APPLICANT: Star Machinery Company FILE NO. SA-058-82 LOCATION: 4202 West Valley Road SUMMARY OF REQUEST: The applicant requests site approval for the installment of two mobile office structures and the addition of an office on the mezzanine of an existing building . SUMMARY OF ACTION: Building & Zoning Department Recommendation: Approval with conditions. Hearing Examiner Decision: Approval with conditions . BUILDING & ZONING The Building & Zoning Department report was received by the DEPARTMENT REPORT: Examiner on August 17, 1982. PUBLIC HEARING: After reviewing the Building & Zoning Department report, examining available information on file with the application, and field checking the property and surrounding area, the Examiner conducted a public hearing on the subject as follows : The hearing was opened on August 24, 1982 , at 9:35 a.m. in the Council Chambers of the I Renton Municipal Building. Parties wishing to testify were affirmed by the Examiner. Roger Blaylock, Zoning Administrator, presented the Building & Zoning Department report , and entered the following exhibits into the record: Exhibit #1 : Application File containing Building & Zoning Department report and other pertinent documents Exhibit #2: Site Plan Exhibit #3: Section of Zoning Map The Examiner questioned the intent of the language contained in Section L.6 of the staff report which refers to completion of all provisions of the existing bulk storage permit including landscaping) . Mr. Blaylock clarified that compliance with certain landscaping requirements had not been completed immediately after approval of the original proposal ; however, at this point, the matter appears to be resolved. The Examiner requested testimony by the applicant. Responding was : John Rabel President, Star Machinery Company P .O. Box 3595 Seattle, WA 98124 The purpose of the request was described by the applicant, who indicated that as a result of two factors : the U. S. Postal Service has leased the company 's other facility in Seattle, and personnel has been reduced by half from employment levels two years ago, the continuing operations can be adequately served by the current facility on the subject site with the addition of two temporary office structures . If recovery of the distribution division of the company occurs in the future, the two acre portion at the eastern end of the subject site will be developed; however, drainage problems must be resolved and modification of S.W. 43rd Street must be complete prior to development of that portion, which will accommodate offices to replace temporary facilities . Mr. Rabel requested expeditious publication of a decision regarding the matter due to immediate needs of the post office to relocate. The Examiner noted for the record that no other parties were in attendance to testify either in support or opposition to the proposal . Since no further comments were offered, the hearing regarding File No. SA-058-82 was closed by the Examiner at 9:41 a.m. f SA-058-82 Page Two FINDINGS, CONCLUSIONS & DECISION: Having reviewed the record in this matter, the Examiner now makes and enters the following: FINDINGS: 1 . The applicant, Star Machinery Company, filed a request for a site plan approval to permit modification of existing structures and additions to the existing site plan. 2. The application file containing the application, SEPA documentation, the Building and Zoning Department report, and other pertinent documents was entered into the record as Exhibit #1 . 3. Pursuant to the City of Renton's Environmental Ordinance and the State Environmental Policy Act of 1971 , RCW 43.21C, as amended, the subject proposal has been determined exempt from the threshold determination by the Environmental Review Committee (ERC) , responsible official . 4. Plans for the proposal have been reviewed by all city departments affected by the impact of this development. 5. There was no opposition to the proposal expressed. 6. The subject site is located at 4202 West Valley Road. The site is relatively level and an existing heavy equipment sales and maintenance facility is located at the west end of the site along the roadway. 7. The site was annexed into the city in April of 1959 by Ordinance No. 1745. The site was classified M-P (Manufacturing Park) in May of 1977 by Ordinance No. 3134. Site approval to construct the current building and associated parking was approved in 1978. 8. The Comprehensive Plan designates the subject site for manufacturing park uses. The site is currently zoned M-P. 9. The general area is in transition from undeveloped to manufacturing, warehousing and industrial uses. Similar operations are located north of the site, while the Puget Power transmission line is located to the east as is the railroad right-of-way. There are some older single family homes located to the south. 10. The subject site is approximately five acres in area. The existing structures and storage areas require 82 parking stalls while the applicant provides two more than are necessary by providing 84 stalls. 11 . The proposed additions consist of two 24 by 60-foot mobile office structures totaling2,800 square feet and the addition of a mezzanine office of approximately 4,000 square feet. The additions will require 31 additional stalls. The applicant has provided 114 stalls , one more than required. 12. The staff recommends that the structures be harmonious with the existing facility and that the site be landscaped pursuant to the provisions of the manufacturing park zone. The applicant must comply with all provisions of the bulk storage permit under which it is currently operating. 13. The applicant proposes consolidating outlying operations at the site. CONCLUSIONS: 1 . The subject proposal appears to serve the public use and interest. The existing use of the property is in conformance with the Comprehensive Plan which designates the area in which the subject site is located as suitable for manufacturing type uses. The storage and maintenance shops are compatible. 2. The expansion will permit the applicant to consolidate its various operations in the outlying area at the Renton site and will provide suitable and required parking and landscaping on the site. 3. The mobile office structures should have an exterior appearance which blends with the existing uses on the site to provide continuity with the existing uses and fidelity to the Comprehensive Plan for the Green River Valley. 4. The proposal must satisfy all existing codes and regulations of the city in regards to fire flow and hydrant location and sewerage method. This request shall set forth the specific errors relied upon by such appellant, and the Examiner may, after review of the record, take further action as he deems proper. An appeal to the City Council is governed by Title IV, Section 3016, which requires that such appeal be filed with the City Clerk accompanying a filing fee of $25.00 and meeting other specified requirements . Soil is used for row crops, pasture and urban development. Newberg Silt Loam (Ng) . Permeability is moderate, runoff is slow, erosion hazard is slight. Seasonal high water table. Soil is used for pasture row crops. Woodinville Silt Loam (Wo) . Permeability is moderately slow, runoff is slow, hazard of erosion is slight. This soil used for pasture, row crops and urban development. 3 . Vegetation: Some landscaping has been introduced as part of SA-168-78, but scrub brush and grass still remain. 4 . Wildlife : Existing vegetation may provide some habitat for birds and small mammals. 5 . Water: No surface water was observed on the subject site (August 12 , 1982) . 6 . Land Use: The site is presently occupied by a heavy equipment sales and maintenance facility. A similar operation is to the north while the Puget Power right-of-way and railroad mainline tracks are adjacent on the east. Some older single family homes and businesses are to the south and the West Valley Road and Green River are on the west. Other standards of the Parking & Loading Ordinance appear to be complied with. 4 . The Utilities Engineering Division indicates that an approved sewer plan will be required. In addition, hydrant locations must be approved by the Fire Department. 5. Full size plans showing distances to fire hydrants and hydrant access are to be submitted as per Fire Prevention Bureau comment. Also, the building plans submitted for the mezzanine must show fire protection coverage. 6 . Exterior treatment of structures should be compatible with the main building as advised by the Policy Development Department. Prior to issuance of any further building permits , all provisions of the existing bulk storage permit (including landscaping) should be completed. M. In the short term, this will involve the installment of two 24 ft. X 60 ft. mobile office structures and the adding of 4,000 sq.ft. of office on a mezzanine in the building currently on the property. This will require the addition of 17 new parking spaces for the interior offices and the moving of 12 spaces displaced by the mobile offices. At the same time, you may wish to consider 13 spaces that were deffered when our yard was not paved to allow movement of tracked equipment.
