The exterior of the building was upgraded, service islands were remolded and•landscaped areas were improved.. The owner is:now,requesting approval to construct a carwash building in an area that was paved as:part of-the original construction of the service station: • • PART TWO: ENVIRONMENTAL REVIEW In compliance with RCW 43.21C.240, the following project environmental review addresses only those project impacts that are not adequately addressed under existing development standards and environmental regulations. A. Environmental Impacts - The Proposal was circulated and reviewed by various City Departments and Divisions to determine whether the applicant has adequately identified and addressed environmental impacts anticipated to occur in conjunction with the proposed development. Staff reviewers have identified that the proposal is likely to have the following probable impacts: (1) Earth r. :.. ..Impacts:;The only impacts to'the earth will be the construction of the foundation for the carwash building. The old pavement will be removed and replaced by the foundation. The applicant will need to maintain temporary erosion control measures during the construction - phase of the project: • Mitigation Measures: None required. Policy Nexus: N/A I, (2) Air Impacts: Adverse air quality impacts would be generated by the exhaust from construction', equipment, exhaust from the vehicles accessing the site, and from heat source for the II building. Exhaust from construction equipment and from passenger vehicles is already- controlled by existing state and federal regulations. Exhaust from the heat source of the building and wash water is controlled by state and federal regulations. Policy Nexus: N/A (4) Noise Impacts: Noise will be generated on the subject property by the vacuum cleaners and by the machinery used in the carwash. The noise from the'carwash machinery will be contained by the proposed building. The vacuum cleaners will be located outside of the building and potentially could have an impact on the adjacent homes. The applicant has located sound walls around the vacuum cleaners to buffer the residential areas from the potential noise source. The walls will be six feet in height and will be in a semi-circle around the individual vacuum cleaners. No further mitigation is required. Mitigation Measures: No further mitigation is required. Policy Nexus: N/A (5) Police and Fire Services Impacts: Police Department staff have stated that there are adequate resources to service the proposed development. Fire Prevention Bureau staff stated that the existing fire hydrants appear to provide an adequate fire flow for the proposed building. The City of Renton has adopted a Fire Mitigation Fee of$0.52 per square foot of new development. Objective LU-S: Create neighborhood centers which include commercial, light industrial, and residential uses and serve the basic, ongoing needs of the population in adjacent and surrounding neighborhoods. The proposed carwash is a commercial use that will serve the adjacent and surrounding residential neighborhoods. Policy LU-115: Adequate retail goods and services should be a provided at neighborhood centers to encourage residents to shop locally for daily goods rather than drive to regional Centers. Conformance with existing land use regulations; Carwash facilities are allowed in the Neighborhood Commercial (CN) zone subject to site plan approval in accordance with an Interpretation/Policy Decision dated December 22, 1993. The CN zone establish ar minimum setback Of five feet'and a maximum setback:of fifteen feet. The intent of this policy is to make the proposed structures accessible to pedestrians walking along the sidewalk. The setback requirement can be modified through the-site;plan.review when make meeting the setback requirement would create significant problems. In this case the proposed building will not be used by,pedestrians but will only be used by vehicles. Also, locating the carwash building close to the road would either create blind spOts on the site and cause the removal of the required landscaping. In order to avoid the creation of blind spots and to move the vehicles waiting for the carwash away from the entrances to the site the applicant has located the building on the rear of the site. �I c. Mitigation of impacts to surrounding properties and uses; The applicant has located the proposed carwash building so that the entrance and exit of the building are directly facing the adjacent residential areas. The building is also located away from the property boundaries which-will provide a:buffer from the noise_created_by the carwash machinery. I The applicant has located sound walls between the vacuum cleaners and the residential I development. This will help to reduce the noise impacts created by this machinery. �I The applicant intends to limit the use of the carwash and vacuum cleaners to the hours between 7:0,0 AM and 9:00 PM. This will limit the intrusion of the noise associated with the use of the carwash on the residential development in the area. d.. Mitigation of impacts of the proposed site plan to the site; . ' The proposed building will be located,on'an area that was previously paved. No.new site area will be disturbed by the proposed development. The steep bank area will not be disturbed by the proposed development and should remain in a stable condition: e. 'Conservation'of area-wide propetty values;`•'- - . ' • III The improvement to this site should help to maintain the property values in the area. The site has been designed to limit or eliminate the potential adverse impacts on the surrounding residential area's. f. Safety and efficiency of vehicle and pedestrian circulation; I The location of the proposed building was selected in order to provide an efficient and safe vehicle and pedestrian circulation system on this site. Most vehicles will approach the carwash from the Northwest site entrance or from the fueling station. This will allow them to approach the proposed building without having to cross any pedestrian paths that they would not have crossed during the routine entering or exiting of the site. g. Provision of adequate light and air; The proposed building will not block light or the movement of air to other buildings on-site or off.