APPLICANT: FANCHER FLYWAYS, INC.
FILE NO. CU-103-85
LOCATION: 243 West Perimeter Road at the Renton Municipal
Airport.
SUMMARY OF REQUEST: Approval of a Conditional Use Permit to allow the
construction of two aircraft hangar buildings having
approximately 6720 sq. ft. and 4500 sq. ft.
respectively to house seven aircraft on property
zoned P-1.
SUMMARY (JF ACTION: Building and Zoning Department Recommendation:
Approval with conditions.

BUILDING & ZONING The Building & Zoning Department Report was
DEPARTME=NT REPORT: received by the Examiner on February 4, 1986.
PUBLIC HEARING: After reviewing the Building and Zoning Department
Report, examining available information on file with
the application, and field checking the property and
surrounding area, the Examiner conducted a public
hearing on the subject as follows:
The hearirg was opened on February 11, 1986, at 9:05 A.M. in the Council Chambers of
the Renton Municipal Building. Parties wishing to testify were affirmed by the Examiner.
The following exhibits were entered into the record:
Exhibit #1 - Yellow file containing application, proof
of posting and publication and other documents
pertinent to this request.
Exhibit #2 - Site Plan.
Exhibit #3 - For illustrative purposes only, brochure
showing full fab 6700 sq. ft. building to be utilized.
Exhibit #4 - For illustrative purposes only, brochure
by Atlantic showing the proposed 4500 sq. ft. building.
Presenting a review of the proposal was Roger Blaylock, Zoning Administrator. He set
out such information as the 1.65 acre of property is to be used to add two aircraft hangar
buildings to house seven aircraft. Utility plans will have to be approved and improved for
the subject area, and the Fire Department noted there will need to be provisions for
access to the inside hangar area from West Perimeter Road. The water main system to be
utilized must provide 3 fire hydrants at locations to be approved by that department. The
present hydrants are not properly located and are the property of the Boeing Company.
Mr. Blaylock stated the Building Department is requesting a fire wall be provided on the
west building near the office. No other buildings are permitted within 40 ft. of these
buildings without exterior walls. Approved grading and drainage plans will have to be
approved by the City, the proposal complies with the criteria to be considered for a
Conditional Use, the project is compatible, meets the height and bulk requirements of the
zoning classification, is similar in function and use, there is a demand for this use, traffic
circulation will not be modified, noise and glare will be no greater than those now at the
airport, and landscaping will be moderately provided. Mr. Blaylock continued stating the
existing parking lot may not meet City standards for dimensions and requirements but the
Code does not specifically set out parking requirements for aircraft hangars. Usually in
small aircraft operations the owner of the aircraft may park their car under the wing of
the aircraft, move the aircraft and then park the car where the aircraft was located.

Mr. Blaylock advised it was staff's feeling that this method of parking would be
acceptable to the City, and no special parking arrangement need be pursued for parking at
the hangars.
Continuing, Mr. Blaylock referred to a letter from the Public Works Director stating both
of the Perimeter Roads are not public streets but are a private access to the airport.
This means no setbacks are required on the Perimeter Roads. Public access to the airport
is off Rainier Avenue, the adjacent parking lot should be upgraded to meet City standards,
and staff supports the recommendation for approval of this proposal.
Calling for testimony from the applicant or their representative, responding was:

Mr. Mickel s tated he feels the report presented was adequate and fair but questioned the
requirement of additional fire hydrants by the Fire Department questioning why the
additional protection is being required since they are not increasing the number of
aircraft or people on the site. The buildings are essentially non-flammable, and if the site
is not adequately protected now, he feels it may be the responsibility of the City to
upgrade anc protect their investment. The applicant is only asking to build hangars for
aircraft that are currently using the site. Mr. Blaylock stated he could not address the
Fire Department requirements but felt they were based on established City Codes for the
construction of new buildings. The Hearing Examiner stated the applicant should work
with the Fire Department at the time they obtain the building permit with regard to the
additional ' ire hydrants and the placement of water mains. It was clarified that there
would not be landscaping at the rear of the western or northern hangars, and Mr. Mickel
stated the existing landscaping in the existing parking lot and the area around the existing
office building should prove sufficient to conform with the City requirements. The area
north of tt-e existing building is paved in gravel, the area to the east is a combination of
gravel, grass, etc. so there should be no need for further gravel work at this time.
The Heari ig Examiner called for further testimony, there was no one else wishing to
speak in fEivor of or in opposition to this matter. Wishing to comment on the lease for this
property, representing staff was:

