I REPORT AND DECISION .
APPLICANT: ' Seventh Avenue Corporation FILE NO. SA-126-80
LOCATION: . Vicinity of 650 S.W. 7th Street.
SUMMARY OF REQUEST: The applicant requests site plan approval for a proposed
five-story, +88,000 square foot office building with associated
parking for AO vehicles.
SUMMARY OF ACTION: Planning Department Recommendation: Approval with conditions.
Hearing Examiner Decision: Approval with conditions.
PLANNING DEPARTMENT The Planning Department preliminary report was received by the
REPORT: Examiner on January 21 , 1981 .
PUBLIC HEARING: After reviewing the Planning Department report, examining
available information on file with the application, and field
checking the property and surrounding area, the Examiner
conducted a public hearing on the subject as follows:
The hearing was opened on January 27, 1981 at 10: 15 a.m. in the Council Chambers of the
Renton Municipal Building.
Parties wishing to testify were affirmed by the Examiner.
It was reported that the Hearing Examiner and the applicant had received and reviewed the
Planning Department report. Roger Blaylock, Associate Planner, presented the report , and
entered the following exhibits into the record:

report and other pertinent documents
Exhibit#2: Site Plan as submitted
Exhibit #3: Landscaping Plan
Also entered for illustrative purposes was a composite of landscaping and site plan.
The Examiner requested testimony by the applicant. Responding was:

Mr. Henderson indicated that the Planning Department report had been reviewed, and the
sole concern regards payment of the traffic improvement assessment since legislation has
not been formally adopted or approved by the city. He proposed that a bond be posted in
lieu of the payment when a building permit is requested. Mr. Blaylock advised that the
assessment' had been required as a mitigating measure of the environmental determination
and would be required prior to issuance of a building permit. Mr. Henderson indicated his
concurrence in the requirement.
The Examiner requested further comments in support. Responding was:

Mr. Moore presented a series of slides depicting the subject site, the surrounding area, and
the proposal . Responding to the Examiner' s inquiry regarding access across the existing
railroad tracks, Mr. Moore advised that because grades are relatively level , there would
be no difficulty in providing a roadway across the tracks. He also indicated that the parki
layout would be revised to conform with the city's ordinance provisions for compact cars in
accordance with the square footage of proposed buildings. The Examiner inquired if the
potential problem of reflective glass and traffic on FAI-405 and surrounding streets had
been studied. Mr. Moore advised that although the matter had not been reviewed, the

the unmirrored glass, which will be recessed into wall areas and protected by overhangs,
would be limited, and will provide a limited amount of reflectance to keep out heat.
The Examiner requested further comments in support or opposition to the application. There
was no response. He then requested an additional period of time of 21 days in which to
publish a decision regarding the matter due to upcoming vacations. There was no objection.
Since no further comments were offered, the hearing regarding File No. SA-126-80 was closed
by the Examiner at 10:36 a-.m.
FINDINGS, CONCLUSIONS & DECISION: Having reviewed the record in this matter, the Examiner
now makes and enters the following:
FINDINGS:
1 . The request is for approval of a site plan for an approximately 88,000 square foot
office building together with parking for 440 vehicles.
2. The application file containing the application, SEPA documentation, the Planning
Department report, and other pertinent documents was entered into the record as
Exhibit #1 .
3. Pursuant to the City of Renton's Environmental Ordinance and the State Environmental
Policy Act of 1971 , R.C.W. 43.21 .C. , as amended, a Declaration of Non-Significance
has been issued for the subject proposal by the Environmental Review Committee,
responsible official .
4. Plans for the proposal have been reviewed by all city departments affected by the
impact of this development.
5. There was no opposition to the proposal expressed.
6. All existing utilities are available and in close proximity.
7. The proposal is compatible with the required setbacks, lot coverage and height
requirements of Section 4-730 (M-P; Manufacturing Park) of Title IV, Ordinance No.
1628, Code of General Ordinances.
8. The subject property is located in the vicinity of 650 S.W. 7th Street. The site is
located between S.W. 7th and the Milwaukee Road Railroad right-of-way. The entire
tract is approximately 3.91 acres. The site was annexed into the city in April of
1959 by Ordinance No. 1745. The site was rezoned to M-P by Ordinance No. 2205 in
January, 1966.
9. The site is essentially level . The parcel is composed of two portions which are
separated by a spur of the Milwaukee trackage. The majority of the site is south
of the spur line and the office building and some parking will be located upon this
parcel . The remaining portion will accommodate the remainder of the required parking.
10. Pursuant to Section 4-730.040.9, a site plan has been filed for the office building
and a public hearing held.
11 . The building will be a five-story tower with covered parking on the first level .
The remainder of the parking will be surrounding the building and on the northerly
portion northwest of the railroad spur. The building will be finished in precast
buff colored concrete with reflective bronze glass windows. The windows should not
cause any glare on adjacent areas.
12. The 88,000 square foot structure will require 440 parking spaces of which up to 25%
can be for compact cars. The applicant did not use this option and eight of the
parking ' spaces appear to provide less than the required maneuvering space.
13. The landscaping plans indicate that more than 5% of the site parking area will be
landscaped. The site is within the area guided by the Green River Valley Comprehensive
Plan which provides that internal landscaping should be used to soften the effect
of the project as viewed from adjacent hillsides and to provide a pleasant working
environment.
14. The Comprehensive Plan designates the area in which the subject site is located as
suitable for manufacturing types of uses.
15. The subject site is located within the flood zone control area, and a permit must
be obtained from the King County Department of Hydraulics prior to the issuance of
a building permit.

