I inspected the above mentioned project and advised Ron , of
the G . & H . Construction Company , of the following :
1 . Landscaping needs to be provided on the west property
line adjacent to the parking space - trees and shrubs
minimum 20 ' in depth .
2 . The weeds along the north property line need to be
removed immediately and replanted with lawn .
3 . Additional Photinia needs to be added in the southeast
third of the planting .
4 . Careful attention needs to be directed toward watering
and maintenance throughout the site - especially since
the plant material is so small .
5 . Ivy ground cover should be added in planter beds adja-
cent to the office frontage and was recommended all
around the west building .

RE : DEVELOPMENTS CONTRARY TO ORDINANCES AND
PREVIOUS APPROVALS
The Planning Department has noticed several items
that appear to need attention . These include :
1 . The Scarsella Pond has been almost
totally filled . It appears that no
provisions for drainage control have
been provided , causing the flooding of
the adjacent property to the south . This
should be brought to the developer ' s
attention and corrected .
2 . There also appears to be recent fill being
placed on the Welch property immediately
north of the Scarsella property. Have any
permits been approved for this fill ?
3 . The Ericksen Construction Company building
on East Valley Road still has not installed
the required landscaping , parking , and pav-
ing . The new sidewalks and curbs have been
installed and a detailed landscape plan
snould be submitted and reviewed .

4 . The new Jonathan storage facility on East Val -
ley Highway proposed open paved parking/ storage
area . We had previously suggested alternatives
that they may consider . What is the status of
this portion of the project?
x 5 . The new Bitney-Grouws warehouse at Lor,eacres
industrial Park on S . W. 16th St . does not
conform to the approved parking and landscape
plans . This should be corrected .
6 . It appears that Renton/ Issaquah Auto Freight
is using previously undeveloped property for
expansion of the truck/ trailer storage opera-
tion . Plans for such use should be submitted
and approved as per ordinance requirements .
7 . The Landscaping Contractor ' s storage area just
west of Lind Ave . and south of Grady Way has
not yet provided any landscape screening as
per ordinance requirements .
8 . It appears that Reimers Auto Parts is prepar-
ing to develop or add to their existing opera-
tion . If so , plans will need to be submitted .

A CERTAIN PORTION OF POWELL AVE. S . W. AND A PORTION OF
S . W. 15th STREET
WIEREAS a proper petition for vacating a certain portion of
streets as herein more particularly described was duly filed with the
City Clerklon or about March 10, 1975 and said petition has been signed
by the owners of more than two-thirds of the property abutting upon
such sought to be vacated.
AND WHEREAS the City Council by Resolution No . 1972 approved
on March 24 , 1975 and after due investigation did fix and determine the

The Planning Department has noticed several items
that appear to need attention . These include :
1 . The Scarsella Pond has been almost
totally filled. It appears that no
provisions for drainage control have
been provided , causing the flooding of
the adjacent property to the south . This
should be brought to the developer ' s
attention and corrected .
2 . There also appears to be recent fill being
placed on the Welch property immediately
north of the Scarsella property. Have any
permits been approved for this fill ?
3 . The Ericksen Construction Company building
on East Valley Road still has not installed
the required landscaping , parking , and pav-
ing . The new sidewalks and curbs have been
installed and a detailed landscape plan
snouid be submitted and reviewed .

4 . The new Jonathan storage facility on East Val -
ley Highway proposed open paved parking/storage
area . We had previously suggested alternatives
that they may consider . What is the status of
this portion of the project?
5 . The new Bitney-Grouws warehouse at Lor.eacres
industrial Park on S . W. 16th St. does not
conform to the approved parking and landscape
plans . This should be corrected .
5 . It appears that Renton/ Issaquah Auto Freight
is using previously undeveloped property for
expansion of the truck/trailer storage opera-
tion . Plans for such use should be submitted
and approved as per ordinance requirements .
7 . The Landscaping Contractor ' s storage area just
west of Lind Ave . and south of Grady Way has
not yet provided any landscape screening as
per ordinance requirements .
8 . It appears that Reimen Auto Parts is prepar-
inc. to develop or add to their existing opera-
tion . If so , plans will need to be submitted .

