The proposal would change the Residential Options (RO) land use and R-10 zoning designations (Figure 3) to Residential Single Family (RS) and R-8. The site is comprised of one parcel of approximately 2.5 acres, with the possibility of including one other parcel of about a half acre in the proposal. The site is surrounded by RS uses to the north and west, and RO uses to the south and east. ISSUE SUMMARY: 1. Should both the 2.5 acre and the .5 acre parcel be included in the change? 2. Is the proposal consistent with the city council's direction on single family and multi-family uses? 3. How does the proposal affect the City's capacity? RECOMMENDATION SUMMARY: Change both parcels to the proposed RS and R-8 designations. ANALYSIS: The current RO land use allows higher densities than in the proposed RS. RO also permits a variety of housing types such as detached single family, attached townhouses, duplexes, triplexes, and fourplexes (Policy LU-51). In addition, up to 50% of the units can be multi- family (Policy LU-52). This amendment came about to resolve a problem associated with the approved O'Connor Preliminary Plat. With this plat, the current land use would split proposed parcels in the development (parcels which would run along the northern border of the 2.5 acre parcel) into two different land uses. Changing this area to RS would create consistency across the entire development. The proposal is supported by the taxpayer of record for the 2.5 acre parcel (Lang Construction Associates). Lang Construction has also committed to developing the lot with all single family residences. The half acre parcel would be appropriate for the R-8 designation because it is already developed with a single family residence. The proposal would be consistent with the council's direction to increase single family and decrease multi-family uses in the City. The change would also eliminate the possibility of future multi-family development on this site. The site has a continuous slope and no substantial environmental difficulties that would constrain development. (Both parcels have a very small portion of their northeast corners that are covered by the Greenbelt overlay. This area totals about 0.1 acre in size.) CAPACITY ANALYSIS: These parcels were not included in the City's original capacity study because they were outside of the city limits. When this area became annexed in 1994, it was not added to the City's capacity since the growth allocation associated with the area was undefined and could not also be transferred to the City. Therefore, it does not change capacity. A theoretical capacity, however, can be calculated according to the capacity model parameters. The proposed amendment would add six single family units while decreasing the multi-family capacity by ten units. COMPREHENSIVE PLAN COMPLIANCE: This Land Use Map amendment is consistent with the following policies of the Comprehensive Plan: Policy H-11. Favor single family land use designations for large vacant parcels outside of Centers and in predominantly residential areas to increase the single family capacity within the city. Policy H-39. Achieve the targets established and defined in the Countywide policies for middle and moderate income housing as 33 percent of new construction for middle income and 17 percent of new housing stock for moderate income annually until 2010. Policy H-41. Encourage construction of smaller houses on smaller lots to create single family homeownership opportunities. ZONING CONCURRENCY: A concurrent rezone to R-8 is required with a land use change to RS. This change is in the public interest because it encourages single family homeownership and it ensures single family use into the future. CONCLUSION: The Land Use Map amendment and concurrent rezone proposal are consistent with the policies of the Comprehensive Plan. Staff recommends that both parcels be changed to the proposed RS and R-8 designations.
