Dear Mr . Fox :
The Environmental Review Committee met today to review the
additional information submitted by the Austin Company to
consider the final environmental determination on the proposed
fillingland grading request, SP-427-79 . It was their determination
that insufficient information was presented and that a detailed
environmental impact statement is necessary to acquire that
information . Specifically, that :
1) The proposal does not consider the impacts upon the
100-year flood plain and the regional storm drainage
basin (East Side Green River Watershed Project) ,
2) The filling of the area proposed will eliminate existing
wildlife habitat, and
3) The scope of the development plans are inadequate to
determine the impacts upon municipal services .
A finalldeclaration of significance will be published in
the newspaper on Wednesday , June 25th. The appeal period •
of 14 days will end on July 9th. An appeal will have to
be submitted directlty to the City of Renton Hearing Examiner.
The City of Renton has established a procedure for writing
environmental impact statements. The City of Renton is the
focal point of the process . The applicant will provide the
City with three consultants capable of preparing the impact
statement . The City of Renton will then determine which
one of the three is acceptable . If none of the three are
acceptable to the City , the applicant should provide the
City with additional names until the City and the applicant
can reach concurrence. At that point, the applicant will
deposit with the City sufficient funds to cover the cost
of the impact statement . The consultant is paid directly
by the Clity with these funds set aside by the applicant .

Pre-draft consultations shall involve the specific areas
to be concentrated upon . The City staff works very closely
with the consultant in developing the .EIS. The consultant
will prepare a draft EIS and present it to the City for review.
The draft EIS will not be issued until the City determines
its adequacy. At that point it undergoes a 30-day review.
Comments are received and responses are made for the final
EIS and after review of the responses by the consultant ,
the City will issue the final impact statement. Length of .
time involved depends upon the ability of the consultant
to answer all of the questions in the areas of concern.

and topographic changes which needed a detailed analysis.

on file with the lead agency .

OF IMPROVEMENTS ALONG S . W. 19TH
BACKGROUND:
The applicant has constructed an office complex and sub-
mitted landscaping plans to the Planning Department for the
entire project. The landscaping plans have been approved
in concept but not in detail . LID 314 has been formed to
complete the construction of S . W. 19th Street. The LID
should not include the landscaping that was required as part
of the building permit approval . Since LID 314 is at the
financing stage and not in actual construction , it does
appear logical to allow the deferral as requested.
RECOMMENDATION :
Grant the deferral subject to the approval of detailed
landscaping plans and the Planning Department' s concurrence
in an appropriate bond amount.

Subject: Landscaping
Your Letter dated February 26, 1980
Gentlemen:
We are in receipt of your letter dated February 26, 1980, concern-
ing the landscaping associated with the Boeing Office Complex
located near the intersection of Lind Avenue Southwest and
Southwest 16th Street.
Austin considers, and has considered since mid-December, that the
project landscaping scheme was approved by The City of Renton
Planning Department.
The approval process, which has never been defined, began in
October of last year when our landscape consultant, Richard
Carothers & Associates, produced a preliminary plan based on
verbal criteria presented to him by the Planning Department.
After meetings with Planning personnel, revisions to this plan
were approved and initiated by Austin and department represen-
tatives on November 29, 1979. The revisions were designed to
screen and breakup the parking lot. Following that meeting, the
Planning Department asked Austin to cooperate in a revision along_
Lind Avenue involving the bike path location. This change, which
introduced new criteria, was approved by a phone call on November
23, 1979 . Finally, on December 13th, Austin submitted the con-
tract documents which incorporated the agreed upon scheme and the
changes along Lind and Raymond. At that time, Austin requested
information critical to our construction schedule concerning the
location and completion date of the bike path to be constructed
by the City. These questions have yet to be answered.

You can imagine our reaction to your request, after nearly three
months, for additional changes. Changes, in part, to work
already completed in the field and changes to work which would
have been completed, had we had the requested information.
We feel justified in our position that the work already completed
in the field, and the work which will proceed when your informa-
tion concerning Lind Avenue reaches us, is all in compliance with
the approved drawings and cannot be modified.

