BUILDING & ZONING The Building & Zoning Department Report was DEPARTMENT REPORT:received by the Examiner on March 5, 1985. PUBLIC HEARING: After reviewing the Building and Zoning Department Report, examining available information on file with the application, and field checking the property and surrounding area, the Examiner conducted a public hearing on the subject as follows: The hearing was opened on March 12, 1985, at 9:45 A.M. in the Council Chambers of the Renton Municipal Building. Parties wishing to testify were affirmed by the Examiner. The following exhibits were entered into the record: Exhibit #1 - Yellow file containing proof of posting, application, series of clarification notes from applicant dated February 5th and February 8th, 1985, and other documents pertinent to this proposal. Exhibit #2 - Site Plan. Exhibit #3 - Landscape Plan Exhibit #4 - Five (5) sheets containing legal description and survey map. The Zoning Administrator, Roger Blaylock, began a review of the staff report, but first entered the above exhibits into the record. He continued with his report stating the 186 units proposed are to be housed in 17 buildings. The property is in two ownerships, and is bisected by N.E. 20th Street. The larger portion had been known as the golf driving range and the southern portion has been vacant for many years. The Hearing Examiner asked that the question of proper title and ownership be clarified before the hearing continued. Mr. Blaylock began the clarification requested by the Examiner, and Mr. John Phillips, representing the applicant wished to speak regarding the title question. Speaking for the record was: John Phillips, representing Lincoln Properties 2001 Western Avenue Suite #555 Seattle, Washington, 98121 Mr. Phillips presented the Examiner with a copy of the title report received from Transamerica Title Insurance Company and a copy of the actual document vacating the street, together with a drawing prepared by a surveyor showing the location of the property in question. These documents were entered as Exhibit #4. Continuing, Mr. Phillips stated all of the property shown on the Site Plan is legally owned and can be purchased by Lincoln Properties. He discussed a small area abutting west of Lot 341 which was questionable as to its vacation. There had been a question of where the Lincoln Property Company, 1 __ SA-007-85 March 22, 1985 Page 2 east/west centerline of Secton 5 was located because originally it was thought the line was at the lower half of the property when in fact it has been proven that the line is at the northern edge. The Title Company has now assured the applicant that the street has been vacated. Mr. Phillips stated the Title Company as well as Lincoln Properties always requires a Survey Title Policy which guarantees the actual location of the property involved. The Hearing Examiner accepted this clarification of ownership, and Mr. Blaylock continued with the staff report. It was noted the subject property is approximately 9.7 acres and complies with the intent of the Comprehensive Plan. The site is bordered on the west by Lake Washington Blvd. which is the sole access for the property. N.E. 20th Street is a dead end street that would be constructed to come off Lake Washington Blvd. to service the site. Site Plan approval was a part of the rezone for this property and existing zoning for the property is R-3. A 16 inch water line will have to be upgraded from the north and east to bring the fire flow necessary to serve the site. Gene Coulon Park will provide much of the outside recreational amenities for the site. The applicant has included a painted crosswalk to the northern entrance of Gene Coulon Park. The requirements, and subsequent compliance of ERC conditions were discussed with emphasis on dedication of property along Lake Washington Blvd.; widening of Lake Washington Blvd.; off-site improvements; and improvements to various streets. Parking provided on-site will be 279 spaces with no guest parking provided. Recreation concerns were discussed and Mr. Blaylock responded stating centralized recreational facilities will be provided, but the ERC was concerned that no outdoor recreational area was provided. Since that time the applicant has advised, by letter, that they will also provide for site plan review, an outdoor sports court facility on the site. Another issue discussed was the Fire Department requirement for a secondary emergency access, and whether the secondary access should be converted into a secondary access to the site. It was felt this requirement could ultimately affect the construction design of the project. He stated N.E. 20th Street may be vacated at some point in the future, depending upon how access is provided to the adjacent properties to the east. It was felt an emergency access could be constructed that would link to Lake Washington Blvd., or link up with the mobile home park through some sort of an easement. It was felt there may be approximately 1100 vehicle trips per day generated from the site, and with the left turn pocket at N.E. 20th Street there does not appear to be a need to introduce another driveway onto Lake Washington Blvd., which is an arterial. With no further staff comments, Mr. Blaylock recommended approval of the proposal, subject to conditions set out in the staff report. The Hearing Examiner called for testimony in support of the application from the applicant or their representative. Responding for