Deadline: The city must comply
with these requirements by June
30, 2025.
The city must allow at least 2
ADUs on all lots that allow
single-family homes in the
following configurations:
1 attached ADU and 1
detached ADU; or
2 attached ADUs; or
2 detached ADUs, which
may be comprised of either
1 or 2 detached structures.

HB 1337: ADUS
The city may not assess impact fees on ADUs greater than 50% of impact fees imposed on principal units.
The city may not require owner-occupancy.
The city must permit ADUs in structures detached from the principal unit.
The city must allow an ADU on any lot that meets the minimum lot size required for the principal unit.
The city may not establish a max. gross floor area for ADUs that is less than 1,000 square feet.
The city may not establish roof height limits on an ADU of less than 24 feet.
The city may not impose setbacks, yard coverage, tree retention, aesthetic, or design review requirements for
ADUs more restrictive than those for principal units.

HB 1337: ADUS
The city must allow detached ADUs to be sited at a lot line abuting a public alley.
The city must allow ADUs to be converted from existing structures.
The city may not prohibit condominiumization of ADUs.
The city may not require public street improvements as a condition of permitting ADUs.
A city or county subject to the requirements of this section may not:
Require off-street parking for ADUs within one-half mile walking distance of a major transit stop;
Require more than 1 off-street parking space per ADU on lots smaller than 6,000 square feet.
Require more than 2 off-street parking spaces per ADU on lots greater than 6,000 square feet.
