REPORT AND RECOMMENDATION.
APPLICANT: Associated Stationers, FILE NO. SA-021-77
Inc./Robert D. Gibb
LOCATION,: Property located on the north side of S.W. 7th
Street, west of Hormel Company facility and
east of the Earlington Golf Course and railroad
spur track.
SUMMARY OF REQUEST: Applicant requests site plan approval to
construct an office/warehouse complex in an
M-P zone within Earlington Industrial Park.
The proposed building will consist of
approximately 52 , 000 feet of .office area.
A total of 52 parking stalls and loading
area, together with a site landscaping plan,
are proposed for the subject development.
SUMMARY OF Planning Department: Approval subject to
RECOMMENDATION: conditions.

PLANNING DEPARTMENT The Planning Department staff report was received
REPORT: by the Examiner on March 8 , 1977 .
PUBLIC HEARING: After reviewing the Planning Department report,
examining available information on file with the
application, and field checking the property and
surrounding area, the Examiner conducted a
public hearing on the subject as follows:
The hearing was opened on March 15 , 1977 , at 11 :20 a.m. in the Council
Chambers of the Renton Municipal Building.
Parties wishing to testify were sworn.
It was reported that the Hearing Examiner and the representative for
the applicant, Mr. Rich Rockwood, had received and reviewed the
Planning Department report, and the report was entered into the record
as Exhibit #1 .
Michael Smith, Planning Department, reviewed Exhibit #1 , and entered
the following additional exhibits into the record:
Exhibit #2 : Site Survey Map.
Exhibit #3 : Site Plan Map with Elevation Drawings.
The Examiner reported that in his former capacity as Assistant Planning
Director he had met Mr. Rockwood at a meeting with the Mayor and a
representative of Burlington Northern. At that time Mr. Rockwood
indicated his intent to construct a building at the above location.
The zoning requirements and ordinance restrictions were discussed,
but designs or details of the building were not mentioned. Mr.
Rockwood was referred to the Planning Department and the Engineering
Department for review of detailed ordinance requirements.

The Examiner stated that he did not feel that this prior contact
would influence or result in a conflict of interest in hearing or
making a decision on this application. He asked that if any member
of the audience felt there was a conflict that they should so state
at this time. There was no response, and the hearing was continued.
The Examiner asked Mr. Rockwood, representative for the applicant',
if he' concurred in Exhibit #1. Responding was:

Mr. Rockwood indicated concurrence in the report , with the exception
of Item P. 2 . , page 4 , and questioned if storm drainage retention and
oil water separation facilities would be required in the form of
catch basins. Mr. Smith indicated that the Public Works Department
has required storm drainage retention facilities in all recent
development requests , and suggested the applicant contact that
department for plans for devices which can be incorporated into
catch' basins.
The Examiner noted that because of building setbacks and landscaping
requirements, Earlington Industrial Park has become a desirable
location, and was pleased that the applicant had indicated a
willingness to continue with improvement of the area.
The hearing on Item #SA-021-77 was closed by the Examiner at 11 : 35 a.m.
FINDINGS, CONCLUSIONS & RECOMMENDATIONS: Having reviewed the record
in this matter, the Examiner now makes and enters the following:
FINDINGS :
1. Applicant requests site plan approval to construct an office/
warehouse complex in an M-P zone within Earlington Industrial
Park. The proposed building will consist of approximately
52 , 000 square feet of warehouse space and 1,200 feet of office
area. A total of 52 parking stalls and loading areas together
with the site landscaping plan are proposed 'for the subject
property.'
2 . construction in an M-P zone requires site plan approval by the
Hearing Examiner.
3. The property has recently been short platted by Burlington
Northern.
4 . The surrounding properties consist of similar warehouses with'
accompanying office complexes. The contemplated use is
compatible with surrounding uses.
5. Gordon Y. Ericksen, designated official, has issued a
Declaration of Non-Significance for the proposal.
6 . City of Renton departments and divisions have been contacted and
they have approved the application. The departments consist of
the following:
a. City of Renton Building Division.
b. City of Renton Engineering Division.
c. City of Renton Traffic Engineering Division.
d. City of Renton Utilities Division.
e. City of Renton Fire Department.
It was noted by the Utilities Division that the storm water
retention and oil water separation facilities will be required

as well as a 1 per square foot latecomers charge for water
services and a 1 per square foot latecomers charge for sewer
services.
7. The proposed development meets the M-P setbacks and landscape
requirements. The parking plan designates a number of parking
spaces which exceed the required number of 40 stalls.
CONCLUSIONS:
1. The application meets all requirements specified in a Manufacturing
Park zone.
2 . The proposed plan is in harmony with the intent of the Manufacturing
Park zone. All department agencies involved in the application
have been contacted and have concurred in the development.
3. The development of this building is not considered a major action
having significant environmental impact.
RECOMMENDATION:
Approval subject to the recommendations imposed by the Planning
Department.