the applicant was: John Phillips 2001 Western Avenue #555 Seattle, Washington, 98121 Mr. Phillips addressed the Examiner requesting approval of the proposal, and reviewed some of the background contained in the staff report. He reiterated the site plan had previously been approved; is on 9.7 acres and provides for 186 units of multiple family housing. The R-3 zone allows 243 units. They have provided significant open space for the greenbelt area. The question of sufficient water has been clarified and final plans now show there will be more than sufficient water available for fire flow through the site. He continued stating the development will cater to people who only have one vehicle; over half of the units will be one bedroom; one covered parking facility for each unit will be provided with the other 50% of the parking stalls available for guests or second car households. It is felt the transit system will be utilized by many of the residents as there will be a bus pull-out/parking area provided at the site. Regarding the emergency access issue, Mr. Phillips stated they feel there are actually two access areas to the site - one on No. 20th Street which will be developed by the applicant and one to the south which will come in to No. 20th Street about 80 to 100 ft.. He said there really are several entrances from the street - 2 from Lake Washington Blvd. and 5 from No. 20th Street. He sees no major problem involving the issue of fire emergency access. He suggested language change for condition #2 of the departmental recommendation in the staff report. He feels the condition should read "Provision for emergency access to the northern portion of the site per approval of the Fire Department." He believes there is already sufficient access provided to the site. Mr. Phillips reviewed the recreational facilities to be provided, the landscaping plans and slope protection. With these comments, he requested approval. Lincoln Property Company, '...__ SA-007-85 March 22, 1985 Page 3 The Hearing Examiner commented on an ERC concern regarding the asthetics of the proposal with regard to the buildings going straight across the site. Addressing this concern was the Zoning Administrator, Roger Blaylock. He stated this had been a concern of staff also, but there have been photos presented by the applicant which show the use of a landscape theme, different colors and trim, as well as the use of vegetation on the site that can be used to enhance the appearance of the buildings as well as their surroundings. The Examiner again called for testimony in support of or in opposition to this application. There was no one else wishing to speak. Calling for staff comments, Mr. Blaylock advised that staff has a concern regarding the limited access onto Lake Washington Blvd. and the topography to the east. It is felt there should be a provision or requirement at the time of site approval stating if and when the property to the north is developed, easements be obtained for fire access thereby linking the two sites. He felt this would be beneficial to both parties as there is no access from the east and limited access on Lake Washington Blvd. With the existing topography, he felt this was a reasonable condition. There being no further comments, the hearing was closed at 10:25 A.M. FINDINGS, CONCLUSIONS & DECISION: Having reviewed the record in this matter, the Examiner now makes and enters the following: FINDINGS: 1.The applicant, Lincoln Properties, Inc., has requested approval of a site plan for a 17 building, 186 unit multi-family unit complex. 2.The application file containing the application, the State Environmental Policy Act SEPA) documentation, the Building and Zoning Department Report, and other pertinent documents was entered in the record as Exhibit #1. 3. Pursuant to the City of Renton's Environmental Ordinance and SEPA (RCW 43.2IC, 1971, as amended), a Declaration of Non-Significance has been issued for the subject proposal by the Environmental Review Committee (ERC), the responsible official. 4. Plans for the proposal have been reviewed by all City departments affected by the impact of this proposal. 5.There was no opposition to the subject proposal from any member of the public. 6. The subject site is located on the east side of Lake Washington Boulevard North at the approximately 2000 block, and is the site of the golf driving range. 7.The adoption of Ordinance 1791, in September, 1959 annexed the majority of the subject site into the City. Amendment which followed in October and December of 1959 (Ordinances 1800 and 1804) completed the annexation of the subject site. The R-1 zoning of the subject site was changed to R-3 with the adoption of Ordinance 3878 in January of this year (1985). 8.The map element of the Comprehensive Plan designates the area in which the subject site is located as suitable for the development of high and medium density multi-family development as well as greenbelt uses, but does not mandate such development without consideration of other policies of the plan. 9.The applicant proposes constructing 17 multi-family buildings containing 186 dwelling units. In addition, a separate building will contain management offices and recreational facilities. 