B- The subject site was annexed to the city in 1961. Both city-wide comprehensive plan adopted in 1965, and the Green River Valley,comprehensive plan adopted in 1975, clearly show the area as designated for manufacturing park activities. C- The subject site is in an area that would indicate the change is appropriate. Since 1975 the general area has undergone a substantial transition from older single family residential to commercial and industrial activities. Development of property to the north and west into office and commercial use suggest a request for subject site rezone is appropriate and timely. D- The test of timeliness is met because of the subject site being inappropriate to single family residence because of the freeway entrance road running directly through the property and behind the subject site.
