Beeler : After further analysis of the ingress and egress of the Koll Business Center-Renton, we concluded that access to many of the buildings could be improved with access off of East Valley Highway as shown on the enclosed site plan. An access at this point would help alleviate the potentiality of congestion at the traffic signal at S .W. 43rd St . and East Valley Highway . This additional ingress would primarily serve Buildings b , f, portions of a, c, e , and Lots 1 , 2 and 3 . Lots 1 , 2 and 3 are smaller lots designed for couuilercial application. The nature of their use will generate more traffic than the other build- ings . All traffic originating from points north and east of our development would use the proposed new ingress when patronizing the goods or services provided on Lots 1 , 2 , 3 . In view of the advantages to both the external and internal traffic pattern, we seek approval of the additional ingress point as proposed. Lear Mr. Beeler: In reply to your letter of 5 January 1979 requesting whether the Koll Business Parks interior circulation system should be private aisleways or public streets, we point out the following items: 1. The plat as presently laid out provides adequate frontage for all lots on public streets and is in full conformance with the Renton Subdivision Ordinance. 2. If the interior aiselways become public streets they will form blocks that in every instance are non-conforming to the Kenton Subdivision Ordinance. 3. The internal circulation on private aisleways is typical of business or industrial parks and shopping centers. It is the same concept as the Benaroya Business Park on the west side of Lind Avenue. his basic concept is to allow off public street circulation. Persons enter the center at specific points and are able to move about within it without re-entering the through traffic on the adjacent public streets. 5. Public streets would not be consistent with the orderly planned traffic movements in the area. 36' wide public streets would attract through traffic attempting to by-pass controlled inter- sections at o. This increases traffic congestion both within the Business Center and on adjacent streets , which in turn exacerbates the air pollution problem. 7. Changing to public streets requires a greater initial investment by the developer, causes uneconomic use of energy, and imposes a burden on the City's services for items such as street cleaning, storm system maintenance, traffic control, pavement striping, and street lighting. We are not able to identify any increased benefits in the areas of traffic safety or the general publi2 welfare by the change to internal public streets. On the contrary we believe that there will be a deleterious effect on traffic safety, air pollution and City public services. We therefore strongly recommend that the plat and site plan be approved as originally submitted with internal circulation by private aisleway. It is our opinion that your interpretation of the Subdivision Ordinance requirement for public streets within this development may not be necessary , since the lots will each have public street frontage as required by the ordinance . It is the opinion of the Planning Department that the proposed site plan arrangement should be considered somewhat in the man - ner of a Planned Unit Development , wherein individual access and thoroughfares may exist through parking areas as designed by the applicant . It is our feeling that this arrangement is satisfactory subject to the reasonable design criteria such as minimum trafficway widths conforming to the Parking and Loading Ordinance minimum standard for ninety degree parking of 24 feet 4- 2C06 . 1 . C ) . Other criteria such as non -offset intersections and adequate pedestrian circulation should be considered . It is my opinion that these do not constitute public ways as defined in RCW 36. 75.020, "Definitions". These access-ways could be closed by the property owners subject to whatever agreements there are among the parties. The public could be excluded by closure of these aisleways and such closure would be legal and proper and the public could not have them re-opened as a matter of right. The access-ways will be constructed pursuant to the require- ments of the City's Parking & Loading ordinance and, in my opinion, would promote the public health, safety and welfare. PLANNING DEPARTMENT The Planning Department staff report was received by the REPORT: Examiner on December 27, 1978. PUBLIC HEARING: After reviewing the Planning Department report, examining available information on file with the application, and field checking the property and surrounding area, the Examiner conducted a public hearing on the subject as follows: The hearing was opened on January 2, 1979 at 10: 50 a.m. in the Council Chambers of the Renton Municipal Building. Parties wishing to testify were affirmed by the Examiner. It was reported that the Hearing Examiner and the applicant had received and reviewed the Planning Department report, and the report was entered into the record as Exhibit #1. Gordon Y. Ericksen, Planning Director, reviewed Exhibit #1, and entered the following additional exhibits into the record: Exhibit #2: Site Plan Exhibit #3: Conceptual Landscape & Irrigation Design Plan Referencing Planning Department Recommendation No. P. 1 of Exhibit #1 regarding landscaping plans, Mr. Eri :ksen advised that Exhibit #3 was conceptual in content and submittal of final landscapa plans would be required for final approval. He indicated that the landscape plan should reflect an increased landscape buffer strip on the perimeter of the site on S.W. 43rd Street and East Valley Road from 12 feet to 15 feet as previously required in Glacier Park final plat approval. He also noted that utility easements must be providi d for maintenance and operation per approval of the Public Works