10. The proposal will straddle N. 20th Street, which will provide primary access to the larger northern portion of the project. Access to the 3 building southern portion will be off of Lake Washington Blvd, with a through parking lot connecting to N. 20th. This through parking area/driveway is proposed to serve as the secondary emergency access to the 14 building northern portion via a staggered driveway configuration. (See Map detail). Topographical constraints limit meaningful access to either the east or north. 12. The buildings will be 30 feet in height, each containing three floors per unit. Two building types are proposed although the variations between the designs are minor at best. Three of the structures will be half units. 13. Parking will be provided per ordinance, with some of the parking within carports. No additional parking for guests will be provided and no storage for boats or trailers is provided on the subject site. 14. On-street parking is limited, and during certain periods parking is prohibited along Lake Washington Blvd. 15. The buildings are proposed to be configured across the slope in rows, with parking between the rows in the larger northern parcel. The 3 buildings in the southern parcel will be set at an angle to one another to accomodate the buildings on the triangular shaped parcel. 16. The recreational building will accommodate a spa type complex, along with a movie theater. A swimming pool will be located adjacent to the recreation complex, and the applicant has proposed placing an active sports court on the site in reaction to staff comments. 17. Coulon Beach Park is located immediately southwest of the subject site and residents of the proposed complex are expected to utilize that facility. 18. The buildings will be set back from the property line approximately 30 feet. The actual roadway for Lake Washington Blvd is approximately 20 additional feet from the subject site. Landscaping will be placed in the various setbacks to screen the site from Lake Washington Blvd. Each of the buildings will be surrounded by a combination of shrubs and bedding materials. N. 20th Street will also receive landscaping treatment. 19. The eastern portion of the site which consists primarlily of steep sloped areas will be preserved in natural vegetation as required by the ERC. Supplemental landscaping as necessary may be added. 20. The applicant has provided title documents which would appear to indicate ownership of those portions of the site proposed for develpment. CONCLUSIONS 1.The proposed project appears to make full use of those portions of the subject site suitable for building, while preserving the steep easterly portions of the subject site. 2. The development will increase the tax base of the City, while offering additional residential opportunites for those who would like to live close to the shores of Lake Washington. 3.The site's location almost adjacent to Coulon Park also offers a unique opportunity for residents to enjoy that large and unique amenitiy. 4.The proposed access to the subject site appears to provide for an almost independent secondary access for emergency vehicles, but the plan should be approved by the Fire Department. 5.The proposed recreational facilities on the subject site, pool, spa, movie theater and active sports court, when coupled with the proximity of Coulon Park, appear to satisfy the recreational needs of the residents. 6.This office can't help but note that the site is one of the premier sites in the city of Renton, and while steeper portions of the site have been preserved, the site is being developed to the maximum with basically four tiers of structures running parallel to each other in a rather unimaginative fashion. The buildings do not particularly relate to one another around a landscaped court or the recreational facility. The configuration provides little relief in the form of setback or juxtaposition vis-a-vis each other. The landscaping may soften the effect but the generally unrelieved walls of 30 foot tall buildings will not present the most attractive appearance. Nor will there be much relief from the similarity of the structures. There is little, if any, architectural difference in the buildings, their size, style or appearance. Lincoln Property Company, I. Further, the landscaping will more than likely be held to a minimum in height in order to preserve views from the rows of apartment buildings, so that whatever relief was intended will probably be down-played. These comments echo similar comments expressed by the Environmental Review Committee and were placed in the record to place the applicant on notice that the site is significant and should be developed pursuant to the plan in as sensitive a manner as is possible, and maintained in a similar fashion. Obviously the Comprehensive Plan and zoning permits intense development, and the proposal takes full advantage of the zoning. DECISION The site plan is approved subject to the following conditions: 1. Approval by the Fire Department of the access plan for the subject site. 2. The inclusion of an active sports court on the subject site. 3. Approval of the landscape plans for all aspects of the subject site including the landscape treatment along Lake Washington Blvd, along the steep slope areas of the site, and for all interior portions of the subject site. The applicant has provided a detailed analysis of how water mains will be extended from the north from approximately the location of North 26th Street and Meadow Avenue North to the subject site. This will increase the fire flow to the subject site. Specific street improvements and landscaping treatment of the actual development will create more