REPORT AND RECOMMENDATION .
APPLICANT: Air Products & Chemicals, Inc. FILE NO. SA-258-78
LOCATION: S.W. corner of S.W. 10th Street and Powell Avenue S.W.
SUMMARY OF REQUEST: Applicant seeks site approval of a facility for the transfer
of industrial gas from bulk liquid form to a gas form in an
M-P zone. There will not be any manufacturing at the site.
SUMMARY OF ACT]ON: Planning Department Recommendation: Approval with conditions.
Hearing Examiner Decision: Approval with conditions.
PLANNING DEPARTMENT The Planning Department staff report was received by the
REPORT: Examiner on November 22, 1978.
PUBLIC HEARING: After reviewing the Planning Department report, examining
available information on file with the application, and
field checking the property and surrounding area, the
Examiner conducted a public hearing on the subject as
follows:
The hearing was opened on November 28, 1978 at 9: 35 a.m. in the Council Chambers of the
Renton Municipal Building.
Parties wishing to testify were affirmed by the Examiner.
It was reported that the Hearing Examiner and the applicant had received and reviewed
the Planning Department report, and the report was entered into the record as Exhibit #1.
David Clemens, Associate Planner, reviewed Exhibit #1, and entered the following
additional exhibits into the record:
Exhibit #2: Site Plan as amended
Exhibit #3: Landscaping Plan as amended
Exhibit #4: Building Elevations
Mr. Clemens indicated that amendments denoted on Exhibits #2 and 3 had been reviewed and
approved by the applicant. He also reported that Recommendation No. P.7 would be deleted
from Exhibit #1 since the site and landscaping plans had been amended as recommended.
The Examiner asked the representative for the applicant if he concurred in Exhibit #1.

Mr. Desanto indicated his concurrence in the report. He advised that exterior masonry
of the proposed structure will consist of architectural fluted block and sprayed to the
approved color. He noted that a metal fascia panel of a darker color will be constructed
above the fluted block. Mr. Desanto reported that no bulk storage of fuel would occur
on the site with the exception of diesel fuel to be utilized by trucks, and storage
vessels would contain only inert gas and oxygen.
The Examiner requested testimony in support or opposition to the request. There was no
response. He then inquired regarding the proposed exterior color of the structures. Mr.
Desanto deferred the question to his associate. Responding was:

Mr. Long reported that earthen-tone colors would be utilized on proposed structures. He
indicated that the fluted block would be lighter in color than metal fascia in tones of
beige-white and beige-gray and the only other accent would be provided by the clay color
of the overhead doors which will be slightly darker than the metal fascia. He noted that
glass would be a solar bronze color with a minimum amount of bronze anodized aluminum trim

