NARRATIVE
24-4910
On 05/07/2024, 1 was assigned to uniformed marked traffic enforcement in the City of Renton, County
of King, State of Washington. At approximately 1707 hours, I was dispatched to assist at a two-
vehicle collision scene, located at the intersection of SW 27th Street and Oakesdale Ave SW, within
the City Limits of Renton, County of King, State of Washington.
Dispatch Details:
Dispatch advised that two vehicles had collided in the intersection, specifically a grey Toyota Corolla
and a green Honda SUV, with one of the involved drivers bleeding from the mouth. Dispatch
simultaneously requested the Renton Regional Fire Authority (RRFA) respond to the scene for
evaluation of all involved parties. The driver of Unit#1 was later transported via ambulance to Valley
Medical Center (VMC) for further evaluation. The occupants of Unit#2 were both evaluated and
treated at the scene.
Response:
Sergeant C. Tolliver and Officer E. Sims arrived on scene along with RRFA. RRFA attended to the
driver of Unit#1 while Officers on scene began collecting witness information as well as determined
who the involved parties were.
Upon my arrival, 1 located a grey 2009 Toyota Corolla (WA Plate #AYT4793) with recent front-end
damage stopped in the intersection and disabled. The other involved vehicle was a green Honda CR-
V with recent moderate damage sustained. According to witnesses, the Corolla (Unit#1) was driving
southbound on Oakesdale Ave SW approaching the intersection of SW 27th Street in lane 3 of 3 (left-
turn lane) when it suddenly swerved from lane 3 of 3 and into lane 2 of 3 where it struck a stopped
and occupied vehicle (Unit#2). According to one witness, he pulled over and approached the driver
of Unit#1 who remained seated in his vehicle. The witness, Ryan Rose-Cordova, stated that he
noticed the driver bleeding from the mouth as if he had not been wearing his seatbelt. Witness Rose-
Cordova stated that the male driver had slurred speech and smelled of alcohol.
The driver of Unit#2 stated that she and her adult passenger were traveling southbound in the 2700
block of Oakesdale Ave SW and approaching the controlled intersection of SW 27th Street in lane 2
of 3. The driver of Unit#2 stated that the intersection was displaying a red light for her direction of
travel and that she was the first vehicle in line at the intersection. The driver of Unit#2 stated that
while stopped, Unit#1 made contact with the rear of Unit#2 causing significant damage. Both the
driver and passenger of Unit#2 complained of head and neck pain. The driver of Unit#2 also
complained of lower back pain. Unit#2 had to be impounded from the scene due to disabling
damage.
Witnesses stated the driver of Unit#1 had not gotten out of the car since the collision and that I had
contacted the same male they saw driving the vehicle at the time of collision. The male driver was
later identified via pictured WADL as TIPOVICI, SERGHEI D (DOB 08/07/1968) and was the
registered owner of the Corolla. I contacted TIPOVICI who was still sitting inside of his vehicle. While
with TIPOVICI, I immediately smelled a strong odor of intoxicants emitting from him. As I got closer to
TIPOVICI, the smell became stronger. TIPOVICI had watery and droopy eyes. TIPOVICI was able to
communicate in English, but I could tell his native language was not English.

RRFA completed a medical evaluation of TIPOVICI and stated that he was not having a medical
related incident but said that he was clearly intoxicated and would need to be transported to the
hospital for injuries sustained from the collision. I initially asked TIPOVICI if he had anything to drink
today, TIPOVICI responded, "No". This is when I discovered there to be a language barrier between
TIPOVICI and I.
Arrest:
It was obvious to me based on my training and experience that TIPOVICI was under the influence of
intoxicants.
The witness, Ryan Rose-Cordova (DOB 02/26/1996), confirmed that TIPOVICI was the driver of the
Corolla vehicle at the time of collision. Witness Rose-Cordova said that he personally smelled alcohol
from TIPOVICI and made sure to wait at the scene until Officers arrived and contacted the driver.
