SA-012-80 LOCATION: East side of Lind Avenue S.W. approximately 500 feet north of S.W. 34th Street immediately north of Service Paper Company. SUMMARY OF REQUEST: The applicant requests site approval for an 82,170 square foot warehouse/office .facility on a 4.05 acre site. SUMMARY OF ACTION: Planning Department Recommendation: Approval Hearing Examiner Decision: Approval with conditions PLANNING DEPARTMENT The Planning Department preliminary report was received by the REPORT: Hearing Examiner. on July 10, 1980. PUBLIC HEARING: After reviewing the Planning Department report, examining available information on file with the application, and field checking the property and surrounding area, the Examiner conducted a public hearing on the subject as follows: The hearingiwas opened on July 15, 1980 at 9:55 a.m. in the Council Chambers of the Renton Municipal Building. Parties wishing to testify were affirmed by the Examiner. It was reported that the Hearing Examiner and the applicant had received and reviewed the Planning Department report. Roger, Blaylock, Associate Planner, reviewed the report, and entered the,following exhibits into the record: Exhibit #1 : Application File 'containing Planning Department report and other pertinent documents Exhibit #2: Site Plan for Lot 7b Exhibit #3: Elevation Plan Exhibit #4: Landscaping Plan Mr. Blaylock corrected Section L.2 of the report to reflect a total of 8.4 acres contained in the subject site, and corrected Section L.6 to reflect 4. 15 acres contained in the northern portion of Lot 7. (The figure was later corrected to reflect 4.34 acres.) Mr. Blaylock advised that renewal of a deferral should be required for the new preliminary plat since expiration of the original deferral has occurred; or improvements must be installed as an alternative. Responding to the Examiner's inquiry regarding reference to, Section L.7 of the report regarding the Boeing parking lot, Mr. Blaylock advised that the referenced parking lot, Boeing Lot #1 , is located between N. 4th and N. 6th Streets between Burnett Avenue N. and Logan Avenue N. Mr. Blaylock also indicated that the Planning Department recommendation contained in Section M. should denote. approval of the submitted , landscaping plan. The Examiner requested testimony by the applicant. Responding was: 1 Gary Faull P.O. Box 26 Renton, WA . 98055 Mr. Faull , legal counsel for the applicant , clarified that the northern portion of Lot 7 of the subject site would not be owned or developed by the applicant, and uses would be confined to ,the southerly half. The Examiner noted a discrepancy in acreage totals for the southern and northern portions of the site in reaching a figure of' 8.4 total acres. Mr. Faull advised that the northern portion of the property contains 4.34 acres, not 4. 15 acres as previously stated. Responding to the Examiner's inquiry regarding Police Department concerns over ingress and i flf Sm-v12-80 Page Two egress for the site, and recommendation for access from the south, was: Lance Mueller 130 Lakeside Seattle, WA 98122 Mr. Mueller requested clarification of the recommendation. The Examiner restated the recommendation of the Police Department for access to the south to preclude impact to the Lind Avenue overpass. Mr. Blaylock advised that primary access to the site will be from S.W. 41st Street off of the East Valley freeway and will be more heavily utilized than Lind Avenue due to convenience of connection into the freeway before entering FAI-405. The Examiner requested testimony in support or opposition to the application. There was no response. He then invited final comments from the Planning Department staff. Since there were no further comments offered, the hearing regarding File No. SA-012-80 was closed by the Examiner at 10: 12 a.m. FINDINGS, CONCLUSIONS & DECISION: Having reviewed the record in this matter, the Examiner now makes an,d enters the following: FINDINGS: , 1 . The request is for approval of a site plan for an office/warehouse facility to be built on approximately four acres of land in the vicinity of Lind Avenue S.W. and S.W. 34th Street. 2. The application file containing the application., SEPA documentation, the Planning Department report, and other pertinent documents was entered into the record as Exhibit #1 . 3. Pursuant to the City of Renton's Environmental Ordinance and. the State Environmental Policy Act of 1971 , R.C.W. 43.21 .C. , as amended, a Declaration of Non-Significance has been issued for the subject proposal by the Environmental Review Commi,ttee, responsible official . 4.. Plans for the proposal have been reviewed by all city departments affected by the impact of this development. 5. There was no opposition to the proposal expressed. 6. All existing utilities are available and in close proximity. 7. The proposal is compatible with the required setbacks, lot coverage and height requirements of Section 4-730 (M-P; Manufacturing Park) of Title IV, Ordinance No. 1628, Code of General Ordinances. 8. The site was annexed into the city in 1959• The current M-P zoning was applied in 1969, and a final plat was approved in July of 1978. Subsequent to that approval , the applicant applied for approval of a short plat to redivide Lot 7 into two smaller lots. Pursuant to an opinion of the City Attorney as to the effects of an Attorney General 's Opinion, AGO, 1980, No. 5, .the short plat was dismissed and the applicant filed a request for a preliminary plat (File No. PP-055-80) . The Hearing Examiner has recommended that the City Council approve the requested preliminary plat. The applicant has also submitted a request for a special permit to grade and fill the subject site (Lot 7b of the preliminary plat) which has been approved by the Hearing • Examiner subject to appeal (File No. SP-011-80) . 9. The applicant proposes constructing an 82,170 square foot office/warehouse facility on the subject site which requires :a site approval pursuant to Sections 4-3010(A) (6) and 4-730.040(9) . 