of a boulevard approach with the sidewalk separated from the curb so that a berm is created, and the project is generally buffered from Lake Washington Boulevard. Public Works Department has commented that they don't really wish to see any trees planted in any of the median strips which provide the left-turn pockets, but would prefer that the landscaping be placed along the east side of the right-of-way adjacent to the project. It is felt that can create the same aesthetic image of a boulevard by locating along the margins of the right-of-way. 6.The Fire Department requirement for secondary emergency access will affect the ultimate construction design of the project. The Fire Marshal has commented that the project does not have secondary emergency access at the northern end of the project. Either an emergency access road could be constructed on-site or possibly tied into the adjacent mobile home park. The F ire Marshal has consistently raised this issue because of the density of the project and the necessity for the secondary access per Code. ISSUE: Should the required secondary access for emergency vehicles be converted into a secondary access to the site? Based upon our conversations and your letter, it seems to me that the E.R.C. ' s focus is upon four major areas. These are: 1 . LPC's marketing focus 2. Parking 3. Recreation 4. Design and aesthetics Marketing Focus - Briefly stated, our expectation at Marina Landing is to attract a higher rent dollar than any new apartment project anywhere in the city of Renton. We believe that a well-designed, well-managed and intelligently marketed project will attract the kind of clientele which Marina Landing demands. Let me illustrate it in this way. The project we all know as Country Hills was designed as a utility garden-type apartment complex of a "middle- of-the-road" quality. The average rent today at Country Hills is $362, or $.51 per rentable square foot. Our more recent project known as Woodcliffe was a substantial upgrade from Country Hills, designed to appeal to a higher income resident. By adding fireplaces, better finish work, better landscaping, cedar siding and tile roofs, we have produced a project which is generating an average rent today of $431 per unit or $.56 per square foot, a 19% increase above the average rents at Country Hills. At Marina Landing we will be going to a single-loaded, three-story building with less common walls and plumbing noise, but with more window space and views) and our new Cape Cod type design. Blaylock Page Two February 5, 1985 not unlike those now renting at our Bellevue Meadows apartments on 148th Avenue N.E. in Bellevue. Our current rents at Bellevue Meadows are an average of $497 per unit, or $.62 a foot. This is 15% higher than the average rent at Woodcliffe and 37% higher than the current rent at Country Hills. If I were to profile the "typical " resident at Marina Landing, he or she would exhibit the following characteristics. The average income per house- hold would range between $20,000-40,000, with a substantial percentage falling in the $30,000-40,000 category. The average age falls in the late 20's to early 40's range. Many of our units are rented by single individuals, with the balance going to roommates and young married couples. It has been our experience that most upper-income, unmarried residents prefer living alone. This is why most of our top-quality projects have approximately 50% one-bedroom units. Parking - It is our experience that the large percentage of upper-income, single residents in our projects own only one car. Some of the married couples in our projects choose to own one car and prefer to "car pool " or take the bus to work. With those residents who do own cars, we have noticed acontinued trend toward compact and sub-compact models. We are now discovering that devoting 50% of our total parking to the compact stall is more than adequate. We intend to provide one assigned, covered parking space for each apartment unit. The uncovered spaces will be adequate for those few residents that have more than one automobile and will accommodate guest parking as well . We anticipate that a number of residents will utilize public transit systems. In this regard, we would agree that one or perhaps two bus pull -out areas on either side of Lake Washington Boulevard would be helpful . We will agree to install the paved surface for the bus pull-out area on our property and will grant an easement in favor of Metro or the City for this purpose. Recreation - At the present time we are uncertain as to whether a one-story or two-story recreational facility will be constructed. However, we are certain as to what amenities will be provided in that facility. The amenities will include a swimming pool , jacuzzi , suntanning room, weight room, billiard room, card room, and in-house movie system viewing area. We have found that these amenities are most important in the minds of those type of residents who will be attracted to Marina Landing. Most of our residents who utilize the parks facilities across the street will probably do so for walking, jogging, picnicing, fishing and wind surfing. Aesthetics - I agree that the level of detail in our site plan review draw- ings is inadequate insofar as the building elevations are concerned. The buildings to be constructed at Marina Landing were designed specifically for that site. We have not built these buildings in the Northwest before, and I , therefore, do