I met with Dean Bitney Wednesday, February 25 , 1976 , regardingtheabovementioneditems. The following issues were discussed :
BITNEY REALTY FENCE
1. Mr. Bitney expressed an interest in extending
a 42" concrete grill fence from the back fence
line to the sidewalk and extending along Bronson
Way at the back of the sidewalk.
2 . I recommended that the fence extension be limited
to an angle from the back fence to the easterly
telephone pole, approximately 15 feet ± .
3. This fence extension would be on public right-of-
way and would require a permit from the Board of
Public Works. Mr. Bitney was advised of this
requirement to secure said permit.
The existing landscaping is reaching maturity and should
provide good screening by the end of this years ' growing
season. The fence along the sidewalk is unnecessary and
would detract from the planting buffer.
G AND B WAREHOUSE--EXTERIOR STORAGE
1. Mr. Bitney wanted to place an exterior storage
area within the landscape buffer on the southeast
corner of the new warehouse addition.
2 . He was advised that the covenants require a 20 '
landscape strip be maintained all around the property
and landscape was to extend from the fence line to
the north building line on the new addition.
3. Any change of the approved site plan would have to
go before the Planning Commission.

The January public hearing of the Renton Planning Commission was
called to order at 8 : 05 p . m . , with Chairman Scholes leading the
Pledge of Allegiance . The presence of approximately 15 people ,
including Mayor Delaurenti and Councilman Perry , was noted in
the audience .
1 . ROLL CALL was taken by Commissioner Wik , Acting Secretary .
All members responded present with the exception of Commis -
sioner Rivily ( absent due to a previous commitment ) and
Ross ( arrived at approximately 8 : 10 p .m . ) .
ACTION:
MOVED BY MOLA , SECONDED BY GARRISON, THAT THE ABSENT COM-

Newly appointed Planning Commissioner Gist was then intro-
duced and welcomed . Appreciation for the services of out-

The continued site approval application was presented
by the Chairman , who called for staff review . Noting
previous approval of rezones of the parcel , including
a portion of vacated Powell Ave . S . W. , and site approval
of a warehouse/office on the property , Mr . Ericksen
described the proposal to construct an additional ware-
house adjacent to the existing structure . He noted
restrictive covenants running with the land which
would apply and indicated that the request meets
applicable ordinance requirements . Associate Planner
Smith apprised the Commission regarding warehouse and
fence location statistics , plans to improve circula-
tion between the two units , and present and proposed
landscaping . Photographic slides were viewed .
Responding to a request for a presentation from the
applicant , Dean Bitney , 1082 Anacortes N . E . , stated
that landscaping had been installed as agreed with
the exception of the grass due to the inappropriateness
of present soil condition and the season . He also
discussed parking and paving plans , the color of the
existing and proposed structures , sign design revisions ,
and setbacks from the property lines . He replied to
questioning from the Commission relative to drainage
problems and anticipated time-frame for installation
of paving and painting of the buildings .
The Chairman invited comment from the audience , but
none was received . IT WAS THEN MOVED BY ROSS , SECONDED
BY MOLA , THAT THE PUBLIC HEARING BE CLOSED . MOTION
CARRIED UNANIMOUSLY .
After further discussion and consideration , the Com-
mission took the following action :
ACTION:
MOVED BY ROSS, SECONDED BY MOLA , THAT THE PLANNING COM-
MISSION APPROVE THE SITE APPROVAL APPLICATION WITH THE
FOLLOWING CONDITIONS:
1 . THE EXISTING AND PROPOSED BUILDINGS ARE BOTH TO
BE PAINTED A TAN OR LIGHT COLOR AS PER APPLICANT 'S
SUGGESTION.
2 . THE SIGNING ON THE EXISTING OFFICE/WAREHOUSE BUILDING
IS TO BE CHANGED AS PER SIGN DESIGN COMMITTEE REQUIRE-
MENTS UTILIZING SIGNING MORE COMPATIBLE WITH RECENT
DEVELOPMENT IN THE AREA .
3 . THE SITE LANDSCAPING, DRAINAGE, PARKING LOT PAVING,

The request for renewal of a temporary permit was introduced

as well as a request for variance from the Parking and Load-

Mike and I met with Dean Bitney and Chuck Grouws on the site
Monday, January 26 , 1976 . The following items were discussed:
1. The northeast property line is 10 '-15 ' north of the
fence. The corner stake is located in the bottom
of the drainage swale. The north building line is
approximately 23 feet from the fence line.
2. The existing building is 7 ' ± west of the location
shown on the plans, which would allow a minimum
clearance of 27 '± between the new and old building.
3. Additional landscape material has been added on the
perimeter areas as per the plan, leaving space
between the shrubs for mowing. The lawn will be
installed later in the spring when the growing
season begins (after frost) .
4. The front planting area has been improved—
additional plant material and bark. Additional
plant material will be added adjacent to the
building, we suggested ivy to train up the wall.
5 . The perimeter planting on the east side plus planters
adjacent to the new building will be planted after
construction of the new building.
6 . Mr. Grouws advised us that the asphalt paving will
be installed later in the spring when ground con-
ditions have stabilized. A letter from the con-
tractor will be submitted to file stating the
conditions.
7 . A drainage sump will be installed on the northeast
corner to contain runoff from the new construction
area.

proposed plans and approve the location of the
new building subject to increased fire protection
systems ( i . e . additional fire hydrant and water
mains ) .