The Ex finer asked if the full gas dock located in the northern portion of the property
would ontain an elevated platform. Mr. Desanto reported that the dock, which will be
elevat four feet above the surrounding grade, would be enclosed on three sides and
open o the eastern side, and constructed with the same materials as the main building.
The Ex: 'ner inquired regarding the height of the walls and if the structure would
contai a roof. Mr. Desanto reported that the roofed structure would be a height of
12 fee above the finished floor to a maximum of 16 feet above the finished grade.
Respon;ing to the Examiner's inquiry regarding the proposed design motif of the dock,
Mr. Lo g reported that although the same wall material and color as the main building
would .e utilized, the fascia would not be as accentuated because of the small scale of
the pr•posed structure.
The E . miner requested clarification from Mr. Clemens regarding an environmental impact
determ nation for the proposal. Mr. Clemens reported that a declaration of environmental
non-si.nificance had been determined for the proposal.
The Ex. iner inquired if the proposal meets the requirements for air quality in the M-P
zone. Mr. Clemens responded affirmatively. The Examiner inquired if landscape
requirements for wildlife habitat mitigation had been met by the proposal in conformance
to Res4lution No. 1923. Mr. Clemens indicated that the amount of proposed landscaping
far ex. eeds the requirements. The Examiner inquired if the Public Works Department had
approv-• the storm drainage plans. Mr. Clemens reported that although the plans had not
yet bean submitted, completion prior to issuance of a building permit is required.
The Ex iner requested the Planning Department final recommendation. Mr. Clemens advised
that t e recommendation would remain as submitted with deletion of Section P.7 of Exhibit
1.
The Ex miner requested further comments. Since there were none, the hearing on File No.
SA-258-78 was closed by the Examiner at 10:00 a.m.
FINDINGS, CONCLUSIONS & DECISION: Having reviewed the record in this matter, the Examiner
now makes and enters the following:
FINDIN S:
1. Th request is for approval of a site plan for an industrial gas transfer facility in
an M-P zone.
2. Th Planning Department report accurately sets forth the issues, applicable policies
an provisions, findings of fact, and departmental recommendations in this matter,
is uncontested, and is hereby attached as Exhibit #1 and incorporated in this report
by reference as set forth in full therein.
3. Pu suant to the City of Renton's Environmental Ordinance and the State Environmental
Po icy Act of 1971, as amended by R.C.W. 43.21.C. , a Declaration of Non-Significance
ha been issued for the subject proposal by Gordon Y. Ericksen, responsible official.
4. P1 s for the proposal have been reviewed by all city departments affected by the
impact of this development.
5. Th- e was no opposition to the proposal expressed.
6. All existing utilities are available and in close proximity.
7. The proposal is compatible with the required setbacks, lot coverage, air quality and
hei.ht requirements of Section 4-730 (M-P) of Title IV, Ordinance No. 1628, Code of
Gen-ral Ordinances. Inert gas and oxygen will be stored in metal tanks for transfer
to rucks. Some diesel fuel for use by these trucks will also be stored on the site.
8. The proposal meets the requirements of the Parking and Loading Ordinance (Chapter 22) ,
Tit e IV, Ordinance No. 1628, Code of General Ordinances.
9. Sid-walks are not proposed on the site plan, Exhibit #2, but this construction is
req fired as part of normal off-site improvements per Ordinance No. 3214.
10. Sto 111 drainage plans have not been submitted to the Public Works Department for review
and approval. These plans are required per Ordinance No. 3174.

11. Color of the buildings are to be earthen tones.
12. The northerly "full gas dock" building (Exhibit #2) will consist of three walls 16
feet in height of the same design as the main building. The same materials and color
treatment will be used.
CONCLUSIONS:
1. The proposal conforms to the Green River Valley Comprehensive Plan, June, 1976.
This design represents ". . .high operational, development and environmental standards. "
Section 4-730.010 - Purpose - M-P) .
2. Roof-top mechanical equipment details were not submitted. This equipment could
potentially produce visual impact upon the northerly residential hillside. Such
impact should be minimized (page 8, Green River Valley Comprehensive Plan, June, 1976) .
The Planning Department can satisfactorily review and approve this aspect of the
development.
3. Landscaping immediately adjacent to and westerly of the proposed storage tank area
Exhibit #3 - abutting the north side of the main building) is indicated to be
deciduous type trees. Since the intent of this landscaping is screening of this
outdoor storage area, it appears more appropriate that dense coniferous trees be
planted adjacent to the security fence so as to constitute an effective sight screen.
This type of tree would provide screening throughout the year instead of the warmer
months. (pages 6 and 7, Ibid)
4. Additional reiriew is necessary of the proposed screening of the railroad car storage
area at the northeast corner of the site (Exhibit #3) for conformance with the
requirements of Section 4-730.030.5. This storage area may require additional
screening considerations through use of the proposed fence. The Planning Department
can adequately review and approve this portion of the development.
DECISION:
Approval of Exhibits #2, 3 and 4, subject to:
1. Review and approval by the Planning Department of roof-top mechanical equipment for
conformance with the Green River Valley Comprehensive Plan.
2. Review and approval by the Planning Department of adequacy of the easterly screening
fence adjacent to the railroad car storage area per Section 4-730.030.5.
3. Addition of dense coniferous landscape screening adjacent to the westerly fence
abutting the outdoor storage tank area. This landscaping is to constitute an
effective sight screen per review and approval of the Planning Department.
4. Addition of sidewalks along Powell Avenue S.W. and S.W. 10th Street per review and
approval of the Public Works Department.
5. Submittal of storm drainage plans for review and approval of the Public Works
Department.
6. Approval of the State Flood Zone Control Permit by King County Hydraulics Division and
Department of Ecology.
7. Final review and approval of the landscape plan by the Planning Department.
8. Review and approval by the Planning Department of conformance of the "full gas dock"
building with the design and materials of the main building.

