Detection Equipment Installation
During alignment staking for the storm pipe along NE loth Street,the contractor notified
the City that the traffic detection loops in the eastbound lane of NE loth Street at the
intersection of NE loth Street and Sunset Boulevard were in conflict with the
construction of the NE loth Street storm system. Since the replacement of the traffic
detection loops were not identified on the plans or specifications, this would be
considered extra work and would; therefore, need to be reinstalled by the contractor
through a change order.
After discussing the loop replacement with Eric Cutshall, Transportation Maintenance
Assistant Manager, it became apparent that the best option would be to replace the
detection loops with a permanent video traffic detection system. The Transportation
System Division has offered to install a permanent video detection system if the Surface
Water Utility pays for the equipment costs. Per the attached invoice,the total
equipment cost is $4,995.84.
Because the loops would not be replaced until near the end of the project during the
pavement restoration phase,the Transportation Division did not want to change signals
at the intersection to be timed due to concerns about backing up traffic on Sunset
Boulevard that would impact motorists and businesses. Instead, a temporary video
detection system would need to be installed during project construction, which is
estimated to take approximately two months. The temporary video system would cost
the same as a permanent video detection system since it is the same equipment. Eric
estimated the permanent loops would cost approximately$3,100 for the contractor to
install. With the additional temporary video detection system cost of$4,995.84 plus
labor, the total estimated cost to install a temporary video detection system and a
permanent loop detection system as part of a change order by the contractor is
$8,095.84 plus labor.
Since the Surface Water Utility would have to pay the video equipment cost whether
permanent or temporary, and given the Transportation System Division is planning to

upgrade all signalized intersections in the City with a permanent video detection, it
makes the most sense for the Surface Water Utility to pay for the equipment costs as
part of the installation of a permanent video detection system.
The Surface Water Utility has agreed to reimburse the Transportation Maintenance
Section $4,995.84 for the permanent video detection equipment as part of the Sunset
Terrace Regional Stormwater Facility Project (see attached interfund transfer request).
The cost for the video detection equipment will be funded through the approved 2015
budget for the Sunset Terrace Regional Stormwater Facility Project of$1,300,000
(Account No. 427.475492). The remaining balance of$1,295,004.16 will be used for the
project construction and staff costs.

Allen,
I have been instructed to install video detection equipment per Doug Jacobson. My understanding is that your group will
be paying for the equipment and my group will be installing the equipment at no cost.
Per our conversation earlier these were the four options we were exploring:
• Replace loops within a week or two estimated cost is around 3,100.00
• Contractor installs temporary video detection and replaces loops at a later date
• City shops pays difference in cost between loops and video detection. Contractor installs video detection
equipment
• Your project pays for video detection equipment estimated cost around 4,500.00 and my group installs the
equipment at no cost to your project. We will also have the equipment installed by the end of the day.
