REPORT AND DECISION.
APPLICANT: RAMAC, INC. (NIELSON AND SMITH)

SUMMARY OF REQUEST: Approval of a Conditional Use Permit to allow the
construction of a one and two-story self-storage
building having 30,850 square feet of area to be
located on B-1 zoned property.

Approve as presented.

BUILDING & ZONING The Building & Zoning Department Report was
DEPARTMENT REPORT: received by the Examiner on December 10, 1985.
PUBLIC HEARING: After reviewing the Building and Zoning Department
Report, examining available information on file with
the application, and field checking the property and
surrounding area, the Examiner conducted a public
hearing on the subject as follows:
The hearing was opened on December 31, 1985, at 9:00 A.M. in the Council Chambers of
the Renton Municipal Building. Parties wishing to testify were affirmed by the Examiner.
The following exhibits were entered into the record:
Exhibit #1 - Yellow file containing application, proof
of posting and publication and other documentation
pertinent to this application.
Exhibit #2 - Site and Landscape Plan.
Presentation of the report to the Hearing Examiner was made by Roger Blaylock, Zoning
Administrator. It was pointed out that this proposal was first presented on September 17,
1985, but on September 16, 1985 the applicant requested the ERC to reconsider their
determination and this matter was held pending the outcome of that determination. The
issue to be reconsidered was regarding access to the site. The request to the Examiner is
for a one and two-story self-storage building having 30,850 sq. ft., to be located on B-1
property. Topography in the business zoned area adjacent to the subject site is much
lower than the single family residential subdivision. The Environmental Review
Committee had prohibited access north to Bronson Way from the subject site, preferring
the access to go south through the proposed office site and access directly onto Maple
Valley Highway. In the reconsideration request the ERC stated they did not see an impact
as long as there is some type of physical barrier to stop the traffic from short-cutting
through the site onto the Sunset corridor. It was accepted by the ERC that the barrier for
traffic could be the proposed gate by the applicant, and they were not concerned exactly
where the gate was placed as long as it prohibited traffic from passing through the site.
Continuing, Mr. Blaylock stated public services are available to the site; the site does not
have direct frontage onto a heavily travelled public street; and the applicant has created
the illusion of one building by extending the roofline and open areas. It is felt the intent
of the Comprehensive Plan is met in the design of the building, and Mr. Blaylock reviewed
the criteria to be considered for a conditional use permit. Parking is provided on-site to
the east of the building; accessibility is the only concern if a possible limited access
problem becomes apparent because of sight distance and turning movements from Bronson
Way. The ERC has also stated in addition to a gate, the turning movements off of N.E.
3rd Street be limited to right-in and right-out.

The Zoning Administrator continued stating the proposal is separated from the
surrounding uses by steep slopes, highways and a City Park. The multiple family residents
in the area may very well be users of the service the applicant has to offer. It is felt the
proposal does not intrude into the area, is aesthetically pleasing, does not create a view
blockage, does respond to a need in the area, and is not expected to create any impact on
traffic because of the low activity use of the site. In conclusion, Mr. Blaylock stated the
proposal appears to meet all of the criteria, and the applicant should have the option as to
where to place the gate, suggesting the gate be manned by a manager of the facility and
not a card gate. The gate should be expandable to a full 20 ft. wide for fire emergency
access. He had no further comments at this time.

representative, responding was:

Mr. Nielson stated there are two entrances into the storge facility and it is envisioned
that the gates will be manned by a manager or possibly a card-operator for those persons
in the office building who may wish to pass through the property to make a right turn onto
Bronson Way. It is not their intention to have the driveway become a shortcut between
Third Street and Maple Valley Highway. The building was located on the frontage of I-405
as a means of providing good visibility from the freeway and is considered a low-traffic,
low-noise generator. The projected hours of operation are 8:00 A.M. to 9:00 P.M., seven
days a week. Mr. Nielson advised at the present time it is intended that the manager of
the apartment to the northeast of their facility will manage the storage facility.
Calling for further testimony in support of the application, there was none. There was no
one to speak in opposition, but wishing to comment was:

Mr. Rockhill spoke as a representative of the Monterey Terrace Community Club. He
stated they have no objection to the project as presented but expressed concerned over
the access and egress. He then stated if the recommendations presented by the Zoning
Administrator in his report are fulfilled, there would be no further concern by his
association. He did express concern over the use of the property adjacent to the entrance
of this facility on Monterey Avenue, (currently owned by the applicant), and wanted to be
sure at some time in the future this lot would not be converted to an access to Monterey
so traffic would be able to proceed from Monterey to 3rd. With these comments, Mr.
Rockhill stated there were no objections to the project.
The Examiner called for further testimony or comments on this application. There were
none. The hearing was closed at 9:30 A.M.
FINDINGS, CONCLUSIONS & DECISION:
Having reviewed the record in this matter, the Examiner now makes and enters the
following:
FINDINGS
1. The applicant, Ramac, Inc. (Nielson and Smith), has requested approval of a
Conditional Use Permit to allow the construction of a self-storage service facility
in a B-1 (Business/Commercial) zone.
2. The application file containing the application, the State Environmental Policy Act
SEPA) documentation, the Building and Zoning Department Report, and other
pertinent documents was entered in the record as Exhibit 4#1.
3. Pursuant to the City of Renton's Environmental Ordinance and SEPA (RCW 43.21C,
1971, as amended), a Declaration of Non-Significance has been issued for the
subject proposal by the Environmental Review Committee (ERC), the responsible
official.

4. Plans for the proposal have been reviewed by all City departments affected by the
impact of this proposal.
5. There was no opposition to the subject proposal from any member of the public.
6. The subject site is located in the vicinity of the 100 block of Bronson Way N.E., at
the northeast corner of the intersection of I-405 and the Maple Valley Highway.
While the lot straddles the area from Maple Valley to Bronson Way, the immediate
proposal would be located on the northern two-thirds of the subject site.
7. The map element of the Comprehensive Plan designates the area in which the
subject site is located as suitable for the development of commercial uses, but does
not mandate such development without consideration of other policies of the plan.
8.The subject site was rezoned to its current B-1 designation in two separate
actions. Ordinance 152.2 was enacted in August, 1955 and Ordinance 3677 was
enacted in November, 1982.
9. Access to the site resulted in conditions being placed upon development by the
ERC. The site, located as it is between the Maple Valley Highway and N.E.
3rd/N.E.4th, would provide a bypass to the Sunset/N.E. 3rd/4th intersection. Staff
wants to avoid this result and required that the site provide a gated access point to
avoid creating a defacto through street. In such case, access could be either from
the north or south but a gate would limit through passage.
10. The applicant proposes constructing an approximately 30,850 sq ft building, one and
two stories in height. Pursuant to Section 4-711(B)(3)(n) self storage facilities may
be permitted in a B-1 zone by conditional use, and then only if the use is contained
within one building.
11. The intent of the section is to forbid the usual barracks type arrangement of
cubicals and storage huts in the zones generally designated for commercial
development.
12. The subject proposal will actually consist of the usual arrangement, but it will be
confined within a completely enclosed building. Vehicles will be able to drive into
the building, as one could drive into a large warehouse, to gain access to the
storage compartments. The exterior will be finished in wood siding, trimmed with
blue and cream, and will be topped with a grey concrete tile roof.
13. The 24 foot high building will contain two separate two-story pitched roof sections
connected by a one-story flat roofed area. This configuration will give the building
some variety when perceived by passersby.
14. Landscaping will be provided along the Bronson Way entrance. In addition,
perimeter landscaping will be installed around the entire site.
15. Traffic to the site is not expected to be substantial, and comparisons were made to
an office building which exceeds 350 trips per day. The proposal is expected to
generate substantially less traffic.
16. While not part of the subject proposal, and still in preliminary stages, the applicant
will probably develop a smaller office building on the south portion of the subject
site.
CONCLUSIONS
1. The applicant for a Conditional Use Permit must demonstrate that the request is in
the public interest, will not impair the public health, safety and welfare and in
addition, is in compliance with the criteria found in Section 4-748(C) which
provides in part that:
a. The proposal generally conforms with the Comprehensive Plan;
b. There is a general community need for the proposed use at the proposed
location;
c. There will be no undue impacts on adjacent property;