16. The Public Works Department has indicated that a six-foot sidewalk is required along
S.W. 7th Street.
CONCLUSIONS:
1 . The site plans submitted for the subject proposal appear to provide a well-designed
building with well-landscaped grounds and associated parking areas.
The exterior treatment of the building, buff-colored, precast concrete and bronze
windows, will be compatible with the existing uses and will enhance the appearance
of this now vacant site.
2. The proposal will provide the necessary parking and the two portions of the parking
area will be landscaped and screened to blend more effectively with the area.
Providing compact parking spaces will enable the applicant to shift some of the land
devoted to parking to additional landscaping to comply with both the Parking and
Loading Ordinance's 5% landscaping, the 2% habitat mitigation ordinance, and with
the Green River Valley objective of providing large amounts of internal landscaping.
Additional landscaping will relieve the barrenness of the site as viewed from the
proposed Earlington Woods residential community on the hillside north of the subject
site.
3. The applicant should provide a sidewalk to tie the subject proposal to the other
developments in the area and to provide the opportunity for employees to walk to
the retail and food service areas a short distance to the east along Rainier Avenue.
DECISION:
The site plan, Exhibits #2 and 3, is approved subject to:
1 . The provision of a six-foot sidewalk along S.W. 7th Street.
2. The modification of the parking lot to provide sufficient maneuvering space for
all vehicles and additional landscaping material subject to review by the city's
landscape architect.

an increase of 1030 additional vehicle trips per
day or a 14 percent increase over present levels
on S.W. 7th Street. .

Pursuant to the City of Renton' s Environmental Ordinance
and the State Environmental Policy Act of 1971 , as amended,
RCW 43-21C, the Environmental Review' Committee on December
31 , 1980 issued a Final Declaration of Non-Significance
for the proposal subject to the mitigation of traffic
impacts by payment of approximately 15 percent of the
cost of signalization of the intersection of S.W. 7th
Street and Hardie Avenue S.W. for which the $20 , 574
calculated for traffic impacts is appropriate.

L. PLANNING DEPARTMENT ANALYSIS:
1 . The proposal is consistent with the M-P zoning
and Comprehensive Plan designation of Manufacturing
Park for the subject site. Planned is an 88 ,000
square foot four-story office over parking (for
440 vehicles) .
2 . Parking required for the proposed structure is
one space/200 square feet or 440 spaces. The site
plan as submitted provides the stalls. However,
as noted by staff comment, approximately eight
spaces are doubtful as to meeting the ordinance
standards for maneuverability. Redesign of the
parking layout through the use of compact stalls
8 feet by 16 feet - up to 25% of total is permitted)
should rectify this .
3 . The proposed structure meets the setback requirements
of the M-P zone and the required 10-foot landscape
strip along S.W. 7th Street.
4 . The proposed landscaping includes 13 ,486 square
feet of parking area landscaping. The Parking
and Loading Ordinance requires that 5% (7 ,443 square
feet) of the paved area be landscaped, and Resolution
1923 requires that 2% (3398 square feet) of the
total site be landscaped for wildlife habitat preserva-
tion.

