The permission hereby granted is subject to:
1. Existing leases, licenses and permits heretofore granted by Railway Company or its predecessors in interest
affecting the said premises.
2. Cancellation effective July 30, 1982
or at any time prior._thereto on five (5)
days'written notice by either party hereto given one to the other. .
3. All work and drilling shall be done in a good and workmanlike manner so as not to interfere with the tracks,
operation of trains,communications and other facilities of Railway Company.
4. If Railway Company's Superintendent dater-Ra4446s kat o
furnish a flagman during the surve or so' ee agrees to reimburse,Railway Company

5. No holes are to be drilled within 20 feet of any trackage.
6. All holes or depressions left in said premises shall be filled and leveled by Permittee in a manner satisfactory to

7. If it is necessary to remove any right of way fences to facilitate the making of a survey or soil borings,they
shall be removed and restored by Railway Company forces, all at the expense of Permittee,upon request made
by Permittee.
8. Permittee shall assume all liability for and indemnify and save harmless Railway Company from any and all
claims, suits, losses, damages or expenses, whether contributed to by the negligence of Railway Company, its
agents or employees, or otherwise, on account of injuries to or death of any and all persons whomsoever,
including but not limited to the Permittee,employees and agents of Permittee, its contractors,subcontractors,
employees of the contractors, employees of the subcontractors and employees of Railway Company,and on
account of any and all loss or destruction of or damage to property to whomsoever belonging, including
property owned by, rented to, or in the care, custody or control of the Railway Company, Permittee, its
contractors, subcontractors and of their respective employees and agents, arising or growing out of or in any
manner connected with or caused or occasioned, in whole or in part, by reason of or arising during the
presence of the person or of the property of Permittee, its employees or agents, its contractors or
subcontractors and their respective employees and agents, upon or in proximity to the property of Railway
Company or while going to or departing from the same under the authority granted by this permit. Permittee
further agrees, at its expense, in the name and on behalf of Railway Company,that it shall adjust and settle all
claims made against Railway Company and shall appear and defend any suits or actions at law or in equity
brought against Railway Company on any claim or cause of action arising or growing out of or in any manner
connected with any liability assumed by Permittee under this permit for which Railway Company is liable or is
alleged to be liable. Railway Company shall give to Permittee notice in writing of the receipt or pendency of
such claims and thereupon Permittee shall proceed to adjust and handle to a conclusion such claims,and in the
event of a suit being brought against Railway Company, Railway Company shall forward summons and
complaint or other process in connection therewith to Permittee, and Permittee shall defend,adjust or settle
such suits and protect, indemnify and save harmless Railway Company from and against all damages,
judgments, decrees, attorney's fees, costs and expenses growing out of or resulting from or incident to any
such claims or suits.

Dear Barbara:
The Environmental Review Committee considered your request of November 21, 1984,
during their December 6th meeting. As you are aware, the L.I.D. process is a lengthy
procedure that begins with: (1) preliminary evaluation and inquiry by interested property
owners; (2) actual formation of an L.I.D. and acceptance by formal City ordinance; and,
3) the actual construction of the off-site improvements.
Development on either Tract A or `B was limited by the Environmental Review
Committee's condition of approval for Washington Technical Center. Specifically, the
ERC takes the position, at this time, that a building permit can be issued to First Cities
Equity if the City Council has adopted a formal ordinance enacting the L.I.D. process. In
response to your question of occupancy of structures, construction of the off-site
improvements must be completed prior to the occupancy of any structures. The ERC
believes that the L.I.D. provides the financial methods to accomplish the improvements
and does not transfer the responsibility from First Cities Equity.
The City cannot assure First Cities Equity that the L.I.D. process will not impede
development on either Tracts A or B.

