Your November 14, 2013 analysis suggests that RHA's share of the cost is between $194,000 and $269,750 for the expansion necessary to connect any future development of the Piha site to the regional facility. As discussed, there is yet to be a projected fully designed or funded on the Piha lot; for that reason RHA declines to participate financially in the subject stormwater facility. I hereby concur with your recommendation that the City proceed with the Sunset Terrace Regional Stormwater facility design to not provide flow control for runoff from the RHA PIHA site. The Sunset Terrace Regional Stormwater facility would therefore not be designed to provide flow control for the runoff from the RHA PIHA site.