Mr. Lee E dvised the lease on this property has already been signed and has no conditions
attached to it. The proposal for the development of these hangars was presented to, and
approved by the Aviation Committee and the City Council, subject only to the provision
that all administrative procedures be followed. This hearing is a part of those
procedures. Mr. Lee stated it was the initiative of Fancher Flyways, Inc. to place the
hangars on this property, and this development is highly encouraged by the City. If a
Conditional Use Permit could not be issued it would only mean that the hangars could not
be built ,it this time, but the lease would not be affected at all. It is felt hangar space is
needed on this area and again. Mr. Lee stated this proposal has the full support of the
Aviation Committee and the City.
There being no further testimony or comments from staff, the hearing was closed at 9:35
A.M.
FINDINGS, CONCLUSIONS & DECISION:
Having reviewed the record in this matter, the Examiner now makes and enters the
following:
FINDINGS:
1. The applicant, Fancher Flyways, Inc., has requested approval of a Conditional Use
Permit to allow the construction of two aircraft hangar buildings at the Renton
Municipal Airport.
2.The application file containing the application, the State Environmental Policy Act
SEPA) documentation, the Building and Zoning Department Report, and other
pertinent documents was entered in the record as Exhibit #1.

3. Pursuart to the City of Renton's Environmental Ordinance and SEPA (RCW 43.21C,
1971, Es amended), a Declaration of Non-Significance has been issued for the
subject proposal by the Environmental Review Committee (ERC), the responsible
official.
4. Plans for the proposal have been reviewed by all City departments affected by the
impact of this proposal.
5.The subject site is located at the extreme southwest corner of the airport at 243
West Perimeter Road.
6.An existing building and unpaved surface are located at the site.
7.The map element of the Comprehensive Plan designates the area in which the
subject site is located as suitable for the development of public and quasi-public
uses, but does not mandate such development without consideration of other
policies of the plan. The Airport Plan obviously suggests activities supportive of
aviation.
8.The subject site is zoned P-1 (Public/Quasi-Public).
9.The applicant proposes constructing two separate hangar buildings. The larger
building will be approximately 6,720 square feet, while the smaller building will be
approximately 4,500 sq ft. Seven aircraft will be housed in the two facilities.
10. The structures are metal prefabricated buildings. The buildings will be
approximately 20 feet high (smaller building) and 13 feet high.
11. The Fire Department has indicated that the current fire flow water supply is not
star dard. Fire Department approval will be required of all fire flow and hydrant
requirements.
12. Building and Zoning recommended parking at the ratio of 1 stall for every 200 feet
of office space. Parking for hangars is generally provided by the airplane storage
location.
13. The applicant will be paving the unpaved areas of the site.
14. The applicant has secured a lease from the City, and any improvements made to
the property are made solely at the applicant's request. They are not required as
part of the lease nor was the lease contingent upon the subject proposal.
CONCLUSIONS
1.The applicant for a Conditional Use Permit must demonstrate that the request is in
the public interest, will not impair the public health, safety and welfare, and in
addition, is in compliance with the criteria found in Section 4-748(C) which
p:•ovides in part that:
a. The proposal generally conforms with the Comprehensive Plan;
b. There is a general community need for the proposed use at the proposed
location;
c. There will be no undue impacts on adjacent property;
d. The proposed use is compatible in scale with the adjacent residential uses,
if any;
e. Parking will not occur in required side yards and that traffic movement and
circulation will be safe;
f. Noise, light and glare will not be adverse;
g. Landscaping shall be sufficient to buffer the use;
h. Adequate public services are available and will not be burdened by the
proposal.
The requested conditional use appears justified and is approved.

2.Many of the criteria for a Conditional Use Permit are not entirely applicable to a
use located at the airport. The airport is a distinct property, and while some
off-situ impacts can be anticipated, they are not unusual for an airport location.
The proposed use, new hangars, is compatible with the designation of the site as an
airport in both the Comprehensive Plan and the Airport Master Plan. The hangars
are supportive of aviation.
3. Staff indicated a shortage of hangar space in the general area and the applicant's
proposal will help fill the need for additional space. There apparently is a
community need which cannot be served at very many locations.
4.The buildings proposed, prefabricated buildings, are generally in scale with other
development at the airport. They will not exceed 20 ft. in height. Like many of
the existing hangar buildings, they are metal walled and generally open.
5.There will not be any appreciable increase in noise, light and glare as a result of
this development.
6.Adequate public services are available and will not be burdened by the proposal,
although the water supply for fire suppression will have to be modified to meet the
Fire Department requirements.
7. Parking for the office will have to be at the usual ratio of 1 stall for each 200 feet
of office space.
DECISION
The Conditional Use Permit is approved subject to the following conditions:
1. The parking for office uses, if any, will have to be 1 stall for each 200
square feet of office space.
2. Fire Department requirements for fire flow and hydrant spacing will have
to be accomplished.