LANDSCAPING PLAN
Dear Mr . Fetterly :
After a detailed review of the landscaping plan proposed
by the Austin Company for the Boeing Complex, it is our position
that the landscaping plan will be appropriate with the following
changes along Lind Avenue S .W. and Raymond Avenue S .W.
Lind Avenue S .W.
1 . The landscaping strip between the curb and the 8 '
wide meandering bicycle path should vary in width
from 3-6 feet . This area should be planted with
Japanese Holly .
2 . It is our understanding that the bicycle path will
be constructed by the City of Renton in the LID
at the request of the developer (Austin Company) .
It will meander , however , the western edge of the
path shall not any closer than 14 ' to the eastern
edge of the parking lot .
3 . The 14-17 foot wide landscaping strip is necessary
to allow the construction of a minimum 3-foot high
berm. London Plane trees will be spaced at approxi-
mately 30-35 feet on center as street trees .
4 . The Baltic Ivy groundcover is not sufficient to
screen the parking area . Groupings of 7-10 shrubs
should be placed on approximately 100 ' centers to
break the intensity of the Baltic Ivy . These shrubs
should provide suitable habitat for wildlife in
the area . Examples of such shrubs include : Cotoneaster ,
Barberry , Fire Thorn , Strawberry Tree, Oregon Grape ,
Holly , Salal and Photinia . This is only a generalized
list of what could be used to provide wildlife feed.

Raymond Avenue S.W.
1. The sidewalk has been constructed along Raymond
Avenue S.W. leaving approximately 5-1/2 feet between
the sidewalk and the curb and 10 feet behind the
sidewalk to the edge of the parking lot. This area
can be planted in either Ivy or in Japanese Holly
as along Lind Avenue S.W. _
2. The landscaping strip behind the sidewalk should
include a berm which is approximately 2-1/2 feet
in heighth to create the screening effect of the
parking lot. London Plane trees should be placed
on a maximum of 35 ' centers along this strip. The
groundcover on the berm can be Baltic Ivy along
with the placement of 7-10 shrubs on approximately
100 ' centers similar to the pattern established
on Lind Avenue S .W.
Interior Landscaping
1 . All planting areas shall be a minimum width of 10
feet. .Presently most of the planting islands are
5 feet in width.
Prior to the issuance of a certificate of occupancy for the
facility, the Board of Public Works will have to grant a
deferfal for the landscaping along Lind and Raymond Avenue

Dear people:
We are very concerned about the rapid rate of filling that is occuring in the
Renton marsh areas south of Highway 405. We were under the impression that this
was going to take place over a long period of time and i•n conjunction with a
drainage program coordinated by the S.C.S. and King County.
There is a marsh and pond just south and the other east of the Austin buildings
occupied by The Boeing Company.
Both of these areas are heavily used by wildlife, including fish, ducks, hawks, rails,
herons and songbirds. They also operate as natural water recharge areas and help
eliminate flooding problems in the valley. If the city of Renton could incorporate
these as natural areas into the development and drainage plans for this industrial
park, it could prove to be a model for similar type developments. These marshes
are rapidly disappearing the once filled inlcan never be recovered.
We urge you to consider this proposal and stop the current rate of drainage that
is taking place in this tract south of the Austin site. A ditch has been dug
along the south border next to the tank farm and is rapidly draining this marsh.
If there is some way we can be of assistance, please let us know.

Re: East Side Watershed Project D•E?
Dear City Council Member:
The Green River Basin Executive Committee (BEC) has completed its review of
channel and storage design modifications to the East Side Green River Water-
shed Project conducted by the firm of Brown and Caldwell . The study analyzed
four design options for the P-1 drainage channel , including the wide channel
plan proposed by the Soil Conservation Service (SCS) .
At the October meeting the BEC approved modifications which reduce the channel
width by approximately 100 feet in that portion north of S.W. 43rd Street and
incorporate flood storage in two major detention ponds. There now appears to
be greater potential for incorporating recreation and wildlife enhancement
features into the project design. We believe these modifications positively
respond to many of the long-standing public concerns about the project.
The BEC has formally recommended these modifications to the SCS and has requested
the Service give immediate priority to initiating engineering design work.
Meetings with the SCS are currently in progress to resolve any remaining issues
with the intent of establishing the summer of 1980 as a goal for the first phase
of construction.
In the very near future, project sponsors will be asked to reaffirm their intent
to support the project in the form of a work plan agreement, which will identify
responsibilities of both the sponsors and the SCS. Approval of the agreement
by all sponsors will allow the SCS to proceed with design activities and thereby
make tangible progress toward our construction goal . Local sponsors need not
commit any local funds at this point, but will be asked at a later date to enter
into a project agreement which will set forth in detail required financial
arrangements. The Basin Executive Committee will be analyzing various means to
finance the local share portion and we will report to you regularly on that
important matter.
The project is now entering an important and very critical stage. Decisions to
be made over the next few months will bear heavily on whether the project can be

successfully implemented. It is essential that our local land use decisions
continue to be consistent with project plans and that designated rights-of-way
and temporary construction areas be reserved for the project. I urge you to
direct your planning staffs to provide such assurances in their review of devel-
opment proposals and include them in their recommendations for your action.
I am confident that we now have a project that will provide a wide range'of
benefits for the entire community and urge your support for upcoming decisions
on the East Side Watershed Project. In the near future, your Basin Technical
Committee representative will report further on the project and provide details
on the necessary actions that must be taken. I look forward to early action in
this matter as a continued show of sponsor support. Further inquiries can be
directed to your Technical Committee representative or the King County Resource
Planning Section (344-7990).

