
the contractor/subcontractor often does not comply with these standards.
Meanwhile the inspector is no longer assigned to the project, and the
Transportation project manager is typically focused on new project assignments.
Many times this combination of factors lead to poorly maintained landscaping,
weed proliferation, additional costs to correct, and other problems at the time
the landscape maintenance responsibility is turned over to CS. Proposed
Resolution: Several potential solutions were discussed, but the one that the
meeting attendees all favored is for the WSDOT standard specification for
landscaping establishment to be removed from future contracts, and the project
funding that would have been allocated to this line item be turned over to CS so
that they can manage the landscaping maintenance over the 1 to 2 year period
after completion of construction. Transportation and CS staff will meet to work
out the details on how best to accomplish this.
• Issue: Upon completion of the 1 to 2 year landscaping establishment period, the
landscaping maintenance responsibilities are turned over to CS. At that point, it
is essential that funding has been allocated in the city budget to fund this work.
Proposed Resolution: Terry F. mentioned that this part of the process is
working well: he estimates the annual cost of maintenance and sufficient
funding is secured for this during the budget process. No changes needed.
• Chip mentioned that the urban design and landscaping features are very
important on these large projects, but unfortunately they are usually among the
first items to be cut when there are budget constraints.
• CS requested, and Transportation agreed, that a meeting on landscape
maintenance for the Rainier project be set up at the time of project substantial
completion.

Bioretention Facilities
The existing drainage system at Harrington Avenue collects stormwater runoff
from the street and discharges it, untreated, directly into Johns Creek and
Lake Washington. The bioretention facilities will collect the stormwater runoff
from the street and provide water quality treatment to remove pollutants. ;
Bioretention facilities provide a low cost, visually attractive alternative to M1 ` •' - '
conventional stormwater management that can alleviate the problems
associated with those systems.
Planted swales capture and slow stormwater runoff from the roadway.
Sediment and pollutants are filtered by plants and soil.
The filtered stormwater runoff soaks back into the native soil or flows into
the city's existing stormwater system. ,
A series of planted bioretention stormwater facilities with underground
perforated pipes will be constructed along Harrison Avenue NE to capture
stormwater runoff. These installations will provide enhanced basic water =---
quality treatment and will improve street aesthetics. The project was included1��Jpi�
as part of the Sunset Area Planned Action EIS and Master Drainage Plan that
was adopted by the City Council.
