MacOnie Proposed lot line adjustment 31 March 1998 Renton City Limits DEVELOPMENT PLANNING CITY OF RENTON AMENDMENT 98-M-3 - RAINIER AVE N MAR 31 1998 DESCRIPTION:RECEIVED The City has requested an amendment to the Land Use Map with a concurrent rezone for an area along Rainier Ave N (see Figures 1 - 4). The proposal would change the Residential Single Family (RS) land use and R-8 zoning designations for Area A and the Residential Rural RR) and R-1 designations for Area C to Employment Area-Commercial (EAC) and Commercial Arterial (CA). These areas total about 3.4 acres in size and are surrounded by residential uses to the north and west, and commercial uses to the south. ISSUE SUMMARY: The following issues are analyzed to determine whether the current RS land use and R-8 zoning designations should be changed. 1. Should the Land Use Map be amended to reflect existing uses on this site? 2. Would the proposal raise compatibility issues with adjacent single family areas? 3. Are the designations on adjacent parcels to the north (Area B) consistent with their location along Rainier Ave? 4. Should the proposed commercial designation boundary be adjusted to the west to reflect commercial usage? RECOMMENDATION SUMMARY: Change the site to EAC and CA, maintain the existing RS in the five northern parcels, and adjust the proposed commercial designation boundary to the west. ANALYSIS: All three parcels in Area A are currently developed and being used for commercial purposes automobile sales and service). Prior to 1993, the site was designated Commercial land use with Business Use (B-1) zoning. In 1993, the site was designated Single Family Residential now Residential Single Family) with Single Family (now R-8) zoning . It is believed that this change occurred as a result of a possible mapping error and was not an intentional change. In light of this information, it would be appropriate to change the Land Use Map to reflect this long standing commercial use. This proposal would not raise compatibility issues with the surrounding single family uses because the site is segregated from the other uses by steep slopes. This creates a natural buffer between the commercial and residential uses. Immediately to north of the site (also along Rainier Ave N) are five consecutive parcels (Area B). Even though these parcels border a major arterial, they would not be appropriate for commercial development because of severe site restrictions. The vast majority of these parcels are covered by greenbelt and they have severe slopes (see Figure 4). (Slope ranges have been checked to be anywhere from 39% to 68%.) Zoning regulation 4-31-5 A. states that DEVELOPMENT PLANNING CITY OF RENTON MAR 31 1998 Greenbelt areas are characterized by severe topographic, groundwater, slope iED or other physical limitations that make the areas unsuitable for intensive development." There has been consideration given to doing a lot line adjustment of the northern parcel in Area A. This has been suggested by Stephen R. Clark of Concept Engineering as a way for the owner of the parcel to be able to use a portion of the adjoining property (Area C) which is otherwise isolated from use by topographical constraints. (Both parcels have the same taxpayer of record.) Figure 4 clearly shows these constraints (severe slopes) and how the proposed lot line adjustment follows the contours to allow some usage of the area on the inner parcel. This adjustment would expand the use of Area A by 18,000 square feet and allow for commercial use that would otherwise be impossible. CAPACITY ANALYSIS: Commercial Capacity(EAC): According to the City's capacity model, residential designations do not have commercial capacity. Therefore, the subject parcels were not included in the City's original accounting of commercial capacity. While no redevelopment is assumed for CA zoned areas, analysis of the site shows that additional commercial development would be possible under the development standards in the CA zone. According to assumptions in the capacity model, the proposed amendment would add 29 retail jobs to the City's employment capacity. The original modeling did not assign residential capacity to the subject parcels. Therefore, no residential capacity would be lost as a result of the proposed map amendment. COMPREHENSIVE PLAN COMPLIANCE: The site would be consistent with the policy intent for EAC designations in the Comprehensive Plan due to its location on Rainier Ave N. Policy LU-168 states that Employment Area- Commercial designations should only be located on, and have access to, streets classified as major arterials or above. EAC uses are intended to be those that require high visibility and access to high volumes of traffic. Policy LU-1 76 says that Increased demand for commercial uses should be accommodated through redevelopment and intensification of Employment Area-Commercial designations rather than expansion of those areas. This, however, would not be a problem because the site is already developed for commercial uses. ZONING CONCURRENCY: A concurrent rezone to CA is required with the land use change to EAC. This change is in the public interest because single family uses do not make sense here with the high traffic volumes along Rainier Ave. Also, there is no point in keeping this long standing commercial use non- conforming when there is no expectation that use of the property would convert to residential. CONCLUSION: RAINIER DOC\ 2 Based on the preceding discussion, staff recommends that the site be changed to the proposed EAC land use and CA zoning designations. Staff also supports adjusting the lot line of Area A to allow commercial use in Area C. Due to severe site limitations, the five parcels directly to the nortl. along Rainier Ave N (Area B) should remain RS.
