SA-202-78 LOCPTION: South side of S.W. 34th Street approximately 550 feet west of East Valley Road. SUMMARY OF REQUEST: Applicant seeks site approval of a facility for receiving freight by rail and distribution locally by truck. SUMMARY OF ACTION: Planning Department Recommendation: Approval with conditions. Hearing Examiner Decision: Approval with conditions. PLANNING DEPARTMENT The Planning Department staff report was received by the REPORT: Examiner on July 19, 1978. PUBLIC HEARING: After reviewing the Planning Department report, examining available information on file with the application, and field checking the property and surrounding area, the Examiner conducted a public hearing on the subject as follows: The hearing was opened on July 25, 1978 at 10: 55 a.m. in the Council Chambers of the Renton Municipal Building. Parties wishing to testify were affirmed by the Examiner. It was reported that the Hearing Examiner and the applicant had received and reviewed the Planning Department report, and the report was entered into the record as Exhibit #1. Michael Smith, Planning Department, reviewed Exhibit #1, and entered the following additional exhibits into the record: Exhibit #2: Boundary Map and Topographical Survey Exhibit #3: Site Plan with Generalized Landscaping, 1 :60 scale Exhibit #4: Building Elevations Exhibit #5: Landscape Plan (2 sheets) Exhibit #6: Site Drainage Plan with staff comments Mr. Smith reviewed Engineering Division comments denoted on Exhibit #6 as follows: 1) Off- site improvements (except sidewalks) on S.W. 34th Street are to be installed under L.I.D. 302; 2) S.W. 29th Street to be improved by Glacier Park Company; and 3) Developer to install sidewalks on S.W. 34th Street as part of this project. He advised that sidewalks would be required as part of site development and provision of landscaping within the planter strips would be subject to Planning Department approval. Mr. Smith also indicated that revisions to the elevations for the catch basin outlets had been noted by staff on Exhibit #6, and advised a possible requirement by the Fire Department for installation of fire hydrants extending north and south within the site due to the proposed length of the facility. The Examiner asked the applicant if he concurred in Exhibit #1. Responding was: Bernard A. Carlin, Architect Room 801, 1411 4th Avenue Building Seattle, WA 98101 Mr. Carlin indicated his concurrence in the report. He reported the intent of the company to provide a suitable development which is compatible with the environment and surrounding businesses in the area. The Examiner requested testimony in support or opposition to the request. There was no respon,;e. The Examiner referenced Section P.1 of Exhibit #1 regarding development of S.W. 33th Street and S.W. 29th Street to full city standards per approval of the Public Works Department and requested a completion date of the proposed project. Mr. Smith advised that three developmental elements would determine the timing of the project which 1 frwI V I SA-20: Page Two included coordination of the L.I.D. , the proposed plat and improvements within the proposed plat, jand the proposed site plan development. The Examiner noted the possibility ofsuch completion occurring in a relatively short period of time, either during or after the preload operation. Mr. Smith indicated that possibility and noted the project's contingency upon the progress of the Lind Avenue S.W. project under a separate L.I.D. The Examiner i dicated that the final plat for Orillia Industrial Park Division No. 1 contained a st'pulation that S.W. 34th Street extend to the East Valley Road, and therefore the ind Avenue S.W. L.I.D. project should not delay the subject development. Mr. Smith advi ed that S.W. 29th Street would extend to Lind Avenue S.W. , although access was not propos d to that street in the subject request. The Examiner i quired if all conditions of the final plat including certification have been completed. Mr. Smith indicated that with the exception of one remaining detail, statement of utility easements within the plat, all conditions have been met. He noted receipt of landscape plans in accordance with the requirement for submittal and subsequent review by the Planning Department, and felt that review could be allowed to continue following filing of the plat. The Examiner .equested further comments. Since there were none, the hearing on File No. SA-202-78 was closed by the Examiner at 11:40 a.m. FINDINGS, CON' LUSIONS & RECOMMENDATIONS: Having reviewed the record in this matter, the Examiner now akes and enters the following: FINDINGS: 1. The request is for approval of the site plan for a freight distribution facility in the plat •f Orillia Industrial Park Division No. 1. 2. The Planning Department report accurately sets forth the issues, applicable policies and provisions, findings of fact, and departmental recommendations in this matter, is uncon ested, and is hereby attached as Exhibit #1 and incorporated in this report by refer.nce as set forth in full therein. 