Pursuant to Title IV, Section 3015 of the City's Code, request for reconsideration must be
filed in writing on or before March 10, 1986. Any aggrieved person feeling that the
decision of the Examiner is based on erroneous procedure, errors of law or fact, error in
judgment, or ',he discovery of new evidence which could not be reasonably available at the
prior hearing may make a written request for review by the Examiner within fourteen (14)
days from the date of the Examiner's decision. This request shall set forth the specific
errors relied upon by such appellant, and the Examiner may, after review of the record,
take further action as he deems proper.
An appeal to the City Council is governed by Title IV, Section 3016, which requires that
such appeal be filed with the City Clerk, accompanying a filing fee of $75.00 and meeting
other specif!ed requirements. Copies of this ordinance are available for inspection or
purchase in the Finance Department, first floor of City Hall.
The Appearance of Fairness Doctrine provides that no ex parte (private one-on-one)
communications may occur concerning land use decisions. This means that parties to a
land use decision may not communicate in private with any decision-maker concerning the
proposal. Decision-makers in the land use process include both the Hearing Examiner and
members of the City Council.
All communications concerning the proposal must be made in public. This permits all
interested parties to know the contents of the communication and would allow them to
openly rebL t the evidence. Any violation of this doctrine would result in the invalidation
of the request by the Court.
The Doctrine applies not only to the initial public hearing but to all Requests for
Reconsideration as well as Appeals to the City Council.
For purposes of these decisions and recommendations the terms "Should" and "Shall" are
to be considered mandatory. The term "May" will be considered discretionary. When the
report is a recommendation to the City Council the terms "should" and "shall" are
intended to inform the City Council that if they approve the recommendation the items
should be mandatory to preserve the intent of the decision.

1. Access be provided to inside hangar area from West Perimeter
Road.
2. Water main system be installed to provide 3 fire hydrants at
locations approved by the Fire Department according to city
standards. Hydrants present are private hydrant belonging to
Boeing Co. and do not meet city standards and are improperly
location for use proposed.
4.The proposal as submitted complies with the 11 conditional use criteria as
enumerated in Section 4-748(C). The Comprehensive Plan designates the site
as public use supporting the function of the municipal airport. The project is
in an area specifically designed for airport support uses, ie. airplane storage.
The use is compatable with adjacent uses and the building designs are
similar. Traffic to the site will be over private accesses specifically designedforlowvolumeuseage.
5.The Fire Department has noted that the water mains and fire hydrants will
have to be upgraded to meet city standards.
6.The applicant has not provided detailed plans showing the existing parkinglot. Since the new building expansion represents more than 1/3 of the
existing structure, the entire parking area will have to be brought up to city
standards. [Section 4-2203(1)]. These plans can be required and reviewed as
part of the building permit.
One issue arise as it relates to how much parking must be provided. The
present City Code does not address airplane hangars separately. The Public
Works Department has suggested that no parking be required for hangars
because the users place the car in the hangar or the tie down area when he
uses the airplane. The Building and Zoning Department believes parkingshouldberequiredforofficeusesandmechanicalrepairareas. In the past
hangars have been consider storage areas (warehousing) and 1 parking space
for every 1,500 square feet of building was required.
H. DEPARTMENTAL RECOMMENDATION:
Based upon the above analysis, it is recommended that the conditional use permit
request by Fancher Flyways, Inc., file number CU-103-85, be approved subject to
upgrading the existing parking area to met the city standards for parking lots,including not only dimensional requirements, but landscaping requirements.
Parking should be provided only for the office building at a ratio of 1 parking spaceforevery200squarefeetofbuildingarea.

2.The ERC issued a Declaration of Non-Significance on the proposed project on
January 8, 1986 with the appeal period expiring on Monday, January 27, 1986
at 5 p.m..
3. Various City departments reviewed the project proposal. The Parks and
Recreation Department, Police Department, and Policy Development
Department all recommended approval. The other departments
recommended approval with conditions or denial. The following are

SUBJECT: Airport Perimeter Roadways and Building Set Backs
This memo is intended to establish the status of the Perimeter Roadways
on the Municipal Airport.
Each of these roadways is in essence a private road dedicated to the
provision of public access to the Airport and its business operations.
As such they are subject to restrictions which are not normally associated
with regular dedicated public road rights-of-way, e.g. the Council-imposed
ban on jogging activities and the Airport-imposed restriction of access in
certain locations. Developments on Airport properties between the Peri-
meter roadways and the interior taxiways are already severely constrained
by the geographical space limitations and the special clearance needs
characteristic of aircraft operations.
Since we will soon be dealing with Hangar Construction Proposals , we are
requesting that a determination be made concerning the non-applicability of
the usual 20 ft. set-back condition from roadway to building insofar as
Airport Perimeter Roadways are concerned.