-sitel. h. Mitigation of noise, odors and other harmful or unhealthy conditions; As noted previously in this report, the applicant has gone to great lengths to limit the noise generated by the proposed building from intruding onto the adjacent land uses. The proposed building has been oriented to move the openings in the building away from the residential development and sound walls have been used to further reduce the potential noise impacts. Also the applicant has agreed to limit the hours of operation so that the facility will not be in use late at night. i. Availability of public services and facilities to accommodate the proposed use;and Adequate public services exist in the adjacent roadways. The applicant will need to provide mitigation fees, identified earlier in this report, and install the Code-required improvements. j. Prevention of neighborhood deterioration and blight. The proposed facility, if properly maintained, will not cause neighborhood deterioration or blight It will provide a service to the adjacent neighborhood. The exterior of the building was upgraded, service islands were remolded and landscaped areas were improved. The owner is now requesting approval to construct a carwash building in an area that was paved as part of the original construction of the service station. PART TWO: ENVIRONMENTAL REVIEW In compliance with RCW 43.21C.240, the following project environmental review addresses only those project impacts that are not adequately addressed under existing development standards and environmental regulations. A. Environmental Impacts The Proposal was circulated and reviewed by various City Departments and Divisions to determine whether the applicant has adequately identified and addressed environmental impacts anticipated to occur in conjunction with the proposed development. Staff reviewers have identified that the proposal is likely to have the following probable impacts: (1) Earth Impacts: The only impacts to the earth will be the construction of the foundation for the carwash building. The old pavement will be removed and replaced by the foundation. The applicant will need to maintain temporary erosion control measures during the construction phase of the project. Mitigation Measures: None required. Policy Nexus: ,N/A (2) Air Impacts: Adverse air quality impacts would be generated by the exhaust from,construction equipment, exhaust from the vehicles accessing the site, and from heat source for the building. Exhaust from construction equipment and from passenger vehicles.is already controlled by existing state and federal regulations. Exhaust from the heat source of the building and wash water is controlled by state and federal regulations. No unique impacts would be associated with this site or project requiring further mitigation. Mitigation Measures: None required. The existing storm water system was designed in accordance with the King County Surface Water Design Manual. Therefore, the existing storm water system is adequate to handle the anticipated storm water flows from this site. The noise from the carwash machinery will be contained by the proposed building. The vacuum cleaners will be located outside of the building and potentially could have an impact on the adjacent homes. The applicant has located sound walls around the vacuum cleaners to buffer the residential areas from the potential noise source. The walls will be six feet in height and will be in a semi-circle around the individual vacuum cleaners. No further mitigation is required. Mitigation Measures: No further mitigation is required. Policy Nexus: N/A (5) Police and Fire Services Impacts: Police Department staff have stated that there are adequate resources to service the proposed development. Fire Prevention Bureau staff stated that the existing fire hydrants appear to provide an adequate fire flow for the proposed building. The City of Renton has adopted a Fire Mitigation Fee of$0.52 per square foot of new development. The applicant will need to submit the fire mitigation fee prior to the issuance of building permits. Objective LU-S: Create neighborhood centers which include commercial, light industrial, and residential uses and serve the basic, ongoing needs of the population in adjacent and surrounding neighborhoods. The proposed carwash is a commercial use that will serve the adjacent and surrounding residential neighborhoods. Policy LU-115: Adequate retail goods and services should be provided at neighborhood centers to encourage residents to shop locally for daily goods rather than drive to regional Centers. The proposed carwash will provide a local service for the surrounding neighborhoods. If this service was not provided, area residents would need to drive to the Renton Center area or to another neighborhood center for the same service. Conformance with existing land use regulations; Carwash facilities are allowed in the Neighborhood Commercial (CN) zone subject to site plan approval in accordance with an Interpretation/Policy Decision dated December 22, 1993. The CN zone establish a minimum setback of five feet and a maximum setback of fifteen feet. The intent of this policy is to make the proposed structures accessible to pedestrians walking along the sidewalk. The setback requirement can be modified through the site plan review when make meeting the setback requirement would create significant problems. In this case the proposed building will not be used by pedestrians but will only be used by vehicles. Also, locating the carwash building close to the road would either create blind spots on the site and cause the removal of the required landscaping. In order to avoid the creation of blind spots and to move the vehicles waiting for the carwash away from the entrances to the site the applicant has located the building on the rear of the site. c. Mitigation of impacts to surrounding properties and uses; The applicant has located the proposed carwash building so that the entrance and exit of the building are directly facing the adjacent residential areas. The building is also located away from the property boundaries which will provide a buffer from the noise created by the carwash machinery. The applicant has located sound walls between the vacuum cleaners and the residential development. This will help to reduce the noise impacts created by this machinery. The applicant intends to limit the use of the carwash and vacuum cleaners to the hours between 7:00 AM and 9:00 PM. This will limit the intrusion of the noise associated with the use of the carwash on the residential development in the area. d. Mitigation of impacts of the proposed site plan to the site; The proposed building will be located on an area that was previously paved. No new site area will be disturbed by the