D. HISTORY/BACKGROUND:
The subject site was rezoned from G to M-P by Ordinance No . 2205
on ,lanuary 17., 1966 . However, it was not made part of the
original Earlington Industrial Park plat developed by Burlington
Northern Railroad . Therefore , the property has recently been
short platted from .the remaining Burlington Northern property .

E. PHYSICAL BACKGROUND:
1 . topography : The subject site is relatively level .
2 . Soils : Woodinville (Wo ) - poorly drained soil used for row
crops , pasture , and urban development.
3 . Vegetation : The site consists primarily of scrub grasses and
blackberry groundcover with a stand of large evergreen trees
and maple trees located approximately in the center of the
property . There is also an existing large cottonwood tree
at the southeast corner of the site .
4 . Wildlife : The existing vegetation on the site provided suit-
able habitat for birds and small mammals .
5. Water: Surface water or streams are not apparent on the sub-
ject site .
6 . Land Use.: The site. is presently undeveloped . The Hormel
Company facility is located east of the site . Manufacturing
park type uses are also located south of the site . Earling-
ton. golf‘ course is west of the site and the Chicago
Milwaukee Railroad tracks and right-of-way to the north . A
sparsely developed residential area exists farther north up
the hill .
Fa NEIGHBORHOOD CHARACTERISTICS :
The area consists primarily of manufacturing park uses and golf
course/open space .
G. PUBLIC SERVICES:
1 . Water and Sewer : An 8" sanitary sewer main , a 12" water main ,
and a 60" storm sewer main are available to the site .
2 . Fire Protection : Provided by the Renton Fire Department as
per ordinance requirement. Any site development will be
subject to City of Renton standards for fire protection .
3 . Transit : Metro Transit Route No. 161 and Route No . 240 oper-
ate along S .W . Grady Way, and Route No . 155 operates along
Rainier Ave . So .
4 . Schools : The subject site is not in proximity to schools .
5 . Parks : The site is not in proximity to any parks . It is ,
however, adjacent to Earlington Golf Course .

Development of the property will cause the removal of the existing
vegetation and trees from the site , increase storm water runoff ,
and Cause an increase in traffic .
K. SOCIAL IMPACTS :
A new business may create a certain amount of additional jobs in
the community.
L. ENVIRONMENTAL ASSESSMENT/THRESHOLD DETERMINATION :
Pursuant to the City of Renton ' s Environmental Ordinance and
the State Environmental Policy Act of 1971 as amended (RCW
43 . 21C ) , a..Declaration of Non-significance has been issued for
the subject proposal (see attached) .
M. ADDITIONAL INFORMATION :
A vicinity map and site map are attached .

All divisions and departments approved the application . It was
noted that storm water retention and oil water separation facili -
ties will be required , as well as a one cent per square foot
late comers charge for water service and a one cent per square
foot late comers charge for sewer service .
O. PLANNING DEPARTMENT ANALYSIS:
1 . The proposed use is permitted within the M-P zone .
2 . The proposed development plan meets the M-P setbacks and
landscaping requirements .
3 . The plan exceeds the number of parking spaces required
provided = 52 stalls ; required = 40 stalls ) .
4 . The loading area does not appear to present any significant
conflicts with parking and circulation .
5 . There will be a need to provide alternate plant types , addi -
tional plant material , and better sized and spaced material
within the proposed landscape areas to provide proper screen-
ing and aesthetic relief to the development.
6 . Additional landscaped area should be included around and adja-
cent to the proposed office area ,, and driveway entrances .
7 . It appears that the existing trees at the center of the
property cannot be retained , given the building configuration
as proposed. It is hoped that the existing tree at the south-
east corner of the site , together with a well planned land-
scape scheme , can somewhat off-set the loss of the existing
stand of trees .

8. ; A four foot landscape strip can be installed in the parking
1 area at the north side of the building . This can be pro-
vided between the stalls facing each other by substituting
a continuous curb for the wheel stops . This together with
the planter areas indicated on the plans should reduce the
visual impact of the rear of the facility from the residential
hillside area to the north.
P. PLANNING DEPARTMENT RECOMMENDATION :
Approval of the site plans subject to :
1 . Final Planning Department approval of detailed landscape
plans including the comments noted in numbers five through
eight of the department analysis .
2 . Final Public Works Department approval of suitable storm
drainage retention and oil water separation facilities .
3 . Final Planning Department approval of location and screening
plan for refuse dumpster.

Introduction The State Environmental Policy Act of 1971, Chapter 43.21C, RCW, requires
all state and local governmental agencies to consider environmental values both for their
own actions and when licensing private proposals. The Act also requires that an EIS be
prepared for all major actions significantly affecting the quality of the environment.
