The applicant has agreed to provide a circular loop road at the westerly portion of his complex; eliminating the need for fire turnarounds. In addition, the applicant has agreed to provide an access road across a fifteen foot easement which runs across the westerly portion of Ed Tasca's property, entering off Northeast Fourth Street. Also, the applicant has agreed to provide asphalt composition of said roadways, to be used for emergency vehicles only. APPLICANT: CROWN POINTE LIMITED PARTNERSHIP FILE NO. SA-010-85 LOCATION: North side of N.E. 4th Street at the 3700-3800 block. SUMMARY OF REQUEST: Approval of site plan to allow construction of a multi-family complex having 200 units within nine buildings, plus a recreation building and a swimming pool. SUMMARY OF ACTION: Building and Zoning Department Recommendation: Approval with conditions. Hearing Examiner Decision: Approved subject to conditions. BUILDING & ZONING The Building & Zoning Department Report was DEPARTMENT REPORT: received by the Examiner on March 12, 1985. PUBLIC HEARING: After reviewing the Building and Zoning Department Report, examining available information on file with the application, and field checking the property and surrounding area, the Examiner conducted a public hearing on the subject as follows: The hearing was opened on March 19, 1985, at 9:25 A.M. in the Council Chambers of the Renton Municipal Building. Parties wishing to testify were affirmed by the Examiner. The following exhibits were entered into the record: Exhibit #1 - Yellow file containing application, proof of posting, and other documents pertinent to this proposal. Exhibit #2 - Site Plan dated 2/21/85. Exhibit #3 - Revised Site Plan dated 3/8/85. Exhibit #4 - Landscape Plan. Exhibit #5 - Elevation Drawings. Exhibit #6 - Easement Papers. Exhibit #7 - Letter from Centron to Roger Blaylock dated 3/18/85. The exhibits were entered into the record and the Zoning Administrator, Roger Blaylock was called upon to review the staff report. He presented the background information on the proposal stating this site approval is a result of a rezone previously approved for the subject property. The site will have 200 units in 9 buildings with a recreational building in the southeast corner of the site. The site is bisected by a major power line right-of-way and the design has to reflect that no buildings or structures are to be built in that right-of-way. The buildings will be 2-1/2 stories in height, are stacking apartments with one covered parking stall assigned to each apartment, with limited access located in the central and eastern portions of the site. There is 15 ft. of access over easement which will be used as an emergency access for the fire department. The western 30 ft. of the site is to be dedicated for the future extension of Queen Avenue with the eastern access on N.E. 4th being eliminated at that time. This proposal complies with the intent of the Comprehensive Plan. Mr. Blaylock continued stating the site is limited because of its topography and the 200 ft. power line. The plans submitted by the applicant do not comply with City standards because a request for a deferral of off-site improvements has not been submitted. Improvement plans for Queen Avenue N.E. may necessitate a change in the site plan by raising the parking lot to create the necessary grade from the site onto the new proposed street. In multi-family developments where large volumes of traffic could possibly be generated, it is appropriate to provide a level access to ensure proper sight CROWN POINTE LIMITED P .. _ NERSHIP SA-O 10-85 March 26, 1985 Page 2 distances. An issue discussed referred to compliance with the Uniform Fire Code requirement of a secondary access for emergency purposes. Originally the applicant did not supply plans setting out this access, but according to a letter from the Fire Marshall to the Zoning Administrator, dated March 13, 1985, an agreement has been reached with the applicant whereby they have agreed to provide a circular loop road at the westerly portion of the project which will negate the need for fire turnarounds. The applicant has also agreed to provide an access road across a fifteen foot easement which runs across the westerly portion of adjoining property which would enter off N.E. Fourth Street, and all emergency roadways will be covered with an asphalt composition. Continuing with the staff report review, it was noted that the applicant does comply with the greenbelt requirement of 50% coverage under a power line right-of-way. On-site recreational amenities were discussed and it was felt even though the applicant has shown a swimming pool on the site, the applicant should disclose at this point exactly what will be constructed for recreation in the recreation building proposed. Mr. Blaylock stated originally it was felt the applicant did not address all of the concerns of the ERC and staff when it presented its site plan. But now the applicant has addressed the fire issue with regard to access, therefore staff will modify its recommendation and recommend approval subject to the filing of the dedication of 30 ft. for the extension of Queen Avenue, obtaining a deferral from the Board of Public Works for improvements on Queen Avenue, approval of a final landscape plan by the City Landscape Architect and construction of the fire emergency access lane along the western edge of the property. 