10. The Comprehensive Plan indicates that the area in which the subject property is located is suitable for the development of manufacturing type uses. 11 . The building will house the applicant's warehouse/storage uses, office space and manufacturing component, as well as space to be leased to another party. The total indoor storage will be +75,870 square feet requiring 51 parking spaces; the total office space will be 3,900 square feet requiring 20 .parking spaces; and the manufacturing will be 2,400 square feet requiring two parking spaces. Seventy-three parking spaces in all will be required. 12. The landscaping plans have been •tubmitted- by the applicant. The landscaping wi.l.l continue the theme utilized in the adjoining Service Paper Company project. 13. The berm planned along the sidewalk may cause slight clearance problems although SA-012-80 Page Three visual clearance of 85 feet and 65 feet, to the left and right, respectively, will be maintained. CONCLUSIONS: 1 . The site plan submitted by the applicant appears to achieve the goals and objectives of the Comprehensive Plan for uses in this area. The applicant intends ' to construct a combination office/warehouse with a small manufacturing component on the subject site. The Comprehensive Plan and the Green River Valley Comprehensive Plan both indicate the suitability of this property for the intended uses. 2. The landscaping plan submitted is compatible with and similar to those developed for adjacent' uses and will effectively integrate the proposal into surrounding development to achieve an effect of a well-planned and coordinated manufacturing park. 3. The berm! as indicated may prove to cause visual interference for vehicles exiting the site. Similar berms have been used on adjoining property to no detrimental effect. If the berm does prove to cause sight clearance problems as determined by the Police Department or the Traffic Engineering Division, those problems should be rectified by whatever modifications are necessary. 4. The facility appears to be a well-planned addition to the growing industrial park, will enhance the visual image along the streets adjacent to it and will increase the tax base of the city. DECISION: ; Exhibits No.; 2, 3 and 4 are approved subject to revision of the berm if sight clearance problems arise as determined by the Police Department or the Traffic Engineering Division. A special permit for fill and grade was granted an November 19, 1975 , and the subject site was part Of the final plat of Orillia Industrial Park #1 approved by the Hearing Examiner on June 19, 1978 . Soils : Primary Urban Land (Ur) from the fill operation. The property has since been filled with a suitable granular material to a height acceptable to King County Hydraulics for flood proofing . 3 . Water : No surface water was observed on the subject site (July 3 , 1980) . 6. Land Use : The subject site is undeveloped except for the previous fill material . The Service Paper Company project is under construction to the south while the Superior Fast Freight facility is located on the adjacent property to the east. Properties to the west and north remain undeveloped. The. Benaroya warehousing facility is located to the southwest . E . NEIGHBORHOOD CHARACTERISTICS : The subject site is located in a transitional _ area from undeveloped land to various industrial and commercial uses. F . PWLIC SERVICES : 1! Water and Sewer : A 12" water main and 12" sanitary sewer run north-south along the E . Valley Road within a mile to the east of the subject site. A 24" water main extends north-south on Lind Avenue S .W. adjacent to the westerly boundary of the property . 2 . Fire Protection : Provided by the Renton Fire Department as per ordinance requirement . 3. Transit : Metro Transit Route #155 operates along S .W. 43rd Street approximately 2 mile to the south of the subject site . 4. Schools : Not applicable . 5. Recreation : Not applicable . G. THE NATURAL OR HUMAN ENVIRONMENT :MENT : 1 . Natural Systems : Development of the subject site will disturb soils and vegetation , increase storm water runoff and have an effect on traffic and noise levels in the area. However, these impacts can be mitigated through proper development controls. 2 . Population/Employment : The nature of the use is such that there isn 't likely to be any significant change in population. However, completion of the facilities will provide approximately 87 additional employment opportunities . 3 . Schools : Not applicable . 4. Social : Not applicable . 5 . Traffic : The proposed warehouse/office facility will generate approximately 640 additional vehicle trips per day for the warehousing use ( 3 .68 trips per 1 ,000 sq . feet + 374 trips) on Raymond Avenue S .W. J . ENVIRONMENTALUINMENJTAAL. ASSESSMENT/THRESHOLD DETERMINATION: Pursuant to the City of Renton 's Environmental Ordinance and the State Environmental Policy Act of 1971 , as amended , RCW 43-21C , a declaration of non-significance was issued by the Environmental Review Committee on April 23 , 1980 . The proposal is consistent with the land use element of the Comprehensive Plan which designates the site as Manufacturing Park . 2 . The applicant proposes to construct a 82, 170 square foot warehouse and office facility on a 4 .05 acre site located 500 ' north of the corner of Lind Avenue S .W. and S.W. 34th Street . The project is immediately north of the Service Paper. Company building , which was approved under File No . SA-389-79 . The proposal , is similar to the recent case of Mercury Marine , where only a portion of the existing lot was developed. Unlike Mercury Marine , the remaining portion will be subdivided and developed as a separate parcel . The total lot area is + 7.2 acres . - Presently, there are no plans for development of the northerly 3 . 