PLANNING DEPARTMENT The Planning Department preliminary report was received by the REPORT: Examiner on April 16, 1980. PUBLIC HEARING: After reviewing the Planning Department report, examining available information on file with the application, and field checking the property and surrounding area, the Examiner • conducted a public hearing on the subject as follows: The hearing was opened on April 22, 1980 at 9:00 a.m.: in the Council Chambers of the Renton Municipal Building. Parties wishing to testify were affirmed by the Examiner. It was reported that the Hearing Examiner and the applicant had received and reviewed the Planning Department report. Roger Blaylock, Associate Planner, reviewed the report, and entered the following exhibits into the record: Exhibit #1: Application File with staff report and other pertinent documents Exhibit #2: Site Plan with staff comments Exhibit #3: Landscaping Plan with staff comments Referencing Section L.5 of the staff report requiring conformance of the landscaping plan to the approved theme of the Airport Specialties facility to the north of the subject site, Mr. Blaylock noted that Airport Specialties has not complied with city requirements to date. The Examiner inquired if concern exists regarding signing on the property. Mr. Blaylock advised that compliance with requirements of the Renton Sign Code would be enforced. The Examiner requested testimony by the applicant. Responding was: Mel Johnson 7383 126th Place S.E. Renton, WA 98055 Mr. Johnson indicated concern regarding the requirement denoted in Section M.2 of the staff report pertaining to completion of the water main extension prior to occupancy of the structure. He advised that a meeting two months ago with representatives of the Fire Department, the Airport Director and the Public Works Director had resulted in an agreement that occupancy would be allowed if the City of Renton provided a letter to the applicant stating that the water line would be constructed and listing an estimated completion date. The Examiner requested clarification that the applicant has no control over the completion date of the city construction project. The applicant responded affirmatively. The Examiner requested further testimony in support or opposition to the application. There was no response. He then requested final comments from the Planning Department. Mr. Blaylock advised that the Planning Department would not object to modification of Condition No. M.2 regarding delay of occupancy until completion of the water main if it has been agreed upon by each city department and if the City Attorney rules that the city will not incur liability with such an agreement. The Examiner noted that submission of a storm drainage and grading plan to the Public Works,- Department would be required of the applicant prior to construction. Since there were none, the hearing regarding File No. SA-024-80 was closed by the Examiner at 9:20 a.m. FINDINGS, CONCLUSIONS & DECISION: Having reviewed the record in this matter, the Examiner now makes and enters the following: FINDINGS: 1. The request is for approval of a site plan for two tee hangars and tie down facilities at the Renton Municipal Airport. 2. The application file containing the application, SEPA documentation, the Planning Department report, and other pertinent documents was entered into the record as Exhibit #1. 3. Pursuant to the. City of Renton's Environmental Ordinance and the State Environmental Policy Act of 1971, R.C.W. 43.21.C. , as amended, a Declaration of Non-Significance has been issued for the subject proposal by Gordon Y. Ericksen, responsible official. 4. Plans for the proposal have been reviewed by all city departments affected by the impact of this development. 5. There was no opposition to the proposal expressed. 6. A water main needed for airport facilities is being extended into the subject site by the city. 7. The proposal is compatible with the required setbacks, lot coverage and height requirements of Section 4-719 (Airport) of Title IV, Ordinance No. 1628, Code of General Ordinances. 8. The subject site is part of the original plat of the City of Renton. The site is included within the Renton Municipal Airport and is leased from the city by the applicant to provide hangar and storage facilities for private aircraft. 9. The site is essentially level and covered with grasses. The site is within two hundred feet of the Cedar River, and therefore it is within the zone of protection offered by the Shorelines Management Act. A Shoreline Management Substantial Development Permit was issued for development on the site on November 9, 1978. . Under this permit the applicant has two years to begin construction and five years to complete construction. 10. The development surrounding the subject property is all aviation oriented and given over to hangars, taxiways and runways. Two similar storage buildings are located along the northern property lines of the subject property. 11. Similar storage hangars have received approval on the adjacent site and the Planning Department has recommended that the proposed landscaping theme be consistent with that approved for the adjacent property. In addition, the Substantial Development Permit required landscaping to be installed east of the access roadway. 12. The hangars will provide approximately 15,800 feet of storage space for about 13 aircraftland the tie down areas, each about .6100 square feet, will provide space for about 10 to.12 additional aircraft. The Parking and Loading Ordinance requires one parking space for each 1,500 square feet of warehouse space and one parking space for each 2,000 square feet of uncovered storage area (Sections 4-2208.3 and 4-2208.8) ; therefore, the applicant should provide 16 parking spaces. 13. The applicant has to provide storm drainage plans which are subject to approval of the Public Works Department. CONCLUSIONS: 1. The site plans submitted by the applicant appear to permit a reasonable commercial use of the subject property, and at the same time provide for compatible addition to the airport and to the shoreline of the adjacent Cedar River. Screened and landscaped as indicated in the proposed plans, the proposal should allow an integrated hangar facility to blend into the approved surrounding developments and into the shoreline. The size of the proposed development including both the hangar facilities and the outside storage area requires 16 parking spaces, and therefore, the plans should be revised to accommodate that number of vehicles. 3. In order to insure the integrity of the shoreline in this area, all landscaping should be installed prior to the issuance of an occupancy permit. The landscaping installation shall be subject to approval of the Planning Department. 4. The exterior treatment of the building should be consistent and compatible with the treatment of Airport Specialties and is subject to approval by the Planning Department. DECISION: Exhibits #2 and #3 are approved subject to: 1. Installation of the approved landscaping prior to the issuance of an occupancy permit. 2. Approval of the grading and storm drainage plans by the Public Works Department. 3. All conditions imposed by the Substantial Development Permit are complied with by the applicant. The plant materials suggested around the hangers are appropriate and appear to be of adequate size. The necessary fire flows for the facility will be provided when the Airport constructs a new water main along the eastern boundary of the subject site. The landscaping plan as submitted addresses the site area of the lease. The Shoreline Management Permit required that 10 feet of landscaping be placed off the site on the east side of the. roadway. . The, plant materials suggested around the hangers are appropriate and appear to be of adequate size. The plant materials planted on the east: side of the road should follow the same theme approved for Airport Specialties. 6. The necessary fire flows for the facility will be provided, when the Airport constructs a new water main along the eastern boundary of the subject site. The Fire Department has requested that two fire hydrants be placed within 150 feet of the hanger structures.