1 he Hearing Examiner called for testimony in support of the application from the applicant or their representative. Wishing to testify was: John Phillips 2001 Western Avenue, Suite #555 Seattle, Washington 98121 Mr. Phillips reviewed the background of the proposal and stated he feels the modified plan submitted now meets the requirements of the City. In reply to the Examiner's question regarding guest parking, Mr. Phillips stated there are 297 parking stalls provided, and the developer feels this is sufficient on-site parking and can satisfy not only the tenants but their guests as well. He said it was the experience of the developer that occupants of apartments of this nature have a tendency to use Metro and other means of transportation so there is no great demand for parking stalls on the site. Reviewing some of the issues of the ERC and staff, he feels the dedication of a 30 ft. right-of-way for Queen Avenue will be accomplished prior to the issuance of a building permit, deferral of that improvement will be requested until other portions of that road are developed. Grading plans will provide for access on N.E. 4th with appropriate sight distance; the plans for Queen Avenue north will be submitted soon and will show the parking lot and the west corner of Queen Avenue North to be of an equal grade. For the record and entered as Exhibit #6, Mr. Phillips presented a copy of the easement reflecting the 15 ft. fire access showing the right of the builder to build on the easement, as well as a copy of the title report showing proof of ownership. Exhibit #7 was presented regarding recreation on the subject site. Landscaping was reviewed as well as the slope of the parking lots and driveways with regard to meeting City requirements of less than an 8% slope factor. The applicant's architect does not feel there will be a problem meeting this requirement. The Hearing Examiner called for further testimony in support of or in opposition to this application. There was no one else wishing to speak, and no further comments from staff. The hearing was closed at 9:55 A.M. FINDINGS, CONCLUSIONS & DECISION: Having reviewed the record in this matter, the Examiner now makes and enters the following: FINDINGS: 1. The applicant, Crown Pointe Limited Partnership, has requested approval of a site plan for a multi-family complex containing 198 dwelling units. 2. The application file containing the application, the State Environmental Policy Act SEPA) documentation, the Building and Zoning Department Report, and other pertinent documents was entered in the record as Exhibit #1. CROWN POINTE LIMITED P fNERSHIP SA-010-85 March 26, 1985 Page 3 3. Pursuant to the City of Renton's Environmental Ordinance and SEPA (RCW 43.21 C, 1971, as amended), a Declaration of Non-Significance has been issued for the subject proposal by the Environmental Review Committee (ERC), the responsible official. 4.Plans for the proposal have been reviewed by all City departments affected by the impact of this proposal. 5.There was no opposition to the subject proposal from any member of the public. 6.The subject site is located on the north side of N.E. 4th Street at the approximately 3700/3800 block. The site is actually approximately 150 ft. north of the right-of-way, with two separate pipestem/dogleg drives onto N.E. 4th. 7.The subject site was annexed into the City by Ordinance 1480 enacted in April, 1954. In March, 1955 the site was reclassified to B-1 (Business/Commercial) from its original designation of GS-1 (General; Single family residential; Minimum lot size 35,000 sq ft). The site was reclassified to R-3 (Medium Density Multi-family), its current classification, in February, 1985 by the adoption of Ordinance 3889. 8.The map element of the Comprehensive Plan designates the area in which the subject site is located as suitable for the development of medium density multifamily uses, greenbelt uses and commercial uses, but does not mandate such development without consideration of other policies of the plan. 9.The site's topography is complex and made more so by the powerline corridor which more or less bisects the site. Steeper slopes are located within the corridor, and at the northwest corner of the subject site. 10. Access to the subject site, at least initially, and possibly for some time, will be via two pipestem driveways. One of the drives is located centrally under the powerline, while the other access is at the extreme eastern end of the site. The easterly drive also contains parking stalls for the subject site. The applicant has agreed to dedicate and eventually develop the right-of-way for Queen Avenue North along the western property line. Upon development of Queen, the easternmost driveway would be eliminated in favor of access by a controlled public street. 11. In the meantime, the circulation pattern for the proposed apartment complex actually had only one point of entry since both proposed drives converge in a single location. In response to Fire Department concerns, the applicant has negotiated access rights over separate property in the Queen Avenue alignment to serve as emergency access. 12. The 198 dwelling units on approximately 8 acres will be contained within 9 buildings. The buildings will be two stories in height over basements. The buildings will contain a combination of one-bedroom and two-bedroom units. The exterior treatment will be of the Cape Cod style. 