RE: EARLINGTON PARK - REQUIRED MITIGATION
Dear Mr. Davis :
Pursuant to Section 2810 (c) of the Renton Environmental Ordinance
Chapter 28, Title IV) , the Environmental Review Committee
has reviewed the Earlington Park proposal, the Draft EIS,
and Final EIS to determine reasonable conditions necessary
to mitigate or avoid the adverse impacts of the project.
The Environmental Review Committee finds that adverse environ-
mental impacts identified in the Draft EIS and in comments
and responses to the Draft EIS (contained in the Final EIS)
will occur as a result of the development of the project.
These include adverse impacts to open space and recreation,
storm drainage, flood control, water quality, flora, archaeo-
logical resources , and transportation/circulation. Accordingly,
the Environmental Review Committee has determined that mitigating
measures are necessary and that the following conditions
shall apply to any approval given by the City to the Earlington
Park project.
A. As part of the development of the Earlington Park project,
the proponents shall :
1 . Plat Phase 2 into Tracts A and B during the first
subdivision process.
2. Show as "reserve" on the face of the plat that
area required for permanent right-of-way of the
East Side Watershed Project.
3. Dedicate to the City of Renton as public open space
and a storm water detention area that portion of
the site between Springbrook Creek and Black River
north of the extension of the east segment of the
northern property line. (See attached Exhibit
A. )

4 . Preserve in a natural condition the first 1600
feet of the old Black River channel and associated
riparian vegetation upstream of the confluence
of Springbrook Creek and Black River. (See attached
Exhibit A, )
5. Dedicate an easement for storm drainage along the
north property line from the northeast corner of
the site to the Black River channel. (See attached
Exhibit A. )
6. Direct all storm drainage from the site east of
Springbrook Creek to the upstream end of the old
Black River channel for the purpose of wetland
treatment (as per the Water Quality Impact Assessment) .
7. Extend the existing storm sewer line on the site
in an appropriate size) northwestward to the upstream
end of the old Black River channel.
8. Preserve Springbrook Creek and Black River in their
natural condition and existing locations until
such time as the Environmental Review Committee
determines that relocation to conform to the East
Side Watershed Project is necessary.
9. Retain as open space that portion of the site deter-
mined to have cultural significance by the Office
of Public Archaeology until such time as the Environ-
mental Review Committee determines that the site
is no longer needed for archaeological purposes.
B. Prior to the development of Phase 1 , the proponents
shall:
1 . Extend Powell Avenue to S.W. Grady Way, with final
intersection location to be determined by the Public
Works Department.
2. Participate in the signalization of the intersection
of Powell Avenue and S.W. Grady Way by contributing
35% of the costs of this signalization.
3. Participate in the signalization of the intersection
of Edwards Avenue and S.W. 7th Street by contributing
20% of the costs of this signalization.

C. Prior to the development of Tract B, Phase 2 , the proponents
shall:
1 . Construct Valley Parkway (2 lanes) along the west
side of Tract B from S.W. 7th Street to S.W. Grady
Way.
2. Participate in the signalization of the intersection
of Valley Parkway and S.W. Grady Way.
D. Prior to the development of Tract A, Phase 2 , the proponents
shall:
1 . Construct Valley Parkway (2 lanes) from S.W. 7th
Street to Monster Road.
The above conditions are applied by the Environmental Review
Committee acting as the Responsible Official for the City
of Renton •in order to mitigate and avoid adverse environmental
impacts of the proposal. These conditions are final unless
appealed within fourteen days to the Land Use Hearing Examiner.

Street Vacation public hearing to consider proposed street vacation, cul de sac
Portion of NE 12th on NE 12th St. as requested by the City of Renton. Letter was

REPORT AND RECOMMENDATION TO THE RENTON CITY COUNCIL.
APPLICANT: Glacier Park Company FILE NO. PP-055-80
LOCATION: Southeast corner of Lind Avenue S.W. between S.W. 29th Street
and S.W. 34th Street.
SUMMARY OF REQUEST: The applicant seeks preliminary approval of a two-lot
resubdivision of a parcel contained in a previously approved
formal plat, Orillia Industrial Park, Phase I .

