The Board of Public Works has already waived the street improvements for the newly created street west of the short plat. The Street Improvement Ordinance also requires the construction of concrete.curb, gutter and sidewalk adjacent to'the short plat along the frontage of Busch P1 SW. These improvements can be deferred or waived by the Board of Public Works, or modified through administration action. Based on the circumstances of this individual case, the street improvement requirements for this project were modified during our review of the short plat to delete the requirement for new curb, gutter and sidewalks. The proposed short plat will create only one new building parcel, with the existing house to remain on the second parcel. These lots are at the end of the platted cul-de-sac. The other lots along the cul-de-sac will not be required to construct new street improvements, since they are existing platted lots. Therefore, the result of imposing this requirement upon this short plat would be a short section of sidewalk and curb section that would not be connected to any other sidewalks in the foreseeable future. This special individual reason makes the strict letter of the.Street Improvement Ordinance impractical. Therefore, the street improvement requirements for this short plat are modified to the following: ._Improve Busch Place SW by providing asphalt paving with a minimum width of 20 feet, and a minimum depth of 4 inches from the southerly end of Busch P1 SW to the new short plat. A paved turnaround is also required per Fire Department standards. No sidewalk, curbs, gutter or street lighting are required per this modification. Both of the lots would be irregular in shape and would be located on the turning circle of a cul-de-sac. The frontage for Lot No. 1 is proposed to be 34.36 feet, while the frontage for Lot No. 2 is proposed to be 46.53 feet. 2. Environmental Review Short subdivisions (short plats) nine or fewer lots are exempt from environmental review. Short plats of four or fewer lots are processed administratively and do not require a public hearing. 3. Compliance with ERC Conditions • Not applicable. 4. Staff Review Comments Representatives from various city departments have reviewed the application materials to identify and address issues raised by the proposed development. These comments are contained in the official file, and the essence of the comments has been incorporated into the appropriate sections of this report and the Departmental Recommendation at the end of the report. 5. Consistency Short Plat Criteria Approval of a plat is based upon several factors. The following short plat criteria have been established to assist decision makers in the review of the plat: a) Compliance with the Comprehensive Plan Designation The site is designated Residential - Single Family. Although the policies do not specifically address subdivisions, the goal of the Residential -Single Family policies is to achieve a residential density of 8 dwelling units per acre. Since the parcel is less than one-half acre in size, no minimum density is required. b) Compliance with the Underlying Zoning Designation The subject parcel is zoned R-8. Net residential densities in the R-8 Zone are to be a minimum of 5 dwelling units per acre and a maximum of 8 dwelling units per acre. However, for parcels less than one-half acre in size, no minimum density is required. The proposal would result in the creation of one additional lot, for a total of two parcels. The density would be approximately 5 dwelling units per acre. _.. The R-8 Zone requires a minimum lot width of 50 feet, and a minimum lot depth of 65 feet. However, according to the Subdivision Ordinance (Section 9-12), lots on the turning circle of a cul-de-sac are permitted to have a minimum width of 35 feet, and pipestem lots may have a minimum width of 20 feet. Both of the proposed lots would be on the turning circle of the cul-de-sac.. The width for Lot No. 1 would be 34.36 feet and the width for Lot No. 2 would be 46.53 feet. In order to comply with the minimum lot width required by the R-8 Zone, the applicant would need to adjust the lot line slightly to meet the minimum width of 35 feet. Both the proposed lots exceed the minimum required depth of 65 feet. The R-8 Zone requires a minimum lot size of 4,500 square feet. The proposed lots provide an area of 12,331 s.f. for Lot No. 1 and 6,022 s.f. for Lot No. 2. The lots meet the requirement for lot area. There is an existing house on the westernmost parcel that would be retained on Lot No. 1. Single family homes are required to have a_front yard setback of 20 feet, side yard setbacks of 5 feet, and a rear yard setback of 20 feet. The proposed short plat would provide the house with a 46 foot frontyard setback from Busch Place South. Since the existing house fronts on two streets-- Busch Place South, and Davis Avenue _ South, the setback from Davis would also be treated as though it were a front yard. For streets created after September 1, 1995, the minimum front yard setback required is 15 feet. Davis is a new street, created after the referenced date, and the required setback would be 15 feet. The existing home would intrude into both the front yard setback on Davis Avenue South, and the rear yard setback. However, this is an existing situation, and would not be made any worse with the proposed subdivision of land. Any future redevelopment of the parcel with new structures would need