PUBLIC HEARING Tom Park, 440 Smithers So. , questioned possible duplication of
1979 Housing requests. Mayor explained they were not. Councilman Stredicke
and Community noted that the entire city should be included, not specific
Development Block target areas. Councilwoman Shinpoch questioned how many people
Grant Program - would the park serve and the reason for priority. John Webley,
Continued Parks Director, noted approximately 950 people would receive
service from the South Burnett Park. Councilwoman Thorpe 'explained
the importance of the park to the area and that any of the items
listed could be deleted or only receive partial funding. MOVED
BY STREDICKE, SECOND PERRY TO CLOSE THE PUBLIC HEARING. CARRIED.
MOVED BY TRIMM, SECOND THORPE TO ADOPT THE COMMUNITY SERVICES
REPORT. Substitute motion by Stredicke, second Perry to adopt
the minority report. Amendment to the substitute motion by
Shane, second Stredicke that all of Renton be included. Roll Call :
3-Aye: Perry, Stredicke, Shane; 4-No: Clymer, Thorpe, Shinpoch,

PUBLIC MEETING This being the date set and proper notices having been posted,
Special Use published, and mailed according to law, Mayor Delaurenti opened
Permit-Friends the Public Meeting to consider renewal of Special Use Permit for
of Youth Friends of Youth. Community Services Committee report presented
by Chairwoman Thorpe recommended renewal of the Special Use Permit
with the same conditions as in the original agreement and the
addition of two conditions for revamping the landscaping strip along
the northern driveway inside the cyclone fence and completion of
painting and exterior improvements to the building. Additional
conditions to be accomplished by June 30, 1979 and subject to
review and approval by the Planning Dept. Mr. Clyde Carlson,
2500 Lake Washington Blvd. North-representing Friends of Youth,
noted concurrence in Committee report. MOVED BY SHINPOCH, SECOND
SHANE TO CONCUR IN COMMITTEE REPORT. CARRIED.
OLD BUSINESS
Criminal Code Councilman Stredicke inquired of the changes in the criminal
Changes code. MOVED BY STREDICKE, SECOND THORPE TO REFER MATTER OF
CHANGES IN THE CRIMINAL CODE TO THE PUBLIC SAFETY COMMITTEE.
CARRIED.
Councilman Moved by Shane that a 2% tax be placed on all wagering at
Shane Longacres. Motion failed for lack of second. Moved by Shane
to give up to $50 off on city's share of taxes for senior
citizens living in their own home. Motion failed for lack
of second. Councilman Shane also inquired about the garbage
rates.

R-226-78 requested by Brown/Strand. First reading was 12/4/78. The area
is located east side of Union Ave. NE, between NE 24th and NE 25th
Streets. MOVED BY STREDICKE, SECOND SHINPOCH TO ADOPT THE
RDINANCE AS READ. ROLL CALL: ALL AYES. CARRIED.