RECOMMENDATION:
Hearing Examiner: Approval with conditions.
PLANNING DEPARTMENT The Planning Department preliminary report was received by the
REPORT: Hearing Examiner on July 11 , 1980.
PUBLIC HEARING: After reviewing the Planning Department report, examining
1 available information on file with the application, and field
checking the property and surrounding area, the Examiner
conducted a public hearing on the subject as follows:

The hearing was opened on July 15, 1980 at 9:25 a.m. in the Council Chambers of the Renton
Municipal Building.
Parties wishing to testify were affirmed by the Examiner.
It was reported that the Hearing Examiner and the applicant had received and reviewed the
Planning Department report. Roger Blaylock,- Associate Planner, reviewed the report , and
entered the fallowing exhibits into the record:

Mr. Blaylock advised that Exhibit #2 designates the replatted area in red within the
existing Glacier Park plat.
The Examiner requested testimony by the applicant. Responding was :

Mr. Faull introduced representatives for the applicant in attendance, and indicated their
availability to respond to inquiries by the Hearing Examiner or Planning Department staff.
As a result ofithe issuance of an opinion by the Attorney General early in the year to
which the citylhad given substantial weight, Mr. Faull indicated that delay of the subject
application had occurred in order to allow the opportunity for revision from a short plat
application to la formal plat of the two lots. He submitted a letter from James F. Stengel ,
Landsearch Corporation, which chronologizes development efforts for relocation of the
Brady International Hardwoods Company. The letter was entered into the record by the
Examiner as follows:

The letter discusses a critical timing problem due to the opportunity for lease cancellation
by the currentH essor for the company, the Port of Tacoma, and the necessity for prompt
approval and processing of the subject application to allow commencement of construction
of the facility prior to inclement weather.
The Examiner apologized for delays incurred by the applicant; however, he noted that
opinions of the' Attorney General carry persuasive weight in determination of city
procedures. Referring to future applications for replatting of property contained in the
original Glacier Park plat, he suggested planning applications far in advance or reviewing
possible means of tempering the Attorney General 's Opinion.
The Examiner requested testimony in support or opposition to the application. There was

no response. He then invited final comments from the Planning Department staff. Since there
were no further comments offered, the hearing regarding File No. PP-055-80 was closed by
the Examiner at 9:40 a.m.
FINDINGS, CONCLUSIONS & RECOMMENDATIONS: Having reviewed the record in this matter, the
Examiner now', makes and enters the following:
FINDINGS:
1 . The request is for approval of an 8.4 acre, two-lot preliminary plat. This is a
resubdivision of an existing lot contained within the previously approved plat of
Orillia Industrial Park, Phase I , and is consistent with the Attorney General 's
Opinion, AGO, 1980, No. 5.
2. The application file containing the application, SEPA documentation, the Planning
Department report, and other pertinent documents was entered into the record as
Exhibit #1 .
3. Pursuant 'to the City of Renton's Environmental Ordinance and the State Environmental
Policy Act of 1971 , R.C.W. 43.21 .C. , as amended, a Declaration of Non-Significance
has been issued for the subject proposal by the Environmental: Review Committee,
responsible official .
4. Plans for the proposal have been reviewed by all city departments affected by the
impact of this development.
5. There was' no opposition to the proposal expressed.
6. All existing utilities are available and in close proximity.
7. The proposal is compatible with the required setbacks, lot coverage and height
requirements of Section 4-730 (M-P; Manufacturing Park) of Title IV, Ordinance No.
1628, Code of General Ordinances .
8. The property is located on the southeast corner of Lind Avenue S.W. between S.W.
29th Street and S.W. 34th Street.
9. The site was annexed into the city in 1959. The current M-P classification was
applied in 1969 and a final plat was approved in July of 1978. Subsequent to that
approval „ the applicant applied for approval of a short plat to redivide Lot 7 into
two smaller lots. Pursuant to an opinion from the City Attorney as to the effects
of an Attorney General Opinion (see above) , the request for short plat was dismissed
and this request for preliminary plat was initiated.
10. The subject site is generally level as the result of grading and filling operations
which have occurred on the site. The only vegetation on the site are scrub grasses
and weeds. ..
11 . The site is currently undeveloped. Part of the subject property is proposed for
development upon completion of the platting process. Concurrently with this
application there were submitted a request for special permit to grade and fill the
site and a request for site approval for office and warehouse purposes .
12. The area surrounding the subject, site is in transition from undeveloped to industrial ,
warehouse and office uses of a manufacturing park type nature. Service Paper and
Superior Fast Freight are located adjacent to the site.
13. The applicant proposes dividing the subject lot (Lot 7) into two lots, one of which
will be approximately 4.34 acres (Parcel A) ; and the remaining lot, Parcel B, will
be approximately 4.05 acres. Parcel B will be developed by the Brady International
Hardwoods Company.
14. Improvements, with the exception of sidewalks and the necessary curb cuts and
landscaping, have been installed.
CONCLUSIONS: 1
1 . The preliminary plat as proposed appears to serve the public use and interest. The
area already has been extensively subdivided into parcels of various sizes which
permits the applicant to meet the needs of a variety of potential occupants of the
Orillia Industrial Park. The proposed subdivision will permit the establishment
of two parcels which are each about four acres in size.
The prospective purchaser, Brady International , has indicated that their needs

