Eugene Brain Clinic/CU-019-85 Based upon the Environmental Review Committee discussion of today, March 27, 1985, the Committee would like you to formulate the specific calculations necessary for participation in the improvements around Talbot Road and S. 43rd Street. The clinic will be comprised of 4,677 square feet. Calculations should be made so that fees can be attached for reimbursement of the City's portion of the L.I.D. It appears back in 1981, that a fee of $15.00 per vehicle trip was estimated. As you are aware, all of those fees have been recalculated and are no longer appropriate. Therefore, I need the new information by Friday, March 29th, to include in the Declaration of Non-Significance that was issued. This information is time critical. PLANNING DEPARTMENT The Planning Department preliminary report was received by the REPORT: Examiner on June 10, 1981 . PUBLIC HEARING: After reviewing the Planning Department report, examining available information on file with the application, and field checking the property and surrounding area, the Examiner conducted a public hearing on the subject as follows: The hearing was opened on June 16, 1981 at 9:35 a.m. in the Council Chambers of the Renton Municipal Building. Parties wishing to testify were affirmed by the Examiner. It was reported that the Hearing Examiner and the applicant had received and reviewed the Planning Department preliminary report. Steve Munson, Planning Department, presented the report and entered the following exhibits into the record: Exhibit #1 : Application File containing Planning Department report and other pertinent documents Exhibit #2: Site Plan with staff comments The Examiner requested testimony by the applicant. Responding was: Jim lye, Architect 119 W. Denny Way Seattle, WA 98119 Mr. lye reviewed the proposal , noting that the clinic design is residential in character and the structure will be well screened by landscaping. He questioned the anticipated number of vehicle trips referenced in the Planning Department report, noting that a maximum of two doctors will occupy the structure which is more than twice the size normally provided; therefore, traffic generation figures seem excessive for the number of projected patients. The Examiner requested further comments. Since there were none, the hearing regarding File No. SA-052-81 was closed by the Examiner at 9:45 a.m. FINDINGS, CONCLUSIONS & DECISION: Having reviewed the record in this matter, the Examiner now makes and enters the following: FINDINGS: 1 . The request is for approval of a site plan for a 6,762 square foot orthodontic clinic in the P-1 (Public/Quasi-Public) zone. 2. The application file containing the application, SEPA documentation, the Planning Department report, and other pertinent documents was entered into the record as Exhibit #1 . 3. Pursuant to the City of Renton's Environmental Ordinance and the State Environmental Policy Act of 1971 , R.C.W. 43.21 .C. , as amended, a Declaration of Non-Significance has been issued for the subject proposal by the Environmental Review Committee, responsible official . SA-052-81 Page Two 4. Plans for the proposal have been reviewed by all city departments affected by the impact of this development. 5. There was no opposition to the proposal expressed. 6. All existing utilities are available and in close proximity. 7. The proposal is compatible with the required setbacks, lot coverage and height requirements of Section 4-710 (P-1 zone) of Title IV, Ordinance No. 1628, Code of General Ordinances. 8. The subject property is located on the west side of Talbot Road S. about 1/4 mile north of S.W. 43rd Street. 9. The site slopes slightly downward from east to west at about a 3% grade. The north side of the property abuts a steeper ravine which will be maintained in its natural state. 10. The subject lot is approximately 68,750 feet. The 6,762 square foot clinic will occupy only about one-tenth of the site area. There will be 4,092 square feet of office space and 2,263 square feet of basement storage space. The total office and storage area will require 25 parking stalls. 11 . The applicant has submitted a detailed landscape plan which indicates larger sized trees will be planted where possible. Some larger trees on the site will have to be removed to facilitate construction of the clinic. 12. Storm water will be routed to the ravine pursuant to the Public Works Department recommendation. Specific plans have not been submitted containing system calculations. 