not have photographs of this specific building type to show you. These photographs are quite similar to Marina Landing insofar as siding material , color scheme, window treatment, and roofing materials are concerned. I must point out, however, that the buildings in the photographs are substantially deeper because they are "double loaded") than the buildings designed for Marina Landing. Please note that the photos also depict a perspective of the entrance to the recreation building and a perspective of the carport structures. As we discussed, the buildings themselves are not susceptible to jogs within the structure. However, in order to provide additional relief along Lake Washington Boulevard, we will encounter changes in elevation of between 2 to 7 or 8 feet from building to building. Appropriate combinations of landscaping, berming, and intermittent fencing will also provide an attractive streetscape. I will be happy to provide details and/or cross- sections along the street frontage at whatever stage you feel this would be helpful . We have received very positive response from cities and residents alike for incorporating a brick "paver" effect at the entrance to some of our projects. This red cobblestone-like material looks good from the public's perspective, while creating a sense of identity for our residents. On another matter, you have requested that we share our intentions relative to vacating Lakeview Boulevard. It is our plan to request a deferral of offsite improvements for Lakeview and, ultimately, to effect its vacation. Please note that we have provided an area for a connection to Lake Washington Boulevard from the southern stretch of Lakeview in the event it is con- structed at a later date. I hope this answers the majority of your concerns. We are excited about Marina Landing and believe that it constitutes one of our most premier development opportunities in the Greater Seattle area. The Committee could nit make a decision based upon inadequate information submitted in the application. They believe that specific information should be provided showing what type of market Lincoln Property Co. is tending to direct the housing toward. This is especially critical in their minds since the subject site is so unique and atypical based upon its location interrelationship with major public facilities, arterial access, and topography. They believe that, based upon the market that the project is directed to, such physical items as on- site recreation, parking, pedestrian movement, traffic generation, and emergency services vary. In this specific case, the most critical issues are usable year--rolmd on--site recreation and on--site parking. There is no public parking available in the ares, as a result of restricted parking on Lake Washington Blvd. and in the Park. The issues of pedestrian movement and stablization of the steep sloped properties appear to be have been addresses with traffic evaluations and the landscaping plans. Emergency access and fir( flow are technical problems and the Fire Department believes they will impact the final design. The Environmental Review Committee is also concerned about the interrelationships that will re33ult by introducing multiple family residential dwellings adjacent to the major public regional recreational facility of Gene Coulon Beach Park. Presently, there is very little residential activity adjacent to Gene Coulon Park, the first major residential develoiment could either significantly change the present recreational characteristics of the ar(:a and/or create the dominant housing trend. Theoretically, the Park could be dominated by extremely active or passive recreational functions. The ERC believes the adjacent residential housing types are factors in the ultimate activities of the Park. The Park his been designed to specifically limit the on site parking and provide a wide variety of recreational activities. Introduction of a large group of people that represents a narrow band of the general population will create a significant physical impact since the Park is designed to reflect the social recreational needs of the community. The site plan shows that area devoted to recreation on the subject site is less than typically devoted in most other residential projects within the City of Renton. In a comparable project of approximately 200 dwelling t.nits, three sports courts, three tot- lots, and a recreational field was required along with a recreational building because of the family orientation of the development. In another case of 244 multiple family dwelling units, it was required to provide approxime tely 1/2 acre of open recreational space surrounding the recreational building. The ERC clearly believes that it cannot allow this development to forego adequate on--site recreation because of its location adjacent to Gene Coulon Park. The second issue that needs to be clearly addressed is parking. No extra guest parking is provided on- site or storage areas for pleasure boats. It is estimated that because of the site's close physical relationship to the boat launch at the Park a need for storage could be generated. If the project is directed at the young professional couple, the project will have severe parking problems from initial occupancy, primarly because both of the people will probably have motor vehicles. Since there is no additional parking available in the Park or on the adjacent roadways, extra parking should be provided on- site