d. The proposed use is compatible in scale with the adjacent residential uses,
if any;
e. Parking will not occur in required side yards and, that traffic movement
and circulation will be safe;
f. Noise, light and glare will not be adverse;
g. Landscaping shall be sufficient to buffer the use;
h. Adequate public services are available and will not be burdened by the
proposal.
The requested conditional use appears justified subject to assurance that access
through the site can be controlled.
2. The proposal appears to generally conform with the Comprehensive Plan. The use
is a specialized commercial operation which will be housed in a building which will
make it indistinguishable from some smaller office complexes. Approval will not
have any adverse affect on other commercial operations.
3. Commercial storage facilities available to the general public appear to be in
demand so that the use should serve the general community need.
4. The subject proposal does not appear to have any adverse affect on adjacent
property. The complex appears well designed and the topography of the area
should provide more than enough separation to afford protection to the residential
community to the east.
5. The parking on-site appears to be sufficient to serve the use. The use will actually
be drive through to enable persons to get close to the storage areas for dropping
off and picking up possessions.
6. The major issue, access, should be satisfactorily addressed by the gated access
required by the ERC, but to insure that it does not become a problem access
through the site shall remain reviewable by the City. If at any time in the City's
sole discretion, access through the site becomes a problem, the City shall be
entitled to curtail completely the through access or otherwise modify the access.
7. As long as lighting is directed inward, the topographical separation will assure that
light does not adversely affect neighboring properties. Similarly the topography
should buffer the neighboring properties from noise.
8. The landscaping appears sufficient to buffer the use. The entire periphery of the
site is landscaped, as is the entry.
9. Adequate public services are available and the ERC's conditions will assure safe
turning movements and prevent the site from being used as a detour route.
DECISION
The Conditional Use Permit is approved subject to the following condition:
Access through the site shall remain reviewable by the City. If at any time in the
City's sole discretion, access through the site becomes a problem, the City shall be
entitled to curtail completely the through access or otherwise modify the access as
it determines appropriate.

Pursuant to Title IV, Section 3015 of the City's Code, request for reconsideration must be
filed in writing on or before January 24, 1986. Any aggrieved person feeling that the
decision of the Examiner is based on erroneous procedure, errors of law or fact, error in
judgment, or the discovery of new evidence which could not be reasonably available at the
prior hearing may make a written request for review by the Examiner within fourteen (14)
days from the date of the Examiner's decision. This request shall set forth the specific
errors relied upon by such appellant, and the Examiner may, after review of the record,
take further action as he deems proper.
An appeal to the City Council is governed by Title IV, Section 3016, which requires that
such appeal be filed with the City Clerk, accompanying a filing fee of $75.00 and meeting
other specified requirements. Copies of this ordinance are available for inspection or
purchase in the Finance Department, first floor of City Hall.
The Appearance of Fairness Doctrine provides that no ex parte (private one-on-one)
communications may occur concerning land use decisions. This means that parties to a
land use decision may not communicate in private with any decision-maker concerning the
proposal. Decision-makers in the land use process include both the Hearing Examiner and
members of the City Council.
All communications concerning the proposal must be made in public. This permits all
interested parties to know the contents of the communication and would allow them to
openly rebut the evidence. Any violation of this doctrine would result in the invalidation
of the request by the Court.
The Doctrine applies not only to the initial public hearing but to all Requests for
Reconsideration as well as Appeals to the City Council.

SUBJECT: RAMAC, INC., CONDITIONAL USE/CU-062-85
Rarnac, Inc.'s conditional use application was originally scheduled for public hearing on
September 17, 1985. However, the applicant asked reconsideration of the Environmental
Review Committee's recommended condition on access as outlined in a letter to the
Examiner of August 9, 1985. The Committee accepted the reconsideration request and
reviewed information submitted by the applicant. As a result, the Committee revised its
recommendation as stated in a memo to the Examiner dated December 9, 1985. The
revised recommendation contained two conditions, one dealing with the controlled access
question and the other on traffic circulation. Both conditions are suggested as a means of
controlling public traffic from using private access to circumvent traffic controls upon
public streets.
As the first condition, the Environmental Review Committee approved controlled access
through the site by requiring the construction of a full width electric powered gate at
either the southern boundary of the self-service storage warehouse or the northern
boundary. They felt the decision on the actual location of the gate was a site plan issue
to be determined under the conditional use permit review process. As long as there is a
controlled access point, the environmental issues of pass-through traffic was addressed.
Therefore, the Hearing Examiner should be looking specifically at the location of the full
width electric powered gate.
The Committee also required the construction of traffic channelization at the
intersection of N.E. Third Street and Bronson Way. The purpose of channelization is to
actually create a traffic triangle and limit traffic to right turns and to specifically
prohibit left turn traffic movements.
The staff recommendation has not changed from its original position as stated in the
preliminary report to the Hearing Examiner dated September 17, 1985. Staff believes the
proposal is appropriate and in fact a compatible use for the subject site. Therefore, the
staff report of September 17, 1985 would stand as written.