Adjustment from Richard Hart for the denial of the variance by the Board of Public Works.
This; wan an underground wiring variance denied by the Board on October 17th.
Mr. Nelson also noted he checked with the City Attorney regarding the legality of the agree-
ments signed by various businesses to furnish 40 additional parking lots for the Renton
Assembly of God church and he said they were as good as a contract. Mr. Ericksen commented
that the Board should have Mr. Warren's opinion in writing for the record. (October 3, 1979
meeting).

8. COMMENTS AND ANNOUNCEMENTS - Mr. Nelson announced that the old Renton Hotel is completely
razed and they were just cleaning up the debris at the present time.
Mr. Nelson noted that the problem of Lande Feed's dangerous building had still not been
resolved and they were using the building. There is a requirement for a check of the struc-
tural components. Mr. Nelson noted he would look into it.

SE and Benson Road - Mr. Wayne Richardson, the contractor, representing Mr. Minor, was present
and noted he was doing the work for Mr. Minor and he wants to put a rockery on that site and
extend his yard out. Mr. Houghton noted this was single family residential and recommended
that no one be allowed to use that right-of-way. It was noted that it was a 58 ft. right-of-
way plus 6 ft. for sidewalk, 32 ft. from existing center-line. Planning Department report
noted the applicant was requesting use of excess right-of-way on Puget Drive S. at the SE
corner of Jones Place SE and Puget Drive S. and that the right-of-way appeared to be 100 ft.
and present paving covers 56 feet and requested a continuance of one week to allow Traffic
Engineering to prepare a report. Mr. Houghton commented that if the applicant could keep
the toe of the rockery 40 ft. out, it would probably be alright. Moved by John Webley,

The Austin Company - Mr. Fetterley was introduced by Mr. Butcher as the person responsible
for the landscaping on the project and he explained that they were trying to not comply with
the 5% required landscaping for the temporary parking lot that is to be used during the need
for higher intensity parking but they would meet the permanent landscaping requirements and
upon abandoning this part of the parking lot they would put in the permanent landscaping on
the permanent site. The paving of the parking lot was recently deferred by the Board of Public
Works. Planning Department report noted the Austin Company was requesting a deferral of the
interior landscaping in their temporary supportive parking lot located just north of the Boeing
Office complex and recommended the Board approve the deferral for a period of one year with
the posting of a bond of $25,000 for that landscaping. Mr. Houghton noted that they had posted

a. Deferral of Paving, Temporary Parking Lot, Boeing Office Complex - The Austin Co.
Continued from October 3, 1979 Meeting) - The applicants being present were asked to explain
in more detail. Mr. Don Hemstreet explained that all of the area south of the site is part of
a lease program with the Boeing Co., including the parking area. The area of the deferral
request is meant to be only a temporary parking area as it is planned to develop that property
at a later date. This parking lot is being developed at the insistence of the Boeing Company
until its Share-the-Ride Program can be implemented and it is being leased to them on a one-
year basis. The other improvements will be done, the deferral is just for paving of the parking
lot. It is planned to use clean, washed gravel for surfacing. It will be a back-up parking
lot for 370 cars and it would double the cost if it had to be surfaced. The landscaping would
be put on the permanent site. Mr. Butcher noted that, based on City Hall approval, there is a
letter on file committing us to five mitigating measures including our contribution to an LID
and also a signal on Lind Ave. as we are impacting streets with another 370 cars from the tempo-
rary section. Mr. Clemens said that a part of the landscaping was required as a mitigating
factor and that he would like to see a more integrated complex and have the final improvements
at this time and noted that he would not recommend the deferral without a bonding requirement
that the interior paving, plus the landscaping requirement be implemented. Mr. Butcher noted
that, assuming a deferral of a year or two, the company would be committed to come back and
put the planting strip on the north side. Mr. Gonnason said a bond in the amount of $180,000
would cover the two considerations, the deferral of the parking lot as it is proposed tempor-
arily, if that became a permanent use, the bond would guarantee it would be done and the other
would be that they have a bond for the planting strip. If it wasn't paved, the parking lot could
be closed off. Mr. Clemens noted that the facility could be properly done at this time and
the future use of the property could take the parking lot into consideration. Moved by Dave
Clemens, the application be denied. Motion failed for lack of a second. Mr. Gonnason noted
that Engineering had no objections to the request. Moved by PAUL LUMBERT, seconded by DAVE

