DISCUSSION : Mr. Ericksen gave a brief overview of the proposal and read the F. A . A . approval of thePP project which had recently been received . Mr. Teegarden made some initial comments with regard to some of the Commission members ' concerns about the height, size , location , and design of the pro- posed structure . Mr . Scholes also expressed the importance of the visual character at the airport entrance. Discussion continued regarding the lease area , adja- cent uses , parking , and possible alternate location of the proposed building . Mr . Volkel stated that no suitable alternate location exists within the Aero-dyne leased area . He also answered the questions the committee had about the height of the proposed r { 4 _ - Files , - Aero-dyne April 13 , 1976 Page Two building , indicating that the height was necessary for clearance purposes of the type of aircraft that is anticipated for future use of the facility . Mr . Keyes pointed out that the office portion of the building would be aesthetically pleasing as a result of the exterior design , which includes exposed aggregate tinted glass windows , subtle colors on the office , hangar , and nose hangar portions of the facility , and landscaping . A discussion of the contents of the proposed Airport Master Plan was discussed . Mr. Teegarden expressed a desire that the plan should include goals and objectives relative to land use and design -alternatives on the airport. CONSIDERATIONS : It was determined that the placement and size of the building were difficult to change. This left only the elements of exterior design and proper use of landscaping as methods to reduce the impact of the large structure. It was felt that additional landscaping adjacent to the building and parking area should be provided . Staff indicated that they would work with the applicant on this item . Also , proper color choice and architectural treatment of the mansard roof on the office building were con- sidered to be necessary in reducing the visual impacts of the structure. The following items were presented to Mr . Vokel , as per our discussions with Mr . Keyes and agreed upon : 1 . The landscape plan adjacent to the building has been revised to include a minimum 7 ' planter strip along the south and west wall of the proposed office building and a 7 ' strip along the south shop building between the office and nose dock . The planter is to extend around the southwest corner approximately 7 ' from building corner ) allowing 24 foot clearance for the hangar doors . 2 . The plant material shall consist of evergreen columnar trees (approximately 5 ' -6 ' O . C . and 6 ' -8 ' in height) , evergreen flowering shrubs located in window areas ( Escallonia - 3 ' -4 ' O . C . and 2 ' -3 ' in height ) , and dwarf mugho pines located at the entrance and corners . This would provide a tall vertical , columnar profile adjacent to the building and lower colorful accent to the windows and entrance while eliminating conflict with the plane wings . fit Aerodyne Files April 13 , 1976 Page Two 3 . Large river cobbles are recommended as a planter mulch to avoid prop wash on bark mulch . 4 . Hose bibs will be provided adjacent to the building for watering . 5. The parking entrance landscape will conform to the plan prepared for the Airport (May 1 , 1973 ) . 6 . A chain link fence with wood obscuring slats will be extended from the east entrance fence back of the sidewalk and existing trees ) to the perimeter road . The fence slats are to be painted the same color as the existing fence and ivy is to be planted and trained up the fence face . Height of fence is to match existing fence . 7 . Copies of the revised planting plans were pro- vided to Mr. Keyes by this department . 3 . The mansard roof of the office will be painted in earth tones , dark gold or deep brown , as an accent for pre-cast panels . The final color has yet to be determined . Comments from Del Bennett , Airport Director , were ' invited . Mr . Bennett , noting that the proposal had been in planning stages for the past two years , des- cribed arrangements for parking at the front entrance of the airport and indicated that it would be screened effectively on the west and substantially on the east . Responding to questions from the Commission , Mr . Bennett described probable utilization of the parking facilities and control of vehicular traffic and park- ing on the airport . He stated that the applicant will be responsible for development of the parking lot and provisions for paving , drainage , and landscaping in accordance with the lease . Discussion ensued , and the following concerns were noted : the impact on the front entrance of the air- port ; the location of the existing nose dock ; the height , front elevation , and location of the proposed hangar; relocation of the airplanes ; possible penetra- tion of the building into the glide path ; proximity of the proposed building to an existing one to the northeast ; and plans for fueling . The greatest con- cern involved the aesthetic impact of the proposed hangar facility on the front entrance of the airport . Mr . Bennett and Mr. Keyes spoke in response to those concerns , noting the need for such a facility at the Renton Airport to serve larger aircraft , the type of services to be provided , the limited space available for an alternative location , the pending review by the Federal Aviation Administration regarding the safety of the proposal , the trend to fueling by truck rather than through a gas island , and the provision for a fire wall on the proposed hangar for fire pro- tection . INTEROFFICE CORRESPONDFNCE Date March 8, 1976 TO:Planning Department FROM: Utilities Engineering Division SUBJECT: AeroDyne Building The Utilities Division has a few comments on this new Aerodyne facility. Sanitary sewer facilities are required. An existing Airport owned 8" concrete pipe is adjacent to the site at its' northeast corner. The existing 8" line should have a manhole at the end of the line and a new 6" connection should be made to the site. An oil separation will be required on building if the hanger floor drains empty into the City sanitary sewers. Public water. supplies are available from an Airport owned 10" cast iron water main. The water supply line to the new building should be metered for the Airport' s convenience. A fire hydrant will be required within 165' of the building. The Fire Department can supply additional details. RB:pmp n,ove.--captionod The or i clina 1 r7on I 1 .1;r .1 :-:in."IL i-1( u• f 1.4 1:1414112/ 1. ntf. wial re :ozds *the cloTk'n ofti,...