The Environmental Review Committee has analyzed the reconsideration request
submitted by Mr. Dan Shane of Ramac, Inc. The Environmental Review Committee finds
that their original decision was appropriate; however, there is an alternative which is
acceptable and the Hearing Examiner could consider in his deliberations as an
environmental equal.
Therefore, the Environmental Review Committee, under its substitive authority [Section
4-2822(D)] recommends to the decision maker, the Hearing Examiner, that the conditional
use permit request to allow the construction of a one and two story self-service storage
building having 30,850 square feet of area to be located in the B-I Business Use zoning
district is subject to the following conditions:
1. The construction of traffic channelization at the intersection of N.E.
Third Street and Bronson Way. This channelization shall limit
westbound left turns from Bronson Way to N.E. Third Street and
southbound left turns from N.E. Third Street to Bronson Way.
2. Controlled access through the site shall be limited by the construction
of a full width electric powered gate at either the southern boundary of
the self-service storage warehouse site or the northern boundary.
The primary objective is to stop public traffic from using private access to circumvent
traffic controls upon public streets.
Under Section 4-2822(D), the decision maker must accept these conditions as binding upon
his ultimate decision unless he identifies in writing a substantial error in fact or
conclusion by the Environmental Review Committee. The decision maker then has the
option of asking the Environmental Review Committee for reconsideration or revising the
specific conditions.

The applicant has the ability to request reconsideration of these conditions from the
Environmental Review Committee or appeal these conditions directly to the Hearing
Examiner under authority granted in Section 4-2823(A)(1)(a) within 14 days of the date
that the DNS is final. Therefore, the appeal date would be Monday, December 23, 1985,
at 5 p.m. Appeals must be submitted in the form prescribed by both the Environmental
Ordinance of the City of Renton and the Hearing Examiner Ordinance, Section 4-3011(B).

Dear Mr. Shane:
The Enviror mental Review Committee has considered the traffic information submitted
by your traffic and transportation engineer, Mr. Bob Parrott. Both the Traffic
Engineering Department and the Environmental Review Committee generally agree with
the traffic control devices that you are proposing on both Maple Valley Highway and N.E.
Third Street. However, they do need a clarification as to specifically what the design and
traffic lirnil:ations will be constructed to prevent shortcutting from N.E. Third Street to
Maple Valle., Highway.
The commit tee cannot envision a design that would totally eliminate the possibility of
shortcuts. Therefore, they would request that you provide them with a specific design to
accomplish what is stated in the second paragraph on page 4 of Mr. Parrott's supplemental
report datec October 28, 1985.

We have reviewed the traffic analysis report of the above proposed
development. The following elements are of concern and should
be answered.
1. What will the access roadway physical layout
look like?
2. Where will the access road tie into NE 3rd Street?
As a condition of the permit, it should be noted that any changed
usage of the property would require review of the right-in right-out
condition.
We do concur with the findings of the traffic report in regard
to right-in and right-out only on NE 3rd Street to access and believe
this operation would be satisfactory.
The channelized left turns as proposed on Maple Valley Highway
at the entrance also meet with our approval.

SUBJECT : Ramac, Inc. Self-Service Storage/Office Complex
Gentlemen:
The purpose of this letter is to supplement data submitted to the
City of Renton dated 12/22/82 concerning traffic generation and
turning movements relative to the proposed office complex, and
data submitted 1/3/83 regarding left turn storage lane
requirements on the Maple Valley Highway into the proposed site.
Copies of this data are attached hereto.
Vehicle trip generation data utilized in this analysis was
derives from the Institute of Transportation Engineers Trip
Generation Manual, published in 1983 , specifically for ITE Land
Use Code 710 for General Office Buildings and Land Use Code 151
for Mini-Warehouses . Copies of these published rates are also
attached hereto.
Discus:.ions were held with staff members of the City of Renton
and W. S. DOT in order to determine existing and projected
traffic volumes on both the Maple Valley Highway and N. E. Third
Street. Existing average daily traffic volumes on N. E. Third