would be effectively served by the smaller sized parcel . The purchaser intends to
build a warehouse/storage facility on the smaller of the two parcels.
2. With the exception of sidewalks and those curb cuts and driveways which will be
determined by the potential user, all improvements have been installed pursuant to
the previously approved plat of Orillia Industrial Park. Sidewalks should be
installed to permit safe pedestrian movement at this time rather than waiting for
total development. Currently, pedestrians would have to use irregularly filled
areas orithe street.
3. The proposed preliminary plat is compatible with the Comprehensive Plan which
indicates that the area is suitable for the development of manufacturing uses and
consistent with the M-P zoning classification of the site.
RECOMMENDATION:
Exhibit #2 is approved subject to the installation of sidewalks along Lind Avenue S.W.
and S,.W. 29t1 Street.

decision of the Examiner is based on erroneous procedure, errors of law or fact, error
in judgment, or the discovery of new evidence which could not be reasonably available
at the prior hearing may make a written request for review by the Examiner within fourteen
14) days from the date of the Examiner's decision. This request shall set forth the
specific errors relied upon by such appellant, and the Examiner may, after review of the
record, take further action as he deems proper.
An appeal to the City Council is governed by Title IV, Section 3016, which requires that
such appeal be filed with the City Clerk accompanying a filing fee of $25.00 and meeting
other specified requirements. Copies of this ordinance are available for inspection in

said department.

REPORT AND RECOMMENDATION TO THE RENTON CITY COUNCIL,
APPLICANT: Glacier Park Company FILE NO. PP-055-80
LOCATION: Southeast corner of Lind Avenue S.W. between S.W. 29th Street
and S.W. 34th Street.
SUMMARY OF REQUEST: The applicant seeks preliminary approval of a two-lot
resubdivision of a parcel contained in a previously approved
formal plat, Orillia Industrial Park, Phase I .

RECOMMENDATION:
Hearing Examiner: Approval with conditions.
PLANNING DEPARTMENT The Planning Department preliminary report was received by the
REPORT: Hearing Examiner on July 11 , 1980.
PUBLIC HEARING: After reviewing the Planning Department report , examining
available information on file with the application, and field
checking the property and surrounding area , the Examiner
conducted a public hearing on the subject as follows:
The hearing was opened on July 15, 1980 at 9:25 a.m. in the Council Chambers of the Renton
Municipal Building.
Parties wishing to testify were affirmed by the Examiner.
It was reported that the Hearing Examiner and the applicant had received and reviewed the
Planning Department report. Roger Blaylock, Associate Planner, reviewed the report , and
entered the following exhibits into the record:

Exhibit #2: Preliminary Plat Map
Mr. Blaylock advised that Exhibit #2 designates the replatted area in red within the
existing Glacier Park plat.
The Examiner requested testimony by the applicant. Responding was :