for guest parking. It should be pointed out that all of your compact spaces are grouped together and we believe that it will create problems in servicing the adjacent units. The ERC is not overwhelmed by the project proposal presented for such a unique and valuable site in the City. They believe that this first project will set the tone for all the multiple family residential developments along Lake Washington Blvd North. The proposal has not teen sensitive in design for the general uniqueness of this area. Little imagination has been used in the buildings to create variable setbacks and positive design qualities. In addition, the proposal should address how Lincoln Property Co. is going to handle the issue of adjacent rights- of-way and their improvements. No statement has been forthcoming whether Lincoln Property tends to vacate those streets or improve them. Site plat approval requires that adjacent improvements be clearly designated in the review rrocess. Under slate law, the Environmental Review Committee could have issued a Declaration of Signific<.nce based upon these concerns. Another option would have been to issue a mitigated Declaration of Non- significance for other departments and agencies to commert along with the general public. The third option is for the applicant to evaluate the situation and proposed revisions in the project in the hope of saving review time in the environnental process. The documents include the application form, environmental checklist, legal description, owner's affidavit, architectural drawings, and utility drawings as required (six sets plus 8 1/2 x 11 reductions). Marina Landing is a 186 dwelling community overlooking Gene Coulon Park. The complex will include seventeen wood frame buildings that range in size from 4,845 sq. ft. to 9,690 sq. ft. In addition to the apartment buildings the development will include a building for management and recreation. A pool will be installed adjacent to this building. Parking will be provided per code with one covered stall per dwelling unit. Site development is confined to the buildable portions of the site with all buildings oriented toward the westerly view. The exterior finish of the buildings will convey a traditional motif with horizontal wood siding, white aluminum windows and black to grey roofing material. Wood siding will be painted, grey-blue or beige with white trim to set off each building. Site development will be designed to minimize the extent of cut and fill. Special care will be taken along the base of the steep slope areas to the north and east of the developed portion of the site. Cleared slopes in this area will be protected during construction and will be planted with vigorous, fast- growing ground covers (See Landscape Plan). Remedies in the event of soil slippage include: a. Stake affected area with visqueen until favorable weather permits restoration. b. Application of jute fabric to slow erosion until ground covers are established. c. I.7 Location of Proposal : The proposal site lies uphill from Lake Washington Boulevard, above Gene Coulon Park. Well upslope from the project, to the east, is Interstate-405. The bulk of the project is a gently sloping terrace, currently in use as a golf driving range. This portion of the site is largely open, in grass or pavement. Approximately one-quarter of the site is on steep slopes, covered with brush and dense tree growth. Much of this portion of the site would be left in its undisturbed condition by the proposed rezone development. The site has views across Lake Washington to the west. I .8 Estimated Date for Completion of Proposal : The estimated date for completion is 12 months following project initiation. LL II . 2 ENVIRONMENTAL IMPACTS - DISCUSSION See Appendix A for Checklist portion of Application Form) II.1 Earth Existing Conditions : The site has previously been used for a quarry operation. The upper substrata over much of the site is granular fill material left by this operation. The native soils below are a mix of sandy silts, gravelly and silty sands and similar compact, but unconsolidated, materials. See Appendix C for the complete text of the Preliminary Geotechnical Study prepared for the site. Impacts : Development of residential units would modify the topography to provide suitable grades for parking and building pads. This modification will include disruptions, compactions and covering of existing soils in those developed portions of the project. Mitigating Measures : The preliminary report (Appendix C) reveals no unusual or difficult problems related to earthwork development on the site. Conventional building practices, coupled with regulated control of runoff collection and release, will allow for development without creation of hazardous or unstable conditions. On-site cut and fill is projected to be roughly in balance. Excess cut would be disposed of off-site at an approved location. Moderate amounts of imported select fill will likely be needed to prepare suitable, stable subgrades for structures. II.2 Air Impacts: The addition of auto traffic generated by the project would be the only significant source of air pollutants from the proposal . Traffic volumes are addressed in the Appendix B, Traffic Analysis. Temporary particulate emissions are to be expected during construction. Mitigating Measures : No measures for auto emissions other than providing for smooth flow of traffic into and within the project are foreseen. Dust from construction work can be minimized by good operational technique as required by local regulations. II.3 Water Existing Conditions : There are no perennial or intermittent streams on the project site. The site is well vegetated, so runoff is well controlled and is largely limited to minor overland sheet flow. Substantial volumes of water are reabsorbed on the site. Impacts: Existing runoff and absorption patterns would be altered by removal of vegetation during site preparation and development of impervious surfaces . Absorption would be reduced and the rate and volume of runoff would increase. 