13. The applicant will provide the 297 required parking stalls, some of which will be of the carport type. On-street parking is not permitted along N.E. 4th, and the applicant has not proposed any guest parking or storage areas for trailers or boats. 14. The applicant proposes complying with the greenbelt provisions which are applicable to those portions of the site located in the power line corridor. Approximately 50 percent of the area is parking, the remainder is landscape materials. 15. The applicant has proposed providing a recreational building and swimming pool, while staff has indicated an active sports court should be provided since City facilities are not located close to the subject site. 16. Due to the areas of steep topography, the Department of Public Works has indicated that access driveways/parking lots should provide at grade approaches at least 30 feet in length at their respective intersections with public rights-of-way or future rights-of-way. These concerns particularly apply to the two primary access points along N.E. 4th and the two driveways which intersect the future right-of-way of Queen Avenue. Slopes in those areas appear capable of exceeding City standards of less than 8 percent. CROWN POINTE LIMITED F [NERSHIP SA-010-85 March 26, 1985 Page 4 17. The applicant has not yet dedicated the Queen Ave right-of-way, nor do their plans reflect other concerns and/or conditions imposed by the ERC. The applicant indicated that the plans will be provided for road grade, and dedication will be accomplished. CONCLUSIONS 1.The proposed use appears to serve the public use and interest. The proposed complex will add to the variety of housing types in the City, and subject to compliance with certain conditions indicated below, it should not burden the utility infra-structure. 2.The proposal is compatible with the multi-family zoning on the subject site and with the landscaping along the power line corridor. The proposal is also compatible with the Comprehensive Plan for the subject site. 3.The access drives as presented do not provide adequate sight clearance at grade and must be modified subject to the approval of the Public Works Department. Similarly, off-site improvements for Queen Avenue will be necessary and cannot be deferred until improvement plans have been submitted. The applicant will have to dedicate the necessary right-of-way as required by the ERC. 4.The inclusion of two bedroom units would appear to indicate a potential for younger children. Since the two bedroom units could attract families with young children, tot lots along with the sports court should be provided on the subject site. 5.Access to the subject site will have to be approved by both the Fire Department, although the emergency access appears sufficient for their purpose, and by the Public Works Department. 6.The applicant has agreed to install street lights along N.E. 4th which serves as the primary access to the subject site. DECISION The site plan is approved subject to the following conditions: 1.The dedication of the western 30 feet of the subject site for the development of Queen Avenue N.E. 2.The inclusion of an active sports court and tot lot on the subject site. 3. Modification of the access driveways/parking lots subject to the approval of the Public Works Department. 4.Approval of the driveways and emergency access by the Fire Department. Any aggrieved person feeling that the decision of the Examiner is based on erroneous procedure, errors of law or fact, error in judgment, or the discovery of new evidence which could not be reasonably available at the prior hearing may make a written request for review by the Examiner within fourteen (14) days from the date of the Examiner's decision. This request shall set forth the specific errors relied upon by such appellant, and the Examiner may, after review of the record, take further action as he deems proper. An appeal to the City Council is governed by Title IV, Section 3016, which requires that such appeal be filed with the City Clerk, accompanying a filing fee of $75.00 and meeting other specified requirements. Copies of this ordinance are available for inspection or purchase in the Finance Department, first floor of City Hall. The Appearance of Fairness Doctrine provides that no ex parte (private one-on-one) communications may occur concerning land use decisions. This means that parties to a land use decision may not communicate in private with any decision-maker concerning the proposal. Decision-makers in the land use process include both the Hearing Examiner and members of the City Council. All communications concerning the proposal must be made in public. This permits all interested parties to know the contents of the communication and would allow them to openly rebut the evidence. Any violation of this doctrine would result in the invalidation of the request by the Court. PRELIMINARY REPORT TO THE HEARING EXAMINER CROWN POINTE LIMITED PARTNERSHIP: SA-010-85 MARCH 19, 1985 PAGE 2 3.Transit: METRO Transit Routes 107, 111, and 110 operate along N.E. 4th Street near the subject site. 4.Schools: a. Elementary Schools: Honey Dew Elementary School is located approximately 1/2 mile to the northeast of the site. b. Middle Schools: McKnight Middle School is located approximately 1.2 miles northwest of the site. c. High Schools: Hazen High School is located approximately 1.2 miles to the northeast of the site. 5.Recreation: The Kiwanis Park is located a little over a mile north of the subject property. E. APPLICABLE SECTIONS OF THE ZONING CODE: 1.Section 4-709A, Residential District (R-3). F. APPLICABLE SECTIONS OF THE COMPREHENSIVE PLAN OR OTHER OFFICIAL CITY DOCUMENT: 1.Northeast Comprehensive Plan, City of Renton Comprehensive Plan Compendium, 1983, p. 40-45. 