3. Pursuant to the City of Renton's Environmental Ordinance and the State Environmental Policy A.t of 1971, as amended by R.C.W. 43.21.C. , a Declaration of Non-Significance has been issued for the subject proposal by Gordon Y. Ericksen, responsible official. 4. Plans for the proposal have been reviewed by all city departments affected by the impact of this development and no adverse comment was expressed. 5. There was no opposition to the proposal expressed. 6. All existing utilities are available and in close proximity. 7. The proposal is compatible with the setback, floor area, lot coverage and height requirements of Section 4-730 (M-P) and the parking requirements of Chapter 22 Parking and Loading) of Title IV, Ordinance No. 1628, Code of General Ordinances. 8. The proposed landscaping and fencing conform to Section 4-730.030.5. A screening fence will be placed on the periphery of the site. Landscaping will supplement this fence as well as being located in the interior of the site. 9. Railroad tracks, and railcar, truck loading and unloading facilities do not interfere with off-site parking areas (Section 4-730.040.8.) . 10. Outside storage of materials or refuse dumpsters were not proposed. 11. Improvement of S.W. 34th Street will occur via L.I.D. 302. Glacier Park Company will improve S.W. 29th Street. Access to the facility is by S .W. 34th Street. A landscaped berm and planting area is located at the north end of the property to serve as physical separation of the facility from S.W. 29th Street. This area is proposed to be constructed in Phase II of the development. The improvements in S.W. 34th Street do not include sidewalks which staff recommends that the applicant install. 12. The development is divided into two phases. Phase I consists of all of the proposal except the north approximate 100 feet. On the site plan (Exhibit #5.b. ) this 100- foot ar a is to be landscaped and includes an earth berm and approximately a 60-foot by 110-foot unspecified paved area. The intent. of this paved area and the timing f completion of Phase II were not submitted. i SA-202-Page Three 13. The final plat of Orillia Industrial Park Division No. 1 has not been completely signed by all city departments and has not been filed with King County. 14. Storm water drainage plans are being reviewed by the Public Works Department. 15. Staff has reviewed and found acceptable the plan for the preload of the site for the proposed development. 16. A Flood Zone Control Permit is required from the King County Hydraulics Division and the State Department of Ecology. CONCLUSIONS: 1. The proposal appears to conform to the goals and objectives of the Comprehensive Plan for the Green River Valley. The development will enhance the image of the City of Renton. " (Goals, page 4, Comprehensive Plan, Green River Valley, June, 1976) . Landscaping of the proposal will enhance wildlife habitat (page 4, Ibid) . Adjacent development and view from adjacent areas will not be adversely impacted page 4, Ibid) . A viable economic climate will be provided for industry in the area (page 4, Ibid) . Detrimental impacts will be diminished (page 4, Ibid) . The land use will be appropriate (page 5, Objectives, Comprehensive Plan, Green River Valley, June, 1976) . Suitable wildlife habitat will be provided (page 5, Ibid, and Resolution No. 1923) . Appropriate peripheral buffering will be provided page 5, Ibid) . Building design will be appropriate (page 5, Ibid) . Adequate parking with landscaping will be provided (page 6, Ibid) . "Large interior landscaping islands. . . " are provided (page 7, Ibid) . Landscaping will be spread throughout the site to produce a pleasing environment for the use (page 7, Ibid) . Phase II will include appropriate landscaping (page 8, Ibid) . The ". . .site layout. . ." and architecture will be compatible with the ". . .design standards for the Valley. " page 8, Ibid) . The roofs will minimize impact upon adjacent hillside areas page 8, Ibid) . 2. Ihase II of the development includes the required perimeter landscaping and Ecreening on the site. While no timetable was provided for this phase, it appears appropriate that at least the perimeter landscaping and screening fence be implemented with Phase I. Not all of this proposed landscaping seems necessary for inclusion in Phase I; however, the Planning Department should review and approve the landscaping and screening to conform to that on the other portions of the site. 3. The applicant did not express disagreement with installing a sidewalk along his property line abutting the right-of-way of S.W. 34th Street. This sidewalk is an appropriate link in the pedestrian walkway system featured in the Orillia Industrial Park Division No. 1 development. 