This is to confirm our conversation of Wednesday,1ovember 12 , 1975 . It is our understanding the following
items will be incorporated in your landscape plan:

vided along the periphery of the site .
2 . Provide Cedrus Deodora, approximately 30 feet on
center, along the north side with Photinia Fraseri
planted in between, 4 ' -5 ' on center , grouped with
triangulated spacing.
3. Combine Deciduous and Cedrus , 30 feet on center ,
on east side with Photinia Fraseri planted in
between, 4 '-5 ' on center.
4. Continue Photinia in between trees along west

building to a tan color and change the existing

RECOMMENDATION : Recommend continuance of the Site Approval
Application to be determined concurrently
with the rezone request for the easterly
one half of the vacated street on December 3 ,
1975 . The continuance is necessary to allow
time for public notice , review, and Planning
Commission decision on the rezone application .

SUBJECT: Impact of G & B Investors proposed wharehouse
Our main concern in approving any site proposals is , water supply
and egress . In this proposal , the egress is limited by the addition of the
new building, and water supply would have to be increased due to the
increased fire load and exposure problems . The Washingtom Survey and
Rating Bureau Assesses water requirements by a number of factors , one being
the fire load and another is the amount of surcharge for exposures . In
this case , the existing structure would require a minimum of 20%o more
water supply than is already required. Plus , additional water supply
would probably be required for the conflagration hazard created by the
additional structure .
If you would like further discussion on this matter , we will be more
than happy to oblige .

I talked today with Jerry Shellan , City Attorney , with
regard to the appropriate zoning of the vacated Pacific
Ave . S . W. , adjacent to the existing Grouws and Bitneydevelopment. He said that the L-1 zonin;gf .would extend
to the centerline ( an additional 30 feet from the
existing east property line of the subject property) of
that vacated street . The easterly 30 feet of the
vacated street likewise assumes the zoning of the adjacent
parcel on the east . That parcel is zoned GS-1 . Mr .
Grouws was then informed of this situation , which would
preclude the use of the easterly 30 feet of the vacated
street for purposes other than that allowed -in a GS-1
zone at the present time . We also informed him that he
should acquire more property to allow suitable delivery
space between the existing warehouse and any future
warehouse activity .

I received a telephone call from Chuck Grouws today ,
and he indicated that he has started to work on the items
that were mentioned in the November 7th letters to him.
I asked that he check with Joan Lankford of our Department
regarding completion of his landscape plan as soon as
possible and prior to any further work being accomplished
on it. He said he would do so. He also indicated that he
was clearing the junked storage from the site , paving the
remaining parking area, changing the signing and painting
the old building a tan color to match the proposed building.
I explained that his application was coming before the
Planning Commission on November 26 , 1975 and that it would
assist in expediting this application if they were to
complete all that was approved in the previous application
and alleviate the various problems stated in the November
7th letters.

for a warehouse in an L-1 zone ; property located at
1120 S . W . 16th St .
Noting previous Planning Commission approval of an office-
warehouse facility at 1120 S . W . 16th St . , Mr . Smith advised
that the applicants have obtained approximately two addi -
tional acres-- including 60 feet of right-of-way--to the
east through the acquisition of the street vacation of
Pacific Ave . S . W . , upon which they propose to construct
an additional warehouse to their complex . The following
factors were cited : building plans and the relationship
of the proposed structure to the existing facility , park-
ing for the total development , additional landscaping ,
sign modification , color coordination of the new structure
with the existing facility , and conformance with restrictive
covenants running with the land . Discussion followed , and
concerns were expressed relative to the following : the
relationship of the planned structure to the total develop-
ment , ingress and egress into the area , turning radius
between the structures , safety with respect to Fire Depart-
ment standards , and adequate parking for the entire complex .
Additional elevation drawings and more detailed information
were requested by the Commission .

7600 square feet to 20 , 500 square feet and described their
configuration . Mr . Smith advised that the applicant has
received deferral of off-site improvements from the Board
of Public Works for a one year period and that the request
for approval of only half of the plat is in conformance
with accepted practice .

The Planning Director noted that the Committee had
also considered in its review of the matter the con-
flict of the Comprehensive Plan and zoning in the
area with the Shoreline Management Program and that
issue would be addressed in its study of the Compre-
hensive Plan for the Highlands area .