2.Residential Goals and Objectives, Policies Element, City of Renton Comprehensive Plan Compendium, 1983, p. 14-16. G. DEPARTMENT ANALYSIS: 1.The applicant, Crown Pointe Limited Partnership, is requesting site plan approval pursuant to restrictive covenants imposed under Ordinance 3889 R-067-84). The proposal specifically includes the construction of nine (9) buildings containing a total of 200 multiple family residential units plus a recreational building and a swimming pool. The buildings are typically two and one-half stories high with a gable roof and utilizing a Cape Cod type theme. All of the units are proposed to be stacked apartment style dwellings. Some of the parking will be covered with carports. These carports will be scattered throughout the site so that individual apartment units can be assigned one covered space each. 2.The Environmental Review Committee originally considered the rezone back in October of 1984 and issued a declaration subject to the following four conditions: a. The western thirty (30) feet of the subject site shall be dedicated for the extension of Queen Avenue N.E. b. The eastern access of N.E. 4th Street shall be eliminated when Queen Avenue N.E. is extended from N.E. 4th Street. c. At least thirty (30) feet of the central access road shall be at grade with N.E. 4th Street to allow proper sight distance to the east. d. Crown Pointe Limited Partnership shall participate in the signal cost for the intersection of N.E. 3rd Street and Edmonds Avenue N.E. The assessment amount shall be $3,024 and due upon the issuance of the building permit. A Memorandum of Concurrence was issued on February 27th for the site plan approval basically accepting the formal environmental decision. The applicant has not provided the dedication of the western thirty (30) feet of the subject property for the extension of Queen Avenue N.E. The grading plan submitted does not clearly show that at least thirty (30) feet of the central entrance roadway is at grade with N.E. 4th Street. The second and fourth conditions are future conditions imposed at the time of building permit issuance or extension of Queen Avenue N.E. PRELIMIVARY REPORT TO HEARING EXAMINER CROWN 'OINTE LIMI1 ED PARTNERSHIP: SA-010-85 MARCH 19, 1985 PAGE 3 3.The proposal complies with the intent of the Comprehensive Plan which designates the subject site as Greenbelt, Commercial, and Medium Density Multiple Family. The development on the site actually created the transition between the commercial areas designated to the east and south, and the single family residential areas to the north. 4.The subject site was severely limited because of topography and a 200 foot wide powerline right-of-way bisecting the property into east and west halves. The applicant has provided a design focused back towards that right-of-way by centralizing the recreational building and a majority of the parking area adjacent to it. In the future with the construction of Queen Avenue N.E., a definite western boundary will be formed for the site. This will also modify the access substantially to the site so that it can be controlled at one point coming out onto N.E. 4th Street. Significant grading had to be accomplished on the site especially in the northwest corner. In this area the parking lot has been lowered approximately twenty (20) feet. Approximately the northern 52 feet of the site has been left in open space because of the slopes. ISSUE: 5. Should the City of Renton require that improvement plans for Queen Avenue N.E., on that piece of property to be dedicated to the City of Renton by Crown Pointe Limited Partnership, be designed and approved at this time to assure compatibility with the site approval? Because of nearly a twenty (20) foot elevation difference, it would appear appropriate that the street design for Queen Avenue N.E. be provided at this time. The applicant has not submitted a request for a deferral of off-site improvements and therefore the plans as submitted do not comply with the City's standards. In any case, specific plans showing those improvements would be required prior to the Board of Public Works deferring those improvements. The actual improvement plans for Queen Avenue N.E. might necessitate a change in the site plan by raising the proposed parking lot to establish the appropriate grade from the subject site onto the new proposed street. This would follow the intent of the Environmental Review Committee's concern regarding access from the site onto adjacent streets. In multiple family developments where large volumes of traffic could be generated, it is appropriate to provide level access so that sight distances can be assured. ISSUE: 6. Should the Hearing Examiner consider the site plan application without the applicant's compliance with the underlying environmental decision and the Uniform Fire Code adopted by the City of Renton? The site plan approval process is a fairly specific review process in the development of a piece of property. The