Department. Referencing Section P. 5 of Exhibit #1, Mr. Ericksen advised that review and approval of fire protection methods would be required by the Fire Department, and suggested the applicant contact that department. Regarding Section P.7 relating to approval by the Public Works Department of drainage plans, Mr. Ericksen expressed his opinion that the Springbrook Channel would not adequately provide required storm water retention for the project and indicated a requirement for drainage plans which reflect on-site retention and control of drainage as well as provision of oil-water separators. Regarding Section P.9 pertaining to final Planning Department approval of signing and exterior building design, he advised that although a preliminary elevation plan had been submitted, a detailed plan containing specific design would be required prior to final approval. He submitted the preliminary plan designating typical elevations of the proposed one and two- story multi-tenant buildings. The plan was labeled as follows by the Examiner: Exhibit #4: Preliminary Building Elevations Mr. Ericksen a.iso submitted a photograph of an architectural rendering of the proposed one-story structure, type of signing, landscaping, and general parking configurations. The photograph was labeled as follows by the Examiner: Exhibit #5: Architectural Rendering of Typical Buildings f SA-269-78 Page Two Mr. Ericksen indicated Planning Department approval of the general building configuration although he noted that the proposed site plan does not include Lots No. 1, 2 and 4 which would require subsequent approval at a later date. Mr. Ericksen circled in red on Exhibit #2 certain potential internal circulation problems created by the off-set roadway configuration between Lots No. 5, 6, 7 and 8. He also reviewed potential pedestrian access problems which may occur as a result of sidewalk configurations. Mr. Ericksen advised that both matters must be addressed and resolved prior to final approval by the Planning Department. The Examiner asked the representative for the applicant if he concurred in Exhibit #1. Responding was: Mort Thomas Gardner Engineers, Inc. Arctic Building, Penthouse Seattle, WA 98104 Mr. Thomas reported certain reservations regarding Planning Department recommendations contained in Exhibit #1. Responding to Mr. Ericksen's concerns, Mr. Thomas reported that storm water retention would be provided on the site; installation of sidewalks would be provided on Lind Avenue S.W. , S.W. 41st Street, East Valley Road, and a bicycle path would be constructed on S.W. 43rd Street in addition to curbs, gutters, and storm drainage as part of the five-lane Kent-Renton project. Mr. Thomas objected to extension of access easements from S.W. 43rd Street since adequate frontage exists on all lots with the exception of Lots No. 5 and 8 for which additional access has been designated. He also advised that a 20-foot utility easement has been provided throughout the site on the lot lines in conformance with the request from the Utility Division. The Examiner requested further testimony in support of the application. Responding was: Ken Peterson Koll Company 2723 152nd N.E. Redmond, WA 98052 Mr. Peterson objected to Fire Department recommendations for sprinkling systems provided for all buildings as being premature since final drawings had not been completed. The Examiner advised that jurisdiction for review of the matter remains with the Fire Department, and suggested that the applicant contact departmental representatives. The Examiner requested further comments from Mr. Ericksen. Mr. Ericksen reiterated concerns regarding internal pedestrian and vehicular circulation, and requested that consideration be given the matter in the Examiner's decision. The Examiner requested further comments from the applicant. Mr. Thomas reported that the site architect and deve oper are fully aware of the impact of circulation patterns, and plans meet their requ.rements and desires for the project. Mr. Peterson advised that details of the deve opment are similar to other Koll Company multi-tenancy parks in Tukwila, Redmond and Other areas, and no problems have occurred with pedestrian and traffic access in the past. The Examiner inquired regarding scheduling of developmental phases. Mr. Thomas indicated that Lots No. 3, 5, 6, 7 and 8 will be developed initially as part of Phase I and Lots No. 1, 2 and 4 will be subsequently sold. The Examiner inquired regarding the preliminary nature of Exhibit #5, architectural rendering. Responding was: Greg Hume Koll Company 2723 152nd N.E. Redmond, WA 98052 Mr. fume indicated that although proposed elevations depicted on the exhibit were conceptual, the intent of the applicant is to construct buildings according to the plan. The xaminer inquired regarding design and exterior treatment of proposed structures. Mr. ume reported that Phase I plans include construction of three types of buildings cons sting of a service building on Lot No. 3, one-story light industrial buildings as well as light industrial buildings with mezzanine offices, and photographs of the proposed stru tures had been submitted to the Planning Department. Mr. Ericksen advised that furt er review of files would be accomplished to obtain submitted photographs to provide to t e Hearing Examiner following closure of the public hearing. The Examiner labeled the hotographs as follows: Exhibit #6: Photographs of Rendering of Proposed Buildings Mr. Ericksen indicated that maximum allowable building height on the site must not exceed proposed elevations of two-story buildings denoted on the plans. Mr. Ericksen indicated that the Planning Department recommendation contained in Exhibit #1 would remain as submitted. The Examiner requested further comments. Since there were none, the hearing on File No. SA-269-78 wa: closed by the Examiner at 11:25 a.m. FINDINGS, CONCLUSIONS & DECISION: Having reviewed the record in this matter, the Examiner now makes and enters the following: FINDINGS: 1. The request is for approval of a site plan for seventeen (17) industrial, office and commercial buildings (315,637 square feet of floor space) within a proposed preliminary plat or a portion of the Orillia Industrial Park final plat. 2. The Planning Department report sets forth the issues, applicable policies and provisions, findings of fact, and departmental recommendations in this matter, and is hereby attached as Exhibit #1 and incorporated in this report by reference as set forth in full therein. 