Street amount to about 32 , 000 vehicles a day, with 15 , 300 being
eastbound and 16 ,700 being westbound. Existing average daily
traffic volumes on the Maple Valley Highway amount to around
23 , 300 , with approximately 11 , 800 westbound and 11, 500 eastbound.
Generated vehicular trip-ends from the proposed sites are as
follows :
A. Mini-warehouse site (Land Use Code 151 ) .
Average daily trip-ends = 86
A.M. peak hour trip-ends = 5
P.M. peak hour trip-ends = 9
B. Proposed office building
A.M. peak hour trip-ends = 112 trips in; 21 trips out
P.M. peak hour trip-ends = 16 trips in; 82 trips out
It is c,bvious from the ITE Trip Generation data and observations
make by the author, for mini-warehouse installations, throughout
the Seattle metropolitian area that the impact from such
installations and projects can be considered neglible. Traffic
volume activity in relation to mini-warehouse installations
occurs before or after peak hour volumes or occurs on weekends .
From a traffic engineering standpoint, the traffic volume impacts
are therefore centered around the proposed office complex.
Capacity calculations have been performed and have resulted in
City of Renton 3- October 28 , 1985
what appears to be a level of service "E" for ingress and egress
to the proposed office complex off of the Maple Valley Highway,
assuming no other access is allowed. Capacity calculation forms
are attached hereto.
It is proposed that access onto N. E. Third Street be restricted
to a r:_ght turn in and right turn out only operation from the
proposed site. Existing traffic volumes on N. E. Third Street,
during the peak hours , definitely preclude any other turning
movements taking place.
Full access from the Maple Valley Highway, plus right in and
right out only from N. E. Third Street will allow the office
building and storage facility patrons access to and from the
proposed site without having to cross heavy, peak hour traffic
volumes . The self-service storage facility, by its very nature,
will be secure and as such, the driveway around the periphery of
this site can also be secured, thus preventing short-cutting of
traffic from Maple Valley Highway to N. E. Third Street and vice
versa.
The proposed scheme would allow eastbound vehicles desiring to
enter the site from the Renton area, to utilize N. E.Third Street
and turn right into the site, thus avoiding any turning conflicts
with major traffic volumes westbound towards the Renton area on
the Maple Valley Highway. Likewise, westbound traffic from the
City of Renton 4- October 28 , 1985
Maple Valley area, destined to the proposed site, would turn
freely from the Maple Valley Highway right into the site. During
the P.Y. peak hours the reverse would be true, eastbound traffic
would turn right out of the site onto N. E. Third Street and meld
with tr.e existing traffic volumes eastbound. Westbound traffic
could turn right onto the Maple Valley Highway from the site and
meld with the minor traffic volumes heading towards the Renton
area.
In summary, it is recommended that right turn in, and right turn
out on: y, be facilitated along N. E. Third Street, subject to
security conditions such that only the office building and
warehouse patrons are accommodated and short-cutting from N. E.
Third Street to Maple Valley Highway or vice versa by the general
public is prevented. This will result in a higher level of
service at the entranceway from the Maple Valley Highway and
likewise should not jeopardize the existing level of service
along N. E. Third Street.
Left turn lane storage facility calculations from the Maple
Valley Highway into the proposed site as submitted 1/3//83 appear
to be adequate. Left turn storage facilities under the proposed
concept from N. E. Third onto the site will not be required since
we propose a right turn in and right turn out only concept.
City of Renton 5- October 28, 1985
Construction of the proposed project, incorporating the traffic
routing considerations contained herein will result in no
significant impact to existing traffic characteristics on the
adjacent arterial streets and highways.

of the ERC regarding access as stated on paje 3of the

required primary access from this site to the south
through the new entrance that will be created with
the construction of the office complex."

not allow traffic to ingress and egress from old Bronson Way for the
following reasons:
1. Information supplied by RaMac's traffic consultant indicate
traffic generated from the proposal will be minimal with 95% use
at off peak traffic hours.
2. Ingress only from old Bronson Way will cause little if any impact
on Bronson Way or North East Third.
3. RaMac Inc. suggests a rewording of the conditions to no traffic to