only more specific application would be for the actual building permit. Site plan approval is designed to help the applicant understand the specifics and problems related to the property before expending more money for detailed building plans. The applicant has been informed several times that the Uniform Fire Code of the City of Renton requires a secondary access. The Environmental Review Committee, in an informative note on their original environmental decision and the Building and Zoning Department have constantly informed the applicant that the site plan was not acceptable without a secondary means of access. The applicant provided revised plans on March 8, 1985, to address the problem. These appear not to meet the Fire Department's concerns and comply with City Codes. Final judgment should be reserved to the Fire Marshal. It is suggested that the Fire Marshal be present at the public hearing. PRELIMINARY REPOR I 10 THE HEARING EXAMINER CROWN POINTE LIMITED PARTNERSHIP: SA-010-85 MARCH 19, 1985 PAGE 4 ISSUE: 7.Does the applicant comply with the Greenbelt requirement for maximum 50% coverage underneath the powerline right-of-way? Based upon preliminary calculations by the staff, it appears that approximately 48% of the 2.3 acres lying underneath of the powerlines is covered with parking. The applicant has not provided any supporting documentation to confirm this or show compliance with the code requirement. The staff takes the position that the applicant has complied with the intent of Section 4-745 for Greenbelt preservation. ISSUE: 8.Even though the City of Renton does not have specific requirements for on-site recreational amenities, should the applicant disclose the recreational activities to be considered in the site plan approval process? The site plan approval process is based in the general philosopy of determining the public good and general welfare of both the residents of the project and the general community. The environmental process looks at significant impacts and, in addition, recommends conditions that should be imposed on projects. In this specific case, the ERC did not attach recreational conditions to either the rezone or the site approval. The applicant is showing a recreational building with a swimming pool. There is no discussion of what type of on-site recreational activities will take place. In the past, the staff has voiced their concern about providing a variety of on-site recreational activities. Sufficient open area is left on-site that some outdoor recreational activities could be undertaken. In comparison, recent site plan approvals have demanded both passive and active recreational activities based upon the different age groups in the proposed complex. The applicant should clarify their position on the recreational facility proposed during the public hearing. 9.The Public Works Department notes that even though the project does not have any major direct frontage upon N.E. 4th Street, that several street lights will actual benefit the accesses to the site and those off-site improvements should be assessed to the development. The driveway should be increased to thirty (30) feet in width at N.E. 4th Street per City standards. In addition, it is suggested that a joint feasibility be considered for the U-Serve station and the subject site where their central access is located. This would help eliminate curb cuts onto the major arterial and direct them to a specific location. 10.All of the departments' comments focus on the concern, again, for access and the fact that the original plans submitted in early February did not comply with the requirements of the Environmental Review Committee or the Fire Department. The Fire Department was emphatic in its position of not approving the proposal based upon the access presented. 11.Utility Engineering notes that there will be latecomer's fee for water and also system development charges for water and sewer applied to the project. PRELIMINARY REPORT TO 1 HEARING EXAMINER CROWN POINTE LIMITED PARTNERSHIP: SA-010-85 MARCH 19, 1985 PAGE 5 12.The Building Division suggests that, even though the grading plans say that the driveway slopes are less than 4% in most cases, there are cases where the parking lots exceed 8% in slope. The applicant should be very careful in presenting correct documentation in the final building plan submission. 13. In conclusion, the application submitted does not address specific concerns of the Environmental Review Committee and of various City departments. 1 hose concerns can be addressed by the applicant if the record is left open. However, the Hearing Examiner should not grant site plan approval until the applicant has shown a positive direction in answering the issues of the improvements to Queen Avenue N.E., the secondary emergency access, utilization of Greenbelt areas, and on-site recreation. H. DEPARTMENTAL RECOMMENDATION: Based upon the above analysis, it is recommended that the site plan approval request by Crown Pointe Limited Partnership, file SA-010-85, be denies for the following reasons: a. The applicant has not complied with the specific requirements of the Environmental Review Committee. b. The applicant has not provided proof of compliance with the specific requirements of the fire code regarding secondary emergency access. c. The applicant has been notified since October 1984, that these were points of