proposed development. The steep bank area will not be disturbed by the proposed development and should remain in a stable condition. e. Conservation of area-wide property values; The improvement to this site should help to maintain the property values in the area. The site has been designed to limit or eliminate the potential adverse impacts on the surrounding residential areas. f. Safety and efficiency of vehicle and pedestrian circulation; The location of the proposed building was selected in order to provide an efficient and safe vehicle and pedestrian circulation system on this site. Most vehicles will approach the carwash from the Northwest site entrance or from the fueling station. This will allow them to approach the proposed building without having to cross any pedestrian paths that they would not have crossed during the routine entering or exiting of the site. g. Provision of adequate light and air; The proposed building will not block light or the movement of air to other buildings on-site or off-site. h. Mitigation of noise, odors and other harmful or unhealthy conditions; As noted previously in this report, the applicant has gone to great lengths to limit the noise generated by the proposed building from intruding onto the adjacent land uses. The proposed building has been oriented to move the openings in the building away from the residential development and sound walls have been used to further reduce the potential noise impacts. Also the applicant has agreed to limit the hours of operation so that the facility will not be in use late at night. i. Availability of public services and facilities to accommodate the proposed use;and Adequate public services exist in the adjacent roadways. The applicant will need to provide mitigation fees, identified earlier in this report, and install the Code-required improvements. j. Prevention of neighborhood deterioration and blight. The proposed facility, if properly maintained, will not cause neighborhood deterioration or blight. It will provide a service to the adjacent neighborhood. The existing use of the site is for a Convenience Store and Gas Station,the proposed use will be to add a car wash to the existing site making it a Convenience Store, Gas Station and Car Wash. There is a steep slope to the north of the existing buildings,we are not going to disturb this slope during construction. No existing structures or residences on the adjacent properties will have their views obstructed by this structure. The structures and/or residences are located to the north and west of the proposed site.We are including a list of the property owners with this application. We proposed to maintain the current use of the site and enhance the use of the site by installing and operating a tunnel car wash. The project name is the Sunset Chevron Car Wash. Based on my discussions with Bob Downing of H C Design L.L.C., I understand that the project consists of removing approximately 1200 square feet (SF) of existing asphalt pavement and constructing a car wash building as shown in Figure 3. ON-SITE DRAINAGE I visited the site on June 17, 1997. The day was characterized by heavy rainfall with the temperature approximately 65°F. The property is presently developed with a newer Chevron convenience store and associated canopy with fuel islands. A small espresso stand is located in the southeastern portion of the property. Landscaping areas exist along the western and eastern property lines. The property is bordered to the south by Sunset Boulevard, to the east by Union Avenue, to the west by the Creekside Townhomes and to the north by Honey Creek. With exception to the landscaping areas, the entire site is impervious asphalt and structures. Due to the heavy rainfall that was occurring at the time of my site visit, I could observe the drainage pattern of the site fairly well. Developed on-site drainage generally flows from south to north and from west to east in the western and eastern portion of the site, respectively. With exception to the canopy dry slab and a small amount of asphalt adjacent to it, the developed drainage is collected in three interconnected catch basins (CB's) located near the north and east property lines. Roof downspouts appear to also connect to these CB's. A concrete swale,that discharges to a CB, is constructed around the canopy slab and appears to connect to a oil/water separator located to the east of the slab. DOWNSTREAM ANALYSIS Upon collection, the site drainage is conveyed through 12" pipe to the eastern most on-site CB. This CB appears to discharge to the off-site (public) system located along the west curb and gutter line of Union Avenue. At this point the drainage is conveyed to the north for approximately 75 feet and discharges to a CB located immediately over Honey Creek. The centerline of Honey Creek is located approximately 50 feet from the north property line of the subject site. Honey Creek flows from east to west behind the subject site and the townhouses located to the west. As I followed the stream along its southern upper bank for approximately 1200 feet, there were several areas that provided fairly clear observations of the channel bottom and sideslopes. However, much of the channel is heavily overgrown with ferns, blackberry, and evergreen and deciduous trees. The banks that could be observed appeared to be quite stable with no apparent signs of erosion or sloughing. The stream channel is an estimated 20 to 40 feet deep and the sideslopes near 1 H:1 V (horizontal ; vertical) with shallower slopes in isolated areas. The channel bottom appears to be lined with riprap along much of its observed length. Typical rock lining is placed on stream channels to decrease the stream velocity and reduce erosion. CONCLUSION Based on the above observations made of the on-site and off-site storm drainage conveyance system, I saw no indications of overtopping structures, erosion, or bank sloughing. Considering the proposed development intends to "exchange" impervious asphalt with impervious roof area, it is likely that the peak release and subsequent downstream system will remain unchanged. Furthermore, since the new area will consist of rooftop and not asphalt pavement, the water quality of the site discharge should realize a benefit and increase somewhat. SUNSET BOULEVARD RENTON, WASHINGTON 1.0 SUMMARY AGRA Earth & Environmental, Inc. (AEE) performed a Phase I Environmental Site Assessment of the subject property located at the northwest corner of the intersection of Sunset Boulevard and