•The applicant is requesting a CUP-H, SA-H and mod to street
standards.
•The project site is zoned CA, Urban Design District D, CD,
Urban Design District A and is currently vacant.
Brief Description
•16 studio units, 7 1-bedroom units, 7 2-bedroom units
•Access provided via Airport Way and S. Tillicum St (alley) to the on-site
structured parking

•A neighborhood meeting was held on July 5, 2023.
•A 14-day public comment period commenced on October 26, 2023
and ended on November 9, 2023.
•Staff received no comments from the public.
•Staff received comment from the Duwamish Tribe regarding
cultural resources and a second from Ecology about soil and
groundwater contamination at 307 Airport Way.
•A SEPA Determination of Non-Significance - Mitigated (DNS - M)
was issued by the City’s Environmental Review Committee (ERC) on
March 25, 2024 with two mitigation measures and an appeal
deadline of April 8, 2024. A revised DNS – M was issued by ERC on
April 8, 2024 with four mitigation measures with an appeal
deadline of April 22, 2024. No appeals were filed.

•Frontage improvements, including dedication, curb and gutter,
retention of existing street trees, sidewalk

•The proposal is compliant with all relevant
zoning and design regulations if all conditions of
approval are complied with.
•There are safe walking routes to the school bus
stops for any students who may reside in the
future residences.
Analysis
•Police and Fire Prevention staff indicate that
sufficient resources exist to furnish services to the
proposed development.
•Students will attend following schools: Bryn Mawr
Elementary, Dimmitt Middle School, Renton High
School.
•Water and sewer service is provided by City of
Renton. Water and sewer improvements will be
required.
Availability of Public Services
•The applicant submitted a Technical Information Report prepared by Encompass
Engineering and Surveying.
•The project is required to comply with the 2022 City of Renton Surface Water
Design Manual.
•Connect into existing public storm main in Airport Way to the north
•Fire and water connections from Airport Way, sewer connection to S Tillicum St
(alley)
Availability of Public Services cont.
•Net density of 197 dwelling units per acre (rounded)
•Compatible with Comprehensive Plan
•Approximately 23% (7 units) of units are intended for
more than 2 members
•All units will receive light and air as they all abut the
exterior walls
•38 parking stalls proposed
•Recommend approval
Conditional Use Permit Analysis:
•Proposed Airport Way right-of-way width of 91.5’
•Retaine existing paving, 8’ landscaping strip, 8’ sidewalks
w/ a 0.5’ curb and 1’ wide clear width back of sidewalk
•Compatible with Comprehensive Plan & minimum necessary
•Meet objectives and safety, function, appearance etc.
•No identified adverse impacts
•Conforms to intent and purpose
•Shown to be justified and required
•Recommend approval
Street Standard Modification Analysis:
•Staff recommends approval of the Dreamliner LLC Mixed Use
project, File No. LUA23-000355, ECF, CUP-H, SA-H, MOD as
depicted in Exhibit 2, subject to 26 conditions of approval.