SUBJECT: FANCHER FLYWAYS PROPOSAL OF NE HANGARS
Thank you for giving us the early opportunity to review the proposed construction of new
hangars b " Fancher Flyways in the southwest corner of the Renton Municipal Airport. It
appears that the proposal as presented would not comply with the P-1, Public Use Zone,
which recuires a minimum of a 20 foot setback from a city street. Of course, I am
assuming that West Perimeter Road is an established city street and, therefore, the
proposed 'hangars #1 through Ir~11 would have to be moved 20 feet to the east. The larger
hangar that is 45' x 95' would appear appropriately placed. A conditional use permit will
be required.
The planwould have to include a detail of the existing parking lot and meet the parking
and loading standards for dead storage (1 stall per 1,500 square feet). As a site note we
are planning to modify the parking and loading ordinance to specifically address airport
needs, bi.t if the applicant was to apply prior to that happening they would have to be
considered under the present standards.

Purpose of Checklist:
The State Environmental Policy Act (SEPA), chapter 43,21C RCW, requires all
governmental agencies to consider the environmental impacts of a proposal before making
decisions. An environmental impact statement (EIS) must be prepared for allproposals
with probable significant adverse impacts on the quality of the environment. The purpose
of this checklist is to provide information to help you and the agency identify impacts
from your proposal (and to reduce or avoid impacts from the proposal, if it can be done)
and to help the agency decide whether an EIS is required.

environmental impacts of your proposal are significant, requiring preparation of an EIS.

Construct aircraft hangar buildings at the specified Fancher Flyways site.
Two buildings will be constructed. One building of approximately 6,720
square feet will be built to house 5 aircraft. One building of approximately
4,500 square feet will be constructed to house 2 larger aircraft. Existing
parking and landscaping will remain.

The site is an irregularly shaped site located at the South end of' the
Renton Municipal airport. The Street address of the site is 243 vi. Perimeter
Rd. Renton, Ala. 98055. The legal description of the site is included
in a separate section of this application.

The heated building will be properly insulated to keep heat loss to
a minimum, and will not be heated at all times. The 5 unit building
will have separate electricical meters to make leesees accountable for

Request: Construct Aircraft Hangar. Buildings at the above
listed address for Fancher Flyways, Inc.
Comprehensive Plan: The proposed Aircraft Hangars are in conformance with
the existing general purpose, goals, objectives and
standards of the Comprehensive Plan. The project has
been reviewed and approved by the Council.
Community Need: There is a shortage of hangar space at the Airport. As
the general economy continues to improve the need for
hangar space will become even greater.
Effect on Adjacent Properties: No adverse effects will result from the
construction of the hangars. The adjacent property is
aircraft related. The new hangars will be an improved
use of the area which now is used for aircraft tiedowns.
Lot coverage: Existing lot coverage : 3.6%
Existing lot area: 71,867. S. F.
Additional lot coverage
by new hangars 15.6%
Total lot coverage after
new hangars are complete 19.2%
Yards: Yards are in accordance with required setbacks
at the Airport. See plan for details.
Height: Buildings will not exceet 20 feet in height.

Parking: Parking is already available and suitable for the site.
Traffic : Traffic will not be impacted by the construction of the
hangars. The number of aircraft that will be using the
site will be unchanged, thus the number of people and
related traffic will not be increased.
Noise, Clare : The amount and frequency of noise from the aircraft will
not be different from the existing usage. The amount of
glare from the hangar buildings will not be more than the
glare from the individual aircraft currently tied at the
area.
Landscaping: Landscaping is already in place at the subject site.
Justification--Continued from page 1
Accessory uses: The only uses to which the proposed project will be
put are to sell, service and store aircraft,
service airport patrons and those ordinarily
incidental and essential to the operation of a
municipal airport.
Conversion: No existing buildings or structures will be converted.
Public Improvements: The construction of the aircraft hangars are in and
of themselves public improvements. At the end of
the lease period the hangar buildings would
revert to the City of Renton. There is a need for
more hangar space at the Airport and this project
will help fill the need.