Union Avenue N.E., in Renton, King County, Washington. The purpose of the Phase I ESA was to review the potential for environmental issues related to the possible environmental effects of past or present activities on the subject property and in the vicinity. The following summary presents the key findings and conclusions of this report: • The subject property reportedly encompasses approximately 41,820 square feet. The property is currently occupied by a Chevron gasoline station/store and drive-through coffee stand. The northern portion of the property is occupied by Honey Creek. Surrounding properties consist of commercial and residential developments. • Historical records indicate that the subject property was first developed in 1966 with a gasoline station. • Based upon our review of government environmental, health agency records and database lists, the subject property appears to have groundwater contamination (total lead) associated with the previous gasoline station operations. Government environmental records list one Confirmed and Suspected Contaminated Site (CSCS), two Underground Storage Tank sites, three Leaking Underground Storage Tank sites, and three Resource Conservation and Recovery Act generator sites within their respective search distances from the subject property. The CSCS appears to have a potential to adversely impact the subject property if groundwater contamination is present at that site. None of the other regulated sites mentioned above appear to represent a significant environmental concern for the subject property. • Drinking water supplies for the subject area are provided by the City of Renton Water Department. The source of this water is groundwater from five wells located at Liberty Park which is approximately 2.5 miles southwest of the subject property. Limited contaminants on the subject property would not negatively impact these sources due to their distance relative to the subject property. • Based on the information and data we have obtained for this environmental assessment, and taking into account the past and present land use history of the subject property and immediately adjacent area, it is our professional opinion that the likelihood of significant subsurface soil and groundwater impacts existing on the subject property from either on- or off-site sources, is considered moderate. Total lead concentrations in groundwater samples from onsite monitoring wells have been detected above the Towne Bank 6-91 M-1 1396-0 31 December 1996 Page 2 1 i MTCA Method A cleanup levels, while dissolved lead concentrations in groundwater samples have consistently been non-detect. Accordingly, continued groundwater monitoring of the subject property using a micro-purge method is recommended. This summary is intended for introductory purposes only and should be used in conjunction with i I the full text of this report. The project description, site conditions, and results of our assessment are presented in the text of this report. 2.0 INTRODUCTION AGRA Earth & Environmental, Inc. (AEE) performed a Phase I Environmental Site Assessment (Phase I ESA) of the subject property located at the northwest corner of the intersection of Sunset Boulevard and Union Avenue N.E., in Renton, Washington. The purpose of the Phase I ESA was to review the potential for environmental issues related to the possible environmental effects of past or present activities on the subject property and in the vicinity. Authorization to perform this assessment was given in the form of a written proposal letter signed by Mr. James T. Reed Jr. on 9 December 1996. The scope of work for this study consisted predominantly of gathering readily accessible information. Based on these findings, this report presents our opinion concerning environmental conditions at the site that may have resulted from either past or current, on-site or off-site activities. Our assessment of the property included: • A site reconnaissance for the purpose of assessing existing conditions and evaluating, if possible, any reported environmental problems at the site; • A reconnaissance of the immediate site vicinity for the purpose of evaluating land use and making relevant observations regarding the potential for environmental problems to exist in this vicinity; • A review of regulatory agency files and database lists for the purpose of evaluating reported environmental problems in the vicinity of the project site; • A survey of geologic and topographic maps, as well as reported water well logs for the subject area; � I • A review of historical business directories and aerial photographs for the purpose of evaluating past and present land use at the subject site and in the vicinity of the project site and for the purpose of identifying, if possible, businesses which potentially generate, use, or store hazardous material; • Personal interviews with the site owner, site personnel, or other knowledgeable individuals for the purpose of obtaining relevant anecdotal information regarding the 1 project site and adjacent properties; and Towne Bank 6-91 M-1 1396-0 31 December 1996 Page 3 • Preparation of this Phase I Environmental Assessment Report documenting the findings of the study. Environmental impairment of property as a result of activities, such as illicit or unreported dumping or spilling of hazardous or deleterious materials, may not be readily apparent. The opinions and conclusions presented in this report are based on information readily available at the time of the assessment. The collection of quantitative information, such as data generated by the analysis of soil or water samples, was beyond the scope of this assessment. In addition, this Phase I ESA does not include evaluation of ASTM non-scope items such as asbestos, radon, lead-based paint, lead in drinking water, and wetlands. This report has been prepared in accordance with generally accepted environmental assessment practices, for the exclusive use of Towne Bank and its agents for specific application to the project site. No other warranty, express or implied, is made. In the event that any changes occur at the site or on adjacent properties, this report should be reviewed by AEE and amended as necessary. 