PUBLIC HEARING This being the date set and proper notices having been posted,
Alley Vacation published, and mailed according to law, Mayor Delaurenti opened
Block 11, the Public Hearing to consider the request for alley vacation
Car Works of Block 11, Car Works located between Houser Way No. and No.
3rd P1 . Letter was read from Warren Gonnason, Chairman Board
of Public Works, recommending vacation of the alley as petitioned
by Ken Hart for Carl Olson with retention of an easement and
charge of 2 the assessed valuation totaling $2,580.48. Mr.Gonnason
described the area being considered for vacation. Mr. Ken Hart,
13219 Northrup Way, St. 203, Bellevue, representative for Mr.
Olson the applicant noted their concurrence in the fee and with
the easement requested. Mr. Hart noted alley will be used for
parking. Councilman Shane inquired as to ownership of surrounding
lots. Mr. Gonnason explained ownership of property by Carl Olson
and the State who has stated they have no interest in the property.
MOVED BY CLYMER, SECOND STREDICKE THAT THE PUBLIC HEARING BE
CLOSED. CARRIED. MOVED BY CLYMER, SECOND STREDICKE TO CONCUR IN
THE BOARD OF PUBLIC WORKS RECOMMENDATION GRANTING VACATION OF
ALLEY AND SETTING OF FEES.REFER TO WAYS AND MEANS COMMITTEE. CARRIED.
PUBLIC HEARING This being the date set and proper notices having been posted,
1979 Housing and published, and mailed according to law, Mayor Delaurenti opened
Community the Public Hearing to consider the 1979 Housing and Community
Development Block Development Block Grant Program. Gordon Ericksen, Planning Director,
Grant Program explained purpose, funding, citizen participation, planning and
implementation, and proposed projects. Citizen's, Committee
recommendations as presented by Mr. Ericksen were as follows:
1)Planning & Implementation, 2) South Burnett Park, 3) Senior
Citizens' Center, 4) Housing Repair Program, 5) Youth Services
Program, 6) Preventive Health Care Program and 7) Minor Home
Repair/Yard Cleanup Program for a total request of $304,641.
Community Services Committee report presented by Chairperson
Seymour-Thorpe recommended Council concurrence in the Citizens'
Committee recommendation as amended by moving pridrity No.. 1 to
no. 7 allowing South Burnett Park to become Priority No. 1.
Minority report was presented by Councilman Stredicke relisting
priorities with "people" oriented items first. Mr. Sandy
Webb, 264 Chelan Ave.. SE, noted concern over possible highway
construction in the area. Versie Vaupel , 221 Well's No. , member
of Citizen's Committee, explained how housing repair should be
a top priority. Kathy Koelker, 532 Cedar Ave. So. , member of
Citizen' s Committee, explained some of the projects 'and made
suggestions for future Citizen' s Committee for Block Grant Programs.

AN ORDINANCE OF THE CITY OF RENTON, WASHINGTON
CHANGING THE ZONING CLASSIFICATION OF CERTAIN
PROPERTIES WITHIN THE CITY OF RENTON FROM
GENERAL CLASSIFICATION DISTRICT (G) TO SINGLE
FAMILY RESIDENCE DISTRICT (SR-1) (R-226-78)
WHEREAS under Chapter 7 , Title IV (Building Regulations)
of Ordinance No. 1628 known as the "Code of General Ordinances
of the City of Renton" , as amended , and the maps and reports adopted
in conjunction therewith, the property hereinbelow described has
heretofore been zoned as General Classification District (G) ;
and
WHEREAS a proper petition for change of zone classi-
fication of said property has been filed with the Planning Department
on or about September 25 , 1978 which petition was duly referred
to the Hearing Examiner for investigation, study and public hearing,

Councilman Councilman Shane made the following motions which failed for lack

Aviation Councilwoman Shinpoch requested the Administration to advise the
Committee Aviation Committee as to its present status and authority. Mayor
requested City Clerk's office research files as to the formation
of the Aviation Committee by council action.
Preliminary Councilman Stredicke requested,in writing, from the administration any
Budget requests that were made for additional money not included in the
preliminary budget.
Airport Councilman Perry inquired as to jurisdiction over the airport by
Jurisdiction the Airport Director and Public Works Director. MOVED BY PERRY,