4. Until the final plat of Orillia Industrial Park Division No. 1 is completed (all city signatures on the final plat linen) and recorded with King County, the approval of the site permit for the proposed development should be conditional to this completion and recording. To the best of the Examiner's knowledge the final plat is very close to being completed and recorded, thereby causing very little, if any, d,alay to this application. 5. Building elevations (Exhibit #4) lacked specific detail of color and surface treatment of the tilt-up concrete slab construction. Staff recommended that these features conform to the aforementioned goals and objectives of the Comprehensive Plan, Green River Valley (Conclusion No. 1) . These considerations l:Le without the jurisdiction of the Examiner in the site plan review per Section 4-730.040.9, but may fall within the normal staff review of the building permit. 6. A deferral has not been requested from the landscaping installation and maintenance requirements of Section 4-2204.8.D (Parking and Loading) . Staff recommended a performance bond to ensure maintenance; however, sufficient authority exists in this section for the Planning Department to exercise control of the landscaping installation and maintenance program. Nothing was entered into the record to indicate that a problem existed in this area to warrant special attention by the Examiner or that staff could not administer through the Parking and Loading Ordinance. Therefore, the Examiner presumes that the landscaping plan will be implemented and maintained per Exhibit #5 per the detailed review and approval of the Planning Department. DECISION: Based upon the testimony, record, findings and conclusions, it is the Examiner's decision to approve the submitted site plan (Exhibits #3 and #5) subject to the following being SA-20: Page Four implemented prior to the issuance of a building permit: 1. Detailed landscape plan and maintenance program which shall include the northern portion of the site (designated in Phase II, Exhibit #3) per Conclusion No. 2 as approved by the Planning Department. 2. Installation of a sidewalk along the subject site in the public right-of-way abutting S.W. 3491 Street per the requirements and approval of the Public Works Department. 3. Storm waster drainage plan approval by the Public Works Department. 4. Approval of the State Flood Zone Control Permit by the King County Division of Hydraulics and the State Department of Ecology. 5. Compliance with all other applicable city regulations per approval of the Planning Department. 6. Completion of signing of the final plat of Orillia Industrial Park Division No. 1 and recording with King County per direction of the Planning Department. ORDERED THIS 31st day of July, 1978. 2, - L. An appeal to the City Council is governed by Title IV, Section 3016, which requires that such appeal be filed with the City Clerk accompanying a filing fee of $25.00 and meeting other specified requirements. HISTORY/BACKGROUND: The subject site was annexed into the City by Ordinance No. 1745 on April 14, 1959. The site was filled in 1975 (file no. SP-822-75) , rezoned by Ordinance No. 2992 on March 10, 1976, and platted per final plat approved July 17, 1978. E. PHYSICAL BACKGROUND: 1. Topography: The site is generally level . 2. Soils: Snohomish silt loam (So) , permeability is moderate in the upper part of the profile and moderately rapid in the lower part, runoff is slow, and the erosion hazard is slight. Vegetation: The only significant vegetation on site is scrub brush and grass. 4. Wildlife: The existing vegetation may provide some habitat for birds and small mammals. 5. Water: 410 surface water was evident on the subject site. The site is subject to seasonal high water table, however. 6. Land Use: Properties immediately north, west, and south of the subject site remain undeveloped along with the subject site. To the east across the East Valley Road are located several businesses. F. NEIGHBORHOOD CHARACTERISTICS: The properties in the vicinity are experiencing a transition from unde- veloped land to commercial/industrial uses of light industrial nature. G. PUBLIC SERVICES: 1. Water and Sewer: An existing 12-inch main runs north-south along the East Valley Road within one-quarter mile to the east of the subject site and a 12-inch main extends east-west within one-quarter mile to the north and a 24-inch runs north-south along the Lind Avenue exten- sion approximately the same distance. Along the East Valley Road within one-quarter mile to the east of the subject site exists an 8- inch sanitary sewer which eventually becomes a 24-inch pipe. 2. Fire Protection: Provided by the Renton Fire Department as per ordinance requirements. 3. Transit: METRO Transit route 150 operates along State Highway 167 within one-quarter mile east of the subject site. 4. Schools: Not applicable. 