3 Mitigating Measures : Detention and control of increased runoff would comply with City requirements (Title IV, Chapter 29) , including development of a drainage plan and submission for review and approval . II.4 Flora Existing Conditions : The site, at present, is vegetated, the lower and more level areas mostly in grasses ; the upland slopes in brush and trees. Impacts: The proposal requires a major alteration to the more level portions of the site. Peripheral tree and shrub masses adjacent to property lines and Lake Washington Boulevard would be retained wherever possible. The steep forested slopes would be left largely undisturbed. Mitigating Measures : The proposal envisions generous relandscaping of the site, both for internal amenity and as screening at property lines. This landscaping would potentially increase the overall floral diversity of the site. II.5 Fauna Existing Conditions: No survey has been done of existing fauna but the site has suitable habitat for numerous common animals and birds of the Puget Sound area. Impacts: Habitat destruction would largely be limited to the areas currently in use as the golf driving range, a habitat of limited diversity and productivity. Overall faunal diversity and quantity may decrease. Mitigating Measures: Landscape development could provide new or modified habitat. Upslope forest and habitat edges would be maintained and largely undisturbed. II.6 Noise Impacts: Proposal would somewhat increase local traffic noise. Whether an increase would be measurable is unknown. There would be temporary increases in noise levels during construction. Mitigating Measures : On-site mechanical equipment and construction equipment should be muffled and maintained. Construction work could be restricted to 7 AM to 5 PM hours. II.7 Lights and Glare Existing Conditions : Golf driving range has lighting for night operation. 4 r Impacts: May be reduced by proposed change in land use. Mitigating Measures : Any site lighting for proposal would be designed to minimize off-site glare. II.8 Land Use Proposal would alter present land use from golf driving range to use in accordance with the local Comprehensive Plan. • II.9 Natural Resources No effect on natural resources identified. II.10 Risk of Upset No risks forseen. II.11 Population Impacts: The proposal would add not more than 186 dwelling units to a property which is not currently residential in character. Except as a component of current growth being experienced by the City of Renton, proposal should have no role as a target or trigger for additional growth or relocation in the area. II.12 Housing Impacts: The proposal will add to the number of dwelling units available in the Renton area, potentially reducing housing pressure on other units in the area. II .13 Transportation/Circulation Existing Conditions: Refer to Appendix B, Traffic Analysis, for thorough review of the existing traffic situation and impacts. No public transit currently operates on Lake Washington Boulevard. Mitigating Measures : The traffic study prepared for this proposal concludes no noticable increase_ in traffic volume on the surrounding streets as a result of the proposed development. Recommended measures are limited to regulating and easing flow in and out of the project with on-site roadway design. II.14 Public Services Existing Conditions : The site is within the jurisdictional area of the Renton Fire and Police Departments and within the Renton School District. The site contains a golf driving range available to the public and is adjacent to the newly expanded recreational facilities of Gene Coulon Park. 5 Impacts: The proposal would generate slight impacts on the Renton Fire and Police Departments. No special problems of significant demands are foreseen, nor would proposal effect current levels of service elsewhere in the community. The impact on school populations would depend upon the eventual population mix in the developed units, but would probably be limited. The proposal would add potential user population of park facilities in the Renton area. II.15 Energy Impacts: The proposal would increase demand on energy utilities for residential usage. II.16 Utilities Existing Conditions: Water and sewer facilities are available in the site area, although they present some access difficulties. No storm drainage system is presently developed in the area. Reserve capacity of the utilities is reported as sufficient for project needs by the Public Works Department. Impacts: No major problems are, therefore, expected in utility acquisition. II.17 Human Health No impacts foreseen. II.18 Aesthetics No degradation of aesthetics foreseen for proposed changes. II.19 Recreation Existing Conditions : Golf driving range currently occupies a major portion of the site. Impacts: Range would be eliminated. No other significant recreational impacts foreseen.