FINDINGS, CONCLUSIONS AND RECOMMENDATIONS: Having reviewed the record in this matter,
the Examiner now makes and enters the following:
FINDINGS:
1. The request is for approval of a reclassification of 16,988 square feet of property
from G to SR-1 to permit future subdivision of the property.
2. The Planning Department report accurately sets forth the issues, applicable policies
and provisions, findings'of fact, and departmental recommendations in this matter,
is uncontested, and is hereby attached as Exhibit #1 and incorporated in this report
by reference as set forth in full therein.
3. Pursuant to the City of Renton's ,Environmental Ordinance and the State Environmental
Policy Act of 1971, as amended by R.C.W. 43.21.C. , a Declaration of Non-Significance
has been issued for the subject proposal by Gordon Y. Ericksen, responsible official.
4. Plans for the proposal have been reviewed by all city departments affected by the
impact of this development and no adverse comment was expressed.
5. There was no opposition to the proposal expressed.
6. All existing utilities are available and in close proximity.
7. The proposal is compatible with the lot area and dimension requirements of Section
4-704 (SR-1) of Title IV, Ordinance No. 1628, Code of General Ordinances. • (Since
the proposed subdivision of the property is not before the Examiner, consideration
was not ,given to this issue relative to Section 4-704.)
8. Zoning aliutting the southerly portion of the property is G-7200. Along the
westerly portion is King County SR zoning. Development in the area appears to be
of small lots similar to SR-1 and G-7200 zoning.
9. Since the property was annexed and rezoned in 1976 (Ordinance No. 3006) , the plats
of Glencoe Division No. 5 and Whiting have been filed. Homes have been constructed
upon the lots or are being constructed. Already platted other portions of Glencoe
and adjacent Adams Vista have been essentially developed. On the southern portion
of the property a house was recently completed . (Section 4-3014. (C) ) .
10. An area land use and zoning analysis has not been accomplished for this property
Section 4-3014. (A) ) .
CONCLUSIONS:
1. The proposal conforms to the goals and objectives of the Comprehensive Plan
Section 4-3014. (B) ) . SR-1 is a compatible use with existing zoning and
development (page 17, Objective No. 1, Comprehensive Plan, Land Use Report,
July, 1965) . It is "effective control of land use. . ." (Ibid, 'Objective No. 4) .
2. Development in the area since incorporation of the property has impacted the
property (Section 4-3014. (C) ) . It is clear, that this and existing residential
development is of the small lot configuration. The proposal is a continuation
of this development pattern.
3. Since an area land use and zoning analysis has not been performed to include this
property, the Examiner is unable to find Section 4-3014. (A) ) .
RECOMMENDATION:
Based upon the record, testimony, findings and conclusions,: it 'is the Examiner's.:,
recommendation that the City Council approve a reclassification of the property to'
SR-1.

PLANNING DEPARTMENT The Planning Department staff report was received by the'
REPORT: Examiner on October 25, 1978.
PUBLIC HEARING: After reviewing the Planning Department report, examining
available information on kile with 'the application, and
field checking the property` and surrounding area, the .
Examiner conducted a public hearingon the subject as
follows:
The hearing was opened on October 31, 1978 at 9:45 a.m. in the Council Chambers of the
Renton Municipal Building.
Parties wishing to testify were affirmed by the Examiner.
It was reported that the Hearing Examiner and the applicant had received and reviewed
the Planning Department report, and the report was entered into the record as Exhibit #1.
David Clemens, Associate Planner, reviewed Exhibit #1, and entered the following
additional exhibits into the record:

The Examiner asked the applicant if he concurred in Exhibit #1. Responding was:

Mr. Brown indicated his concurrence in the report. He advised that the southerly portion
of the lot contains a recently constructed home and the applicant had installed curbs,
gutters, 'sidewalks and street paving in accordance with city, requirements. He reported
that the existing trailer home on the northern portion will be removed following short
platting procedures and an additional home constructed on the site.
The Examiner requested testimony in support or opposition to .the request. ' There was
np response. He inquired' if King County. zoning,designations of G-7200 surrounded the
site. Mr. Clemens responded that because the site is surrounded by compatibl'e. developed
uses, county zoning designations had not been researched, but existing 1•ot configurations
indicated G-7200 zoning.
The Examiner inquired if an area-wide zoning analysis of the property had been
accomplished since annexation or if public or private improvements had occurred to
affect the property. Mr,. Clemens indicated, that. an area-wide zoning analysis had not
occurred since annexation, but development of the Glencoe and Whiting Subdivisions
within 500 feet of the site had been accomplished recently.
The Examiner requested a final recommendation from the Planning Department. Mr. Clemens
reported that the recommendation contained in 'Exhibit #l'would remain as submitted.
The Examiner requested' further comments.. Since, there were none, the hearing on File No.
R-226-78 was closed by the Examiner at 10:00 a.m.