Mr. Faull introduced representatives for the applicant in attendance, and indicated their
availability to respond to inquiries by the Hearing Examiner or Planning Department staff.
As a result of the issuance of an opinion by the Attorney General early in the year to
which the city had given substantial weight, Mr. Faull indicated that delay of the subject
application had occurred in order to allow the opportunity for revision from a short plat
application to a formal plat of the two lots. He submitted a letter from James F. Stengel ,
Landsearch Corporation, which chronologizes development efforts for relocation of the
Brady International Hardwoods Company. The letter was entered into the record by the
Examiner as follows:

The letter discusses a critical timing problem due to the opportunity for lease cancellation
by the current lessor for the company , the Port of Tacoma, and the necessity for prompt
approval and processing of the subject application to allow commencement of construction
of the facility prior to inclement weather.
The Examiner apologized for delays incurred by the applicant ; however, he noted that
opinions of the Attorney General carry persuasive weight in determination of city
procedures. Referring to future applications for replatting of property contained in the
original Glacier Park plat , he suggested planning applications far in advance or reviewing
possible means of tempering the Attorney General 's Opinion.
The Examiner requested testimony in support or opposition to the application. There was

no response. He then invited final comments from the Planning Department staff. Since there
were no further comments offered , the hearing regarding File No. PP-055-80 was closed by
the Examiner at 9:40 a.m.
FINDINGS, CONCLUSIONS & RECOMMENDATIONS: Having reviewed the record in this matter, the
Examiner now makes and enters the following:
FINDINGS:
1 . The request is for approval of an 8.4 acre, two-lot preliminary plat. This is a
resubdivision of an existing lot contained within the previously approved plat of
Orillia Industrial Park, Phase I , and is consistent with the Attorney General 's
Opinion, AGO, 1980, No. 5.
2 . The application file containing the application, SEPA documentation, the Planning
Department report , and other pertinent documents was entered into the record as
Exhibit #1 .
3. Pursuant to the City of Renton's Environmental Ordinance and the State Environmental
Policy Act of 1971 , R.C.W. 43.21 .C. , as amended, a Declaration of Non-Significance
has been issued for the subject proposal by the Environmental Review Committee,
responsible official .
4. Plans for the proposal have been reviewed by all city departments affected by the
impact of this development.
5. There was no opposition to the proposal expressed.
6. All existing utilities are available and in close proximity.
7. The proposal is compatible with the required setbacks , lot coverage and height
requirements of Section 4-730 (M-P; Manufacturing Park) of Title IV, Ordinance No.
1628, Code of General Ordinances .
8. The property is located on the southeast corner of Lind Avenue S.W. between S.W.
29th Street and S.W. 34th Street .
9. The site was annexed into the city in 1959. The current M-P classification was
applied in 1969 and a final plat was approved in July of 1978. Subsequent to that
approval , the applicant applied for approval of a short plat to redivide Lot 7 into
two smaller lots. Pursuant to an opinion from the City Attorney as to the effects
of an Attorney General Opinion (see above) , the request for short plat was dismissed
and this request for preliminary plat was initiated.
10. The subject site is generally level as the result of grading and filling operations
which have occurred on the site. The only vegetation on the site are scrub grasses
and weeds.
11 . The site is currently undeveloped. Part of the subject property is proposed for
development upon completion of the platting process. Concurrently with this
application there were submitted a request for special permit to grade and fill the
site and a request for site approval for office and warehouse purposes .
12. The area surrounding the subject site is in transition from undeveloped to industrial ,
warehouse and office uses of a manufacturing park type nature. Service Paper and
Superior Fast Freight are located adjacent to the site.
13. The applicant proposes dividing the subject lot (Lot 7) into two lots, one of which
will be approximately 4.34 acres (Parcel A) ; and the remaining lot , Parcel B, will
be approximately 4.05 acres. Parcel B will be developed by the Brady International
Hardwoods Company.
14 . Improvements, with the exception of sidewalks and the necessary curb cuts and
landscaping, have been installed.
CONCLUSIONS:
1 . The preliminary plat as proposed appears to serve the public use and interest . The
area already has been extensively subdivided into parcels of various sizes which
permits the applicant to meet the needs of a variety of potential occupants of the
Orillia Industrial Park. The proposed subdivision will permit the establishment
of two parcels which are each about four acres in size.
The prospective purchaser, Brady International , has indicated that their needs