to meet the development standards of the zoning in effect at the time that application is made for building permits. c) Compliance with Subdivision Regulations Streets: The subject property gains access from Busch Place South, an unimproved public right-of-way. Development of the adjacent Valley View Estates project to the north has resulted in the construction of Davis Avenue South on the west side of new Lot No. 1. Access to Davis Avenue South from Lot No. 1 is constrained by existing topography. The applicant applied to the City's Board of Public Works for a deferral of street improvements for the Davis Avenue South frontage. The Board granted a waiver and the applicant will not be required to construct those improvements. The applicant also applied to the City for a permanent deferral of the Code- required dedication of public street right-of-way along the west property boundary of Lot No. 1 for the Davis Avenue south frontage. This request was also granted. Talbot Heights Addition was platted under King County regulations, before the City annexed the subject parcel. Street improvements were not made prior to recording of the plat. Busch Place South is presently an unpaved driveway access. This would be the sole vehicular access for the two lots. The proposed short plat would be required to provide street improvements consistent with City Code, unless a modification/waiver is granted by the City. And an approved turnaround that meets the requirements of the Renton Fire Department- Fire Prevention Bureau would also be required.. It is anticipated that the proposal would generate 9.55 vehicle trips per new single family residence. In accordance with the Resolution adopted by the City Council,the applicant will need to submit a mitigation fee of$75.00 per new vehicular trip generated by the development. This fee is used to offset the impacts of the traffic to the City's vehicular circulation system. The width dimension for Lot No. 1 would need to be increased to a minimum of _ 35.feet in order to comply with the minimum width requirement for lots on the turning circle of a cul-de-sac. Staff will recommend as a condition of approval that the lot line between Lot No. 1 and No. 2 be reconfigured to provide the minimum required lot width of 35 feet for frontages on the turning circle of the cul-de-sac. d) ... Reasonableness of Proposed Boundaries Access: -Access to each of the proposed lots would be from Busch.Place South by way of South 22nd Place, from either Davis Avenue South or Shattuck Avenue South. Staff will recommend that the existing gravel accessbe paved to a minimum width of 20 feet per.City standards, and that an approved Fire Department turnaround be provided. According to City staff, this street will be renamed to Shattuck Place South in keeping with the established street grid system in the City. Topography: The site slopes from west to east,with an elevation drop of about 20 feet over 100 feet. New Lot No. 1 is relatively flat with a five-foot change in elevation across the site. New Lot No. 2 would have an approximate elevation change of 13 to.15.feet.across the site, or an average slope of 20%. Any new construction on the parcels would need to consider the elevation change. Relationship to Existing Uses: This area of he City has developed as a single family residential neighborhood over a number of years. In that time period, the minimum lot size required by the local jurisdiction has changed. Therefore, the lot sizes vary from the former minimum lot size of 7,200 square feet (many parcels are larger), to the new standard of.4,500,square feet-- as in the case of the adjacent Valley View Estates. As demonstrated by this application, the larger undeveloped or partially developed lots have an opportunity to subdivide in the future. e) Availability and Impact on Public Services(Timeliness) Police and Fire: Police Department staff note that the short plat in itself would have a minor impact on police services. The building of one additional single family home would have more of a cumulative impact of Police Department staff. Fire Department staff note that a fire hydrant with a minimum fire flow of 1,000 gallons per minute (gmp) is required within 300 feet of all new construction. If the home constructed on new Lot No. 2 contains more than 3,600 square feet of area,then there would need to be two fire hydrants within 300 feet of the home, and the hydrant would need to provide 1,500 gpm. Prior to the recording of the plat the applicant would need to pay a Fire Mitigation Fee of$488.00 for each new single family residential lot created -- in this case one new lot would be created. This fee is charged in accordance with the Fire Mitigation Fee Resolution adopted by the City Council, and is payable prior to the recording of the short plat. ' Recreation: The proposal would increase the number of residential units in the neighborhood by one. This, in turn would have a cumulative impact on the number of people seeking recreational activities in the area. The City has adopted a Parks Mitigation Fee to address this issue. The applicant would need to submit a mitigation fee of$530.76 per new lot prior to recording of the short plat. Schools: The short plat would have small cumulative impact on the Renton School District's facilities. The School District has not requested the implementation of a mitigation fee system. The School District will be able to accept the school age children