2 . Soils : Urban land (Ur) . The erosion hazard is slight to
moderate . No capability or woodland classification .
3 . Vegetation : The site consists principally of scrub grass and
a few blackberry bushes .

0 . PLANNING DEPARTMENT ANALYSIS :
1 . The proposed use is compatible with the manufacturing Park
land use designation of the Comprehensive Plan .
2. The applicant proposes to construct a transfill facility
for gases from a bulk liquid form to a gas form. The development
consists of a main building containing approximately 2000
square feet of office space and 6900 square feet of transfill
area . A separate 1900 square foot fuel gas dock is proposed .
An exterior 1200 square foot area for liquid storage tanks is
located adjacent to the main building . A small scale truck
fueling station is proposed at the north end of the : paved ;truck
access area .
3. The parking requirements for this facility would be as follows :
Office 2000 square feet = 10 spaces
Transfill 6900 square feet = 7 spaces
Fuel gas dock 1900 square feet = 2 spaces
Exterior tank storage 1200 square feet = 1 space
TOTAL : 20 spaces required , 25

4 . The proposed gas distribution facility is consistent with
the manufacturing park zone permitted use , setbacks , land-
scaping , and other requirements . Additional landscapinghasbeenprovidedtoinsurecompatibilitywithfutureM-P
uses in the area , and other performance standards .
5 . The proposed site plan and landscaping area is consistent
with Comprehensive Plan objectives and the requirements of
Resolution No . 1923 between the City of Renton and Soil
Conservation Service (Comprehensive Plan , Green River Valley ,June , 1976 , valley and site objectives , pp . 5-8 ) .
Because of the large expanses of asphalt , and the potentialforstorageoftrucksandtrailers , additional landscape
buffering and screening fence have been provided around
the periphery of the site and within the site interior .
The tree screen of the exterior tank storage should be
increased . By reducing the length of four parking spaces
to 15 ' (compact stall length ) , screen tree planting canbeextendedintothisarea .
6 . Drainage plans must be coordinated with the Engineering
Division and shall be subject to final approval by that
division , with the provision of suitable on-site retention
and oil /water separation facilities and connection of down-
spouts to the system.
7 . Utility plans shall be coordinated with and approved by the
Public Works and Fire Departments .
8 . The final concrete tilt-up building exterior treatment and
color shall be compatible with M-P Ordinance and Comprehen-
sive Plan objectives subject to Planning Department
approval (Green River Valley Comprehensive Plan , objectives ,
June , 1976 ) .
9. A Flood Zone Control Permit is required for the subject site
development .

2 . Soils : Urban land (Ur) . The erosion hazard is slight to
moderate . No capability or woodland classification .

0. PLANNING DEPARTMENT ANALYSIS :
1 . The proposed use is compatible with the Manufacturing Park
land use designation of the Comprehensive Plan .
2 . The applicant proposes to construct a transfill facility
for gases from a bulk liquid form to a gas form. The development
consists of a main building containing approximately 2000
square feet of office space and 6900 square feet of transfill
area . A separate 1900 square foot fuel gas dock is proposed .
An exterior 1200 square foot area for liquid storage tanks is
located adjacent to the main building . A small scale truck
fueling station is proposed at the north end of the . paved ;truck
access area .
3 . The parking requirements for this facility would be as follows :
Office 2000 square feet = 10 spaces
Transfill 6900 square feet = 7 spaces
Fuel gas dock 1900 square feet = 2 spaces
Exterior tank storage 1200 square feet = 1 space
TOTAL : 20 spaces required , 25
provided
4 . ' The proposed gas distribution facility is consistent with
the manufacturing park zone permitted use , setbacks , land-
scaping , and other requirements . Additional landscapinghasbeenprovidedtoinsurecompatibilitywithfutureM-P
uses in the area , and other performance standards .
5 . The proposed site plan and landscaping area is consistent
with Comprehensive Plan objectives and the requirements of
Resolution No . 1923 between the City of Renton and Soil
Conservation Service (Comprehensive Plan , Green River Valley ,June , 1976 , valley and site objectives , pp . 5-8 ) .
Because of the large expanses of asphalt , and the potentialforstorageoftrucksandtrailers , additional landscape
buffering and screening fence have been provided around
the periphery of the site and within the site interior .
The tree screen of the exterior tank storage should be
increased . By reducing the length of four parking spaces
to 15 ' (compact stall length ) , screen tree planting canbeextendedintothisarea .
6 . Drainage plans must be coordinated with the EngineeringDivisionandshallbesubjecttofinalapprovalbythatdivision , with the provision of suitable on-site retention
and oil /water separation facilities and connection of down-
spouts to the system.
7 . Utility plans shall be coordinated with and approved by the
Public Works and Fire Departments .
8 . The final concrete tilt-up building exterior treatment and
color shall be compatible with M-P Ordinance and Comprehen-
sive Plan objectives subject to Planning Department
approval (Green River Valley Comprehensive Plan , objectives ,
June , 1976 ) .
9. A Flood Zone Control Permit is required for the subject site
development .