3.0 SITE DESCRIPTION A representative of AEE conducted a reconnaissance of the subject property on 17 December 1996. The purpose of the site reconnaissance was to evaluate current conditions at the site and to look for indications of potential environmental impacts. The subject property is located at the northwest corner of the intersection of N.E. Sunset Boulevard and Union Avenue N.E., in Renton, King County, Washington (Section 4, Township 23 North, Range 5 East, W. M.). The approximate site location and configuration are shown on Figures 1 and 2, Location Map and Site Plan, respectively. Topographically, the majority of the subject property is relatively flat. The northern portion of the property slopes down steeply to Honey Creek which runs east-west across the northern portion of the property. According to the United States Geological Survey (USGS) topographic map "Mercer Island Quadrangle, Washington", the subject property is situated at an approximate elevation of 400 feet above mean sea level. 4.0 PHYSICAL ENVIRONMENT 4.1 Soil and Geologic Conditions AEE reviewed a previous environmental site assessment of the subject property by Pacific Environmental Group, Inc. (Pacific) on 12 April 1993, at the Department of Ecology (Ecology). Information from this report indicated that the soils underlying the subject site generally consisted of a dark gray, medium dense, silty sand to approximately 15 feet below grade, underlain by medium dense sand to the total depth explored of 24.5 feet below grade. • Towne Bank 6-91 M-1 1396-0 31 December 1996 Page 4 The area of Renton where the site is located sits on a plateau to the east of Lake Washington. The area is located in the Puget Sound Lowland geomorphic province, which consists mainly of glacially-deposited sediments. Geologic units resulting from these glacial events include complex sequences of lacustrine deposits, advance outwash, glaciomarine drift, till, and recessional outwash. More recent erosional processes have deposited alluvial sand and gravel primarily along river valleys. The area beneath the site is underlain by Vashon till, which is a Pleistocene glacial deposit consisting mainly of gravelly, sandy silt to silty sand with varied quantities of clay and scattered cobbles and boulders. This till is commonly referred to as "hardpan". 4.2 Hydrogeology, Water Wells, and Public Water Supply Pacific installed five monitoring wells on the subject property in February 1993. Water levels in these wells ranged from approximately 8 to 18 feet below grade as measured from 1993 through 1995. According to Pacific, the inferred groundwater flow direction was toward the southeast as measured in March of 1993 and February of 1994. However, the groundwater flow direction was toward the west as measured in June 1995, and toward the northwest as measured in August 1995. Although water resource data for the greater Puget Sound area show widespread development of groundwater resources for municipal and domestic use, a review of Ecology's water well records and interviews with appropriate governmental agencies indicate that the subject area's drinking water is provided by the City of Renton Water Department. The source of this water is groundwater from five wells located at Liberty Park which is approximately 2.5 miles southwest of the subject property. According to Mr. J.D. Wilson of the Renton Water Department, the wells are routinely tested and no contaminants have been detected in these wells. Ecology's files indicated that there are two domestic use wells and one municipal well located approximately 1 mile northeast of the subject property. Limited contaminants on the subject property would not negatively impact these sources due to their distance relative to the subject property. 5.0 RESULTS OF INVESTIGATION 5.1 Site Reconnaissance The subject property is an irregularly-shaped property occupied by a Chevron gasoline station/store and a drive-through coffee stand. Access to the property is gained by N.E. Sunset Boulevard and Union Avenue N.E. The property is crossed by Honey Creek which runs roughly east-west across the northern portion of the property. Honey Creek was observed to be flowing to the west at the time of AEE's site visit. A pad-mounted transformer was observed in the northeastern corner of the property. No evidence of staining was observed on or near the transformer. The store and pump island occupy the central and southern portion of the property, and the coffee stand is located in the southeastern corner of the property. The majority of the site is paved and graded toward storm drains to accommodate storm water runoff. Storm drains near the pump island, along the southern border of the property, are reportedly connected to an oil water separator, and the city sewer system. AEE observed a Towne Bank 6-91 M-1 1396-0 31 December 1996 Page 5 utility vault in the middle of a driveway which was reportedly the location of the oil water separator. Due to the location of the oil water separator, AEE did not attempt to open the vault for further examination. Storm drains in the northern portion of the property bordering the north side of the store reportedly drain to Honey Creek. Three operational underground storage tanks (USTs) containing gasoline are located in the southeast corner of the property, between the store and the coffee stand. The USTs were reportedly installed in August 1995. The USTs and piping system are reportedly double-walled. The station is currently using a Veeder Root TLS-350 UST monitoring system. lAEE observed evidence of monitoring wells on the subject property. Five metal caps set in two- by-two foot concrete pads, assumed to be surface-flush steel monuments, were observed on the property. Only two of the caps were labeled "monitoring well", the other caps were not labeled. Five monitoring wells were reportedly installed on the property during an environmental site assessment of the property performed by Pacific Environmental Group, Inc. in 1993. The store building was reportedly constructed less than one year ago. The store contains a walk-in refrigerator, storage rooms, cashier area, and restrooms. The northern storage room contains mainly food items. The eastern storage room contains the UST monitoring system, cleaning supplies, a few cases of motor oils, antifreeze, and other automotive related fluids. The floor in both storage rooms is concrete and in good condition. No significant staining was observed in the store building. AEE did not access the coffee shop, as the building was very small and the salesperson was very busy. Our current site reconnaissance did not reveal indications of the presence of the following on the project property: aboveground storage tanks; dumped debris of an environmentally deleterious nature; unusual odors; chemically-stressed vegetation; significantly stained or discolored ground surface areas; sewage lagoons; landfills; petroleum pipelines; or leaking chemical storage drums. AEE contacted Mr. Gary Morris of Puget Power for information regarding the on-site transformer. According to Mr. Morris, the pad-mounted transformer is owned by Puget Power. Therefore, Puget Power would be responsible for any releases of dielectric fluids from these transformers. 