Date:March 7, 2024 Subject: Tesla Sales and Service Center Renton (KH #194612001) – Phase I Kimley-Horn and Associates, Inc. (Kimley-Horn) has been retained to provide a Phase I memorandum for the proposed Tesla Sales and Service Center Renton (Development). This memorandum summarizes the trip generation, trip distribution, proposed study intersections, and mitigation fees for the Development. The Development is located at 600 SW 10 th Street in the City of Renton (City) on the north side of SW 10th Street, west of Lind Avenue. Per King County Parcel Viewer, the parcel is listed as occupied with an existing 114,531 square foot (SF) building of which 7.9% (9,048 SF) is allocated as office space with the remaining 105,483 SF as manufacturing. TRIP GENERATION The Development is proposed to repurpose the existing warehouse to an automobile sales and collision service and repair center. The trip generation calculations have been performed using data published by the Institute of Transportation Engineers (ITE)Trip Generation Manual, 11th Edition (2021). The average trip generation rates for ITE Land Use Codes (LUC) 840, Automobile Sales (New), LUC 140, Manufacturing, and LUC 710, General Office, have been used for the trip generation calculations. The existing building is to be repurposed with construction of the Development. Therefore, the existing trips should be credited to the Development as it has not been vacant for more than 3-years. The trip generation for the Development are summarized in Table 1. The trip generation calculations have been provided in Appendix A. 2. TRIP DISTRIBUTION Trip distribution and assignments for the proposed Development are based on prior projects in the site vicinity and the location of other Tesla service centers. The Development trip distribution is: l 30% to and from the south along Rainier Avenue S (SR-167) l 20% to and from the west along I-405 l 20% to and from the east along I-405 l 15% to and from the north along Rainier Avenue S (SR-167) l 10% to and from the east along SW Grady Way l 5% to and from the west along SW Grady Way Detailed trip distributions for the AM and PM peak-hours are shown in Figure 2 and Figure 3, respectively. kimley-horn.com 2828 Colby Avenue | Suite 200, Everett, WA 98201 (425) 708 8275 3. STUDY INTERSECTIONS In addition to looking at the site accesses; the proposed study intersections have been identified based on anticipated impacts in the site vicinity. The following intersections have been identified as proposed study intersections if required by the City of Renton: l Lind Avenue SW at SW 10th Street l Lind Avenue SW at Grady Way l Rainier Avenue S (SR-167) at SW Grady Way The Development will utilize the three existing accesses directly to SW 10 th Street along the south side of the Development with no changes proposed. The Development will have 550 parking spaces on- site, 451 for service and repair, 84 for general office, 10 ADA spaces, 1 ADA van space, and 4 for compact vehicles. 4. TRANSPORTATION IMPACT FEES The transportation impact fees have been calculated using the City of Renton Fee Schedule 2023-2024 worksheet. The current fee for the credit using ITE LUC 140, Manufacturing, is $10.36 per SF and for LUC 710, General Office, is $14.07 per SF. There is no fee available for ITE LUC 840, Automobile Sales (New), therefore the current fee of $8,031.94 per PM peak-hour person vehicle trip was used for the proposed land use. It is anticipated that each vehicle trip will be a person vehicle trip. This fee is subject to change based on calculations by the City Traffic Engineer and is not calculated until building permit issuance. After verification with City of Renton on March 6, 2024, it is understood that based on available records the existing development use is mostly steel manufacturing use and small portion is office/distribution. Kimley-Horn performed a record drawing search and it was determined that 9,048 SF of the existing building was designated as general office use and 105,483 SF was designated as steel manufacturing. With that info in hand, the Development will receive a $1,220,109.24 credit for the existing manufacturing and general office on-site. A traffic mitigation fee of $899,577.28 was calculated for the 112 PM peak-hours trips generated by the proposed development. Therefore, the Development will have an excess credit in traffic mitigation fees of $320,531.96 after credit for the existing uses has been deducted. The total transportation impact fees are summarized in Table 2. The City of Renton Fee Schedule 2023-2024 worksheet is provided in Appendix B. We plan on using this property for Tesla electric vehicle sales, service, delivery, and collision repair. The Tesla Center will be built-out in a former Ryerson Manufacturing plant. Ryerson is an online metals supplier, processor, and distributer of many varieties of metals production. Tesla produces electric vehicles that solely use electricity and no gasoline; it is not a hybrid vehicle. Our vehicles don’t have internal combustion engines (ICE); thus, the vehicle doesn’t have a fuel tank, use oil, an exhaust system, transmission, or many of the other components that require the storage and use of hazardous materials on site or traditional vehicle ventilation. Our vehicles are extremely environmentally sensitive. Our showroom will have energy products and two vehicles on display for customers to experience our vehicles. Customers will also be able to perform a demonstration drive with the vehicles, there will be 4 -6 demo vehicles on- site. Sold vehicles will be stored and taken possession of upon delivery. We are forecasting 22 deliveries per day. There will be no available inventory for sale stored at the property. The service work that will be done here will be standard servicing of our electric vehicles, which will include software updates, tire replacement, tire balancing, alignment, minor body work (only replacing doors or the rear hatch), topping off water, and an occasional battery replacement. Most service repairs are handled in under an hour or two. In this case, typically customers make use of the customer lounge while their vehicle is repaired. In the case where vehicle repairs will take several hours, customers have the option of waiting at the center or taking a vehicle from our loaner fleet while they await the repair. Service will operate 64 work bays with 5,987sq. ft of parts storage. The expected demand for the service center is forecasting 158 repairs per day. Hazardous chemicals stored in this facility are extremely minimal quantities, consisting primarily of cleaning materials, no oil, gasoline, or other hazardous substances traditionally part of internal combustion vehicle repairs will be found at this service center. Moving Tesla vehicles within an interior space is extremely environmentally safe, as the vehicles have no exhaust. Expected hours of operation for this Tesla Service Center are Monday through Saturday from 8:00AM to 5:00PM and on Sundays from 11:00AM to 5:00PM. There will be two shifts. First shift from 6am-3pm and a second at 3pm-11pm. Total employee count is expected to be abo ut 60 employees, 40 of which would be certified technicians (mechanics)/service support staff, 19-25 employees will be working a shift at any given time. Collision repair will perform assessments for damaged Tesla vehicles and if needed, the repair or replacement of the following: frame, body panels, and any mechanical and trim components. Customers who come to the collision facility will primarily be by appointment only. We estimate 5 to 20 appointment customers per day. Day of customers (walk-ins) are limited, but we estimate 1 per day. Customers will either bring their car in or have a provider tow their car to our facility on the day of their appointment. After dropping off their cars, customers are eligible for a ride share voucher (ie. Uber) to get to their next destination. When their car is complete, customers are usually dropped off by a 3rd party or walk-in after returning a rental. The anticipated customer facing Collision hours of shop operation will be Monday through Friday from 8am to 7pm, with anticipated future operations being 24/7. During the initial operating hours, approximately 50 employees will provide Collision repair services for approximately 60 -80 cars each week. Each shift will have the same number of employees. All cars will be repaired within the 4 walls of the facility and public view will be limited. Work in progress (WIP) cars will be inside the building. Repairs typically take 11-16 days on average. A - 5 The existing parking lot will be partially fenced off for public and private uses. The private use area will be screened from public view.
