What intensity of residential use does the City envision on the subject site and are these substantially different from King County is proposing? 2. Given the site's proximity to Soos Creek and an existing County Park, would Residential Rural be a more appropriate designation that Residential Single Family? 3. Would a Residential Rural designation be in conflict with King County's Comprehensive Plan and undermine the their"4 to 1"Program? RECOMMENDATION SUMMARY: That the Urban Growth Boundary shown on Renton's Comprehensive Plan be amended to incorporate the urban portion of the Ruth "4 to 1" and that this addition to Renton's PAA be given a Residential Single Family land use designation. ANALYSIS: King County Comprehensive Plan Policies 1-204 and 1-205, adopted in 1994 provided for the establishment of King County's "4 to 1" Program. A total area of 4,000 acres could be added RUTHAMND.DOC\ 3/11/98 to the Urban Growth Area as a result of this policy if it has a Rural Area designation and is not agriculturally zoned. It also suggested that open spaces resulting from the program should be configured in such a way as to connect with open space on adjacent properties and generally parallel the Urban Growth Area line. It also established that the minimum size of property to be considered would be 20 acres. Policy 1-204 also requires King County to consult with and solicit recommendations from cities when proposals are adjacent to city boundaries or Potential Annexation Areas which King County did beginning in the fall of 1996. Policy 1-204 stipulates that land added to the Urban Growth Area under this policy shall be limited to residential development and shall be at a minimum density of four dwelling units per acre. In order to be consistent with the County's policies Renton could designate this four acre site either Residential Rural, which allows a maximum density of five dwellings per acre or Residential Single Family which allows a density of 8.0 dwellings per acre on its Comprehensive Plan. Prior to redesignating the subject site to Urban Residential on its Comprehensive Plan Land Use Map with a density range of 4 to 12 DU/AC, the County had designated it Rural Residential, with a density range of between 1 dwelling unit per ten (10) acres to one dwelling unit per 2.5 acres. It was also zoned Rural Area-5 which allowed one dwelling unit per five 5) acres. Because the site abuts a County owned park to the west and environmentally sensitive open space to the south and east a strong argument could be made that it should have the lower Residential Rural (5 DU/AC) designation, rather than the Residential Single Family (8 DU/AC) designation. A land use designation of 5 DU/AC would be one unit less per acre than what the County is now allowing with its Urban-6-P zoning. The City, however, went on record in its letter of March 27, 1997 to then King County Executive Ron Sims regarding the Ruth "4 to 1" Program Site Referral, stating that we supported their proposed Residential-6-P (6 DU/AC) on this site and stating that this would be consistent with Renton's earlier Comprehensive Plan 1993) which had shown this area having a Residential Single Family land use designation. Therefore, in order to be consistent staff believe we should support this earlier recommendation. COMPREHENSIVE PLAN COMPLIANCE: Residential Single Family would allow density at a higher density than what is now allowed by the County under its existing urban zoning. The County's R-6-P Zone allows residential only at a density of six dwelling units per acre whereas Renton's Residential Single Family designation presupposes zoning to Residential - 8, at eight dwelling units per acre. Residential Single Family is generally consistent with existing City policies particularly Policy LU-39 which states that new single family neighborhoods should be compatible with adjacent single family areas. Development under the R-8 Zone would result in development at a slightly higher density that that allowed under the County's R-6 zoning in the area. RUTHAMND.DOC\ 3/11/98 CONCLUSION: Amending Renton's Urban Growth Boundary to reflect the four acres of the Ruth"4 to 1" that became urban in 1997 is consistent with existing County and City growth management policies. Giving this extension to Renton's PAA a Residential Single Family land use designation on the City's Comprehensive Plan Land Use Map would be consistent with an earlier designation Renton placed on this area in 1993, before these earlier boundaries were modified by the County. Such a designation is also consistent with what the City implied it would be in our letter of March 27m 1997 in which we supported the County's proposed R-6- P• zoning and Urban Residential land use designation. Since the site is on the east side of Soos Creek it would remain in Renton's Potential Annexation Area. The County has proposed designating the site Urban on their Comprehensive Plan and rezoning it to R-6-P The 4 acre site became "urban" under the County's "4 to 1" Program in 1997. This program allows sites contiguous to the Urban Growth Boundary to be brought into the Urban Area when an area four times as large and contiguous to it is preserved as permanent open space. To be considered a candidate for the "4 to 1"Program the urban portion of the site must be served by water, sewer and transportation. The proponents agreed to preserve 16 acres of undeveloped open space contiguous to the site that has wetlands and a stream running through it. 12. Location of the proposal.