5.2 Surrounding Area Reconnaissance The subject property is bordered on the north by the Highland Veterinary Hospital and residential properties; on the east by Union Avenue N.E. and a strip mall which includes a dry cleaner and Goodyear Auto Service; on the south by N.E. Sunset Boulevard and a small strip mall; and on the west by an apartment complex. It should be noted that there is boarded-up vacant building, a welding supply business, and an automobile sales and service business (Ja- merica Motors) to the southeast of the subject property across N.E. Sunset Boulevard. I Towne Bank 6-91 M-1 1396-0 31 December 1996 Page 6 5.3 Site History The land use history of the subject property was reviewed utilizing available historical aerial photographs, personal interviews, client provided documents, and other historical records. Please note that the subject property was not covered on Sanborn Fire Insurance Maps, and AEE was not provided with a chain-of-title record of the subject property. Aerial Photographs Aerial photographs from the years 1936, 1946, 1960, 1969, 1974, 1980, 1985, 1990, and 1995 were reviewed in the Tukwila, Washington offices of Walker & Associates, Inc. The photographs ranged from 1 "=800' to 1"=2,000' in scale. In the review of the aerial photographs, observations are interpretative and limited to the area with approximately 2,500 feet of the subject property. The height from which the photographs were taken did not provide a clear image of specific site characteristics. However, the presence or absence of structures on the site, as well as developmental trends in the area, were noted. The subject property apparently was occupied by undeveloped and vacant land from the 1936 photograph until the 1968 photograph when the property was developed a structure similar to the gasoline station that previously occupied the property. The only significant changes to the property after the 1968 photograph were seen in the 1995 photograph when the area surrounding the building on the property appeared to be covered with dirt rather than paved, and the coffee stand or other small structure was apparent in the southeast corner of the property. Surrounding properties were occupied by rural residential developments and undeveloped woodland from 1936 until the 1969 photograph which showed some commercial-type structures to the southeast of the subject property along N.E. Sunset Boulevard. The 1969 through 1995 photographs showed increased commercial developments in the areas north, east, and south, of the subject property. The area to the west of the subject property was undeveloped woodland from the 1936 photograph until the 1995 photograph when the present- ] day apartments were first seen. City Directories a Polk's City Directories for the city of Renton and south King County, dated 1947, 1950, 1956, 1 1961, 1970, 1975, 1980, and 1987 were reviewed. The 1947 through 1961 directories did not cover the subject property area. The 1970 directory listed Fox' Chevron Station at the subject property address. Dalpay & Associates real estate office was listed at 4033 N.E. Sunset Boulevard. Bill's Union 76 Station was listed at 4101 N.E. Sunset Boulevard which is across the street from the subject property. 4201 through 4221 N.E. Sunset Boulevard were listed as vacant. Union Avenue was not listed in this directory. I Towne Bank 6-91 M-11396-0 31 December 1996 Page 8 Building Department Records A Certificate of Occupancy was reviewed by AEE at the City of Renton Development Services Division. The certificate indicated that Corky's Chevron occupied the property on 30 November 1995. Reviewed building plans showed that the original structure on the property was remodeled and is part of the structure currently occupying the subject property. According to Renton Development Services Division personnel, the subject property is located in the Aquifer Protection Area, Zone 2. This means that no new businesses that generate or use hazardous materials can be developed in this area. Tax Assessor Records According to King County Tax Assessor's records, the parcel number for the subject property, is 042305-9177, and the property encompasses 41,820 square feet. The building on the property contains 2,450 square feet. The current taxpayer for the property is recorded as Cameron F. and Kris Heimbigner. Personnel Interviews Persons who may have information concerning environmental conditions at and surrounding the site were interviewed. Pertinent information obtained during the interviews appears in the appropriate sections of this report. 5.4 Federal, State, and Local Records Sources AEE utilized the services of Environmental Data Resources, Inc. (EDR) to compile a list of facilities that are identified in various federal and state regulatory databases. EDR identified regulated facilities that are either known or suspected of being located within a specific search area from the subject property boundaries. The databases searched by EDR are defined below. A copy of EDR's Radius Map report is included as Appendix A. The EDR report provides detailed information about the regulatory information reviewed and identifies the location of the regulated facilities in relation to the subject property. If regulated facilities are identified in any of the databases and are located within the appropriate search area, the distance between the closest subject property boundary and the regulated facility is determined. AEE has reviewed EDR's location and distance information to ensure that it is accurate. Based on AEE's review of EDR's report, some of the topographic locations of reported facilities may have been revised by AEE. While most facilities identified by EDR are plotted, it may not be possible for EDR to locate some facilities. These facilities are subsequently reported to AEE as Orphan Sites. AEE has attempted to locate as many orphan sites as possible by reviewing available information about these sites. The search radii AEE utilized for its standard Phase I reports meet or exceed 1 those specified in American Society for Testing and Materials (ASTM) Standard