Mastec North America has been contracted to design and engineer this project on behalf of Comcast
Cablevision. Comcast is applying for a variance request in order to upgrade their existing facilities.
Comcast proposes to overlash 48ct fiber to existing strand (14 poles).
Comcast is requesting that the City of Renton approve this variance request based on the fact that the
requirements for undergrounding this proposed over-lash will not cause substantial adverse impacts to
other person or entities in the immediate area and will cause undue hardship.
1. Installation of undergrounding facilities will increase the total cost of construction roughly
15-25 times the amount of an aerial over-lash on the existing Comcast strand.
2. Potential damage to underground facilities will be increased.
3. Over-lash will not cause substantial adverse impact to other persons or entities in the
immediate area. Over-lashing the cable will be accomplished in a few days, and the
residents will not notice any impact. Comcast will clean up the over-lashed spans as
necessary and identify and remove any existing dead cables along this route.
4. The variance is necessary to prevent and undue hardship due to the increased construction
costs if forced to install the proposed extension underground.
5. The granting of the variance will not be materially detrimental to the public welfare because
Comcast does agree to underground the cable system, but they are waiving the obligation
into the future when all other utilities are underground to prevent an undue hardship
against Comcast currently.
Upon the granting of the Variance, Comcast will coordinate construction and traffic control as per your
requirements. Comcast and their contractors want to cooperate at the highest level and agree to
adhere to all provisions and requirements set forth by the City of Renton to insure safe installation and
maintenance of the proposed facilities.

May 20, 2024 Stacy Pennewell Mastec North America 4610 Tacoma Avenue, Sumner WA 98390 Via Email: Gayle.Berner@mastec.com SUBJECT: Request for Undergrounding Exemption (JB#1484993, MFP24002049, 3129 Talbot Rd S) Dear Mrs. Kiehn: The City of Renton has reviewed your request to grant Comcast an exemption from Renton Municipal Code (RMC) 4-6-090(C) which states that all new electrical or communication facilities shall be required to be installed underground, pursuant to the standards of the section of RMC. Comcast proposes to have Cannon Construction Inc overlash new fiber for a total of approximately 2400 lineal feet to existing Puget Sound Energy (PSE) poles along Talbot Rd S within the City. See the enclosed Site Plan showing the proposed overlashing limits. ANALYSIS: The City has considered the request for an exemption from RMC 4-6-090. Ordinance 5720 grants Comcast, the right to install fiber optic cable and related appurtenances under, along, over, below, through and across the streets, avenues and alleys of City of Renton within the right-of-way of Renton. Section 3.4 of the franchise ordinance states that if all of the distribution lines all the wireline service providers, such as telecommunications service providers, as defined in RCW 35.99.010, a utility service provider or a Cable Operator (collectively “Service Providers”) in any portion of the Franchise Area are underground, Grantee shall place its Cable System’s distribution cables underground within that area; provided that such underground locations are actually capable of accommodating Grantee’s cable and other equipment without technical degradation of the Cable Systems’ signal quality. The proposal would utilize existing poles with other attached franchisee communication facilities and overlash to the existing Comcast aerial path. As minimum vertical height clearance of 15’-6” would need to be provided for, any existing obsolete cable will need to be removed; staff recommends these as conditions of approval. Therefore, the City is granting an exemption with conditions, per the Comcast franchise agreement which allows new overhead facilities to be placed overhead provided there are other similar providers overhead as well. Comcast is required to obtain all necessary private utility easements for work on private property. DECISION: The requested exemption from underground utility installation requirements RMC4-6-090 (C) as requested by the applicant is approved with conditions subject to the conditions below as the request complies with the Comcast Franchise Agreement.