In addition, the Green River Valley Comprehensive
Plan sets forth under site objectives :
LANDSCAPING AND OPEN SPACE -
0 Large amounts of landscaping scattered throughout
the site including along property lines are
encouraged to provide a pleasant environment,
minimize the impact of the development and
enhance the visual experience from the adjacent
properties, including hillsides.
Based upon these objectives, the proposed project
should provide a landscaped separation from the
railroad spur and provide adequate landscaping
to provide visual enhancement to the building and
grounds from the Earlington Woods residential develop-
ment on the hill to the north. This should consist
of a five foot wide strip composed of a suitable
combination of ground cover and shrubs to supplement
the Lombardy Poplars planned adjacent to the south
and east. (This would be similar to that required
as part of the Central Puget, Inc. Site Approval
SA-324-79) on the same site. ) The parking stalls
involved in this area could be converted to compacts
and the adjustment would then conform to the Parking
and Loading Ordinance standards. Additional trees
should also be planted along the northwesterly
border of the site to supplement the Moonlight
Broom proposed per the policy noted herein.
5. Proposed exterior building treatment of buff-colored
pre-cast concrete with refle6ted bronze insulated
glass is consistent with other buildings in the I
vicinity and compatible with the M-P zone and Green
River Valley Comprehensive Plan requirements.
6 .' A six foot sidewalk is to be installed along S.W.
7th Street as noted by the Engineering Division.
7 . Driveway entrances proposed for the subject site
must be widened to 30 feet as indicated by the
Traffic Engineering Division. The assessment for
future transportation improvements totals $20,574
and is to be paid prior to issuance of a building
permit. This fee is to be the applicant ' s share
of a partial payment for the total cost of a traffic
signal to be installed at the intersection of S.W.
7th Street and Hardie Avenue S.W.
8. The Fire Department advises that a pre-construction
conference with the Fire Marshall will be required
and that the entire structure shall be fully sprink-
lered.
9 . If fire protection mains are required, utility
plans will also need approval. The Utilities Engineering
Division also states that standard hook-up fees
will apply.
10. A Flood Zone Control Permit is required for the
proposed project.

Acting as the Responsible Official, the ERC has determined this develop-
ment doe's not have significant adverse impact on the environment. An

after review by the lead agency of a complete environmental checklist
and other information on file with the lead agency.
Reasons for declaration of environmental non-significance:
1. Mitigation of traffic impacts by payment of approximately 15% of

Dear Mr. Blaylock,
You apparently misunderstood me in our telephone conversation
of December 17th, and withheld review of the above referenced
project by the Environmental Review Committee in anticipation
of further input. We had originally discussed, on December
15th, the need for our client to submit a letter to the
Committee expressing his willingness to participate in the
cost of signalization for S.W. 7th and Edwards which could be
required as a result of this project and others proposed for
the area. In a subsequent telephone conversation with Mr. Gary
Norris of the City' s Traffic Engineering Department, it was
determined that the City' s Development Assessment Fee, anticipated
to be about $20 ,500 , would be used to offset this project' s
share of the signalization costs. It was therefore decided
that a letter was unnecessary. Since this has been the second
postponement, we would appreciate the earliest possible review
of our application by the Committee.

COMMENTS :This area can not take the additional burden of a five
story building and a 440 car parking area . The impact on So 7th and HardieSW
would be m to severe. At present we are hamat having an unusal amount of
traffic congestion & traffic accidents in the area. This complex should not
be allowed to be built or start building until the intersection of So. 7th
Hardie is laxilal rebuilt & signalized. We do not have enough police officers
to contend with the traffic & other problems related with this building.

I (7), The site is in an established business park with the western
boundry adjacent to a golf course. A railroad spur separates
the site and borders the site on the west and north. The site
is generally flat with the raised railroad spur bisecting the
northern half of the site. The vegetation on the site consists
of scrub grass and blackberries. The entire site will be
covered with either landscaping, parking or building.
II (4) (a) The construction of the building parking areas and associated
landscaped areas will require removal of all the existing
vegetation which consists of scrub grass and blackberry
bushes .
II (4) (c) Landscaping will introduce ornamental species of flora to the
site which will be consistent with the landscaping of the
surrounding buildings of the business park.
II (5) (a) The removal of natural vegetation on the site will result in
a relocation of resident species to adjacent undeveloped land.
II (5) (d) The existing wildlife habitat will be eliminated for all
practical pruposes .
II (13) (a) The office building will generate approxiamtely 1060 daily
vehicular trips based upon 12 . 3 vehicular trips per 1000
gross square feet. The Trip Generation Manual, an Institute
of Transportation Engineers Informational Report, second
edition, 1979 , is used as a basis for this determination.
II (13) (b) The project will add an additional 440 parking spaces based
upon the zoning code requirements of the City of Renton.
II (13) (c)0 The building will generate 1060 daily vehicular trips which
represents an increase of 27% over the existing daily traffic
of 3990 currently on SW7th west of Lind Avenue SW.
II (13) (f)' The proposed project may result in an increase in accident
potential to motor vehicles , bicycles and pedestrians . The
increase of approximately 1060 daily vehicular trips to the
street system will increase the number of potential conflicts .
II (14) (a) The additional 88 , 000 S .F. of office space will increase
requirements for fire protection from the City of Renton.
The construction will conform to applicable fire detection and
protection regulations for office buildings .
II (14) (b) The new office building will result in increased public
protection requirements. However, the demands on police
protection will be minimized by security systems within the
office building.