concern that had to be resolved in the site plan process and has specifically not included them in the application presented in January 1985. Their decision is that they cannot consider the proposal until previous environmental conditions and the Fire Code are met. Specifically, the Environmental Review Committee required on October 17, 1984, that the western 30 feet of the subject site shall be dedicated for the extension of Queen Avenue N.E. This was a condition of the environmental review of the rezone request and needs to be completed before the Environmental Review Committee can consider the site plan approval. In fact, it should have been completed and the necessary documents filed before the rezone was published. The site plan submitted does not comply with the Fire Code. The Fire Code specifically require!, that two acceptable means of access be provided to the site. This has been drawn t o your attention on several occasions and the Environmental Review Committee believe!; they cannot consider something that does not meet the specific life safety codes of the City. Therefore, you will need to submit a new site plan specifically complying with th3 Fire Code. The Fire Marshal, Jim Matthew, has been advised of the situation and will be available for consultation concerning the revisions of the site plan. No pubic hearings will be scheduled until these issues are resolved. This will allow a speedy presentation before the Hearing Examiner which we have presently scheduled for Tuesday, March 19th. The Bui.'.ding and Zoning Department, however, will recommend denial of the project unless, prior to March 10th, we have as part of the official record an easement from the adjacent property owner providing the secondary emergency fire access and a commitment from Centron to improve that easement to twenty (20) feet of paved asphalt per City Code requirements. Our department is not overwhelmed with the timeliness of the responses from Centron nor the submission of plans which did not reflect any of the conditions imposed in the rezone applicat,on. The issue of whether our department can deal with the backlog of items before :he Hearing Examiner is really academic. Each applicant takes their place accordirg to their date of submission of a completed application. Irvlr. My position has been that solutions can be reached by utilizing the processes available. If we were looking back ov,r the last four years, we could see that the project itself has sat on the shelf longer because of business transactions and private legal problems than because of the governmental review process. Our department feels that it has treated Centron fairly and effectiv 31y during the process. I have no qualms in comparing our response time to that of any c ther organization in the Puget Sound area. I believe that it should be both of our personal positions to solve the situation and get the facility constructed. Zoning Administrator 200 Mill Avenue South Renton, WA 98055 PE: Crown Pointe Site Plan Approval Dear Roger, Crown Pointe Limited Partnership began the rezone process on May 29, 1984 in order to convert the B-1 zoning of our property to R-3. This rezone was necessary as the result of zoning text amendments which occured unbeknownst to the property owner. The E.R.C. reviewed the proposal on five occasions before approving the final D.N.S. on August 27, 1984 The E.R.C. conditions of D.N.S. approval contained requirements which Crown Pointe could not legally or practically accomplish. Therefore, we were forced to appeal to the Hearing Examiner, delaying our proposal an additional month. The rezone hearing for Crown Pointe was set for November 15, 1984, approximately six months from the date of application. At the rezone hearing Crown Pointe Limited Partnership was able to present a site plan which had been extensively reviewed by all departments as part of the environmental review. The staff report contained comments from the various departments regarding the plan. The staff report, however, recommended approval subject to site plan review. Therefore, we must go through the entire public hearing process again although there was no comment at the rezone hearing. Crown Pointe applied for site plan approval on January 22, 1985. We received your letter of February 7, 1985 informing us that "You should calculate at least an extra month in the review process because of the backlog of items before the Hearing Examiner." The Crown Pointe rezone is a perfect case study of bureaucratic processing where delays have occured unnecessarily. The additional staff time, costs and Examiner backlog are counter productive and result in delays which inflate the W. Roger Blaylock February 22, 1985 Page 2 of 2 cost of housing. The end result of these delays is not in the interest of the public, the government or the developer. We have met with the City Fire Department to resolve the access problem. The Act also requires that an EIS be prepared for all major actions significantly affecting the quality of the environment. The purpose of this checklist is to help the agencies involved determine whether or not a proposal is such a major action. Lead Agency:City of Renton Building and Zoning Department This proposal was reviewed by the ERC on June 20, June 27, July 25, August 1, and August 22, 1984, following a presentation by Roger Blaylock of the Building and Zoning Department.