G. DEPARTMENT ANALYSIS:
1. l he applicant, Ramac, Inc., is requesting a conditional use permit to allow
the construction of a 30,850 square foot building located on 1.6 acres under
provisions of the B-1, Business Use, zone Section 4-711(B)(3)(n). This section
allows the construction of a self-service storage facility when contained
entirely within one building.
2. I he applicant has created the illusion of one building by extending roof lines
and linking portions of structures together and creating an enclosed
compound where motor vehicles would drive into the building and access the
individual storage lockers from inside. Wood siding will be utilized on the
structure covered with semi-transparent Olympic stain. The building will be
trimmed in cream and teal blue and utilize a concrete gray tile roof. At the
maximum height, the structure will be approximately 24 feet. A ten-foot
landscape buffer area has been presented around the entire perimeter of the
building. The intent is to blend the building with the apartments to the north
and the proposed office building to the south.
The intent of the code section is that the typical facade of a self-service
storage building is not acceptable in a B-1 zone. Therefore, the design must
appear to look like a commercial structure. Until this time, there has not
been a reasonable attempt by an architect to present this type of image. The
design that is presented is very creative and in the opinion of the Building and
Zoning Department meets the basic concept of the code section.
3. The Enviornmental Review Committee has issued a declaration of
nonsignificance. The appeal period will expire on Monday, September 16,
1985, at 5 p.m.
The Environmental Review Committee has also used their substantive
authority to restrict access to the north on Bronson Way to emergency access
only. This provision is also appealable until September 16 to the Hearing
Examiner.
4. Section 4-748(C) establishes review criteria for conditional use permit
applications. The applicant's presentation clearly demonstrates compliance
with the intent of the 11 conditional use criteria. I he proposal complies with
comprehensive plan and zoning codes ' and there does appear to be a
community need. Adequate parking and traffic circulation have been
provided, and sufficient landscaping has been proposed around the building.
The key issue seems to be relationship to the acceptability of the use for the
specific location.

ISSUE: Is the proposed self-service storage facility an appropriate use for the
specific site?
The property is zoned B-1, Business Use. The business use classification
allows all commercial retail activity. These uses can vary greatly in
intensity. The subject site has major development limitations which must be
addressed in any proposed use of the site. The steep slope to the west divides
the existing department building and the proposed office and self-storage
facilities from the single family residential subdivision of Monterey Terrace.
Both Maple Valley Highway and I-405 along with N.E. Third Street create a
limitation of access to the site. I he apartment complex presently has access
to the north, but the Environmental Review Committee has specifically
required primary access from this site to the south through the new entrance
that will be created with the construction of the office complex. With
limited access and visibility, the site should be limited to a lesser commercial
intensity.
1 he major factor to determine intensity in the City of Renton has been
traffic generation. Any commercial activity other than the proposed
self-service storage facility would generate several times the anticipated
traffic volume. If 20,000 square feet of office was proposed for the site,
daily traffic volumes would exceed 350 trips. The self-service storage
facility would average less than one tenth of that traffic generated by an
office building. The Building and Zoning Department believes that the
proposal is the best use of the property because it reduces the intensity of
use to an acceptable level but is still economically viable for the applicant.
ISSUE: 5. Does the proposal create any unacceptable impacts upon the adjacent users?
The proposal is compatible in architectural style and size with the adjacent
office and apartment uses. The proposal is separated by more than a 50 foot
topographic difference from the single family residential uses to the east.
There will be no view blockage or infringement into the activities of the
adjacent single family area if the sloped area is maintained in a greenbelt.
The landscaping around the building will help buffer the intensity of the
building from the freeway and the adjacent multiple family and commercial
uses.
f he greatest impact would appear to be the visual one of someone looking
down on the site from Monterey Terrace. In most cases, the property owners
would be looking out at the vista. If they tended to look down, they would
appear to see the roof of an office structure in the way it is configured. The
roofline appears as one, but in actuality it is a series of roofs with the driving

6. In conclusion, the proposal appears to meet the specific criteria of Section
4-711(B)(3)(n) and the conditional use criteria Section 4-748(C). The Building
and Zoning Department believes the design is innovative and aesthetically
pleasing to blend in with the adjacent structures. It does not introduce
additional traffic which is a primary concern for the area or create a visual
impact from ground level or from above.
H. DEPARTMENTAL RECOMMENDATION:
Based upon the above analysis, it is recommended that the conditional use permit

