NARRATIVE

On 1/11/2023 at about 0721 hours within the city limits of Renton/King/WA I was dispatched to a
semi vs car blocking injury crash near the 1200 block of SW 43rd St. I arrived at about 0727 hours.
I located a single vehicle blocking lane 1 eastbound with heavy front end damage. The driver door
was opened and a single female sat with her legs out of the door. She was crying.
I contacted her at the driver door. She told me she could not feel her legs and was favoring her right
side. She didnt have many details other than she thought the truck was changing lanes, or turning.
Unit 2 did not have her license on her person, but said she is owner of the car. Unit 2 told me she did
not have insurance. Renton and Tukwila Fire arrived and treated unit 2. She was transported to
VMC-ER for further checks. Her vehicle was impounded for damages.
I contacted a truck driver from the same lot who did not see the crash but heard it and then realized it
was probably captured on his dash cam. It was.
I contacted the dock working of Buffalo Industries 7979 S 180th St, Kent from where the suspect
vehicle pulled out from their parking lot. The worker told me he did not see the crash but heard it. He
did not know the drivers name but provided the name of the trucking company. He told me it was
American Motor Freight and provided a phone number 206-762-1112. 1 called the number and asked
if they had a driver in the area of this crash. Habpeab told me that was Berhanu Abera 010160 and
provided me with his phone number 206-412-3514.
1 called Unit 1 Abera who told me he did not know he had been in a crash with another car. He told
me he did not hit another car. He told me he pulled out of the parking lot and drove towards Port of
Tacoma to drop of his trailer. Unit 1 did not provide any additional information about the trailer or
damage to trailer.
Later on Unit 1 showed up at city hall where I contacted him in the front lobby. Unit 1 said he has 19
years of driving big semi trucks and is familiar with empty and heavy/loaded trailers. He told me he
knows about trail over and what it feels like when a trailer set of tires drops off the curb rather than
staying in the apron of a driveway. He told me he can tell by hooking up to a trailer if its empty loaded
or loaded heavy. We talked about how he gained this knowledge. So I asked him when the car hit his
trailer as he pulled out of Buffalo how he did not feel that impact in his empty trailer, making it easiest
to feel from inside the cab of his semi. He insisted he did not feel it. I told him that I have a video of
the crash.
In this video it shows that unit 1 is basically pulled from the driveway with his rear tires just on the
edge of the curb line when unit 2 drives into the side of the trailer. The impact rocks the trailer tires
off the ground and caused the trailer to bump a light standard. Unit 1 was moving slowly when the
crash took place. The energy transfer was significant enough I believe an experienced driver who
has told me he can tell many differences from inside the cab felt this heavy impact. However the
video shows unit 1 failing to remain on scene and simply drive off.
Prior to becoming a police officer, based on my training and experience as a licensed CDL Class A
truck driver with many many miles and pulling many different types of trailers, loads, weight and
watching this video I would have without question felt the impact of my trailer being hit so hard my
rear set of tires leaves the ground along with the trailer actually being pushed sideways. This would

have been felt in the cab. I would have seen in my rear view mirrors the remaining wrecked vehicle
blocking lane 1 and its debris field. I believe unit 1 felt the impact and chose to leave the are without
following the requirements under rcw 46.52. 1 still have my CDL and still on occasion drive CDL type
commercial vehicles, but not for hire.
I cited Unit 1 ref RCW 46.52.020 Hit and run attended via the Renton Prosecutors office.