E1527-94. The following databases were reviewed (AEE's standard search radius for each report is listed in parentheses): 1 • U.S. Environmental Protection Agency (EPA) Comprehensive Environmental Response, Compensation, and Liability Information System (CERCLIS) (one-half mile) and sites on the National Priority List (one mile); I Towne Bank 6-91 M-11396-0 31 December 1996 Page 9 • Washington State Department of Ecology's (Ecology) Confirmed and Suspected Contaminated Sites List (CSCSL) (one mile); • EPA's Resource Conservation and Recovery Information System (RCRIS) (subject property and adjacent properties) including RCRIS Treatment, Storage, and Disposal (TSD) Facilities (one mile); • Ecology's Underground Storage Tank (UST) registration list (subject property and adjacent properties); • Ecology's Leaking UST (LUST) list (one-half mile); • EPA's Emergency Response Notification System (ERNS) list (subject property); • Landfills (one-half mile). CERCLIS The CERCLIS database is used by EPA to track activity conducted under the Superfund program. Three types of sites are listed on this inventory: sites that may be hazardous and require a preliminary investigation; sites for which no further remedial action is planned (NFA); and sites that represent a long-term threat and are classified on the National Priorities List (NPL). The EDR report lists no NPL sites located within an approximate one mile radius of the j! F subject property and no CERCLIS sites within an approximate one-half mile radius of the subject property. Confirmed and Suspected Contaminated Sites Ecology's Confirmed and Suspected Contaminated Sites (CSCS) report lists suspected or 1 confirmed hazardous substance sites in the State of Washington. The EDR report lists one site located within an approximate one mile radius of the subject property. The Ja-merica Motors site is located within 0.125 mile southeast and upslope of the subject property. This site is listed for confirmed soil contamination and suspected groundwater, sediment, and surface water contamination. Since the groundwater flow direction at the subject property was determined to be to the northwest in 1995, it appears that there is a potential for groundwater contamination on the Ja-merica Motors site, if present, to migrate onto the subject site. RCRIS The RCRA report is a list of regulated generators, handlers, transporters, and disposers of hazardous materials. Listing on the RCRA report does not indicate a facility has been adversely affected by a hazardous material, but merely that the facility is required to monitor and document hazardous waste activities to EPA or Ecology. The subject property and one adjacent site were listed in the EDR report. No TSD facilities were identified within an approximate one mile radius of the site. The Chevron USA Inc. SS 94522 (subject property) is listed under RCRIS as a small quantity generator. The subject property is also listed as a UST and LUST site and is discussed further in the Leaking Underground Storage Tank section of this report. Towne Bank 6-91 M-11396-0 31 December 1996 Page 10 The Goodyear Auto Svc Ctr 8831 site is located less than 1/8 mile east of the subject property. This site is listed as a small quantity generator. Since this site is not listed under any regulatory programs involved with hazardous material spills or releases, this site is not expected to represent an environmental concern for the subject property. The Evans Tire & Svc Ctrs 059 and Renton Transmission sites are located less than 1/8 mile east-southeast of the subject property. Since these sites are not listed under any regulatory programs involved with hazardous material spills or releases, these sites are not expected to represent an environmental concern for the subject property. Underground Storage Tanks Leakage from USTs is a potential source of environmental contamination. Ecology's report of registered underground storage tanks (USTs) lists registered USTs in the State of Washington. Therefore, this list is limited to registered USTs and does not necessarily include every existing UST. According to the EDR report, five USTs were removed from the subject property. The three USTs that are currently operational at the subject property were not listed in the EDR report. However, AEE also reviewed the most current UST database provided by Ecology on the Internet. The three USTs currently at the subject property were listed as operational with an installation date of 15 August 1995. An adjacent site was also listed in the UST report. The Learning Center site is located at 4101 N.E. Sunset Boulevard to the southeast of the subject property. This site is listed for two USTs that have been removed and one that is currently operational (containing waste oil). Since the Learning Center site is not listed in Ecology's LUST list, the potential for this property to adversely impact the subject property is considered low. According to the EDR report, the Penzoil 10 Min Lube site is located less than 1/8 mile east- southeast of the subject property. This site is listed as having had two USTs removed from the property. This site is not expected to represent a significant environmental concern for the subject property. Leaking Underground Storage Tanks Ecology's leaking UST (LUST) list is limited to reported leaking USTs and may not include every leaking UST. The subject property is listed as a LUST site under the name of Chevron Station #9-4522. Three LUST sites are located within one-half mile of the subject property, according to the EDR report. The Chevron Station is listed for soil contamination with a release date of 19 November 1991; and soil and groundwater contamination with a release date of 3 May 1993. The soil contamination with the release date in 1991 is reportedly cleaned up. Cleanup has started for the soil and groundwater contamination with the release date in 1993. AEE reviewed the available files maintained at the Department of Ecology (Ecology). A report submitted to Chevron U.S.A. Inc., by Applied Geotechnology Inc. (AGI) dated 12 November 1991, stated that during the removal of a 1,000 gallon used oil underground storage tank from Towne Bank 6-91 M-11396-0 31 December 1996 Page 11 the subject site, soil samples from the excavation stockpile were detected to be above the Model Toxics Control Act Method A (MTCA Method A) cleanup level for total petroleum hydrocarbons-diesel and total recoverable petroleum hydrocarbons. This soil was reportedly exported to Woodworth and Company