b. Underground Wiring Variance - Richard L. Hart, 1214 N. 32nd St. - The TV cable did
not get undergrounded when the other utilities were put in, it was not available at the time.
The older houses in the area have overhead connections. Mr. Richard Hart, the applicant
noted that all the TV services were overhead. The TV company started to put in the wiring
overhead. There is about 43 houses and 11 of the residences are undergrounded, the rest have
overhead service. The three houses across the street have the utilties overhead. The utility
poles are on his side of the street and he would have to go across his neighbor's driveway.
Mr. Lumbert advised Mr. Hart to talk to his neighbor to see if he was interested in hooking
up to the cable also, noting joint venture would probably be more reasonable. Moved by JOHN

BACKGROUND :
The applicant is seeking the deferral of the requirement
of paving a private parking lot as required in the Parking
and Loading ordinance . The applicant has stated the park-
ing lot will be used as a temporary lot while Boeing is
developing their share the ride program, Even though this
seems as a logical method of providing temporary parking,
the site to the north of the Boeing complex will probably
be developed for other businesses by the Austin Company .
Therefore , it would be more economical to pave the parking
lot and decrease the problem of drainage control on the
site with the anticipation of constructing buildings
around the parking lot in the future .
RECOMMENDATION :
It is recommended that the request be denied because there
is no precedent or need for delaying the on-site improve-
ments .

RE : FILL ACTTVITY SOUTHWEST OF BOEING VALLEY DEVELOPMENT
The subject site was inspected this morning by Planning Department
staff. This inspection revealed that the entire area east of
Springbrook Creek (approximately 11 acres) has already been filled
to a depth of several feet (see attached map for location) . Fill
material extends from the east property line westward to the top
of the slope of the banks of Springbrook Creek.
No special permit for filling and grading has been approved for
this site. Application for. a special permit to fill a 30 acre -
site - which includes the site in question and additional acreage
west of Springbrook Creek - was filed with the Planning Department
on September 27, 1979 . Fill activity was apparently in progress
at the site prior to this date. Review of this application,
including environmental analysis, is not complete.
Since fill activity was observed on the site Saturday, September
29 , 1979 , and grading activity was in progress at the time of
today ' s inspection, it appears that work continues on the site in
violation of appropriate . ordinances.
All appropriate measures to insure cessation of the fill operation
should be taken, and the applicant should be instructed to contact
the Planning Department to identify remedial measures which can be
taken to mitigate existing environmental impacts.

1. This permit is granted under authority of Chapter 159, Sessions Laws of 1935.
Chapter 86.16. RCW)
2. No property rights are granted herein, nor does this permit absolve permitteefromliabilityforanydamagewhichmaybesufferedtolifeortoproperty, public or
private, by reason of works, structures and improvements authorized hereunder. ,
3. This permit does not obviate the necessity of obtaining other permits required
by federal, state, or local law.
4. The permittee shall remove, at his own expense, all falseworks, structures and
materials incident to the construction of the work herein authorized. Works and
structures erected under permit covering a specific period of time ehnti:be removed by .
the permittee at his own expense upon the expiration of said period or at he expire-'••
tion of any extension of time which may be granted.
5. Should permittee fail to remove. at the proper time, materials, works and
structures referred to under paragraph 4, the director reserves the right'.to,have,. '
it done at the expense of the permittee.
6. Any alteration of plans for works and structures made subsequent to the filingofanapplicationortheissuanceofpermit,shall be subject to approval by the director.
7. The director shall be notified by the permittee of the completion of works under
this permit so the department may make final inspection and give final,approval.
8. The action taken by the department herein shall not imply or create any liability
for any damages against the state, as provided by RCW 86.16.100.
9. When necessary to provide for the proper maintenance or operation of the works,.'
structures, or improvements as authorized herein, the department may issue supplementary
orders providing for such.
10. This permit is subject to further special conditions as follows:
A. The maximum100=year frequency flood elevation for the East Side
Green River Watershed Project is 13.5 feet (Mean Sea Level Datum)-
at the subject site.
B. The existing flood plain, according to the Soil Conservation Service's
100-year. Frequency Flood Plain Study is 21!8 feet at the subject
site. .: The proposed finished first floor elevations are shown to be
at elevation 21.8 feet.
Co.' '.:'Approval of this development and other applications will_ reduce the
storage area for flood waters, resulting in a higher elevation for
the :100-year frequency flood plain, Lidless improvements are made to
discharge flood waters from the flood plain.
Additional improvements to this site will require State Flood
Control Zone Permits.
