decision of the Hearing Examiner based on errors of fact and law
of Finding N"o. 15, Conclusions NO. 1,2, 6 and Conclusions No.
4 and 5. The Committee recommended that the Council reverse
the decision and approve the appli'catio~ for rezone of the
property to R-3 and grant the request for special permit to

An ordinance was read vacating a portion of right-of-way adjacent
to NE Sunset Blvd. in Renton Highlands as petitioned by Lackey-
Bakamus (file VAC-10-79) to permit expansion of Jack-in-the Box
re~taurant. MOVED BY CLYMER, SECOND STREDICKE, REFER ORDINANCE
BACK TO THE WAYS AND MEANS COMMITTEE. CARRIED.
An ordinance was read estabiishing maximum street grades not to
exceed 10% on major streets or 15% on public streets except
by leave of the City Council. Following reading, it was MOVED

WAYS AND MEANS COMMITTEE FOR ONE WEEK. CARRIED.
An ordinance was read transferring $1,000.00, a donation of the
Renton Soroptimists International unto Senior Citizens Center
Construction Fund to provide a drinking fountain near the center.

of a storm sewer line throughout the City, allowing appropriation
to acc~mulate from year to year until sufficient to pay in

Councilman Stredicke noted complaint by Mr. Ernest Lobe on 8/13/79.
re use of city water by building contractors, submitting letter
from Warren Gonnason, Public Works Director, noting water service
connection to the meter bo~ from the street had not been installed
properly by the developer. Also, the City Water Department will
make the necessary corrections to the service line, install the
meter and bill the developer for these costs. Councilman Stredicke
requested the record show that Mr. Lobe had been informed of the
ity's findings and action taken.
Public Safety Committee Chairwoman Proctor presented report
recommending the low bid of Tony M. Koen.ig Landscaping for
the Fire Station Landscaping Project be accepted in the
amount of $5,050.19, also authorizing the r~ayor and City Clerk
to sign. Moved by Clymer, Second Trimm to concur in the recommendation.
SUBSTITUTE MOTION BY STREDICKE, SECOND CLYMER TO ACCEPT THE LOW

The Ways and Means Committee reported that the Finance and
Utility Departments have provided them with estimates from 181
questionnaire responses which had been mailed to 310 utility
customers. The report stated the average savings for low-income
elderly would amount to $41.58 per year. This would result in
a reduction to the Current Fund revenue of approximately
2,000 per year. MOVED BY STREDICKE, SECOND TRIMM, REFER TO
ADMINISTRATION FOR IMPLEMENTATION PRIOR TO NEXT YEAR'S BUDGET.

The Committee report recommended that the Board of Ethics ordinance'
be referred to the Administration for review. MOVED BY PERRY,
SECOND TRIMM, CONCUR IN RECOMMENDATION. CARRIED.
The Ways and. Means Committee recommended approval of Vouchers
No. 24064 through No. 24267 in the amount of $584,625.88 having
received departmental certification as to receipt of merchandise
and/or services. Approval alsoinclud~d LID #302 Revenue Warrant
R-40 in amount of $70,774.34, plus Cash Warrant C-95 $64,447.74
C-96 $6,129.60, C-97 $197.00; plus LID #307 R-5 $1,613.29 C-6

regardi.ng State Highway Routes including transferred routes,
limited access routes and certifications as required by state
law. Refer to Public Works Department.

CORRESPONDENCE Letter from R~nton Police Offic~rs Guild, James Foust, President,
Historic Building presented a resolution declaring the building on Lots 18 and 19,
Declaration Block 9, Town of Renton, a "Historic Building" (located at 1025
South 3rd St.) The letter told the history of the building which
Former Puget Power was built in 1898. The Snoqualmie Fal:1s Power Co. Sub-StatIon
and then Holmes No. 2 is the oldest brick building in Renton and served as a
Electric Building receiving and switching station for electricity from Snoqualmie
at Mill Ave. S. Falls, Washington's first hydroelectric plant. The letter
and S. 3rd St.) requested the declaration to establish historical value and to
allow restoration under the "Historic Buildings" Section of the
Uniform Building Code. MOVED BY PERRY, SECOND SHANE, COUNCIL CON-
CUR AND REFER TO WAYS AND .MEANS COMMItTEE. It was noted that
arrangements are being made by the Police Guild to rent the build-
ing to the Renton Area Youth Services. MOTION CARRIED.