3. Pursuant to the City of Renton's Environmental Ordinance and the State Environmental Policy Act of 1971, as amended by R.C.W. 43.21.C. , a Declaration of Non-Significance has been issued for the subject proposal by Gordon Y. Ericksen, responsible official based upon the EIS issued on October 22, 1975 for landfill operations on the site. 4. Plans for the proposal have been reviewed by all city departments affected by the impact of this development. 5. There was no opposition to the proposal expressed. 6. All existing utilities are available and in close proximity. 7. The proposal is compatible with the required setbacks, lot coverage, landscaping and height requirements of Section 4-730 (M-P) and Chapter 22 (Parking and Loading) of Title IV, Ordinance No. 1628, Code of General Ordinances. 8. The proposal generally conforms to the final plat of Orillia Industrial Park FP-176-7nj) . Additional landscaping (15-foot strip) is required along S.W. 43rd Street and the East Valley Road, and additional landscaping is required at access points along these streets. This landscaping is to be installed with development of the site or individual lots. The amount of landscaping appears to conform with the required wildlife habitat mitigation of Resolution No. 1923 and the Green River Valley Comprehensive Plan. Staff has not apparently approved the plant material for wildlife habitat mitigation. 9. Refuse dunpster locations are not shown on the site plan, Exhibit #2. These containers must meet the location and screening requirements of Section 4-730.5. 10. Roof-top mechanical equipment was not displayed in the submitted exhibits. 11. Storm drainage retention will be provided on-site, and the drainage plan has been reviewed by the Public Works Department. Some revisions of the plan appear necessary for final approval by the department. 12. Off-site improvements are required including bicycle paths which will be provided either by the applicant or through LID's that have been formed in the area. 13. Three types of buildings are proposed (Exhibits #5 and 6) which will apparently be of concrete and light earth tones. 14. A preliminary plat application (PP-266-78) has been heard by the Examiner concurrently with this application. Per Finding No. 8 and Conclusion No. 6 the internal circulation is acceptable as proposed, except that per Conclusion No. 6 the 20-foot vehicular easement between Lots 2 and 3 must be revised to 60 feet or deleted. CONCLUSIONS: 1. The proposed buildings and site plan generally conform to the Comprehensive Plan for the Green River Valley. The design is an aesthetic contribution to the environment Introduction, page 1, and Objectives, pages 6 and 8) which will ". . .enhance the image of the City of Renton." (Goals, page 4) . Wildlife habitat will be partially enhanced by the provided landscaping (Goals, page 4, and Objectives, page 7) . The tax base cf the city will be enhanced and a ". . .viable economic climate. . . " will be provided (Goals, page 4) . Suitable landscaping can be provided at the periphery of SA-269-78 Page Four the site (Objectives, page 6) . 2. A final landscape plan must be submitted to the Planning Department for review to assure and confirm compliance with the Parking and Loading Ordinance (Chapter 22) , the Green River Valley Comprehensive Plan, Resolution No. 1923 and the final plat of Orillia Industrial Park. The landscape plan submitted, Exhibit #3, is of insufficient detail for appropriate evaluation by the staff. In addition, the landscape plan does not include landscaping for a large portion of the site. Therefore, prior to the final action of the Examiner becoming effective, a final landscaping plan must be reviewed and approved by the Planning Department. 3. Roof-top mechanical equipment may potentially impact adjacent and distant properties; therefore, the Objective, page 8, Comprehensive Plan for the Green River Valley, requires that this impact be minimized. The Planning Department should review these details for compliance with the design goals and objectives of the Comprehensive Plan, M-P requirements, and the character of the proposal. 4. Signing should be reviewed in the normal administrative processes. No sign details were submitted in the record. 5. Although the building designs (Exhibits #5 and 6) are conceptual, the applicant indicated that the buildings will appear as shown in these exhibits. The detail of the drawings appears sufficient on the basis of this testimony to conclude that the designs and colors conform to the Comprehensive Plan for the Green River Valley. 6. This application is unusual in that it is being reviewed concurrently with a request for approval of a preliminary plat which will divide the property into eight lots. cause of the impact of the Examiner's recommendation regarding the preliminary plat (expansion of the 20-foot easement to a 60-foot right-of-way or its deletion) the submitted site plan will require revision to conform to the preliminary plat and the applicable building setback requirements (See Finding No. 14) . It is appropriate that approval of the site plan does not prejudice the preliminary plat in any way which might be construed to constitute grounds for a variance or exception request.