would be effectively served by the smaller sized parcel . The purchaser intends to
build a warehouse/storage facility on the smaller of the two parcels.
2. With the' exception of sidewalks and those curb cuts and driveways which will be
determined by the potential user, all improvements have been installed pursuant to
the previously approved plat of Orillia Industrial Park. Sidewalks should be
installed to permit safe pedestrian movement at this time rather than waiting for
total development. Currently, pedestrians would have to use irregularly filled
areas or the street.
3. The proposed preliminary plat is compatible with the Comprehensive Plan which
indicates that the area is suitable for the development of manufacturing uses and
consistent with the M-P zoning classification of the site.
RECOMMENDATION:
Exhibit #2 is approved subject to the installation of sidewalks along Lind Avenue S.W.
and S.W. 29th Street.

Pursuant to Title IV, Section 3015 of the City's Code, request for reconsideration must
be filed in writing on or before July 31 , 1980. Any aggrieved person feeling that the
decision of the Examiner is based on erroneous procedure, errors of law or fact, error
in judgment, or the discovery of new evidence which could not be reasonably available
at the prior hearing may make a written request for review by the Examiner within fourteen
14) days from the date of the Examiner's decision. This request shall set forth the
specific errors relied upon by such appellant, and the Examiner may, after review of the
record, take further action as he deems proper.
An appeal to the City Council is governed by Title IV, Section 3016, which requires that
such appeal be filed with the City Clerk accompanying a filing fee of $25.00 and meeting
other specified requirements. Copies of this ordinance are available for inspection in
the Finance Department, first floor of City Hall , or same may be purchased at cost in
said department.

The subject site was annexed into the City of Renton
by Ordinance 1745 of April 14, 1959 . It was rezoned
from G to M-P by Ordinance 2533 on December 24, 2969 ,
and platted per final plat approved July 17 , 1978 .
A lot line adjustment was approved between Lots 6 and
7 on November 1, 1979 , under LLA-020-79 which created
the present configuration of Lot 7. On May 20 , 1980 ,
the Hearing Examiner dismissed the short plat application
and required the filing of a preliminary plat application .

D . PHYSICAL BACKGROUND:
1 . Topography : The site is essentially level .
2 . Soils : Snohomish silt loam ( So ) . Permeability
is moderate in the upper part of the profile and
moderately rapid in the lower part . Runoff is
slow and the erosion hazard is slight . This soil
is used for row crops , pasture , and hay. Much
of the site has been filled as part of the Glacier
Park Plat .
3 . Vegetation : Scrub grass and weeds are the only
significant vegetation
4. Wildlife : The existing vegetation is not suitable
for wildlife habitat .
5 . Water : No surface water was observed on the subject
site (April 25, 1980 ) .
6 . Land Use : The subject site is undeveloped . Properties
to the north and west remain undeveloped . To the
east is the Superior Fast Freight storage and distribution
center . Mercury Marine is beginning construction
to the south .
E . NEI GWi:;®RIW®®D CHARACTERISTICS :
The properties in the vicinity are experiencing transition
from undeveloped land to commercial/industrial uses
of light industrial nature .
F . PUBLIC SERVICES :
1 . Water and Sewer : An existing 12" water main runs
north-south along the E . Valley Road within ; mile
to the east of the subject site and a 12" main
extends east-west within ; mile to the north and
a 24" main runs north-south along Lind Avenue .
Along the E . Valley Road within 4 mile to the east
of the site exists an 8" sanitary sewer which eventually
become a 24" pipe .
2 . Fire Protection : Provided by the Renton Fire Dept .
per ordinance requirements .

fdr the subject proposal by the City ' s Environmental
Review Committee on June 25, 1980 .