in Tacoma, Washington for inclusion with asphalt mix. Petroleum hydrocarbons were not detected at concentrations exceeding MTCA Method A cleanup levels in samples collected from the walls or base of the excavation. Please note that groundwater was not encountered in the excavation. More recent reports from Ecology's files indicate that groundwater contamination is currently present at the property. A Notification of Dangerous Waste Activities was filed at Ecology for the removal of tanks from the property dated 23 February 1993. The owner of the property was Chevron U.S.A. Inc. An Environmental Site Assessment of the property was conducted by Pacific Environmental Group, Inc. (Pacific) during February and March of 1993. Five groundwater monitoring wells were installed on the property at this time. Soil samples collected during the drilling did not contain total petroleum hydrocarbon (TPH) concentrations exceeding MTCA Method A cleanup levels as determined by the following analyses: TPH- Gasoline, TPH-Diesel, TPH-418.1, benzene, toluene, ethylbenzene, xylenes. Dissolved and total lead were also not detected in the soil samples. Information from a letter report regarding quarterly monitoring of the subject property's five wells by Pacific dated 6 November 1995 indicated that groundwater samples collected in March 1993 showed benzene to be above the MTCA Method A cleanup level in monitoring well MW-4. This is most likely why the subject property was listed on the LUST list for groundwater contamination. However, groundwater samples collected from these onsite monitoring wells have tested below MTCA Method A cleanup levels from February 1994 until August 1995 by the same methods of analysis discussed above for the soil samples with the exception of total lead. Total lead has been detected at levels exceeding the MTCA Method A cleanup levels in monitoring wells MW-1, MW-2, MW-4, and MW-5. The most recent groundwater samples were shown with total lead concentrations below the MTCA Method A cleanup levels in monitoring wells MW-2, MW-4 and MW-5. However, total lead was detected at 6.1 ppb in monitoring well MW-1 in June of 1995 which was the most recent groundwater sample collected from that well. The MTCA Method A cleanup level for lead in groundwater is 5 ppb. Dissolved lead concentrations have consistently been "non-detect" in groundwater samples collected from the subject property. These elevated total lead concentrations in the groundwater at the subject property may be due to the sampling method used. Pacific's quarterly monitoring reports do not state which method they have used for groundwater sampling. If the wells are bailed by hand the total lead concentrations in the groundwater may be increased by turbidity. AEE recommends that a micro-purge method be used for future sampling. An Environmental Site Assessment Underground Storage Tank Closure report of the subject property was performed by EA Engineering, Science, and Technology and submitted to Chevron U.S.A. Products Company, Inc.,(date not indicated, received by Ecology on 27 January 1996). 1 Information from this report indicated that the "removal of the gasoline and heating oil USTs Towne Bank 6-91 M-1 1396-0 31 December 1996 Page 12 coupled with their pipelines, pump island, two hydraulic hoists, and oil/water separator vault was completed by Sleister from 31 October 1991 to 9 February 1995." Two 10,000 -gallon, one 5,000-gallon, and one 1,000-gallon USTs were removed from the subject property. Soil samples were collected from the UST excavations and soil was excavated until the samples came back with contaminants below MTCA Method A cleanup levels. "All assumed impacted soils and solid waste materials were directly loaded to dump trucks by Sleister and transported to Rabanco for disposal. Additionally, approximately 50 pounds of commercial fertilizer was added at the bottom of excavations to enhance the biodegradation of any residual impacted soil." The BP 03128, Southland 7-11 Station #16921, and Arco Station #5491 LUST sites are all located nearly 1/2 mile east-northeast of the subject property. Due to their distances from the subject property, the potential for these three LUST sites to adversely impact the subject property is considered low. ERNS The ERNS list is a national database used to collect information on reported accidental releases of oil and hazardous substances. The database contains information from spill reports made to federal authorities including the EPA, the United States Coast Guard, the National Response Center, and the United States Department of Transportation. The reviewed ERNS list (dated October 1987 through September 1995) does not list the subject property. Landfills A review of Ecology's listing of Municipal Solid Waste (MSW) Facilities located in the State of Washington (dated August 1992) revealed no listed MSW sites within one-half mile of the subject property A review of EPA's Inventory of Open Dumps (dated June 1985) revealed no open dumps within one-half mile of the subject property. According to EDR, various abandoned landfill studies in King County, Washington listed no abandoned landfills within the project area. Towne Bank 6-91 M-1 1396-0 31 December 1996 Page 13 6.0 CONCLUSIONS AND RECOMMENDATIONS During the course of our site reconnaissance, we did not encounter any visual surficial indications on the subject property that would suggest that subsurface soil or groundwater at the site have been negatively impacted by contaminants. We encountered no visual indications of illegal dumping or spillage of environmentally deleterious materials in the form of darkened or stained ground surface areas, unusual odors or chemically stressed vegetation. Based upon our visual evaluation of the site and surrounding area, our historical research, and our review of current governmental environmental agency database lists, it is our professional opinion that the potential for significant environmental contamination to exist on the subject property from either past or current, on- or off-site, land use activities is considered moderate. Total lead concentrations in groundwater samples from onsite monitoring wells have been detected above the MTCA Method A cleanup levels, while dissolved lead concentrations in groundwater samples have consistently been non-detect. Accordingly, continued groundwater monitoring of the subject property using a micro-purge method is recommended. We appreciate this opportunity to be of service to Towne Bank on this project.