15 acres of the site . Upon approval of the preliminary plat and filing of the final plat to divide the existing Lot 7 into 2 lots , title of the + 4.05 acres will transfer Brady International Hardwoods per previously executed sales agreement . The application by Brady Hardwoods was reactivated, when Glacier Park Company formally joined Brady in the applications for both filling and grading and site approval . r PLANNING DEPARTMENT PRELIMINARY REPORT TO THE HEARING EXAMINER PUBLIC HEARING : BRADY INTERNATIONAL HARDWOODS , SA-012-80 JULY 15 , 1980 PAGE FOUR 3 . The proposal as submitted complies with the requirements of the M-P , Manufacturing Park Zone . The submittal contradicts itself in that the building plans show a one-story office structure of approximately 3500 square feet to accompany the warehouse facility . The elevations on the other hand show a future mezzanine structure of approximately 3500 square feet . The required 72 parking spaces include the necessary parking spaces for the future mezzanine and is included in the following calculations : OCCUPANCY AREA (sq. ft . ) RATIO CARS I . This area is used mainly for security area to load and unload the hardwood product . Some minor storage is anticipated in this area but not significant enough to consider it for outside storage parking requirements . The layout of the facility does not allow the conversion of the future mezzanine storage area into office or expansion of the office space in the leased area. The end result could be requirement of additional parking . This parking could be obtained by decreasing the outside storage area and increasing the parking lot on the south side of the building . Those future expansions or modifications of the building would have to be evaluated at the time of construction . 5 . The sidewalk was not included in the LID on Lind Avenue S .W. The developer will be required to construct the sidewalk and landscape the sidewalk and curb . The landscaping plans as submitted correspond with those landscaping plans submitted for Service Paper . Earth Enterprises has designed the landscaping for both projects and utilized basically the same plant materials . 6 . Sidewalks and landscaping improvements are not anticipated to be constructed at this time on the northern + 3. 15 acres of Lot 7. This position of the applicant , Glacier Park Company , is based upon the uncertainty of the ultimate use of the ' site and the necessity and location of curb cuts . In the case of Mercury Marine, additional sidewalks and landscaping were required because that area was known to be a future expansion area for the company . In this situation the ultimate use of the northern portion of Lot 7 is unknown and a preliminary plat is in process to divide that portion off . PLANNING DEPARTMENT PRELIMINARY REPORT TO THE HEARING EXAMINER PUBLIC', HEARING : BRADY INTERNATIONAL HARDWOODS, SA-012-80 JULY 15 , 1980 PAGE FIVE d II 7 The site design of the parking lot complies with the dimensional requirements of the Parking and Loading Ordinance. The site also provides adequate maneuvering space for semi-trailers using the truck doors without blocking the parking aisles . The Traffic Engineering Diyision has raised the question of site distance in relationship to the landscaping . In this case the individual leaving the site will have visual clearance of 85 ' to the left and 65 ' to the right . This is similar to the site distance required for the Boeing parking lot . In addition , the berm created along the front of the street will have sod placed on it and be a maximum of 30" high, thus not appearing to interfere with sight clearance . An identical plan has been approved for the Service Paper building to the south and has been reviewed by the Engineering Division at the time without any comments . 8 In most cases of site plan approval requests , the legal description is equivalent to the site area to be developed. However , the Renton Municipal Code does not specifically state that the site plan and legal description must coincide . Generally, the site area and the legal description coincides because a lending institution will not advance. mortgage money for construction . That is a private matter not within the realm of public review and approval . Therefore , a site plan can be approved on a portion of a legal lot without detailed plans for the entire site . M. DEPARTMENTAL RECDMlMENDATI®Nl5 : Based on the foregoing analysis , the staff recommends that the Hearing Examiner approve the site plan for Brady International Hardwoods , Inc . , File No . The end result could be requirement of additional parking . This parking could be obtained by decreasing the outside storage area and increasing the parking lot on the south side of the building. Those future expansions or modifications of the building would have to be evaluated at the time of construction. 5 . The sidewalk was not included in the LID on Lind Avenue S .W. The developer will be required to construct the sidewalk and landscape the sidewalk and curb . The landscaping plans as submitted correspond with those landscaping plans submitted for Service Paper . Earth Enterprises has designed the landscaping for both projects and utilized basically the same plant materials . 6 . The subject property is a portion of a larger lot which has not been subdivided according to the State Subdivision Act and the City Municipal Code . Therefore , the approval must be conditioned upon the filing of a final plat . 7 . The site design of the parking lot complies with the dimensional requirements of the Parking & Loading Ordinance . The site also provides adequate maneuver space for semi-trailers using the truck doors without blocking the parking aisles . The Traffic Engineering Dept . has raise the question of site distance in relationship to the landscaping . In this case the individual leaving the site will have visual clearance of 85 ' feet to the left and 65 ' to the right . This is similar to the site distance required for the Boeing Parking Lot . In addition, the berm created along the front of the street will have sod placed on it and be a maximum of 30" high, thus not appearing to interfere with sight clearance .