Based on TIPOVICI'S observed behavior with a strong odor of intoxicants emitting from him, his
droopy and watery eyes, and an independent witness putting him behind the wheel, I believe that
TIPOVICI was Driving while Under the Influence (DUI) Of Intoxicating Liquor And/Or Drugs.
Based on the above information, I placed TIPOVICI under arrest for DUI at 1728 hrs. At 1728 hours, I
read TIPOVICI his Miranda Warnings and asked him if he understood his rights. TIPOVICI replied,
"No." TIPOVICI stated he wanted to contact his lawyer. I informed TIPOVICI that he may contact his
lawyer and discontinued any further questioning. At that time, a TRI-MED ambulance had arrived for
him. I instructed TIPOVICI to step out of the vehicle so that he could be loaded into the ambulance.
After several attempts of asking TIPOVICI to exit the vehicle, TIPOVICI finally stepped out of the
vehicle and stood up, nearly falling over onto the pavement. Fortunately, there were several first
responders on scene to prevent TIPOVICI from falling. TIPOVICI was loaded onto the stretcher and
placed into the ambulance.
At 1733 hours, Officer Sims followed the TRI-MED ambulance to VMC.
Blood Draw
Sergeant Tolliver completed and applied for a Search Warrant to collect a sample of TIPOVICI'S
blood. The Search Warrant was approved and signed by Renton Municipal Court Judge J. Giner.
Sergeant Tolliver later informed me that two 10mL vials were filled by a VMC Registered Nurse from
TIPOVICI'S right hand. Both vials were entered into evidence for later testing and evaluation. See
Sergeant Tolliver's supplemental report for further details.
Criminal Charging Language:
TIPOVICI committed Driving Under the Influence, by operating a motor vehicle within the State of
Washington at a time when he was under the influence of or affected by intoxicants or any drug.
TIPOVICI'S Blood was extracted by an on-duty technician at Valley Medical Center and is pending
toxicology results.
I mailed TIPOVICI the DOL Driver's Hearing Request Form.
I also determined TIPOVICI was the predominant factor for the cause of collision as TIPOVICI
violated Renton Municipal Code (RMC) 10-12-25 INATTENTIVE DRIVING: It shall be a traffic
infraction, subject to RCW 7.80.120(1)(a), for any person to drive a motor vehicle on any public
highway, street, alley, or road in an inattentive manner in the City of Renton. "Inattentive manner" in
this section means a lack of: 1) attentiveness required to safely operate the vehicle under the
prevailing conditions, including, but not limited to, the nature and condition of the roadway, the
weather conditions, the presence of pedestrians, the presence of other traffic, or by the driver
focusing or directing the driver's attention to something other than driving the motor vehicle; or 2)
attentiveness that would permit the driver of a motor vehicle to observe anything resting on, or

traveling on, or entering the roadway in time to take appropriate action as circumstances require.
(Ord. 4462, 7-25-94, eff. retroactive to 7-1-94; Ord. 5635, 11-14-11). The driver of Unit#1 was not
safely attentive to the roadway.
I completed Sector citation #4A0344163 for the DUI offense and #4A0344164 for violation of
Inattentive Driving. Both citations have been sent to the Prosecutor Queue as TIPOVICI required
further medical care at VMC. To my knowledge, following the blood draw, TIPOVICI was released
from police custody.
A criminal history check revealed no prior DUls for TIPOVICI. Officer Sims transferred custody of
TIPOVICI to Officer T. Cumming while at VMC Room #42. Officer Cumming waited at VMC with
TIPOVICI until Sergeant Tolliver arrived with the blood warrant. See their supplemental reports for
further details.
I impounded TIPOVICI' vehicle due to blocking the intersection with disabling damage and placed the
vehicle on a DUI hold.
The DUI packet was forwarded to DOL for processing.
