questions regarding submittal requirements.
The pre-application meeting is informal and non-binding. The comments provided on the
proposal are based on the codes and policies in effect at the time of review. The applicant is
cautioned that the development regulations are regularly amended and the proposal will be
formally reviewed under the regulations in effect at the time of project submittal. The
information contained in this summary is subject to modification and/or concurrence by
official decision-makers (e.g., Hearing Examiner, Planning Director, Development Services

General: We have completed a preliminary review of the pre-application for the above-
referenced development proposal. The following comments on development and permitting
issues are based on the pre-application submittals made to the City of Renton by the applicant
and the codes in effect on the date of review. The applicant is cautioned that information
contained in this summary may be subject to modification and/or concurrence by official decision-
makers (e.g., Hearing Examiner, Community & Economic Development Administrator, Public
Works Administrator, Planning Director, Development Services Director, Development
Engineering Director, and City Council). Review comments may also need to be revised based on
site planning and other design changes required by City staff or made by the applicant. The
applicant is encouraged to review all applicable sections of the Renton Municipal Code. The
Development Regulations are available online at https://www.codepublishing.com/WA/Renton.
Project Proposal: The project site is located at 101 SW 41st St (parcel no. 3926800040). Based on
King County Department of Assessments, the site area totals approximately 59,417 square feet
(1.36 acres). The project site is located at the southwest corner of the intersection of SW 41st St
and East Valley Rd. The site is located in the Commercial Office (CO) zone and Urban Design
District D. The project site is developed with an existing one-story, 15,003 square foot building
and surface parking lot. No exterior changes to the building or site are proposed at this time. The
proposal includes the rezone of the project site from Commercial Office (CO) to Commercial
Arterial (CA). No changes in existing vehicular access to the site are proposed. According to City
of Renton (COR) Maps, the Site contains a high seismic hazard area.
Current Use: Current use of the site includes an existing 15,003 square foot retail building and
surface parking lot.
1. Zoning/Land Use Designation, and Overlays: The property is located within the Employment
Area (EA) land use designation and Commercial Office (CO) zoning classification. The project
site and surrounding properties immediately abutting the project site are located within the
CO zone. The adjacent properties to the north and east of the project site are located within
the CA zone. Retail sales uses are permitted within the CO zone, provided those uses are
permitted outright within the Employment Area (EA) land use designation. As the existing
site is located within the EA land use designation retail sales uses would be permitted on

the project site. In addition, see RMC 4-2-060I for additional retail uses allowed in the CO
zone.
Staff has reviewed the requested rezone and had concluded that a rezone of the project site
would not likely be supported as the existing retail sales uses are outright permitted within
the current CO zoning designation and the zoning is consistent with the abutting properties
to the west and south of the project site. The existing CO zoning is the most appropriate
zoning designation for the site and abutting properties.
2. Development Standards: The project would be subject to RMC 4-2-120B, “Development
Standards for Commercial Zoning Designations” effective at the time of complete application
(noted as “CO standards” herein). These standards are available on the City’s website. Please
refer to the applicable footnotes in the RMC when applying these development standards to
your proposal.
3. Critical Areas: According to City of Renton (COR) Maps, the Site contains high seismic hazard
areas. If any exterior changes are proposed to the building or site, a geotechnical analysis
would be required. The analysis needs to assess soil conditions and detail construction
measures to assure building stability.
4. Environmental Review: Rezone applications are subject to Environmental (SEPA) Review in
accordance with WAC 197-11-800.
5. Permit Requirements: If the applicant decides to proceed with the proposed Rezone and
Environmental (SEPA) Review, the application would be processed as a Type IV application
and reviewed within an estimated timeframe of 12 weeks. The 2024 application fee for the
rezone is $5,900 and Environmental Review is $1,800. A 5% technology fee would also be
assessed at the time of land use application. All fees are subject to change. Detailed
information regarding the land use application submittal can be found on the City’s Permit
Center website (www.Rentonwa.gov). The City now requires electronic plan submittal for all
applications.
6. Waivers of Submittal Requirements: The submittal checklist is not an exhaustive list of
submittal requirements and may be modified in cases where additional information is
required to complete the review of an application. In addition, non-applicable submittal
requirements may be waived. The applicant should contact the assigned Project Manager if
there are any questions regarding submittal requirements.
7. Next Steps: When the formal application materials are complete, the applicant shall have the
materials pre-screened prior to submitting the complete application package. Please contact
