Noting continuation of the review from the May public hearing , the Planning Director advised that the matter /419-7,t SPECIAL STUDIES COMMITTEE REPORT MEETING OF JUNE 3 , 1976 ITEM : FLOYD PERROTTI - SPECIAL PERMIT #SP-863-76 for an apartment in an R-2 zone. ATTENDANCE : Bylund Wik , Committee Chairman ; Logan Garrison , Sandra Gist , Committee Members ; Michael Smith , Associate Planner ; Mrs . Floyd Perrotti , wife of applicant ; and Jacli Guinn , applicant ' s builder . DISCUSSION : A revised elevation drawing of the proposed four-plex was presented to the committee and discussed . The committee , staff , and applicant all felt the revised exterior and roof treatment to be a considerable improvement over the previous proposal . Discussion continued regarding the relationship of the elevation to the site , landscape plan , streets , and adjacent properties . Mr . Guinn did not have an elevation of the west and north faces of the building adjacent to Meadow Avenue North and North 3rd Street respectively . He did indicate a similar exterior treatment on the west elevation , and continuing it around to the north and south walls also . The committee did feel that it was important to maintain a similar treatment on the sides facing the two streets . Mr . Guinn said that they would use similar treatment . The matter of fencing as opposed to landscape/screening was discussed . The survey markers had been found by staff and existing tree locations were found to be right on the property line , except for the large ash tree near the alley which was on the adjacent property . The existing trees and shrubs together with the Photinia evergreen shrub was felt to provide sufficient screening to the southerly- adjacent property . DECISION : The committee felt that the revised building exterior and roof treatment together with the landscaping and berming would provide a development that is aesthetically pleasing and compatible with the area . The committee therefore recommends approval of the special permit subject to : ( 1 ) The use of exterior and roof treatments on all sides of the building as indicated on the revised elevations ; ( 2 ) Final staff approval of the landscape plan including berming , evergreen screening along the south property line , and landscape treatment adjacent to the building . Renton Planning Commission Meeting May 26 , 1976 Page Three Jim Heer , 1030 N . 36th St . , citing the need for trust, stated that the Kennydale residents would urge the Plan- ning Commission to delay action on the rezone request until the neighborhood concerns regarding the compre- hensive plan can be addressed . The role of the Planning Commission was described and defined by Chairman Scholes , who noted that the compre- hensive plan is designed to protect the community , and invited participation in its further review. Noting no further comments from the audience , IT WAS MOVED BY GIST , SECONDED BY WALKER , THAT THE PUBLIC HEARING BE CLOSED . Discussion by the Planning Commission followed in which the following factors were considered : the number of residents expressing concern regarding future development in their residential area , concern regarding the apparent lack of communication between the committee and represen- tatives of the community, appropriateness of the requested use for the site , concern for the rights of the applicant, appropriateness of the comprehensive plan for the immediate ' vicinity of the site , alternative use for the parcel , and the need for assurance that the integrity of the single family residential area would be preserved . The committee approved a revised site plan (Alternate "A" ) which adjusted the building location further toward Meadow Ave . and provided all of the parking in a single area with access from the alley . 3 . The landscaping and the exterior design of the building as initially proposed were inadequate and incompatible with surround- ing properties . Additional landscaping and exterior design treatment of the build- ing were much needed . 4 . A revised landscape plan has been submitted that, with certain minor additions , will reduce the visual impacts of the develop- ment . 5 . The applicant has stated he will change the roof to a dutch gable-type design and use battens around the window and the face of the building . DECISION CONSIDERATIONS : Approval of the Special Permit request subject to final Planning Department approval of the detailed landscape plan including a wood fence along the south property line , together with landscaping . Approval is further subject to certain exterior building design alterations to make the structure more compatible with sur- rounding area , as per approval of the Planning Department. These alterations include , but may not be limited to : 1 . The use of a dutch gable roof design with textured asphalt shingles . 2 . 1 . x 8 rough channeled cedar siding or similar material . 3 . It, also allows enough area .on all sides of the building for adequate screening and landscaping . Suitable landscaping and screening of the .building and parking area was then discussed . Mr . Smith in- di cated that the staff ' s landscape .archi.tect. had re- viewed the landscape plan submitted , and .felt it was inadequate for puvpews of screening , architectural treatment, and beautification . The addition of heavy screening material along the property line adjacent to the single family ,residence was discussed . The possibility o,f providing aberm with' ,landscapin.g to • screen private patios for each unit was mentioned . The utilization of trees adjacent to the building to provide relief from the "boxiness " appearance of the building was also discussed . Various types of architectual treatments were ' suggested to reduce the visual impacts of the, struct- . ure , and make it more compatible with surrounding residence . These- included various - roof eave treat- ments -, attainment of some wall relief through the addition of wing walls_ or enclosed porches, battens aroung windows and doors , the use of beviled or . channeled cedar siding., proper staining , and ' land- scape treatment . The committee felt that there was a need for some additional exterior treatment to make the building' more compatible with the area , and provide for lasting design and structural integrity . The builder said he would explore various . alternatives including a dutch-gable roof design . Noting the impact of anti - cipated population increases , the seminar concerned itself with the problems relating to space and food production that would be created throughout the world and the role to be played by this country . The effect on land use planning was described . It was requested that the Washington State Law Association publication , " Environmental Law Review, " be considered as a resource material for staff and Planning Commissioners use in relation to issues on the subject . 3 . 1976 TOWN MEETING It was noted that the subject meeting was attended by Commissioners Teegarden , Scholes , and Walker, and •the Planning Director . The area around the subject site contains a mixture of single family , duplex , and multiple family uses . Proper screening and landscaping is necessary to protect adjacent properties . 2 . The Comprehensive. Plan indicates a high density multiple family residential district in the general area around the subject property .. 3 : The site is presently an undeveloped ±8 ;000 square foot corner lot . 4 . The plan as originally submitted needs some amendments and additions , in terms of parking layout , driveway locations , building place- ment , and additional landscaping adjacent to the building , streets and southerly property line . The applicant has agreed to the recom- mended revisions . 5 . A detailed landscape plan must be submitted , containing trees , shrubs and ground cover sufficient to buffer the parking area from adjacent residences , as per parking and loading ordinance requirements .