13. The Fire Department indicates that at least a twenty-foot turning radius with a height clearance of 13 feet, 6 inches must be provided on site. 14. A traffic mitigation fee of $15.00 per trip generated was required by the Environmental Review Committee. CONCLUSIONS: 1 . The site plan submitted by the applicant appears to present a well-designed and landscaped proposal for the property in the P-1 zone. The building will take up only about one-tenth of the buildable site area leaving large amounts of the parcel with natural vegetation and installed landscaping. 2. The applicant proposes providing the required amount of parking. The parking lot is well landscaped and will not require large amounts of paving. 3. The ravine on the north side of the subject site is protected from encroachment by the northerly property, and similar restrictions on encroachment should be required of the applicant (Policy 1 .C.2) . 4. To further protect the ravine, the storm waters generated on site should be conveyed to the ravine via a storm water retention/detention system which is subject to approval of the Department of Public Works. DECISION: Exhibit #2 is approved subject to the following conditions: 1 . Final approval of landscape plans by the city's landscape architect. 2. Installation of a storm drainage retention/detention system approved by the Public Works Department. 3. Covenants providing that the ravine is maintained in its natural state. A detailed landscape plan has been submitted with the application. This plan appears to be generally consistent with the area. Plantings generally appear to be adequately sized. The Plan submitted calls for elimination of all but 5 of the 19 trees plotted on the property. Therefore, the scale of replanted trees in the project should be consistent with the trees removed. Speciman trees ranging from 10-20 feet in height should be incorporated. Final plans must be submitted, however, at the time of building permit application. 4. The Engineering Division of the Public Works Depart- ment advises that stormwater will have to be piped to the ravine. The applicant is also to provide storm water detention and calculations. A temporary erosion control plan is required, and a plan and pro- file must be provided on off-site improvements and the storm drain system. 5. An adequate turning radius with minimum width of 20 feet and clear height of 13'6" must be provided for access as per Fire Department comment . In addition , fire hydrants for the required fire flow must be supplied prior to construction . 6. A latecomer's agreement for water is to be provided as noted by the Utilities Engineering Division. A special assessment area charge for water will also be levied. Approved water and sewer plans will be required and systems development charges for water and sewer will apply. See other comments. 7. Although no report was received from the Traffic Engineering Division, a fee of $15 per vehicle trip generated will be assessed the applicant as a miti- gating measure of the negative declaration issued by the Environmental Review Committee. At the present time , water and sewer services are under expan- sion to service this anticipated growth . However , specific traffic impacts can only be estimated through a comparison of projected traffic volumes suggested in the Environmental Impact Statement for the Southeast Renton Comprehensive Plan and recent field work done by Christopher Brown, P. E . The specific traffic improvements considered necessary include ( 1) signal and lane modifications at S .W. 43rd Street and Talbot Road, estimated at 50 , 000 ; (2) new signal installation at S .W. 43rd Street and SR 167 , estimated at $110 , 000 ; and (3) widening of S .W. 43rd Street adjacent to the hospital , estimated at $40 , 000 . Total anticipated traffic improvements would cost approximately 200 , 000 . In determining an equitable pro rata cost for new development to make these necessary improvements , the difference in anti- cipated daily traffic volumes and the present traffic volumes were considered on the segment of S .W. 43rd Street between Talbot Road and SR 167 . The field studies of Mr . Brown showed a present volume of 30 , 040 on an average week day , while the Comprehensive Plan E . I . S . anticipated a volume of 38, 825 trips in 1990 . The increase is therefore anticipated at 8 , 785 trips per day over this segment . A cost figure of $22 . 77 per vehicle trip is generated, when the estimated cost of $200, 000 is divided by the anticipated increase in traffic volume of 8 , 785 trips . However , this fee is not realistic , when we consider that the intersections are impacted by growth outside of the City of Renton ' s control . Therefore , the Environmental Review Committee has determined not to burden the developer within the City of Renton with the total cost of traffic improvements .