from this project. Storm Water. Storm drainage facilities will be available in the area upon completion of the adjacent Valley.View plat. The applicant will need to extend these improvements to the new lot, and may need to relocate or upsize existing facilities serving new Lot No. 1 to meet the current City standards. H. DECISION: The Talbot Heights Addition Short Plat, File.No. LUA-97-097,SHPL, is approved subject to the following conditions: 1. The applicant shall revise the Short Plat to meet the minimum width requirement of 35 feet for frontage on the turning circle of a cul-de-sac. 2. Discussion: Chairman Hanson reviewed the petition request and noted the staff recommendation. Tom Boyns provided background information and indicated that there have been no objections to this action. The total area covered portions of two previously platted lots (Lots 3 and 4 of Talbot Heights Addition), less the easterly portion of Lot 4 as noted on the title report. The proposed Talbot Heights Addition short plat is situated in the south end of the City. Bounded on the south by South 22nd Place and on the east it is bounded by Shattuck Avenue South. On the north it is bounded by a large tracts that are not densely populated and the new plat of Valley View Estates subdivision. On the west it is bounded by a new proposed Davis Avenue South. Davis Avenue South is being constructed by the developer of Valley View Estates. Access to the property will be from Shattuck Avenue South via South 22nd Place. Shattuck Avenue improvements consist of 18 to 20 feet wide of asphaltic pavement with gravel shoulders on both sides of the street. Davis Avenue and South 22nd Place are being improved by the development of Valley View Estates development. There is a gravity sewer stub serving existing house situated on proposed Lot 1 . Same sanitary sewer stub may be used to provide service to the proposed Lot 2. Water and gas facilities will be available to the proposed two lots from extension of improvements that are being constructed by Valley View Estates development. The project area is rolling at an average slope ranges from 4% to 10%. Slopes are oriented from northwest to south easterly. The City of Renton designates the site with the R-8 zone. The R-8 zone allows for a minimum lot size of 4500 square feet and a maximum density of 8 units per acre. The setbacks allowed in the R-8 zone are as follows: 20 feet front yard setback, 15 feet side year along a street setback, 5 feet interior setback and 20 feet for rear yard setback. The City of Renton Comprehensive Plan designates the site as Single-Family (SF) Residence which is consistent with present zoning. The proposed development would create 2 single family lots with a minimum lot area of 6022 square feet. There exist a house on the property, therefore one additional dwelling unit will be built. The dwelling unit density calculates at 4.92 units per net developed area. No new road is proposed to serve the new lot. Existing street will provide access to the new dwelling. Minimal grading will be required in order to prepare the final residential lots. The area cover consists of grass and brushy covers for most of the site, except for lawn around existing house and a few mature evergreen trees. The surface water is directed east sheet flows toward open ditches along Shattuck Avenue S; thence northerly to underground culverts to South 19 Street and thence west to designated wetland east of SR 167, approximately a 1/2 mile from the site. Traffic circulation and access to the property is proposed to provide vehicular access from South 22nd Place. There are no internal streets proposed for this development because of it's size and location. PRELIMINARY CONDITIONS SUMMARY CORE REQUIREMENT #1: DISCHARGE AT NATURAL LOCATION The allowable outflow from the site will be discharged to its natural location. The lowest elevation on the site is approximately at 195 as depicted on the topography maps prepared for the site. CORE REQUIREMENT #2 : OFF-SITE ANALYSIS Refer to Level I analysis below. CORE REQUIREMENT #3 : RUNOFF CONTROL There is not additional impervious surfaces to be added in conjunction with this development, except for one additional single family residence . The impervious surfaces that would be associated with a single family house is less than 3000 square feet . There will be retention/detention facilities for this site. CORE REQUIREMENT #4 : CONVEYANCE SYSTEM There is no conveyance system is proposed for this development . The drainage basin which includes the subject property directs the surface water easterly and northerly Shuttuck Avenue South. The surface water runoff from the area that is being considered under this application consisting of 0 .42 acres will be directed into Shattuck Avenue South. -3- B: DOWNSTREAM ANALYSIS The drainage from the proposed site flows overland to the east and north to Shattuck Avenue South. The drainage in Shattuck Avenue S . is carried in roadside ditches and 12" culverts north toward South 19th Street . The drainage in S . 29th St . is carried through concrete culverts directing flows to Lake Ave. S . A 12" concrete pipe crosses under Lake Ave. S . and day lights about fifteen feet below the street grade. The runoff continues westerly down steep slopes to the valley floor in a broad swale with no defined channel . The broad swale is vegetated with grasses, black- berries, brush and several alder and cottonwood trees .