Approval subject to the following conditions :
1 . Sidewalks shall be installed in accordance with full City
standards and in accordance with Public Works Department
approval .
2 . Final Planning Department approval of landscape , berming ,
and screening plans per 0 , Analysis , No ' s 5 and 9 .
3 . Provision of suitable on-site storm water retention and
oil /water separation facilities per Public Works Department
approval and ordinance requirements .
4 . Provision of suitable utilities per Public Works and Fire
Departments ' approval .
5. Approval of a state Flood Zone Control Permit by King
County Hydraulics Division and Department of Ecology .
6. Building exterior treatment and color shall be compatible

are attached . Particular attention should be given to those

The proposed plan generally conforms to the zoning and compre-
hensive plan requirements for the site ; however , the followingitemswerenoted :
1 . A minimum ten foot ( 10 ' ) landscape setback is required
along all street property lines (Ordinance) . You may

The proposed distribution facility will have to meet the
Uniform Building Code and the Uniform Fire Code for this
type of use. We are unable to determine if the buildings
as proposed can legally be constructed without further
information about type, amounts and exact use of each
chemical. The buildings may have to be separated by walls

Dear Mr. Ericksen:
As you may recall , Mr. Dino Piccini and I met with you on 7 June 1978
to discuss the suitability of the Earlington (No. 2) Industrial Park
for the proposed Air Products and Chemicals facility. As you suggestedatthattime, a descriptive summary of the proposed operation would
allow a preliminary review by the Planning Department and thus a pre-liminary approval for Air Products to pursue land acquisition and
formal planning approvals. This, of course, is the purpose of thisletter.
The site we are reviewing is the corner property located at Powell Avenue
and Tenth Street, immediately south of Perry Brothers, The park iszoned "M-P" , Manufacturing Park District and accordingly we have obtainedChapter7 (Zoning) and have incorporated into our preliminary layoutthevariousrequirementsmentionedtherein.
The proposed plot plan (SK #3513 B, Rev. 2) , 3 copies of which are
included, can be referred to in this description, As you can see,
the 3 acre site contains an 8500 sf office and cylinder fill building,a 1900 sf fuel gas dock, an employee and visitor parking lot, rail
siding, tank storage area and paved truck areas, An attempt to show
landscaping, screening and other features has been made for our internal
purposes and, of course, formal landscaping and screening drawings willbesubmittedattheappropriatetime (see attached artist's drawingofsimilartypefacilityinCalifornia) .
The facility will house the Renton offices of Air Products and Chemicals
which will be responsible for sales, transfilling and distribution of
industrial gases in the Seattle-Tacoma area. The office portion, con-
sisting of 1920 sf will house about 5 employees. The cylinder filling
operation will necessitate about 3 employees and 2 drivers. There will
be no manufacturing on-site as all the products handled will be delivered
in liquid form from other manufacturing plants. The products stored

The other gaseous products stored on-site such asacetylene, hydrogen and specialty gases will be filled elsewhere andbroughttoRentonforre-distribution. With regard to possible futureexpansion, consideration must be given to increasing the size of bothstructuresby50% and adding one additional liquid storage tank forhydrogenwhichwouldbelocatedtosatisfyallNFPAandFireDepartmentrequirements.

The building structure would be conventional construction using masonrywithabrickorstoneveneer. We understand that pre-engineered steelbuildingsmaynotbeacceptedandthattilt-up construction may not beeconomicalfortheintendedstructure.