SUBJECT: RAMAC, Inc./ECF-095-85/CU-062-885/Construction of a self-service
storage building in a B-1 zone.
The Environmental Review Committee, under its substantive authority, [Section
4-2822(D)] recommends to the decision-maker, the Hearing Examiner, that the
conditional use permit request to allow the construction of a one and two-story
self-service storage building having 30,850 square feet of area to be located in a B-1 zone
be issued sut ject to the condition that access to the north onto Bronson Way be limited to
emergency access only. Primary access is to be to Maple Valley Highway.
Under Section 4-2822(D), the decision-maker must accept these conditions as binding
upon his ultimate decision unless he identifies in writing a substantial error in fact or
conclusion by the Environmental Review Committee. The decision-maker, the Hearing
Examiner, then has the opportunity of asking the Environmental Review Committee for
reconsideration or revising the recommended conditions.
The applicant also has the ability to appeal this condition directly to the Hearing
Examiner under authority granted in Section 4-2823(A)(1)(a) within 14 days of the date
that the DNS is final. Therefore, the appeal date would be Monday, September 16, 1985,
at 5:00 p.rr . The appeal would be submitted in a form prescribed by both the
Environmental Ordinance of the City of Renton and the Hearing Examiner Ordinance,
Section 4-3011(B).

governmental agencies to consider the environmental impacts of a proposal before making
decisions. An environmental impact statement (EIS) must be prepared for allproposals

Answer the questions briefly, with the most precise information known, or give the best

Jusification:
a. Comprehensive Plan: The proposed use is allowed by
conditional use in the B-1 zone per section 4-711 20. A. It
shoLld therefore be compatible with the standards of the
Comprehensive Plan when approved by the Hearing Examiner.
b. Community Need: The facility fills a void in self-
service storage facilities between south Renton (East Valley
Road) and Factoria. The proponent feels there exists a need
for storage services for the residents of north and east
Renton as well as Fairwood , Maple Valley and Newport Hills.
New apartment construction in these areas will only increase
the need for storage.
c. Effect on Adjacent Properties: The building should have
a m: nor adverse effect on adjacent properties. One of the
apartments north of the proposal is owned by this owner.
The proposal is almost not visible from the other apartment.
Res: dents in Monterey Terrace may be able to look down on
the facility but their view is generally screened by the
heavily wooded steep hillside below their properties. This
wooded screen would not be modified. Properties to the west
and south are screened by highways and vacant land.
d. Compatibility: The building is designed to have a
generally apartment residential scale and appearance to be
compatible with the adjacent apartment properties. The site
has a generally freeway oriented environment but is well
screened from the single-family properties of Monterey
Ter -ace.
e. Parking: Parking at the rate of 1 : 1500 is provided by
the 21 spaces shown.
f . Traffic: Traffic generated by a storage facility should
be quite low and during non-peak traffic hours. The
building is served off a private driveway which would get
traffic off public streets. The driveway aon Maple Valley
Higlway has been designed and studied for office park
traffic volumes greatly exceeding this proposal . Traffic
volumes from Old Bronson Way North should be no problem
except for potential turning movements from N. E. 3rd Street.
The proponent is willing to upgrade Old Bronson Way North
with paving, curb , gutter and sidewalk to facilitate
increased traffic generated.
g. Noise, Glare: Noise, light and glare impacts from this
proposal should be minor within the general environment of
the I-405 freeway noise, light and glare. Residential
properties will be screened by vegetation and terrain as at
present. With all the activities enclosed in a building
shell the noise, light and glare from the proposal should be
greatly reduced.
h. Landscaping: The owner proposes to install landscaping
around the building to present an attractive commercial
appearance. This includes street trees, evergreen trees and
shrubs, ground covers and bark covered planting beds.
Landscape screening of adjacent properties should not be
required.
i . Accessory Uses: N/A.
j . Conversion: N/A.
k. Public Improvements: The owner is aware of the need to
ins'_all a waterline loop with hydrants, side sewers,
stormwater retention/detention systems, temporary erosion
con"::rol systems, traffic turn-lane improvements on Maple
Valey Highway, and general improvements of Old Bronson Way
North as a part of his development.
Building Signs: The owner would propose to install
illuminated building signs; one over the building main
entrance and one or two on the freeway side of the building
in accordance with City of Renton sign regulations.
San:iblasted wood freestanding signs at each street entrance
to the driveway would be proposed.