5. Parks: Not applicable. H. APPLICABLE SECTIONS OF THE ZONING CODE: Section 4-730, Manufacturing Park I. APPLICABLE SECTIONS OF THE COMPREHENSIVE PLAN OR OTHER OFFICIAL CITY DOCUMENTS: Green River Valley Comprehensive Plan, June 1976. J. IMPACT ON THE NATURAL SYSTEMS: Fill and development of the subject site will disturb existing soil and vegetation, increase storm water runoff and raise traffic and noise levels in the area. Through proper developmental controls and procedures these impacts can be mitigated, however. K. SOCIAL IMPACTS: Not applicable. L. ENVIRONMENTAL ASSESSMENT/THRESHOLD DETERMINATION: Pursuant to the City of Renton's Environmental Ordinance and the State Environmental Policy Act of 1971, as amended, RCW 43-21C, a negative declaration of environmental impact has been issued for the subject appli- cation. The proposed use is consistent with the comprehensive land use plan map element which designates the site and surrounding area as manufacturing park. 2. The proposed office (17,000 sq. ft. ) and freight distribution facility 31,700 sq. ft. ) is consistent with the Manufacturing Park zone permitted use, setbacks, landscaping, and other requirements. Addi- tional landscaping has been provided to insure compatibility with future M-P uses in the area, and other performance standards. 3. The proposed site plan and landscaping area is consistent with comprehensive plan objectives and the requirements of Resolution No. 1923 between the City of Renton and Soil Conservation Service Comprehensive Plan, Green River Valley, June 1976, valley and site objectives, pp. 5-8). 4. The subject site is part of Division 1 of the Orillia Industrial Park, for which a final plat was approved by City Council on July 17, 1978. The adjacent streets (S.W. 34th Street and S.W. 29th Street) must be developed to City standards in coordination with site development. S.W. 34th Street is proposed to be developed by L. I.D. Access to the site is proposed only from S.W. 34th Street. S.W. 29th Street will be developed by the subdivider, Glacier Park Company. 5. Parking required = 73 spaces Parking provided =108 spaces 6. Because of the large expanses of structure, asphalt, and the potential for storage of trucks and trailers, additional landscape buffering and a screening fence have been provided around the periphery of the site and within the site interior. The areas provided appear suit- able to provide visual buffering and wildlife food and habitat. 7. Areas have been designated on the site plan for future development. Such future development shall be subject to further site plan approval by the Hearing Examiner. 8. Drainage plans have been coordinated with the Engineering Division, and shall be subject to final approval by that division, with the provision of suitable on-site retention and oil-water separation facilities. 9. Utility plans shall be coordinated with and approved by the Public Works and Fire Departments. Suitable bond shall be provided in the amount of 150% of the estimated cost of landscaping installation and for a three-year maintenance period. 12. A preload plan for building construction has been submitted and is considered suitable for approval with the site plan as part of on- site construction per Section 4-2305.1.F of the Mining, Excavation, and Grading Ordinance. The subject site was filled as part of a special permit application for Glacier Park Company, approved in 1976. 13. A Flood Zone Control permit is required for the subject site develop- ment. 14. Proposed height of the building is approximately 31 feet, which is consistent with the height requirements of the M-P zone. P. PLANNING DEPARTMENT RECOMMENDATION: Recommend approval of the proposed site plan based on the above analysis subject to the following conditions: 1. Development of S.W. 34th Street and S.W. 29th Street to full city standards per approval of the Public Works Department. 2. Final Planning Department approval of landscape, berming, and screening plans with the provision of an installation and three- year maintenance bond per 0 (Analysis) , No. 11. 3. Provision of suitable on-site storm water retention and oil -water separation facilities per Public Works Department approval and ordinance requirements. 4. Soils: Snohomish silt loam (So) , permeability is moderate in the upper part of the profile and moderately rapid in the lower part, runoff is slow, and the erosion hazard is slight. A preload plan for building construction has been submitted and is considered suitable for approval with the site plan as part of on- site construction per Section 4-2305.1.F of the Mining, Excavation, and Grading Ordinance. The subject site was filled as part of a special permit application for Glacier Park Company, approved in 1976. 13. A Flood Zone Control permit is required for the subject site develop- ment. 14. Proposed height of the building is approximately 31 feet, which is consistent with the height requirements of the M-P zone. P. PLANNING DEPARTMENT RECOMMENDATION: Recommend approval of the proposed site plan based on the above analysis subject to the following conditions: 1.