1 . The proposed plat is consistent with the Comprehensive

2 . The proposal is compatible with the existing industrial
warehouse development adjacent to the subject site .
3 . All public improvements were installed with the
construction of the Burlington-Northern Orillia
Industrial Park except for the sidewalk and the
necessary curb cuts for the individual projects .
The specific location of fire hydrants will have
to be modified as a result of the modification
of the plat .
4. On January 24, 1980 , the State Attorney General
issued an opinion which concluded that a plat could
not be short platted , and that it must be replatted.
A copy of that. . opinion is attached.

principals of Brady International Hardwoods Company have formed
Orillia Investors, a Washington partnership, to complete purchase
of the south 731 feet of Lot 7 and to construct and own the improve-
ments thereon which are to be leased to Brady International Hard-
woods Company.
This constitutes consent of Glacier Park Company for Orillia In-
vestors to join as applicant on the Plat Application submitted to
City of Renton on June 9 , 1980 , if City of Renton so desires .
We enclose herewith Affidavits of Glacier Park Company to be incor-
porated in Orillia Investors applications to City of Renton for
site plan approval and for fill and grading permit.

I. CALL TO ORDER - The June 4th meeting of the Board of Public Works was called to order by
Chairman Gonnason at 9:00 p.m.

a. Application for Use of a Public Right-of-Way, John A. Jane, 2100 High Ave. N.E. -
Mr. Clemens commented that the street terminated in front of the Jane's property and in effect,
the public right-of-way is no more than a driveway. Report from Engineering noted the request
was investigated on site and the Jane's property is the last house located on the frontage road.
Installation of a gate at the requested location would have little or no effect on traffic
except to make them turn around one driveway sooner. Mrs. Jane explained that people drove in
and turned around on their lawn, also parked and made a lot of noise at night, she explained
also that the gate would be closed mostly at night. Fire Chief Geissler said he didn't see
any problem as long as the gate was wide enough for fire equipment access and the gate be left
unlocked. Moved by DAVE CLEMENS, eeeonded by RICHARD GEISSLER, to grant the Revoeabte Permit

b. Application for Use of a Public Right-of-Way, Jack's Restaurant, 3011 N.E. Sunset Blvd.,
Placement of Sign - Mr. Clemens noted the request had only been received yesterday and recom-
mended it be continued. Mr. Berlin was asked if this would be convenient and he said it would
be no problem. Moved by DAVE CLEMENS, eeeonded by RICHARD GEISSLER, to de6e/t th.ia matten bon
one week. MOTION CAR01ED.
c. Partial Deferral of Landscaping, Jocko's Tavern, 3901 N,E. 4th St. , Request Due to
Widening of the Public Right-of-Way for Signal Revisions - Mr. Houghton said that Engineering
would concur with the request. Mr. Clemens commented that the proposal seemed reasonable as
there would be no sense to installing things and then having to remove them in connection
with the intersection improvement of a two-way left turn signal.and recommended a deferral
of six months to clarify the situation and submittal of the landscaping plans within thirty
days after the deferral is approved at the existing right-of-way line. Moved by DAVE CLEMENS,
eeconded by RICHARD GEISSLER, to de6en the landscaping until Septembeit 3nd, 19E0, the aame

d. Request for Extension of Deferral of Off-Site Improvements, Glacier Industrial Park,
S.W. 27th St. , SW 30th, SW 31st, SW 34th, SW 39th, 84th Ave. S. and Longacres Parkway The
applicant proposed to bond ail improvement in connection with the proposed plat of 240 acres
due to the existing economic conditions and reduced demand, bond in amount of $4,180,000 was
posted at the time of the original deferral, earn 18, 1979. Mr. Gonnason noted this would
be in LID 314. Moved by DAVE CLEMENS, beconded by RICHARD GEISSLER, the exten.e.i.on o6 the
de6ettat to Apt 18, 1981 be approved and the company be advized that thda would be the maxi-