E . PHYSICAL BACKGROUND :
1 . Topography : The site slopes downward from west to east
very slightly at approximately a 3% grade.
2 . Soils : Alderwood gravelly sandy loam, 6-15% slopes (AgC ) .
Permeability is moderately rapid in the surface layer and subsoil- '
and very slow in the substratum. Runoff ids slow to medium and the
erosion hazard is moderate. This soil is used for timber , pasture,
berries , row crops , and for urban development.
3 . Vegetation : The north half of the subject site is extensively
wooded with medium height scrub grass and several tall Douglas Firs
intermixed with some Alder. The south half is generally barren
at this time due to construction of a new residence.
4 . Wildlife : Existing vegetation may provide suitable habitat
for birds and small mammals .
5 . Water : No surface water was evident on the subject site .
6 . Land Use : The north half of the site contains a house trailer
with attached canopy and a new single family residence is located
on the south half.
F. NEIGHBORHOOD CHARACTERISTICS :
The area is principally single family residential in nature.
G . PUBLIC SERVICES :
1 . Water and Sewer: Existing 6" watermains extend east-west
on N . E. 24th Street and N . E . 25th Street approximately 150 feet
north and south of the subject site . An 8" sanitary sewer extends
east-west on N . E . 24th Street approximately 250 feet southeast of
the site while a 6" sewer runs north-south of the northeast
corner of the property .
2 . Fire Protection : Provided by the Renton Fire Department
as per City ordinance requirements .
3 . Transit: Metro Transit Route 107 operates along Union Avenue
N . E . within 3/4 of a mile to the south of the subject site.
4 . Schools : The Sierra Heights Elementary School is located
across Union Avenue N . E . west of the subject site and McKnight
Junior High School is within 1 . 5 miles to the southwest while
Hazen Senior High School is approximately 1 1 /4 miles to the

1 . The proposed rezone is consistent with the Comprehensive Plan
map element which designates the site and general area as single
family residential .
2 . Since annexation of the property , both the Glencoe Division
5 and Whiting plats have been recorded on properties within 500
feet south of the subject site . Homes have been constructed , or are
under construction in Glencoe Division No. 5 (adjoins the subject
site on the south ) and Glencoe Division No . 3 . The applicant
has constructed a single family residence on the southerly half
of the subject property .
3 . "A well balanced community will reflect in its general layout---
patterns (which ) prevent land use incompatibilities and conflicts "
Land Use Report , page 11 ) . The subject site is surrounded by
existing single family residential of similar lot sizes to that
proposed by this rezoning and Sierra Heights Elementary School .
4. The applicant ' s proposal to construct an additional single
family home on the property will require submittal of a short plat.
Due to the width of the property , the proposal will require a
variance to reduce the SR-1 minimum lot width from 75 ' to 65 ' .
Although an R- 1 zoning classification would not require the
variance , the recent rezonings in the subject area reflect the SR- 1
classification rather than R- 1 . This trend assures a more
suburban character thus " increas ( ing ) community liability by
improving environmental factors " (Land Use Report , Objectives ,
page 17 . )
5 . A review of the Planning Department records indicates no
area-wide rezoning has been considered since annexation of the
subject site , although the Comprehensive Plan for the area somewhat
to the south has been considered .

Dear Mr . Brown :
We have reviewed the proposed rezone and short plat and
determined that the proposed lot widths on the short plat
do not conform to the SR- 1 requirement of a minimum 75
foot width . This will require the approval of a variance
by the Board of Adjustment prior to Hearing Examiner con-
sideration of the plat.
As indicated in the attached letter , the rezoning will be
considered on October 31st followed by City Council final
action . Following Council action , a variance application
may be made. Following approval of the variance , the Hear-
ing Examiner may consider the short plat .
